B\u016btisk\u0101kie groz\u012bjumi saist\u0101s ar centieniem ierobe\u017eot nodok\u013cu nemaks\u0101t\u0101ju piedal\u012b\u0161anos publiskajos iepirkumos. 2015. gada 1.\u00a0august\u0101 sp\u0113k\u0101 st\u0101j\u0101s \u0161\u0101di b\u016btiski labojumi:<\/p>\n<p>Pirmk\u0101rt, kandid\u0101tam un pretendentam, k\u0101 ar\u012b vi\u0146u nor\u0101d\u012btajiem apak\u0161uz\u0146\u0113m\u0113jiem\u00a0nodok\u013cu par\u0101di nedr\u012bkst\u0113s b\u016bt jau iepirkuma izsludin\u0101\u0161anas br\u012bd\u012b. Labojumi paredz b\u016btiskas izmai\u0146as attiec\u012bb\u0101 uz pretendentu izsl\u0113g\u0161anu no piedal\u012b\u0161an\u0101s iepirkuma proced\u016br\u0101 nodok\u013cu par\u0101du d\u0113\u013c, nosakot, ka kandid\u0101ts vai pretendents ir j\u0101izsl\u0113dz no dal\u012bbas iepirkuma proced\u016br\u0101, ja pretendentam vai t\u0101 apak\u0161uz\u0146\u0113m\u0113jiem nodok\u013cu par\u0101di ir biju\u0161i dien\u0101, kad pazi\u0146ojums par l\u012bgumu public\u0113ts Iepirkumu uzraudz\u012bbas biroja m\u0101jaslap\u0101, vai dien\u0101, kad iepirkuma komisija pie\u0146\u0113musi l\u0113mumu par iepirkuma uzs\u0101k\u0161anu, ja attiec\u012bb\u0101 uz iepirkuma proced\u016bru nav j\u0101public\u0113 pazi\u0146ojums par l\u012bgumu, vai pretendentam, attiec\u012bb\u0101 uz kuru pie\u0146emts l\u0113mums par iesp\u0113jamu l\u012bguma sl\u0113g\u0161anas ties\u012bbu pie\u0161\u0137ir\u0161anu, \u0161\u0101 l\u0113muma pie\u0146em\u0161anas dien\u0101. Turkl\u0101t groz\u012bjumi faktiski liedz kandid\u0101tiem vai pretendentiem iesp\u0113ju nodok\u013cu par\u0101du samaks\u0101t, t\u0101d\u0113j\u0101di izvairoties tikt izsl\u0113gtiem no dal\u012bbas iepirkuma proced\u016br\u0101, k\u0101 tas bija l\u012bdz \u0161im.<br \/>\n<!--more--><br \/>\nB\u016bt\u012bb\u0101 t\u0101ds pats izsl\u0113g\u0161anas noteikums ir no jauna iestr\u0101d\u0101ts ar\u012b t.s. \u201emazajiem\u201d iepirkumiem, proti \u2013 publisko pieg\u0101\u017eu vai pakalpojumu iepirkumiem, kuru paredzam\u0101 l\u012bgumcena ir EUR 4\u00a0000 vai liel\u0101ka, bet maz\u0101ka par EUR 42 000 un publisko b\u016bvdarbu iepirkumiem, kuru paredzam\u0101 l\u012bgumcena ir\u00a0 EUR\u00a0 14 000 \u00a0 vai \u00a0liel\u0101ka, \u00a0bet \u00a0maz\u0101ka par EUR 170 000.<\/p>\n<p>Otrk\u0101rt,\u00a0pas\u016bt\u012bt\u0101jam b\u016bs j\u0101p\u0101rbauda visu kandid\u0101tu un pretendentu (un to apak\u0161uz\u0146\u0113m\u0113ju) atbilst\u012bba izsl\u0113g\u0161anas noteikumiem, nevis tikai to kandid\u0101tu un pretendentu atbilst\u012bba, kuri b\u016btu uzaicin\u0101mi iesniegt pied\u0101v\u0101jumu vai kam b\u016btu pie\u0161\u0137iramas l\u012bguma sl\u0113g\u0161anas ties\u012bbas, k\u0101 tas bija l\u012bdz \u0161im.<\/p>\n<p>Tre\u0161k\u0101rt, pas\u016bt\u012bt\u0101jam\u00a0b\u016bs j\u0101izv\u0113rt\u0113, vai pied\u0101v\u0101jums nav nepamatoti l\u0113ts, visos gad\u012bjumos, kad pretendenta vai nor\u0101d\u012bto apak\u0161uz\u0146\u0113m\u0113ju vid\u0113j\u0101 stundas tarifa likme kaut vien\u0101 no profesiju grup\u0101m b\u016bs maz\u0101ka par 80% (vai nesasniegs valst\u012b noteikto minim\u0101lo stundas tarifa likmi) no vid\u0113j\u0101s stundas tarifa likmes. Groz\u012bjumos paredz\u0113ti b\u016btiski jaunin\u0101jumi attiec\u012bb\u0101 uz nepamatoti l\u0113ta pied\u0101v\u0101juma konstat\u0113\u0161anu, nosakot, ka pas\u016bt\u012bt\u0101jam ir pien\u0101kums izv\u0113rt\u0113t, vai pied\u0101v\u0101jums nav nepamatoti l\u0113ts, ja tas konstat\u0113, ka pretendenta vai t\u0101 pied\u0101v\u0101jum\u0101 nor\u0101d\u012bto apak\u0161uz\u0146\u0113m\u0113ju darbinieku vid\u0113j\u0101 stundas tarifa likme kaut vien\u0101 no profesiju grup\u0101m noteikt\u0101 period\u0101 pirms pied\u0101v\u0101juma iesnieg\u0161anas dienas ir maz\u0101ka par 80 procentiem (vai nesasniedz valst\u012b noteikto minim\u0101lo stundas tarifa likmi) no darbinieku vid\u0113j\u0101s stundas tarifa likmes attiec\u012bgaj\u0101 profesiju grup\u0101 p\u0113c Valsts ie\u0146\u0113mumu dienesta apkopotajiem datiem, kas public\u0113ti Valsts ie\u0146\u0113mumu dienesta m\u0101jaslap\u0101. Vienlaic\u012bgi groz\u012bjumi ar\u012b paredz, ka pretendentam b\u016bs ties\u012bbas izskaidrot at\u0161\u0137ir\u012bbu starp pretendenta un t\u0101 apak\u0161uz\u0146\u0113m\u0113ju darbinieku vid\u0113j\u0101m stundas tarifa likm\u0113m un Valsts ie\u0146\u0113mumu dienesta apkopotajiem datiem, k\u0101 ar\u012b, ka\u00a0pas\u016bt\u012bt\u0101jam b\u016bs pien\u0101kums piepras\u012bt no Valsts ie\u0146\u0113mumu dienesta atzinumu par pretendenta un t\u0101 apak\u0161uz\u0146\u0113m\u0113ju vid\u0113j\u0101s stundas tarifa likmes pamatot\u012bbu.<\/p>\n<p>\u0160ie labojumi skar ar\u012b da\u017eus citus jaut\u0101jumus.
