It \u012bpa\u0161i \u0146emot v\u0113r\u0101, ka p\u0113rn \u0161is r\u0101d\u012bt\u0101js jau bija 19%, kas ir lab\u0101ks rezult\u0101ts, nek\u0101 valsts pl\u0101no\u0161anas dokumentos paredz\u0113ts.<\/p>\n<p>T\u0101 m\u0113r\u0137is ir sekm\u0113t videi draudz\u012bgas politikas veido\u0161anu pasaul\u0113, samazinot darb\u012bbas ietekmi uz vidi un veicinot videi draudz\u012bgus un ilgtsp\u0113j\u012bgus uzlabojumus sabiedr\u012bbas dz\u012bves apst\u0101k\u013cos. Viens no instrumentiem, k\u0101 veicin\u0101t \u0161\u0101das atbild\u012bgas politikas veido\u0161anu, ir atbilsto\u0161u vides un energoefektivit\u0101tes pras\u012bbu iek\u013cau\u0161ana valsts un pa\u0161vald\u012bbu iepirkumos. Tas sekm\u0113 ne tikai videi draudz\u012bgu produktu un pakalpojumu \u012bpatsvara pieaugumu, bet ar\u012b finansi\u0101lus un soci\u0101lus uzlabojumus pa\u0161vald\u012bb\u0101s.<\/p>\n<p>Za\u013cais publiskais iepirkums ir viens no Eiropas Savien\u012bbas vides, klimata un ilgtsp\u0113j\u012bgas ener\u0123\u0113tikas politikas priorit\u0101rajiem instrumentiem, un vides nosac\u012bjumu iek\u013cau\u0161ana iepirkumu specifik\u0101cij\u0101s p\u0113d\u0113jos gados ir k\u013cuvusi par svar\u012bgu nacion\u0101la un re\u0123ion\u0101la l\u012bme\u0146a uzdevumu ar\u012b Latvij\u0101.<\/p>\n<p>R\u012bgas pl\u0101no\u0161anas re\u0123ions \u012bsteno Latvij\u0101 starptautisku projektu &#8220;GreenS&#8221;, kura m\u0113r\u0137is ir\u00a0stiprin\u0101t valsts un pa\u0161vald\u012bbu iest\u0101\u017eu kapacit\u0101ti veiksm\u012bgai za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161anai ar nol\u016bku paaugstin\u0101t institucion\u0101lo sp\u0113ju taup\u012bt ener\u0123iju, samazin\u0101t CO<sub>2<\/sub> izme\u0161u daudzumu un ar to saist\u012bt\u0101s izmaksas. <\/p>\n<p>Projekta ietvaros R\u012bgas pl\u0101no\u0161anas re\u0123ions ir izveidojis darba grupu ar m\u0113r\u0137i veicin\u0101t za\u013c\u0101 publisk\u0101 iepirkuma sekm\u012bgu ievie\u0161anu Latvijas pa\u0161vald\u012bb\u0101s un uzs\u0101cis &#8220;GreenS&#8221; diskusiju ciklu ar septi\u0146\u0101m darba grupas san\u0101ksm\u0113m, kur\u0101s piedal\u012bsies valsts, pa\u0161vald\u012bbu, sabiedrisk\u0101 un priv\u0101t\u0101 sektora p\u0101rst\u0101vji. Projekt\u0101 tiek pl\u0101nots veikt tirgus izp\u0113ti, lai apzin\u0101tu iesp\u0113ju nodro\u0161in\u0101t pakalpojumus, produktus, kas atbilst za\u013c\u0101 publisk\u0101 iepirkuma krit\u0113rijiem, k\u0101 ar\u012b sniegt atbalstu pa\u0161vald\u012bbu iepirkuma speci\u0101listiem apm\u0101c\u012bbu un konsult\u0101ciju veid\u0101, sagatavojot za\u013c\u0101 publisk\u0101 iepirkuma dokument\u0101ciju.<br \/>\n<!--more--><br \/>\nZa\u013cais iepirkums ir t\u0101ds, kur\u0101 tiek izmantots vismaz viens za\u013c\u0101 iepirkuma krit\u0113rijs, k\u0101 ar\u012b tas veido vismaz 5% finansi\u0101l\u0101 izteiksm\u0113 no kop\u0113j\u0101s l\u012bguma summas. Za\u013c\u0101 iepirkuma atbalsta instruments ir valst\u012b izveidotaj\u0101 Elektronisko iepirkumu sist\u0113m\u0101 jeb EIS katalogos \u012bpa\u0161i atlas\u012btas un nor\u0101d\u012btas &#8220;za\u013c\u0101s&#8221; preces.<\/p>\n<p>Latvija \u0161obr\u012bd dodas pareizaj\u0101 virzien\u0101 za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161an\u0101, bet ir nepiecie\u0161ams balst\u012bties uz vienotas prakses izveido\u0161anu valsts un pa\u0161vald\u012bbu p\u0101rvald\u0113, kas var\u0113tu sekm\u0113t p\u0113c iesp\u0113jas lab\u0101kus risin\u0101jumus. Viens no liel\u0101kajiem \u0161\u0137\u0113r\u0161\u013ciem, kas kav\u0113 to sekm\u012bg\u0101ku pielieto\u0161anu, ir pa\u0161vald\u012bbu zin\u0101\u0161anu un izpratnes tr\u016bkums, turkl\u0101t ar\u012b za\u013cajam konceptam atbilsto\u0161s pre\u010du un produkcijas pied\u0101v\u0101jums no uz\u0146\u0113mumu puses tikai veidojas.<\/p>\n<p>R\u012bgas pl\u0101no\u0161anas re\u0123ions &#8220;GreenS&#8221; ietvaros veica pa\u0161vald\u012bbu un to organiz\u0101ciju iepirkumu speci\u0101listu aptauju. Lai gan 88% respondentu atzina, ka vi\u0146u p\u0101rst\u0101v\u0113taj\u0101s organiz\u0101cij\u0101s nav za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161anas strat\u0113\u0123ijas, 62% apgalvoja, ka vi\u0146i ir inform\u0113ti par to, kas ir za\u013cais publiskais iepirkums, k\u0101 ar\u012b vi\u0146iem ir politiskais un vad\u012bbas atbalsts lietot to savos iepirkumos. T\u0101pat ar\u012b 62% atzina, ka veic tirgus izp\u0113ti, lai noskaidrotu alternat\u012bvus risin\u0101jumus un tie atbilstu za\u013c\u0101 iepirkuma konceptam.<\/p>\n<p>Aptauj\u0101tie iepirkumu speci\u0101listi par galvenajiem \u0161\u0137\u0113r\u0161\u013ciem \u0161\u0101 iepirkuma sekm\u012bg\u0101kai ievie\u0161anai min sare\u017e\u0123\u012bt\u0101ku dokument\u0101cijas sagatavo\u0161anu, iepirkuma pretendentu zin\u0101\u0161anu tr\u016bkumu par za\u013c\u0101 iepirkuma principiem, augst\u0101kas iepirkuma izmaksas, iek\u0161\u0113j\u0101s kapacit\u0101tes tr\u016bkumu iepirkumu veido\u0161an\u0101, k\u0101 ar\u012b pieg\u0101d\u0101t\u0101ju tr\u016bkumu, kas var izpild\u012bt krit\u0113rijus un pied\u0101v\u0101t atbilsto\u0161u produktu.<\/p>\n<p>P\u0113d\u0113jo tr\u012bs gadu laik\u0101 aptauj\u0101tie iepirkumu speci\u0101listi visbie\u017e\u0101k ir piem\u0113roju\u0161i za\u013c\u0101 iepirkuma krit\u0113rijus iepirkumos par b\u016bvniec\u012bbu un projekt\u0113\u0161anu, ielu apgaismojumu, transportu un elektroener\u0123iju. N\u0101kotn\u0113 iepirkumu speci\u0101listi vair\u0101k gaid\u012btu no valsts apm\u0101c\u012bbas un semin\u0101rus, atbilsto\u0161u pre\u010du un pakalpojumu pieejam\u012bbu tirg\u016b, k\u0101 ar\u012b vair\u0101k skaidrojumu par ieguvumiem no \u0161\u012b iepirkuma veida krit\u0113riju iek\u013cau\u0161anas.<\/p>\n<p>\u0160obr\u012bd atbild\u012bg\u0101 Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministrija ir sagatavojusi MK noteikumus, kas veicin\u0101s pa\u0161vald\u012bb\u0101s un valsts p\u0101rvald\u0113 publiskajos konkursos piem\u0113rot za\u013c\u0101 iepirkuma krit\u0113rijus. Valsts l\u012bmen\u012b ir noteikti augsti m\u0113r\u0137i, bet jau l\u012bdz\u0161in\u0113j\u0101 pieredze un r\u0101d\u012bt\u0101ji apliecina, ka \u0161is ir sasniedzams m\u0113r\u0137is. Ir skaidrs, ka \u0161is r\u0101d\u012bt\u0101js nekad neb\u016bs 100%, \u0146emot v\u0113r\u0101, ka ne visi iepirkumi pak\u013caujas\u00a0za\u013cajam\u00a0konceptam. Turkl\u0101t p\u0101r\u0101k augstu r\u0101d\u012bt\u0101ju noteik\u0161ana noz\u012bm\u0113tu slogu uz\u0146\u0113mumiem, kam b\u016btu j\u0101p\u0101rorient\u0113 pied\u0101v\u0101jums. T\u0101p\u0113c za\u013c\u0101 publisk\u0101 iepirkuma ievie\u0161anai ir j\u0101notiek pak\u0101peniski.<\/p>\n<p>Za\u013cais iepirkums b\u016bs oblig\u0101ti j\u0101piem\u0113ro \u0161\u0101d\u0101m pre\u010du un pakalpojumu grup\u0101m: biroja pap\u012brs (piem\u0113ram, otrreiz\u0113ji p\u0101rstr\u0101d\u0101ts), biroja tehnika, datortehnika, p\u0101rtikas un \u0113din\u0101\u0161anas pakalpojumi, t\u012br\u012b\u0161anas l\u012bdzek\u013ci un pakalpojumi, iek\u0161telpu apgaismojums, k\u0101 ar\u012b ielu apgaismojums un satiksmes\u00a0sign\u0101li.<\/p>\n<p>Projekta &#8220;GreenS&#8221;\u00a0virsm\u0113r\u0137is ir veicin\u0101t valsts iest\u0101\u017eu kapacit\u0101ti, ievie\u0161ot za\u013co publisko iepirkumu, nodro\u0161inot l\u012bdzek\u013cu un ener\u0123ijas pat\u0113ri\u0146u, k\u0101 ar\u012b CO<sub>2<\/sub>\u00a0emisiju daudzuma samazin\u0101jumu. Tas\u00a0tika s\u0101kts p\u0113rn j\u016bnij\u0101 un ilgs l\u012bdz 2018. gada maijam. T\u0101 kop\u0113jais bud\u017eets ir 1\u00a0489\u00a0540,33 eiro, un tas tiek finans\u0113ts no ES programmas &#8220;Apv\u0101rsnis 2020&#8221; (&#8220;Horizon 2020&#8221;).
