Par \u0161\u0101 pl\u0101na tap\u0161anu un m\u0113r\u0137i st\u0101sta VARAM valsts sekret\u0101ra vietniece Alda Ozola.<\/b><\/p>\n<p><b>A. Ozola:<\/b> \u2013 M\u016bsu m\u0113r\u0137is ir palielin\u0101t to iepirkuma da\u013cu, kur, izv\u0113loties saimnieciski izdev\u012bg\u0101ko pied\u0101v\u0101jumu, tiek izmantoti vides krit\u0113riji. V\u0113lamies za\u013co iepirkumu ne tikai valsts p\u0101rvaldes iest\u0101d\u0113s, t\u0101tad publiskajos iepirkumos, bet ar\u012b skat\u012bties t\u0101lejo\u0161i, proti, ko dara priv\u0101tais sektors. Jau sen da\u017e\u0101di vides nosac\u012bjumi iepirkumu konkursos \u2013 tostarp par CO<sup>2<\/sup> emisiju l\u012bmeni, trok\u0161\u0146u l\u012bmeni, energoefektivit\u0101ti, par biolo\u0123isk\u0101s p\u0101rtikas izmanto\u0161anu \u0113din\u0101\u0161an\u0101 \u2013 nav jaunums Eiropas valst\u012bs, tos diezgan pla\u0161i praktiz\u0113 iepirkumu konkursos. Vair\u0101k\u0101s valst\u012bs za\u013cie iepirkumi veido pat 30 \u2013 40% lielu \u012bpatsvaru no kop\u0113j\u0101s publisko iepirkumu naudas summas. \u0145emsim v\u0113r\u0101, ka, piem\u0113ram, ar\u012b m\u0113bel\u0113m var b\u016bt ekosertifik\u0101ti. Mums laik\u0101, kad akt\u012bvi notika klimata p\u0101rmai\u0146u finan\u0161u instrumentu projektu konkursi, za\u013co iepirkumu \u012bpatsvars palielin\u0101j\u0101s, jo konkursa nosac\u012bjumos bija oblig\u0101ta pras\u012bba par za\u013c\u0101 iepirkuma izmanto\u0161anu, galvenok\u0101rt par zem\u0101ku CO<sup>2<\/sup> emisiju l\u012bmeni. Tom\u0113r pa\u0161laik za\u013co iepirkumu \u012bpatsvars ir vien da\u017ei procenti.<\/p>\n<p>Lai gan \u2013 jau 2005. gad\u0101 Publisko iepirkumu likums valsts p\u0101rvaldes iest\u0101d\u0113m un pa\u0161vald\u012bb\u0101m \u013c\u0101va iek\u013caut iepirkumu konkursu nosac\u012bjumos vides krit\u0113rijus. Nedr\u012bkst vien iek\u013caut pras\u012bbu p\u0113c konkr\u0113ta ekosertifik\u0101ta veida, bet j\u0101iek\u013cauj apraksto\u0161ie krit\u0113riji. Tolaik secin\u0101j\u0101m \u2013 pa\u0161vald\u012bbas un valsts iest\u0101des neuzdro\u0161in\u0101s iek\u013caut vides krit\u0113rijus iepirkumu konkursu nosac\u012bjumos. Iemesls ir bailes no t\u0101, ka k\u0101du nosac\u012bjumu iek\u013caus nepamatoti vai ar\u012b konkurs\u0101 neviens nepieteiksies. Lielai da\u013cai ekspertu ir izveidojies priek\u0161stats, ka da\u017e\u0101d\u0101m vides pras\u012bb\u0101m atbilsto\u0161s produkts noteikti b\u016bs d\u0101rg\u0101ks, kas ne vienm\u0113r atbilst paties\u012bbai. <!--more-->\u0160\u0101 iemesla d\u0113\u013c ministrija uzskat\u012bja \u2013 ir vajadz\u012bgs pl\u0101ns, kas nospraustu m\u0113r\u0137i, uz ko m\u0113s ejam. Tas pasaka, ka m\u0113s v\u0113lamies publiskajos iepirkumos 2017. gad\u0101 sasniegt 30% lielu za\u013co iepirkumu \u012bpatsvaru, proti, t\u0101du iepirkumu, kur izmantoti vides krit\u0113riji. Za\u013co iepirkumu valsts politikas m\u0113r\u0137is ir nodro\u0161in\u0101t, ka, s\u0101kot ar 2015. gadu, iepirkumi, kas tiek pl\u0101noti no valsts bud\u017eeta un kam piem\u0113ro za\u013co iepirkumu, sasniedz vismaz 15% finansi\u0101l\u0101 izteiksm\u0113 no kop\u0113j\u0101 valsts un pa\u0161vald\u012bbu iest\u0101\u017eu veikto iepirkumu apjoma, 2016. gad\u0101 \u2013 20% un ka za\u013c\u0101 iepirkuma un za\u013c\u0101 publisk\u0101 iepirkuma pras\u012bbas piem\u0113ro un integr\u0113 ES struktur\u0101lo fondu un Koh\u0113zijas fonda ievie\u0161anas proces\u0101.<\/p>\n<p>Vajadz\u0113ja ar\u012b iez\u012bm\u0113t darb\u012bbas. M\u0113s uzskat\u0101m \u2013 j\u0101s\u0101k ar nozar\u0113m, kam ir sasaiste ar aktu\u0101liem vides jaut\u0101jumiem. Piem\u0113ram, \u016bde\u0146u aizsardz\u012bbas nozar\u0113 var argument\u0113t, k\u0101p\u0113c iep\u0113rk videi draudz\u012bgus mazg\u0101\u0161anas l\u012bdzek\u013cus. Tie neboj\u0101 \u016bdens vidi, neizraisa eitrofik\u0101ciju, vid\u0113 nenon\u0101k b\u012bstamas vielas. Pl\u0101n\u0101 iez\u012bm\u0113jam vajadz\u012bbu ar\u012b p\u0113c metodisk\u0101s vad\u012bbas un atbalsta pa\u0161vald\u012bb\u0101m. Tas veicams sadarb\u012bb\u0101 ar Iepirkumu uzraudz\u012bbas biroju. J\u0101dom\u0101, vai tie ir regul\u0101ri semin\u0101ri, druk\u0101tie un elektroniskie materi\u0101li. IUB jau ir materi\u0101li, tom\u0113r tie nav tik konkr\u0113ti balst\u012bti uz Latvijas piem\u0113riem un Latvijas tirg\u016b pieejam\u0101m prec\u0113m. \u0160ajos materi\u0101los ir skaisti aprakst\u012bts, ko dr\u012bkst dar\u012bt, par\u0101d\u012bti Eiropas valstu piem\u0113ri, tom\u0113r v\u0113rt\u012bga ir ar\u012b Latvijas pieredze. Vair\u0101kas pa\u0161vald\u012bbas patlaban m\u0113\u0123ina \u012bstenot za\u013co iepirkumu, piem\u0113ram, iep\u0113rkot viet\u0113jo audz\u0113to p\u0101rtiku. \u0160ai jomai, kur ir gan videi draudz\u012bgs, gan ar\u012b vienlaikus viet\u0113jais produkts, ir liels potenci\u0101ls att\u012bst\u012bties. Tie\u0161\u0101 veid\u0101, k\u0101 zin\u0101ms, viet\u0113jo produktu caur iepirkumiem atbalst\u012bt nedr\u012bkst. Tas t\u0101p\u0113c, lai nevienu dal\u012bbnieku nediskrimin\u0113tu. Ar vides krit\u0113riju piem\u0113ro\u0161anu tom\u0113r ir iesp\u0113ja izv\u0113l\u0113ties viet\u0113jo ra\u017eojumu. Piem\u0113ram, nosakot, ka pieg\u0101de nedr\u012bkst b\u016bt t\u0101l\u0101k k\u0101 30 \u2013 50 kilometru r\u0101dius\u0101, lai b\u016btu maz\u0101k emisiju, pies\u0101r\u0146ojuma.<\/p>\n<p><b>\u2013 K\u0101p\u0113c patlaban tikpat k\u0101 nenotiek za\u013cie iepirkumi? Pas\u016bt\u012bt\u0101ji nezina, k\u0101 veidot konkursa nosac\u012bjumus?<\/b><\/p>\n<p>\u2013 Radies iespaids, ka a\u0161vald\u012bbas liel\u0101kaj\u0101 da\u013c\u0101 gad\u012bjum\u0101 nezina, kas at\u013cauts un ko nedr\u012bkst dar\u012bt. Iepirkumu komisij\u0101s cilv\u0113ki nezina likumu nianses. Viegl\u0101k ir darboties, k\u0101 ierasts. \u0160is jaut\u0101jums aktualiz\u0113j\u0101s aizvad\u012btaj\u0101 ruden\u012b saist\u012bb\u0101 ar Krievijas \u012bstenotaj\u0101m ekonomiskaj\u0101m sankcij\u0101m, kad vald\u012bba mekl\u0113ja iesp\u0113jas atbalst\u012bt viet\u0113jos ra\u017eot\u0101jus. Jaut\u0101juma uzst\u0101d\u012bjums bija iesp\u0113jamais atbalsts ra\u017eot\u0101jiem caur za\u013c\u0101 iepirkuma prizmu. Tika veikti groz\u012bjumi Publisko iepirkumu likum\u0101, iek\u013caujot j\u0113dzienu \u201cza\u013cais iepirkums\u201d, dodot iesp\u0113ju t\u0101l\u0101k str\u0101d\u0101t pie Ministru kabineta noteikumiem. Vispirms sagatavoja Zemkop\u012bbas ministrijas noteikumus par viet\u0113j\u0101s p\u0101rtikas un \u0113din\u0101\u0161an\u0101s pakalpojumu pirk\u0161anu. Mums ir iecere izveidot l\u012bdz\u012bgus noteikumus ar\u012b cit\u0101m<br \/>\nnozar\u0113m. T\u0101pat ir vajadz\u012bgs ar\u012b metodiskais atbalsts, un tur v\u0113l j\u0101veic liels darbs. <\/p>\n<p>VARAM p\u0101rrauga Valsts re\u0123ion\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bras elektronisko iepirkumu sist\u0113mu, kur pirc\u0113ji var izv\u0113l\u0113ties za\u013co iepirkumu. \u0160aj\u0101 elektroniskaj\u0101 iepirkumu sist\u0113m\u0101 za\u013cais iepirkums veido 5 \u2013 10% lielu \u012bpatsvaru. \u0160\u012bs sist\u0113mas ietvaros gan j\u0101atz\u012bst, ka za\u013cais pirkums ir nedaudz d\u0101rg\u0101ks par parasto pre\u010du pirkumu. Ir s\u016bdz\u012bbas, ka ne visos re\u0123ionos ir pieejams za\u013cais iepirkums, ne visas preces var nopirkt. Ministrij\u0101 diskut\u0113jam, ka pa\u0161iem b\u016btu j\u0101r\u0101da priek\u0161z\u012bme. Identific\u0113j\u0101m, kur veidojas ietekme uz vidi. Piem\u0113ram, telpu uzkop\u0161ana \u2013 tie ir \u0101rpakalpojuma l\u012bgumi. Ar prec\u0113m ir viegl\u0101k. M\u0113s b\u016btu ieinteres\u0113ti, lai rosin\u0101tu citas ministrijas r\u012bkoties l\u012bdz\u012bgi. Vasar\u0101 s\u0101ksim darbu pie za\u013c\u0101 iepirkuma Ministru kabineta noteikumiem. M\u016bsupr\u0101t, visliel\u0101kais potenci\u0101ls ir virz\u012bt za\u013co iepirkumu taj\u0101s jom\u0101s, kur ieguv\u0113ji b\u016btu viet\u0113jie ra\u017eot\u0101ji un pieg\u0101d\u0101t\u0101ji. Tas noz\u012bm\u0113, ka, izv\u0113loties \u201cza\u013cu\u201d produktu, m\u0113s papildus ieguvumiem vides aizsardz\u012bb\u0101 vienlaikus atbalst\u0101m ar\u012b viet\u0113jo ekonomiku, darba vietas re\u0123ionos. Svar\u012bgi saprast, vai veidojas lielas cenu at\u0161\u0137ir\u012bbas za\u013caj\u0101 un parastaj\u0101 iepirkum\u0101. T\u0101tad za\u013c\u0101 iepirkuma valsts politik\u0101 ir izvirz\u012bti tr\u012bs r\u012bc\u012bbas virzieni, tostarp institucion\u0101l\u0101s sist\u0113mas un normat\u012bv\u0101s b\u0101zes pilnveido\u0161ana, metodisk\u0101 vad\u012bba un uzraudz\u012bba un za\u013c\u0101 iepirkuma un za\u013c\u0101 publisk\u0101 iepirkuma populariz\u0113\u0161ana.<\/p>\n<p><strong><font size=\"3\" color=\"green\">UZZI\u0145A<\/font><\/strong><br \/>\nZa\u013c\u0101 iepirkuma veicin\u0101\u0161anas pl\u0101n\u0101 2015. \u2013 2017. gadam fiks\u0113t\u0101s svar\u012bg\u0101k\u0101s probl\u0113mas za\u013c\u0101 iepirkuma un za\u013c\u0101 publisk\u0101 iepirkuma pla\u0161\u0101kai izmanto\u0161anai*<br \/>\nNosac\u012bti \u0161\u0137\u0113r\u0161\u013cus za\u013c\u0101 iepirkuma (ZI) un za\u013c\u0101 publisk\u0101 iepirkuma (ZPI) ievie\u0161an\u0101 var iedal\u012bt piec\u0101s grup\u0101s: inform\u0101cijas un motiv\u0101cijas, ekonomiskie, tiesiskie, organizatoriskie un tehniskie \u0161\u0137\u0113r\u0161\u013ci.<\/p>\n<ul>\n&#8211; <b><font color=\"green\">Inform\u0101cijas un motiv\u0101cijas \u0161\u0137\u0113r\u0161\u013ci<\/font><\/b><\/p>\n<p>Latvij\u0101 liel\u0101k\u0101 da\u013ca iepirkumu veic\u0113ju nav inform\u0113ti un izgl\u012btoti pietiekam\u0101 l\u012bmen\u012b par videi draudz\u012bg\u0101m prec\u0113m un pakalpojumiem un to sabiedrisko labumu. Decentraliz\u0113tas pieejas gad\u012bjum\u0101 ir nepiecie\u0161ams apm\u0101c\u012bt visus darbiniekus, kas veic iepirkuma proced\u016bru, l\u012bdz ar to, ja netiek nodro\u0161in\u0101ta pietiekama apm\u0101c\u012bba, ZPI lieto\u0161ana var k\u013c\u016bt haotiska un nekoordin\u0113ta. <\/p>\n<p>Tr\u016bkst sadarb\u012bbas starp da\u017e\u0101d\u0101m iest\u0101d\u0113m un komersantiem. Saska\u0146otas paraugprakses apmai\u0146as un t\u012bklojuma tr\u016bkums starp iest\u0101d\u0113m un komersantiem ir atz\u012bts par \u0161\u0137\u0113rsli pla\u0161\u0101kai ZPI \u012bsteno\u0161anai.<\/p>\n<p>&#8211; <b><font color=\"green\">Tehniskie \u0161\u0137\u0113r\u0161\u013ci<\/font><\/b><\/p>\n<p>Bud\u017eeta pl\u0101no\u0161anas period\u0101, kas parasti ir tr\u012bs gadi, var neb\u016bt iesp\u0113jams nov\u0113rt\u0113t ilgtermi\u0146a ieguvumus, kas rodas, veicot ZPI. T\u0101p\u0113c bie\u017ei vien tiek dota priek\u0161roka iesp\u0113jami l\u0113t\u0101kiem produktiem, kuru \u012bstermi\u0146a efektivit\u0101ti ir viegl\u0101k atainot bud\u017eet\u0101.
