Pa\u0161laik likumprojekts ir pie\u0146emts pirmaj\u0101 las\u012bjum\u0101 un nodots komisijai t\u0101l\u0101kam darbam. <\/b><\/p>\n<p>Sp\u0113k\u0101 eso\u0161ais Publisko iepirkumu likums, kas st\u0101jies sp\u0113k\u0101 pag\u0101ju\u0161\u0101 gada mart\u0101, nenosaka pietiekami striktas pras\u012bbas iepirkumu izsludin\u0101t\u0101jiem. Past\u0101vot Iepirkumu uzraudz\u012bbas biroja nor\u0101d\u012bjumiem, valsts un pa\u0161vald\u012bbu uz\u0146\u0113mumiem vienalga ir ties\u012bbas izraudz\u012bties iepirkuma konkursa uzvar\u0113t\u0101ju p\u0113c saviem ieskatiem. Tas iesp\u0113jams ar\u012b gad\u012bjum\u0101, ja uzvar\u0113ju\u0161\u0101 pretendenta pied\u0101v\u0101jums pat vair\u0101kk\u0101rt\u012bgi p\u0101rsniedz s\u0101kotn\u0113jo iepirkuma l\u012bguma l\u012bgumcenu. Tie\u0161i \u0161\u012b iemesla d\u0113\u013c situ\u0101ciju var izmantot \u013caunpr\u0101t\u012bgi, apzin\u0101ti radot finansi\u0101lus zaud\u0113jumus pas\u016bt\u012bt\u0101jam. Nepamatots cenas sad\u0101rdzin\u0101jums un d\u0101rg\u0101k\u0101 pretendenta izv\u0113le rada augstu korupcijas risku. Turkl\u0101t valsts un pa\u0161vald\u012bbu iest\u0101d\u0113m izv\u0113loties iepirkumu par nesam\u0113r\u012bgi augstu cenu, tiek rad\u012bts papildu slogs nodok\u013cu maks\u0101t\u0101jiem.\u00a0<br \/>\n<!--more--><br \/>\nApzinoties, k\u0101das sekas var b\u016bt \u0161\u0101diem nekontrol\u0113tiem iepirkumiem, LRA izstr\u0101d\u0101ja groz\u012bjumus \u201cPublisko iepirkumu likum\u0101\u201d. Ar tiem tiks noteikta liel\u0101ka kontrole valsts un pa\u0161vald\u012bbu iest\u0101\u017eu Iepirkumu komisiju darb\u0101, izsl\u0113dzot iesp\u0113ju par uzvar\u0113t\u0101ju konkurs\u0101 atz\u012bt to pretendentu, kura pied\u0101v\u0101jums bijis vair\u0101kk\u0101rt d\u0101rg\u0101ks nek\u0101 s\u0101kotn\u0113j\u0101 iepirkuma l\u012bguma l\u012bgumcena.<\/p>\n<p>Prec\u012bz\u0101k, LRA izstr\u0101d\u0101tie groz\u012bjumi paredz ierobe\u017eot min\u0113to probl\u0113mu, nosakot, ka gad\u012bjum\u0101, ja pied\u0101v\u0101jums konkr\u0113tam publiskam b\u016bvdarbu, publiskam pieg\u0101des vai publiskam pakalpojuma l\u012bgumam p\u0101rsniedz 50 procentus no s\u0101kotn\u0113j\u0101s iepirkuma l\u012bguma l\u012bgumcenas, pas\u016bt\u012bt\u0101js noraida pied\u0101v\u0101jumu. Min\u0113tie groz\u012bjumi izsl\u0113gtu kr\u0101pniec\u012bbas sh\u0113mu \u012bsteno\u0161anu \u2013 piem\u0113ram, ja s\u0101kotn\u0113j\u0101 l\u012bgumcena ir viens miljons eiro, bet pretendentiem, iesniedzot pied\u0101v\u0101jumus par \u010detriem miljoniem eiro, iepirkuma komisija to apstiprina. T\u0101d\u0113j\u0101di pie\u0146emtais pied\u0101v\u0101jums \u010detrk\u0101rt\u012bgi p\u0101rsniegtu s\u0101kotn\u0113jo l\u012bgumcenu izsludin\u0101taj\u0101 iepirkum\u0101. Saska\u0146\u0101 ar groz\u012bjumiem \u0161\u0101d\u0101s situ\u0101cij\u0101s iepirkums tiks atcelts un var\u0113s r\u012bkot jaunu konkursu, veicot paredzam\u0101s iepirkuma l\u012bgumcenas par\u0113\u0137in\u0101\u0161anu. Groz\u012bjumu pamatm\u0113r\u0137is ir aptur\u0113t naudas iz\u0161\u0137\u0113rd\u0113\u0161anu, kura \u0161obr\u012bd notiek, organiz\u0113jot iepirkumus. \u0160\u0101da pieeja iepirkumiem disciplin\u0113s valsts un pa\u0161vald\u012bbas iest\u0101des ar\u012b ES fondu l\u012bdzek\u013cu un valsts bud\u017eeta apguv\u0113. Kopum\u0101 groz\u012bjumu ietekme uz sabiedr\u012bbu un tautsaimniec\u012bbas att\u012bst\u012bbu, saska\u0146\u0101 ar likuma groz\u012bjumiem, b\u016btu pozit\u012bva, jo veicin\u0101tu iepirkumu proced\u016bras atkl\u0101t\u012bbu.<\/p>\n<p>P\u0113d\u0113j\u0101 medijos dzirdam par iepirkumiem, kur tiek iz\u0161\u0137\u0113rd\u0113ta nodok\u013cu maks\u0101t\u0101ju nauda, valsts un pa\u0161vald\u012bbu instit\u016bcij\u0101m, uz\u0146\u0113mumiem un ar\u012b pa\u0161\u0101m ministrij\u0101m apstiprinot t\u0101dus pied\u0101v\u0101jumus, kas vair\u0101kk\u0101rt p\u0101rsniedz pl\u0101noto summu. P\u0113d\u0113j\u0101 laika kliedzo\u0161\u0101kais piem\u0113rs, neap\u0161aub\u0101mi, ir \u201cLatvijas Valsts ce\u013ci\u201d (LVC) iepirkums. LVC pie\u0146\u0113ma l\u0113mumu, ka turpm\u0101kos tr\u012bs gadus ar ce\u013cu tehnisko apr\u012bko\u0161anu nodarbosies SIA \u201cReck\u201d, kas uzvar\u0113ja iepirkum\u0101 ar l\u012bgumcenu 8,5 miljoni eiro. \u0160\u012b cena vair\u0101k nek\u0101 divas reizes p\u0101rsniedz summu, k\u0101du bija pl\u0101nots t\u0113r\u0113t \u0161im pakalpojumam, proti, 3 600 000 eiro. Savuk\u0101rt citu pretendentu, kas pied\u0101v\u0101ja daudz zem\u0101ku cenu (3 380 700 eiro), LVC noraid\u012bja, tie\u0161i t\u0101pat k\u0101 SIA \u201cKEMEK Engeneering\u201d pied\u0101v\u0101jumu, kas ar\u012b bija par daudz zem\u0101ku summu. Cik var spriest p\u0113c mediju sniegt\u0101s inform\u0101cijas, LVC pamatojums, k\u0101p\u0113c nesadarboties ar SIA \u201cKEMEK Engeneering\u201d, ir bijis visai interesants \u2013 pieredzes tr\u016bkums \u2013, lai gan tie\u0161i \u0161is uz\u0146\u0113mums jau 12 gadus sadarbojas ar LVC.<\/p>\n<p>Situ\u0101cija, kur\u0101 Valsts akciju sabiedr\u012bba ir ties\u012bga neviena nekontrol\u0113ta, par konkursa uzvar\u0113t\u0101ju pasludin\u0101t uz\u0146\u0113mumu, kas pied\u0101v\u0101 izpild\u012bt pras\u012bto par 8,5 miljoniem, kaut ar\u012b konkurs\u0101 piedal\u0101s uz pusi l\u0113t\u0101ka alternat\u012bva, nav pie\u013caujama. Rezult\u0101t\u0101 \u2013 par 4,5 miljoniem tiek p\u0101rt\u0113r\u0113ti s\u0101kotn\u0113ji pl\u0101notie l\u012bdzek\u013ci. Diem\u017e\u0113l tas ir tikai viens no piem\u0113riem, kur negodpr\u0101t\u012bgi tiek izmantoti iepirkumu ieg\u0101des sist\u0113mas \u201crobi\u201d. Turkl\u0101t ar no\u017e\u0113lu j\u0101teic, ka atbild\u012bgais ministrs l\u012bdz pat \u0161im br\u012bdim nav sp\u0113jis vai ar\u012b, iesp\u0113jams, nav grib\u0113jis, saskat\u012bt konkr\u0113taj\u0101 gad\u012bjum\u0101 aizdom\u012bgas r\u012bc\u012bbas paz\u012bmes. Ta\u010du, kas ir v\u0113l satrauco\u0161\u0101k, kad Iepirkumu uzraudz\u012bbas birojs LVC bija aizliedzis sl\u0113gt l\u012bgumu ar konkursa uzvar\u0113t\u0101ju SIA &#8220;Reck&#8221;, LVC sp\u012bt\u012bgi nol\u0113ma palikt pie izv\u0113l\u0113t\u0101 pretendenta. K\u0101ds tam ir pamatojums? T\u0101ds nav dzird\u0113ts. \u0160\u0101da pieeja un attieksme liecina par visat\u013caut\u012bbas un nesod\u0101m\u012bbas saj\u016btu lielajos valsts uz\u0146\u0113mumos. Diem\u017e\u0113l ne vald\u012bbas vad\u012bt\u0101js, ne koal\u012bcijas partijas joproj\u0101m neko nesaka, neatbild, bet tikm\u0113r m\u016bsu iedz\u012bvot\u0101ju l\u012bdzek\u013ci tiek iz\u0161\u0137\u0113rd\u0113ti nepamatotos iepirkumos. T\u0101p\u0113c Saeimas atbalsts LRA groz\u012bjumiem &#8220;Publisko iepirkumu likum\u0101&#8221; ir noz\u012bm\u012bgs solis, lai \u0161\u0101di gad\u012bjumi, k\u0101 ar LVC iepirkumu un virkne citu l\u012bdz\u012bgu, kur tiek iz\u0161\u0137\u0113rd\u0113ta valsts nauda, vairs neatk\u0101rtotos.<\/p>\n<p>Skatoties uz to, k\u0101 ar nodok\u013cu maks\u0101t\u0101ju l\u012bdzek\u013ciem r\u012bkojas valsts un pa\u0161vald\u012bbu uz\u0146\u0113mumi, rodas saj\u016bta, ka esam atgriezu\u0161ies \u201ctreknajos gados\u201d. M\u0113s nedr\u012bkstam pie\u013caut pat domu par \u0161\u0101du pieeju. Visi labi atceramies, ar ko s\u0101k\u0101s 2008. gada ekonomisk\u0101 kr\u012bze un k\u0101das sekas tai bija. \u0160\u012bs sekas Latvija izj\u016bt v\u0113l joproj\u0101m \u2013 valsti atst\u0101ju\u0161i t\u016bksto\u0161iem cilv\u0113ku, kuri nesp\u0113ja \u0161eit atrast darbu, bija iesl\u012bgu\u0161i par\u0101dos, pazaud\u0113ju\u0161i savu \u012bpa\u0161umu. \u0160is process v\u0113l nav apst\u0101jies \u2013 cilv\u0113ki joproj\u0101m aizbrauc un joproj\u0101m m\u0113\u0123ina tikt gal\u0101 ar 10 gadus sen\u0101m valsts bezatbild\u012bbas un nesaimnieciskuma sek\u0101m.<\/p>\n<p>L\u012bdzek\u013ci j\u0101iegulda efekt\u012bvi un apdom\u012bgi, pan\u0101kot iesp\u0113jami liel\u0101ku ieguvumu sabiedr\u012bbai, nevis lai tos bezm\u0113r\u0137\u012bgi izt\u0113r\u0113tu. T\u0101 ir viena no konceptu\u0101laj\u0101m at\u0161\u0137ir\u012bb\u0101m LRA dom\u0101\u0161an\u0101 un attieksm\u0113 pret valsts bud\u017eeta l\u012bdzek\u013cu izlieto\u0161anu, kam j\u0101notiek sapr\u0101t\u012bgi un atbild\u012bgi, jo bie\u017ei vien tiek piemirsts, ka tie ir ikviena m\u016bsu valsts iedz\u012bvot\u0101ja samaks\u0101tie nodok\u013ci. <\/p>\n<p>Ja paskat\u0101mies uz to pa\u0161u LVC iepirkumu, kad visu acu priek\u0161\u0101, visticam\u0101k, k\u0101das tre\u0161\u0101s personas kabat\u0101 non\u0101ks teju 4,5 miljoni eiro\u2026 Par \u0161iem l\u012bdzek\u013ciem b\u016btu iesp\u0113jams \u012bstenot 55 km grants ce\u013cu rekonstrukciju, 15 km asfalta autoce\u013ca seguma atjauno\u0161anu vai 2500 km grants ce\u013cu uztur\u0113\u0161anu gad\u0101! Ar \u0161\u012bs naudas pal\u012bdz\u012bbu katru m\u0113nesi var\u0113tu pie\u0161\u0137irt pabalstu 750 eiro apm\u0113r\u0101 katrai aud\u017eum\u0101tei, kas devusi \u0123imenes siltumu k\u0101dam no b\u0113rnu nama b\u0113rniem.
