Konkursa nolikum\u0101 noteikts\u00a0\u2013 ja pretendents ir personu apvien\u012bba, nolikum\u0101 noteikt\u0101s pras\u012bbas attiecas uz visiem personu apvien\u012bbas dal\u012bbniekiem; vienlaikus nav noteikts, vai pras\u012bbas attiecas un ir izpild\u0101mas visiem personu apvien\u012bbas dal\u012bbniekiem kop\u0101 vai atsevi\u0161\u0137i. Citas atrunas attiec\u012bb\u0101 uz personu apvien\u012bbas dal\u012bbniekiem nolikums nesatur. T\u0101pat kritiski j\u0101izv\u0113rt\u0113, k\u0101 pieg\u0101d\u0101t\u0101js, kur\u0161 v\u0113las piedal\u012bties iepirkum\u0101, sp\u0113s pier\u0101d\u012bt resursu pieejam\u012bbu, \u0146emot v\u0113r\u0101, ka pier\u0101d\u012b\u0161anas pien\u0101kums gulstas uz attiec\u012bgo pieg\u0101d\u0101t\u0101ju, nevis pas\u016bt\u012bt\u0101ju.<\/p>\n<p>Lai gan no PIL attiec\u012bgajiem pantiem var dom\u0101t, ka pier\u0101d\u012b\u0161ana var notikt, iesniedzot vien \u0161o uz\u0146\u0113mumu apliecin\u0101jumu, gan Eiropas Savien\u012bbas tiesas prakse, gan pa\u0161a IUB prakse r\u0101da, ka konkr\u0113t\u0101 gad\u012bjum\u0101 j\u0101nov\u0113rt\u0113 nolikuma pras\u012bbas j\u0113ga un m\u0113r\u0137is un pier\u0101d\u012bjumiem j\u0101b\u016bt atbilsto\u0161iem, proti, tiem j\u0101apliecina, ka konkr\u0113tie resursi, \u0146emot v\u0113r\u0101 to raksturu, kaut k\u0101d\u0101 veid\u0101 tiks padar\u012bti pieejami pieg\u0101d\u0101t\u0101jam.
