T\u0101tad ar m\u0113r\u0137i padar\u012bt publisko iepirkumu atv\u0113rt\u0101ku maziem un vid\u0113jiem komersantiem, k\u0101 ar\u012b rad\u012bt vair\u0101k iesp\u0113ju pas\u016bt\u012bt\u0101jiem iepirkt ilgtsp\u0113j\u012bgas un inovat\u012bvas preces un pakalpojumus.<\/p>\n<p>Jaun\u0101s direkt\u012bvas apstiprin\u0101ja ar\u012b cie\u0161\u0101 saist\u012bb\u0101 ar ietvarprogrammu \u201cApv\u0101rsnis 2020\u201d, kuras ietvaros publiskam iepirkumam ir svar\u012bga loma k\u0101 inov\u0101ciju politikas instrumentam, kas jau vair\u0101k nek\u0101 dek\u0101di tiek akt\u012bvi diskut\u0113ts un ar\u012b \u012bstenots vair\u0101k\u0101s Eiropas Savien\u012bbas (ES) dal\u012bbvalst\u012bs. \u0145emot v\u0113r\u0101 publisko iepirkumu bud\u017eetu, kura \u012bpatsvars saska\u0146\u0101 ar apl\u0113s\u0113m ir aptuveni 20% no iek\u0161zemes kopprodukta<sup><a id=\"ref1\" href=\"#fn1\">1<\/a><\/sup>, publiskais iepirkums var un ar\u012b sp\u0113l\u0113 noz\u012bm\u012bgu lomu k\u0101 viens no instrumentiem inov\u0101ciju stimul\u0113\u0161anai. T\u0101pat to var efekt\u012bvi izmantot ilgtsp\u0113j\u012bgas izaugsmes rosin\u0101\u0161anai.<\/p>\n<p>Ar\u012b Latvij\u0101 inov\u0101ciju iepirkums var sekm\u0113t ne tikai publisko resursu efekt\u012bv\u0101ku izmanto\u0161anu, bet ar\u012b inov\u0101cijas uz\u0146\u0113mumos un publiskaj\u0101 sektor\u0101. T\u0101pat inov\u0101ciju publiskais iepirkums var veicin\u0101t uz\u0146\u0113mumu ieguld\u012bjumus p\u0113tniec\u012bb\u0101, att\u012bst\u012bb\u0101 un inov\u0101cij\u0101. \u0160aj\u0101 jom\u0101 Latvija b\u016btiski atpaliek no vid\u0113j\u0101 Eiropas l\u012bme\u0146a, p\u0113c p\u0113d\u0113j\u0101 Inov\u0101ciju savien\u012bbas tablo datiem, ie\u0146emot 26. vietu starp 28 ES dal\u012bbvalst\u012bm.
