Parlamenta Ekonomikas komisijas t\u012bmek\u013ca lap\u0101<sup><a id=\"ref1\" href=\"#fn1\">1<\/a><\/sup> publiski redzamajos labojumu priek\u0161likumos un viedok\u013cos liel\u0101 m\u0113r\u0101 atk\u0101rtotas idejas, kas iepriek\u0161 ar da\u017e\u0101diem tirgus dal\u012bbniekiem apspriestas instit\u016bciju un sabiedr\u012bbas p\u0101rst\u0101vju iesaistei izveidot\u0101 apa\u013c\u0101 galda diskusij\u0101.<\/p>\n<p>Jauno publisko iepirkumu direkt\u012bvu p\u0101r\u0146em\u0161an\u0101 notika Igaunijas likumdo\u0161anas prakses v\u0113stur\u0113 nepieredz\u0113ti laikietilp\u012bgs un saturisks instit\u016bciju un sabiedr\u012bbas p\u0101rst\u0101vju iesaistes darbs, kas s\u0101k\u0101s jau 2014. gada febru\u0101r\u012b, v\u0113l pirms direkt\u012bvu pie\u0146em\u0161anas Eiropas Parlament\u0101. Piecdesmit \u010detras da\u017e\u0101das iest\u0101des un organiz\u0101cijas<sup><a id=\"ref2\" href=\"#fn2\">2<\/a><\/sup>, tostarp profesion\u0101l\u0101s apvien\u012bbas, tika uzaicin\u0101tas piedal\u012bties apa\u013c\u0101 galda diskusij\u0101. Apspriedes ilga gandr\u012bz gadu. Vald\u012bbas akceptu guva likumprojekta hronolo\u0123iski tre\u0161\u0101 versija<sup><a id=\"ref4\" href=\"#fn4\">4<\/a><\/sup>, kas pirmaj\u0101 las\u012bjum\u0101 tika skat\u012bta parlament\u0101 2016. gada maij\u0101.<br \/>\n<!--more--><br \/>\nJaun\u0101 likuma izstr\u0101dei nepiecie\u0161am\u0101 instit\u016bciju un sabiedr\u012bbas p\u0101rst\u0101vju iesaistes darba pamat\u0101 bija caursp\u012bd\u012bguma, apsprie\u0161anas saturisk\u0101s kvalit\u0101tes un atv\u0113rt\u012bbas principi, un liela da\u013ca apa\u013c\u0101 galda apsprie\u017eu kopsavilkumu ir pieejami publiski<sup><a id=\"ref5\" href=\"#fn5\">5<\/a><\/sup>. Ikvienam, kas saskaras ar publisko iepirkumu jomu un t\u0101d\u0113j\u0101di ar\u012b ar e-iepirkumu sist\u0113mu<sup><a id=\"ref6\" href=\"#fn6\">6<\/a><\/sup>, ir bijusi re\u0101la iesp\u0113ja l\u016bgt vi\u0146u iesaist\u012bt, iesniegt likumprojekta izstr\u0101d\u0101t\u0101jiem savus rakstiskos priek\u0161likumus un sekot l\u012bdzi aktu\u0101lo apa\u013c\u0101 galda apsprie\u0161anu kopsavilkumiem. Papildus likumprojekta izstr\u0101d\u0101t\u0101ji tik\u0101s ar\u012b ar vair\u0101k\u0101m profesion\u0101laj\u0101m apvien\u012bb\u0101m, lai apspriestu jomu specifisk\u0101s probl\u0113mas (piem., iepirkumus soci\u0101laj\u0101 un vesel\u012bbas apr\u016bpes jom\u0101, augst\u0101k\u0101s izgl\u012bt\u012bbas jom\u0101, t\u016brisma sektor\u0101).<\/p>\n<p>Likumprojekta paskaidrojuma rakst\u0101 un apa\u013c\u0101 galda protokolos atrodami likumprojekta izstr\u0101d\u0101t\u0101ju saturiskie pamatojumi vienai vai otrai tiesiski politiskajai izv\u0113lei, par kuru apa\u013caj\u0101 gald\u0101 bija v\u0113rojama polemika starp da\u017e\u0101d\u0101m organiz\u0101cij\u0101m un tirgus dal\u012bbniekiem.<\/p>\n<p>Igaunija t\u0101d\u0113j\u0101di ir viena no retaj\u0101m ES valst\u012bm, kas sp\u0113ja nodro\u0161in\u0101t tirgus dal\u012bbnieku iesaisti p\u0113c b\u016bt\u012bbas un t\u0101d\u0113j\u0101di sagatavot likumprojektu v\u0113l pirms publisk\u0101 iepirkuma direkt\u012bvas p\u0101r\u0146em\u0161anas termi\u0146a.
