Publisko iepirkumu likuma 9. panta 2. da\u013ca nosaka, ka paredzamo l\u012bgumcenu noteic k\u0101 pas\u016bt\u012bt\u0101ja pl\u0101noto kop\u0113jo samaksu par l\u012bguma izpildi.<br \/>\nTom\u0113r, sl\u0113dzot noguld\u012bjuma l\u012bgumu, pas\u016bt\u012bt\u0101jam nav izdevumu, bet, tie\u0161i otr\u0101di, \u2013 noguld\u012bjuma l\u012bguma nosl\u0113g\u0161anas m\u0113r\u0137is ir kapit\u0101la pieaugums jeb pe\u013c\u0146as procents.<br \/>\nLikumdev\u0113js nosaka, ka banku un citu finan\u0161u pakalpojumu paredzam\u0101 l\u012bgumcena ir maksa par pakalpojumiem, komisijas maksas, maks\u0101jamo procentu un citu atl\u012bdz\u012bbas veidu kop\u0113j\u0101 summa. <\/p>\n<p>T\u0101d\u0113j\u0101di, lai noteiktu noguld\u012bjumu pakalpojuma iepirkuma proced\u016bru, ir j\u0101\u0146em v\u0113r\u0101 iesp\u0113jamais labums jeb pe\u013c\u0146as procents, ko g\u016bst pas\u016bt\u012bt\u0101js, un nav j\u0101\u0146em v\u0113r\u0101 noguld\u012bjuma summa.<br \/>\nL\u012bdz ar to var gad\u012bties, ka pas\u016bt\u012bt\u0101js pl\u0101no nosl\u0113gt l\u012bgumu, piem\u0113ram, par vienu miljonu latu, ta\u010du, \u0146emot v\u0113r\u0101 aktu\u0101l\u0101s noguld\u012bjuma procentu likmes tirg\u016b, par l\u012bguma nosl\u0113g\u0161anu b\u016btu j\u0101r\u012bko t. s. <em>mazais<\/em> iepirkums, jeb iepirkuma proced\u016bra saska\u0146\u0101 ar Publisko iepirkumu likuma 8.\u00b9pantu.<br \/>\n<!--more--><br \/>\n<strong>Iepirkuma proced\u016bras norises dokumenti<\/strong><\/p>\n<p>Noguld\u012bjumu pakalpojuma iepirkuma norises dokumentu saturu nosaka izv\u0113l\u0113t\u0101s iepirkuma proced\u016bras veids.<br \/>\nPirmais, kas ien\u0101k pr\u0101t\u0101, pl\u0101nojot noguld\u012bjumu pakalpojuma l\u012bguma iepirkuma proced\u016bru virs 20\u00a0000 latu, ir atkl\u0101ts konkurss. Tikai, izpildot min\u0113tos nosac\u012bjums, var nodro\u0161in\u0101t br\u012bvas konkurences principu atkl\u0101ta konkursa ietvaros.<\/p>\n<p>Ta\u010du bie\u017ei konkr\u0113ta noguld\u012bjuma l\u012bguma izdev\u012bgums par\u0101d\u0101s, sal\u012bdzinot da\u017e\u0101dus noguld\u012bjuma summas, val\u016btas un termi\u0146a virkn\u0113jumus, kurus, iepriek\u0161 nedefin\u0113jot, atkl\u0101ta konkursa ietvaros nav iesp\u0113jams ieg\u016bt.<br \/>\nLai publisk\u0101s iepirkuma proced\u016bras ietvaros pan\u0101ktu pas\u016bt\u012bt\u0101jam maksim\u0101li izdev\u012bg\u0101k\u0101 noguld\u012bjuma l\u012bguma nosl\u0113g\u0161anu, b\u016btu r\u012bkojama sarunu proced\u016bra saska\u0146\u0101 ar Publisko iepirkumu likuma 62. panta 1. da\u013cas 2. punktu. \u0160aj\u0101 gad\u012bjum\u0101 pas\u016bt\u012bt\u0101ja uzdevums izstr\u0101d\u0101t kandid\u0101tu atlases, pied\u0101v\u0101juma iesnieg\u0161anas un sarunu uzs\u0101k\u0161anas noteikumus neb\u016bt nav tik sare\u017e\u0123\u012bts. Toties, sarunu proced\u016bras ietvaros pas\u016bt\u012bt\u0101js ar atlas\u012btajiem pretendentiem b\u016bs ties\u012bgs apspriest iesniegtos pied\u0101v\u0101jumus, lai saska\u0146otu tos ar iepirkuma proced\u016bras dokumentiem un pa\u0161u vajadz\u012bb\u0101m. Galvenais \u2013 sarunu laik\u0101 pas\u016bt\u012bt\u0101js b\u016bs sp\u0113j\u012bgs noteikt izdev\u012bg\u0101ko noguld\u012bjuma veidu, \u0146emot v\u0113r\u0101 pretendentu sniegto inform\u0101ciju.<\/p>\n<p><strong>Pras\u012bbas pretendentu kvalifik\u0101cijai<\/strong><\/p>\n<p>Pas\u016bt\u012bt\u0101ja pamatties\u012bbas izvirz\u012bt kvalifik\u0101cijas pras\u012bbas attiec\u012bb\u0101 uz noguld\u012bjumu pakalpojuma sniedz\u0113jiem \u0101nosaka Publisko iepirkumu likuma 37. pants. Tom\u0113r finan\u0161u pakalpojumu joma ir \u012bpa\u0161i regul\u0113jama un pas\u016bt\u012bt\u0101jam  j\u0101\u0146em v\u0113r\u0101 atbilsto\u0161u uzraudz\u012bbas instit\u016bciju sniegt\u0101 inform\u0101cija.<br \/>\nLatvij\u0101 finan\u0161u pakalpojumu ir ties\u012bgas sniegt kred\u012btiest\u0101des, kuras noteiktaj\u0101 k\u0101rt\u012bb\u0101 ir re\u0123istr\u0113tas un kur\u0101m ir izsniegta licence kred\u012btiest\u0101des darb\u012bbai. Savuk\u0101rt piesaist\u012bt noguld\u012bjumus no neierobe\u017eota klientu loka ir ties\u012bga tikai Latvij\u0101 licenc\u0113ta banka vai cit\u0101 Eiropas Savien\u012bbas dal\u012bbvalst\u012b licenc\u0113ta bankas fili\u0101le, kas pazi\u0146ojusi Finan\u0161u un kapit\u0101la tirgus komisijai par darb\u012bbas uzs\u0101k\u0161anu.<\/p>\n<p>J\u0101atz\u012bm\u0113, ka tikai uz Latvij\u0101 re\u0123istr\u0113taj\u0101m bank\u0101m un kr\u0101jaizdevumu sabiedr\u012bb\u0101m attiecas noguld\u012bjumu garantiju sist\u0113ma.<br \/>\nGalvenie r\u0101d\u012bt\u0101ji, kas raksturo kred\u012btiest\u0101des finansi\u0101lo st\u0101vokli, ir:<\/p>\n<ul>\n<strong>1. kapit\u0101la pietiekam\u012bba<\/strong> \u2013 r\u0101d\u012bt\u0101js, kas raksturo bankas sp\u0113ju ar kapit\u0101lu segt iesp\u0113jamos zaud\u0113jumus. Noguld\u012bjumu piesaiste un p\u0101rvalde saist\u012bta ar pieaugo\u0161u procentu likmju risku un val\u016btas risku.
