Iedz\u012bvot\u0101ju aptaujas r\u0101da, ka neapzin\u0101mies pa\u0161vald\u012bbu potenci\u0101lu klimatam kait\u012bgo siltumn\u012bcefekta g\u0101zu emisiju samazin\u0101\u0161an\u0101, lai gan tie\u0161i pa\u0161vald\u012bbas iep\u0113rk lielu da\u013cu produktu un pakalpojumu, kas to dz\u012bves cikl\u0101 veido \u0161\u012bs emisijas, un za\u013cais publiskais iepirkums (ZPI) ir svar\u012bgs l\u012bdzeklis klimata politikas realiz\u0113\u0161anai.<\/p>\n<p>LVIF 2013. gad\u0101 uzs\u0101ka programmas &#8220;Intelligent Energy Europe&#8221; l\u012bdzfinans\u0113ta projekta &#8220;Za\u013cais iepirkums pa\u0161vald\u012bb\u0101s energoefektivit\u0101tei\u00a0\u2013 PRIMES&#8221; ievie\u0161anu. Projektu ieviesa vienlaikus septi\u0146as Eiropas Savien\u012bbas dal\u012bbvalstis (D\u0101nija, Zviedrija, Latvija, Horv\u0101tija, Francija, It\u0101lija un Be\u013c\u0123ija), tas deva iesp\u0113ju redz\u0113t, k\u0101 ar za\u013c\u0101 iepirkuma ievie\u0161anu sokas cit\u0101s Eiropas valst\u012bs, k\u0101 ar\u012b dal\u012bties pieredz\u0113 ar starptautiskajiem projekta partneriem. <\/p>\n<p>LVIF za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161ana Latvijas pa\u0161vald\u012bb\u0101s saskan\u0113ja ar laiku, kad Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministrija (VARAM) izveidoja Za\u013c\u0101 publisk\u0101 iepirkuma veicin\u0101\u0161anas darba grupu, kur\u0101 tika uzaicin\u0101ti piedal\u012bties vair\u0101k nek\u0101 30 p\u0101rst\u0101vji gan no ministrij\u0101m, nevalstisk\u0101m organiz\u0101cij\u0101m, gan ar\u012b ar iepirkumu saist\u012bt\u0101m instit\u016bcij\u0101m, Latvijas Pa\u0161vald\u012bbu savien\u012bbas un Uz\u0146\u0113m\u0113ju asoci\u0101cijas. Tika sagatavots un ar\u012b v\u0113l\u0101k Ministru kabinet\u0101 apstiprin\u0101ts &#8220;Za\u013c\u0101 iepirkuma veicin\u0101\u0161anas pl\u0101ns 2015.\u00a0\u2013 2017. gadam&#8221;, kura m\u0113r\u0137is ir palielin\u0101t za\u013c\u0101 iepirkum\u0101 pirkto pre\u010du un pakalpojumu daudzumu, 2015. gada beig\u0101s sasniedzot vismaz 15% finansi\u0101l\u0101 izteiksm\u0113 no kop\u0113j\u0101 valsts un pa\u0161vald\u012bbu iest\u0101\u017eu veikto iepirkumu apjoma, 2016. gad\u0101 20% un 2017. gad\u0101\u00a0\u2013 30%.<br \/>\n\u00a0<!--more--><br \/>\nProjekta galvenais m\u0113r\u0137is bija veicin\u0101t za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161anu Latvijas pa\u0161vald\u012bb\u0101s un pa\u0161vald\u012bbu uz\u0146\u0113mumos, sniedzot atbalstu iepirkumu dokument\u0101cijas gatavo\u0161an\u0101, it sevi\u0161\u0137i tehnisko specifik\u0101ciju\u00a0\u2013 krit\u0113riju, to verifik\u0101cijas un l\u012bgumu nosac\u012bjumu gatavo\u0161an\u0101. LVIF eksperti kop\u0101 ar VARAM, k\u0101 ar\u012b Iepirkumu uzraudz\u012bbas biroju (IUB), r\u012bkoja apm\u0101c\u012bbas katr\u0101 no Latvijas re\u0123ioniem, k\u0101 ar\u012b galvaspils\u0113t\u0101 R\u012bg\u0101. Pirms katr\u0101m apm\u0101c\u012bb\u0101m identific\u0113ja pa\u0161vald\u012bbas interes\u0113jo\u0161\u0101s vispiepras\u012bt\u0101k\u0101s produktu grupas\u00a0\u2013 b\u016bvniec\u012bba, ielu un iek\u0161telpu apgaismojums, biroja un sadz\u012bves tehnika, transports, biomasa un elektr\u012bba, p\u0101rtika u.\u00a0c. Organiz\u0113t\u0101s apm\u0101c\u012bbas bija piepras\u012btas un pla\u0161i apmekl\u0113tas no pa\u0161vald\u012bbu puses. Apm\u0101c\u012bbu laik\u0101 konstat\u0113j\u0101m, ka pa\u0161vald\u012bbu iepirkumu speci\u0101listi ir diezgan zino\u0161i un inform\u0113ti par za\u013co iepirkumu, t\u0101 ieguvumiem un to, kur atrodas Eiropas Komisijas izveidot\u0101s vadl\u012bnijas da\u017e\u0101d\u0101m iepirkumu produktu grup\u0101m. Da\u013ca no iepirkumu speci\u0101listiem, kuri apmekl\u0113ja apm\u0101c\u012bbas, Eiropas Komisijas vadl\u012bnijas ir las\u012bju\u0161i un p\u0113t\u012bju\u0161i. Liel\u0101k\u0101 probl\u0113ma rodas praktiskaj\u0101 pielietojum\u0101, ne vienm\u0113r ir viegli identific\u0113t visvajadz\u012bg\u0101kos krit\u0113rijus, bet v\u0113l liel\u0101kas probl\u0113mas sag\u0101d\u0101 iesniegto pied\u0101v\u0101jumu izv\u0113rt\u0113jums. Apm\u0101c\u012bbu laik\u0101 ar\u012b vairakk\u0101rt tika uzsv\u0113rts, ka ne vienm\u0113r vajag iepirkt to visza\u013c\u0101ko, bet gan konkr\u0113tajai vajadz\u012bbai atbilsto\u0161o produktu un v\u0113rt\u0113t to kopskat\u0101 ar produkta dz\u012bves cikla izmaksu anal\u012bzi, pielietot saimnieciski visizdev\u012bg\u0101k\u0101 pied\u0101v\u0101juma principu.<\/p>\n<p>Interakt\u012bvas apm\u0101c\u012bbas, kur piedal\u0101s gan konkr\u0113to jomu eksperti, gan ar iepirkumu saist\u012btie politikas veidot\u0101ji, tika atz\u012btas par vislab\u0101ko veidu, k\u0101 inform\u0113t pa\u0161vald\u012bbas un apm\u0101c\u012bt za\u013c\u0101 iepirkuma veik\u0161an\u0101. Ar\u012b \u0161ogad VARAM organiz\u0113 re\u0123ion\u0101lo semin\u0101ru ciklu. Proti,  iepirkumu speci\u0101listi s\u0101ks za\u013co iepirkumu \u012bstenot re\u0101laj\u0101 dz\u012bv\u0113, tom\u0113r, aptauj\u0101jot pa\u0161vald\u012bbas un l\u016bdzot inform\u0113t par veiktajiem za\u013cajiem iepirkumiem, bija skaidrs, ka pa\u0161vald\u012bbas v\u0113las uzzin\u0101t par to vair\u0101k, m\u0101c\u012bties, dal\u012bties pieredz\u0113. Daudzi iepirkumu speci\u0101listi izprot za\u013c\u0101 iepirkuma svar\u012bgumu un sniegtos ieguvumus, gan vides un klimata, kvalit\u0101tes un vesel\u012bbas, gan ar\u012b finansi\u0101lo ieguvumu izteiksm\u0113, tom\u0113r ar praktiz\u0113\u0161anu nesteidzas. T\u0101d\u0113\u013c sasniegt fonda izvirz\u012bto m\u0113r\u0137i\u00a0\u2013 sagatavot 20 za\u013cos iepirkumus divu gadu laik\u0101\u00a0\u2013 bija daudz gr\u016bt\u0101k, nek\u0101 pl\u0101nots. Analiz\u0113jot situ\u0101ciju, saprat\u0101m, ka nereti vien nepietiek ar iepirkumu speci\u0101listu v\u0113lmi \u012bstenot za\u013co iepirkumu. Ir vair\u0101ki ietekm\u0113jo\u0161ie faktori, \u013coti svar\u012bgs ir pa\u0161vald\u012bbas vad\u012bbas atbalsts, izpratne par pilna dz\u012bves cikla izmaks\u0101m un ieguvumiem ilgtermi\u0146\u0101. Za\u013cais iepirkums ir veids, k\u0101 saimniekot sapr\u0101t\u012bgi un za\u013ci, iep\u0113rkot kvalitat\u012bv\u0101kus, videi un vesel\u012bbai draudz\u012bg\u0101kus produktus un pakalpojumus, kuri to dz\u012bves cikla laik\u0101 bie\u017ei vien izn\u0101k ar\u012b finansi\u0101li izdev\u012bg\u0101ki un rada pat ietaup\u012bjumu bud\u017eet\u0101 ilgtermi\u0146\u0101.<\/p>\n<p>Fonds nepilnu divu gadu laik\u0101 pal\u012bdz\u0113ja Latvijas pa\u0161vald\u012bb\u0101m izveidot vair\u0101k nek\u0101 20 za\u013cos iepirkumus da\u017e\u0101d\u0101s produktu kategorij\u0101s.
