Piekr\u012btu, ka IUB nev\u0113las tiesu darbus, iesp\u0113jams, biroja kapacit\u0101te nav pietiekami liela, tom\u0113r k\u0101p\u0113c tad iepirkumu uzraugs ir izveidots? K\u0101p\u0113c ir PIL, kur teikts, ka IUB ir j\u0101uzrauga lietder\u012bga valsts un pa\u0161vald\u012bbu naudas t\u0113r\u0113\u0161ana?<\/p>\n<p>Kop\u0161 2012. gada esam IUB iesniegu\u0161i 18 s\u016bdz\u012bbas. Nezinu, vai v\u0113l k\u0101ds uz\u0146\u0113mums tik daudz ir s\u016bdz\u0113jies par publiskajiem iepirkumiem. Preciz\u0113\u0161u, ka daudzas s\u016bdz\u012bbas bija par vienu iepirkumu. Nav t\u0101, ka s\u016bdzamies par 18 da\u017e\u0101d\u0101m valsts vai pa\u0161vald\u012bbu iest\u0101d\u0113m, vai uz\u0146\u0113mumiem. Galvenok\u0101rt apstr\u012bdam VID, p\u0113d\u0113j\u0101 laik\u0101 &#8220;LVC&#8221;, Nodro\u0161in\u0101juma pav\u0113lniec\u012bbas un ar\u012b Valsts vides dienesta l\u0113mumus. Nevienu m\u016bsu s\u016bdz\u012bbu saist\u012bb\u0101 ar \u0161\u0101 uz\u0146\u0113muma r\u012bkotajiem iepirkumiem neapmierin\u0101ja. Tas mums bija diezgan negaid\u012bti. M\u0113s pat t\u0101s argument\u0113j\u0101m ar tiem pa\u0161iem argumentiem, kurus izmantoj\u0101m, s\u016bdzoties par VID darb\u012bbu. Tolaik IUB ieklaus\u012bj\u0101s, pieaicin\u0101ja ekspertus. Patlaban &#8211; k\u0101 aizsl\u0113gt\u0101s durv\u012bs. Nem\u0101ku izskaidrot, k\u0101p\u0113c. <\/p>\n<p>Latvij\u0101 vienm\u0113r ir biju\u0161i favor\u012btuz\u0146\u0113mumi. Ar\u012b m\u016bsu uz\u0146\u0113mumu savulaik var\u0113ja uzskat\u012bt par favor\u012btuz\u0146\u0113mumu t\u0101p\u0113c, ka bij\u0101m vien\u012bgie, nolikumos nebija iek\u013cauti citu ties\u012bbas aizskaro\u0161i nosac\u012bjumi. Tur par\u0101d\u0101s kaut kas no specifik\u0101cijas, kas ir \u013coti specifisks t\u0101m iek\u0101rt\u0101m. Var\u0113tu \u0161o trakt\u0113t k\u0101 favor\u012btismu \u2013 par to run\u0101ju atkl\u0101ti. Un tas ir objekt\u012bvi, tom\u0113r tas var\u0113ja liegt pieeju da\u017eiem citiem uz\u0146\u0113mumiem, kas v\u0113l\u0113j\u0101s m\u016bsu ni\u0161\u0101 iek\u0101pt. M\u0113s ar &#8220;LVC&#8221; sadarboj\u0101mies 20 gadu un p\u0113k\u0161\u0146i neesam vajadz\u012bgi. K\u0101p\u0113c? T\u0101p\u0113c, ka nemaks\u0101jam pateic\u012bbas? M\u016bsu gad\u012bjum\u0101 \u2013 viss s\u0101k\u0101s ar to, ka bija ni\u0161as iepirkums par m\u016bsu uzst\u0101d\u012bt\u0101s iek\u0101rtas moderniz\u0101ciju. M\u0113s bij\u0101m vien\u012bgie pretendenti, tad bija zin\u0101m\u0101 kunga viz\u012bte pie manis, konkurs\u0101 m\u016bs atraida ar pamatojumu, ka iepirkuma dokument\u0101cija bija sagatavota nepareizi. Kaut gan pats pas\u016bt\u012bt\u0101js to gatavoja. Ja neb\u016btu priek\u0161v\u0113stures, var\u0113tu padom\u0101t, ka m\u016bsu uz\u0146\u0113mums ir kaut ko sliktu izdar\u012bjis, piem\u0113ram, veicis darbus slikt\u0101 kvalit\u0101t\u0113.
