Atbilsto\u0161i normat\u012bvo aktu nosac\u012bjumiem uzvar\u0113ja l\u0113t\u0101kais l\u0101psti\u0146u pied\u0101v\u0101jums, kuru izteica SIA &#8220;Zommers&#8221; ar  \u0136\u012bn\u0101 ra\u017eotu produkciju par 3,10 EUR gabal\u0101. Nekvalitat\u012bvais ekip\u0113jums nekav\u0113joties ticis iz\u0146emts no lieto\u0161anas, k\u0101 ar\u012b s\u0101kta dienesta izmekl\u0113\u0161ana. <\/p>\n<p>Atsaucoties uz notikumiem ar b\u0113d\u012bgi slavenaj\u0101m sapieru l\u0101psti\u0146\u0101m, Veiko Spol\u012btis teic: &#8220;Pozit\u012bvi, ka t\u0101s bija tikai l\u0101psti\u0146as, tikai m\u0101c\u012bb\u0101s un miera apst\u0101k\u013cos. Anete Gn\u0113ze, AM Milit\u0101ri publisko attiec\u012bbu departamenta preses noda\u013cas vad\u012bt\u0101ja: &#8220;\u0160aj\u0101 gad\u012bjum\u0101 ir j\u0101skat\u0101s uz situ\u0101ciju ar\u012b no cita skatpunkta un j\u0101v\u0113rt\u0113 ar\u012b komersanta atbild\u012bba, jo jaut\u0101jums nav tikai par to, k\u0101 veica iepirkumu, bet ar\u012b par to, k\u0101das kvalit\u0101tes produktu pied\u0101v\u0101ja iepirkum\u0101 un k\u0101du produktu l\u012bguma izpildes laik\u0101 pieg\u0101d\u0101ja noliktav\u0101. Gad\u012bjum\u0101, ja iepirkums ir par milit\u0101r\u0101m vajadz\u012bb\u0101m vai dro\u0161\u012bbas m\u0113r\u0137iem nepiecie\u0161am\u0101m prec\u0113m, pakalpojumiem vai b\u016bvdarbiem, iepirkumam tiek piem\u0113rots Aizsardz\u012bbas un dro\u0161\u012bbas jomas iepirkumu likums. Iepirkumu uzraudz\u012bbas biroja (IUB) p\u0101rst\u0101vji jau da\u017e\u0101dos avotos agr\u0101k piev\u0113rsa uzman\u012bbu faktam, ka \u0161aj\u0101 konkr\u0113taj\u0101 gad\u012bjum\u0101 nav biju\u0161i piepras\u012bti paraugi: &#8220;Ja iepirkuma tehniskaj\u0101 specifik\u0101cij\u0101 b\u016btu nor\u0101d\u012btas noteiktas iztur\u012bbas pras\u012bbas, \u0161\u0101ds pieg\u0101d\u0101t\u0101js nevar\u0113tu uzvar\u0113t iepirkum\u0101, neraugoties uz viszem\u0101ko cenu. Savuk\u0101rt konkr\u0113taj\u0101 zemessardzes nekvalitat\u012bvo l\u0101psti\u0146u iepirkum\u0101 iepirkuma komisijai b\u016btu bijis j\u0101pieprasa preces paraugs un tas j\u0101p\u0101rbauda darb\u012bb\u0101,&#8221; IUB nost\u0101ju pau\u017e t\u0101 p\u0101rst\u0101ve El\u012bna Virtmane.<\/p>\n<p>P\u0101rst\u0101vot valsts dro\u0161\u012bbas intereses, Nacion\u0101l\u0101s dro\u0161\u012bbas padomes sekret\u0101rs un Valsts prezidenta nacion\u0101l\u0101s dro\u0161\u012bbas padomnieks J\u0101nis Ka\u017eoci\u0146\u0161 atk\u0101rtoti nosoda &#8220;l\u0101psti\u0146u epizodi&#8221;, ta\u010du apliecina, ka Nacion\u0101lo bru\u0146oto sp\u0113ku (NBS) apr\u012bkojums ir uzticams un tiek regul\u0101ri p\u0101rbaud\u012bts un uzlabots, ja tas nepiecie\u0161ams: &#8220;Aizsardz\u012bbas ministrs par \u0161o gad\u012bjumu ir \u013coti sa\u0161utis. M\u016bsdienu pasaul\u0113 nedr\u012bkst uzskat\u012bt, ka l\u0113t\u0101kais pied\u0101v\u0101jums ir vienm\u0113r pie\u0146emam\u0101kais, \u012bpa\u0161i milit\u0101r\u0101s liet\u0101s. Kas attiecas uz milit\u0101ro uzkabi, tad t\u0101 \u0161obr\u012bd tiek ieg\u0101d\u0101ta no Norv\u0113\u0123ijas uz\u0146\u0113muma &#8220;NFM Production&#8221;. Ar \u0161o komersantu AM sadarb\u012bba tiek veidota jau sen, un pieg\u0101d\u0101t\u0101 produkcija tiek regul\u0101ri p\u0101rbaud\u012bta un uzlabota atbilsto\u0161i NBS vajadz\u012bb\u0101m, papildus nov\u0113r\u0161ot visus kvalit\u0101tes tr\u016bkumus, ja t\u0101di tiek konstat\u0113ti. \u0160obr\u012bd AM un NBS ar\u012b ir s\u0101kts darbs pie n\u0101kotnes karav\u012bra ekip\u0113juma izstr\u0101des.&#8221;<\/p>\n<p><strong><font size=\"3\" color=\"#2d5986\">Iepirkumu vide Latvij\u0101<\/font><\/strong><\/p>\n<p>P\u0113c \u0161\u0101diem gad\u012bjumiem rodas lo\u0123isks jaut\u0101jums\u00a0\u2013 k\u0101d\u0101 vid\u0113 notiek iepirkumu proced\u016bras un vai ir pamats dom\u0101t, ka ar to regul\u0113jumu ir nopietnas probl\u0113mas? Raugoties no normat\u012bv\u0101s b\u0101zes skatpunkta, iepirkumu proced\u016bru norise Latvij\u0101 ir labi regul\u0113ta, jo ir izveidoti skaidri un saprotami iepirkumu jomu regul\u0113jo\u0161i normat\u012bvie akti. L\u012bdz 2016. gada 17. apr\u012blim bija sp\u0113k\u0101 abas publisk\u0101 iepirkuma direkt\u012bvas, kas veido Eiropas Savien\u012bbas dal\u012bbvalstu normat\u012bvo ietvaru kop\u0161 2004. gada: Eiropas Parlamenta un Padomes Direkt\u012bva 2004\/17\/EK, ar ko koordin\u0113 iepirkuma proced\u016bras, ko piem\u0113ro subjekti, kas darbojas \u016bdensapg\u0101des, ener\u0123\u0113tikas, transporta un pasta pakalpojumu nozar\u0113s, un Eiropas Parlamenta un Padomes Direkt\u012bva 2004\/18\/EK par to, k\u0101 koordin\u0113t b\u016bvdarbu valsts l\u012bgumu, pieg\u0101des valsts l\u012bgumu un pakalpojumu valsts l\u012bgumu sl\u0113g\u0161anas ties\u012bbu pie\u0161\u0137ir\u0161anas proced\u016bru.<\/p>\n<p>Analiz\u0113jot Latvijas iepirkumu vidi, AM v\u0113r\u0161 uzman\u012bbu uz atsevi\u0161\u0137\u0101m nepiln\u012bb\u0101m, kas nereti var kav\u0113t iepirkumu norisi\u00a0\u2013 piem\u0113ram, konkurentiem sacen\u0161oties, ierasta prakse ir iesniegt s\u016bdz\u012bbu par iepirkuma proced\u016bras norisi IUB, kas nepamatoti aizkav\u0113 iepirkuma norisi, turkl\u0101t tirg\u016b ir zin\u0101mi komersanti, kuri s\u016bdzas gandr\u012bz par katru iepirkumu, kur\u0101 piedal\u0101s. Ta\u010du ar\u012b \u0161im klup\u0161anas akmenim jau top risin\u0101jums\u00a0\u2013 Finan\u0161u ministrijas gatavotaj\u0101 jaunaj\u0101 PIL projekt\u0101 ir paredz\u0113ta maksa (dro\u0161\u012bbas nauda) par iesniegumu iesnieg\u0161anu IUB, un gad\u012bjum\u0101, ja komersants iesniedz nepamatotu s\u016bdz\u012bbu, komersanta iemaks\u0101to naudas summu vi\u0146am neatdos. <\/p>\n<p>No cita skatpunkta iepirkumu vidi Latvij\u0101 v\u0113rt\u0113 Saeimas deput\u0101ts Veiko Spol\u012btis, nor\u0101dot uz visas tautsaimniec\u012bbas sist\u0113mas un iepirkumu lomas taj\u0101 nepiln\u012bb\u0101m: &#8220;Latvij\u0101 iepirkumu tirgus neatbilst j\u0113dzienam &#8220;tirgus&#8221; Rietumeiropas izpratn\u0113. M\u016bs aizvien saista padomju inerce, uz\u0146\u0113mumu darb\u012bbas aktivit\u0101te nerada konkurenci, piem\u0113ram, augsto tehnolo\u0123iju segment\u0101 valsts iest\u0101d\u0113m j\u0101iejaucas, lai tiktu iev\u0113roti sp\u0113les noteikumi. Un tas notiek gan pa\u0161vald\u012bb\u0101s, gan valsts l\u012bmen\u012b\u00a0\u2013 t\u0101s ir draugu un intere\u0161u probl\u0113mas, l\u0101psti\u0146u probl\u0113mas utt. Protams, Iepirkumu uzraudz\u012bbas birojs Gailes kundzes person\u0101 ir skaidri paudis, ka p\u0113d\u0113jo desmit gadu laik\u0101 zem\u0101k\u0101 cena ir tikai v\u0101rds, jo runa ir par saimnieciski izdev\u012bg\u0101ko cenu. Ier\u0113d\u0146iem b\u016btu j\u0101iedzi\u013cin\u0101s jaut\u0101juma b\u016bt\u012bb\u0101, lai ietaup\u012btu nodok\u013cu maks\u0101t\u0101ju l\u012bdzek\u013cus, nevis j\u0101b\u016bt inertiem burta kalpiem.&#8221; <\/p>\n<p>Bie\u017ei piesaukt\u0101 saimnieciski izdev\u012bg\u0101k\u0101 cena gan ir relat\u012bvs j\u0113dziens, ko tik un t\u0101 nereti izkonkur\u0113 zem\u0101k\u0101 cena. Ne visiem iepirkuma priek\u0161metiem iesp\u0113jams izvirz\u012bt krit\u0113rijus, p\u0113c kuriem ir iesp\u0113jams izv\u0113rt\u0113t saimniecisko izdev\u012bgumu, un tas gala rezult\u0101t\u0101 var neb\u016bt izdev\u012bgi pa\u0161am pas\u016bt\u012bt\u0101jam. Problem\u0101tiski ar\u012b b\u016btu sal\u012bdzin\u0101t iesniegtos pied\u0101v\u0101jumus sav\u0101 starp\u0101, jo, piem\u0113ram, materi\u0101lu kvalit\u0101ti var p\u0101rbaud\u012bt, vien\u012bgi test\u0113jot laboratorij\u0101, kas rada lielas papildu izmaksas un v\u0113l\u0101k var sad\u0101rdzin\u0101t konkr\u0113t\u0101 produkta kop\u0113jo cenu.<\/p>\n<p><strong><font size=\"3\" color=\"#2d5986\">Ar jaunajiem groz\u012bjumiem &#8220;uz saulaino t\u0101li&#8221;<\/font><\/strong><\/p>\n<p>2016. gada 18. apr\u012bl\u012b st\u0101j\u0101s sp\u0113k\u0101 jaunie ES iepirkumu direkt\u012bvas groz\u012bjumi. Labojumi direkt\u012bv\u0101 veikti, lai palielin\u0101tu visa sektora izdevumu efektivit\u0101ti, atvieglotu mazo un vid\u0113jo uz\u0146\u0113mumu piedal\u012b\u0161anos publiskajos iepirkumos un lai dotu iesp\u0113ju iepirkuma r\u012bkot\u0101jiem lab\u0101k izmantot publisko iepirkumu kop\u0113ju sabiedrisko m\u0113r\u0137u sasnieg\u0161anai. T\u0101pat \u0161ie labojumi sniedz jaunas iesp\u0113jas saimnieciski izdev\u012bg\u0101k\u0101s cenas izv\u0113lei un soci\u0101l\u0101s jomas uz\u0146\u0113m\u0113jiem. Abu direkt\u012bvu pras\u012bbas b\u016bs j\u0101iestr\u0101d\u0101 dal\u012bbvalstu nacion\u0101lajos likumos\u00a0\u2013 patlaban Latvij\u0101 \u0161o jomu regul\u0113 PIL un Sabiedrisko pakalpojumu sniedz\u0113ju iepirkumu likums. \u0160obr\u012bd sagatavo\u0161an\u0101 ir jauna PIL redakcija, kas direkt\u012bv\u0101 paredz\u0113tos labojumus ievies\u012bs Latvij\u0101. <\/p>\n<p>K\u0101 skaidro IUB p\u0101rst\u0101ve El\u012bna Virtmane, jaunie labojumi var noz\u012bm\u0113t labv\u0113l\u012bg\u0101kus nosac\u012bjumus pieg\u0101d\u0101t\u0101jiem, ta\u010du uzlikt papildu pien\u0101kumus iepirc\u0113jiem: &#8220;T\u0101 k\u0101 jaun\u0101 direkt\u012bva paredz vair\u0101ku pieg\u0101d\u0101t\u0101jiem labv\u0113l\u012bgu normu ievie\u0161anu, taj\u0101 skait\u0101 izsl\u0113g\u0161anas noteikumu p\u0101rbaud\u0113, piem\u0113ram, pretendentu sniegto pier\u0101d\u012bjumu par to veiktajiem pas\u0101kumiem uzticam\u012bbas nodro\u0161in\u0101\u0161anai izv\u0113rt\u0113\u0161anu, izsl\u0113g\u0161anas noteikumiem neatbilsto\u0161o apak\u0161uz\u0146\u0113m\u0113ju nomai\u0146u, k\u0101 ar\u012b atlases pras\u012bbu izpildes un pied\u0101v\u0101jumu v\u0113rt\u0113\u0161an\u0101 paredzot pied\u0101v\u0101jum\u0101 iesniegto dokumentu preciz\u0113\u0161anu un papildin\u0101\u0161anu, samazin\u0101sies pas\u016bt\u012bt\u0101ju iesp\u0113jas form\u0101li noraid\u012bt pretendentu.
