K\u0101 situ\u0101ciju v\u0113rt\u0113 valsts un pa\u0161vald\u012bbu iest\u0101d\u0113s?<br \/>\n<!--more--><br \/>\n<strong><font size=\"3\">J\u0101dom\u0101 valstiski<\/font><\/strong><\/p>\n<p>Pirms diviem gadiem aktualiz\u0113j\u0101s jaut\u0101jums par valsts un pa\u0161vald\u012bbu apmaks\u0101tiem mobilo sakaru pakalpojumiem un iepirkumu r\u012bko\u0161anu to izv\u0113l\u0113. Komp\u0101nija \u201cTele2\u201d, veicot apr\u0113\u0137inus, secin\u0101ja: ja valsts un pa\u0161vald\u012bbu iest\u0101des r\u012bkotu iepirkumus par mobilo sakaru pakalpojumiem, t\u0101s divu gadu laik\u0101 ietaup\u012btu miljonus latu (tagad eiro). Tobr\u012bd tikai 2% valsts un pa\u0161vald\u012bbu iest\u0101\u017eu r\u012bkoja iepirkumus.<\/p>\n<p>V\u0113l agr\u0101k \u2013 jau 2009. gada ruden\u012b \u2013 Latvijas Telekomunik\u0101ciju asoci\u0101cija izstr\u0101d\u0101ja standarta <b>iepirkuma nolikumu \u201cMobilo sakaru pakalpojumi\u201d<\/b>. Nolikuma m\u0113r\u0137is ir valsts instit\u016bcij\u0101m \u013caut \u0113rti, ar minim\u0101lu dokument\u0101cijas apjomu iepirkuma konkursa ce\u013c\u0101 noteikt izdev\u012bg\u0101ko mobilo sakaru pakalpojumu sniedz\u0113ju, t\u0101d\u0113j\u0101di iev\u0113rojami ietaupot l\u012bdzek\u013cus.<\/p>\n<p>Latvijas Telekomunik\u0101ciju asoci\u0101cija joproj\u0101m ir skeptiski noska\u0146ota. \u201cValsts iest\u0101des un pa\u0161vald\u012bbas apmierina apst\u0101klis, ka summa, ko t\u0101s t\u0113r\u0113 mobilo sakaru pakalpojumiem, nepieaug, un t\u0101p\u0113c neviens nemekl\u0113, neviens nepieprasa veikt izmai\u0146as,\u201d atz\u012bst J\u0101nis Lelis. \u201cAsoci\u0101cija pied\u0101v\u0101ja katrai iest\u0101dei reizi divos gados p\u0101rskat\u012bt l\u012bgumu ar mobilo sakaru operatoru, analiz\u0113t eso\u0161o situ\u0101ciju un r\u012bkoties atbilsto\u0161i aktu\u0101laj\u0101m tendenc\u0113m. Katrai iest\u0101dei vajadz\u0113tu sev pajaut\u0101t \u2013 cik sen ir p\u0101rskat\u012bts l\u012bgums ar mobilo sakaru operatoru? Visbie\u017e\u0101k ir sl\u0113gti beztermi\u0146a l\u012bgumi, kuros ir t\u0101ds punkts, kas \u013cauj l\u012bguma darb\u012bbu pagarin\u0101t, ja nevienai no pus\u0113m nav iebildumu. Ja cenas nepieaug, neviens neuztraucas un nav motiv\u0101cijas m\u0113\u0123in\u0101t samazin\u0101t izdevumus tie\u0161i \u0161aj\u0101 jom\u0101. T\u0101 ir inerce, bet tikpat labi ar\u012b slinkums kaut ko main\u012bt.\u201d J. Lelis uzskata, ka situ\u0101cija p\u0113d\u0113jos gados nav b\u016btiski main\u012bjusies un iepirkumus mobilo sakaru pakalpojumu ieg\u0101dei organiz\u0113 reti. Eksperts nor\u0101da, ka situ\u0101cija main\u012bjusies cit\u0101 aspekt\u0101 \u2013 pirms vair\u0101kiem gadiem vado\u0161ais mobilo sakaru pakalpojumu nodro\u0161in\u0101t\u0101js valsts un pa\u0161vald\u012bbu iest\u0101d\u0113s bija SIA \u201cLatvijas Mobilais telefons\u201d, bet \u0161obr\u012bd pakalpojuma tirgus ir main\u012bjies un p\u0101r\u0113jie tirgus dal\u012bbnieki \u2013 \u201cTele2\u201d un \u201cBite\u201d \u2013 ir ie\u0146\u0113mu\u0161i noz\u012bm\u012bgu vietu \u0161o pakalpojumu nodro\u0161in\u0101\u0161an\u0101 valsts un pa\u0161vald\u012bbu iest\u0101d\u0113m. Liel\u0101 m\u0113r\u0101 tas notiek, pateicoties iepirkumiem, kuros konkurences apst\u0101k\u013cos iest\u0101des var izv\u0113l\u0113ties saimnieciski izdev\u012bg\u0101ko pied\u0101v\u0101jumu, tostarp samazin\u0101tu pakalpojumu cenu. Uz jaut\u0101jumu, vai valsts iest\u0101d\u0113m nevajadz\u0113tu izv\u0113l\u0113ties tie\u0161i t\u0101 uz\u0146\u0113muma pakalpojumus, kura akcijas pieder valstij, J. Lelis atbild, ka \u0161ai problem\u0101tikai ir vair\u0101ki aspekti \u2013 no  vienas puses, lai ar\u012b tas b\u016btu uz\u0146\u0113muma interes\u0113s, valstij, valsts vald\u012bbai nevajadz\u0113tu veikt uz\u0146\u0113m\u0113jdarb\u012bbu, un \u0161\u0101ds uzskats valda vis\u0101 pasaul\u0113, savuk\u0101rt, no otras puses, nav pareizi, ka valsts un pa\u0161vald\u012bbu iest\u0101des nedom\u0101, k\u0101 samazin\u0101t izdevumus. \u0145emot v\u0113r\u0101 taup\u012bbas nosac\u012bjumu, vajadz\u0113tu izv\u0113l\u0113ties izdev\u012bg\u0101ko, saimniecisk\u0101ko pied\u0101v\u0101jumu neatkar\u012bgi no t\u0101, kas to pied\u0101v\u0101.<\/p>\n<p>\u201cJ\u0101dom\u0101 valstiski un j\u0101saprot \u2013 lai ar\u012b tie neb\u016bs miljoni, ko var\u0113s ietaup\u012bt, t\u0101 tom\u0113r b\u016bs nopietna summa, ko var\u0113s novirz\u012bt citu jaut\u0101jumu finans\u0113\u0161anai. J\u0101dom\u0101, ka vien\u0101 iest\u0101d\u0113 tie ir da\u017ei desmiti cilv\u0113ku, kuru mobilie sakari k\u013c\u016btu l\u0113t\u0101ki, bet vienu iest\u0101di pieliekot otrai, tre\u0161ai\u2026\u201d sprie\u017e J. Lelis, nor\u0101dot, ka iepirkumu realiz\u0113\u0161ana ir galvenais ce\u013c\u0161, k\u0101 to izdar\u012bt.<\/p>\n<p><strong><font size=\"3\">L\u012bgumi apput\u0113ju\u0161i<\/font><\/strong><\/p>\n<p>Latvijas Telekomunik\u0101ciju asoci\u0101cijas teikto apliecina ar\u012b valsts iest\u0101\u017eu sniegt\u0101s atbildes uz \u017eurn\u0101la \u201cIepirkumi\u201d jaut\u0101jumiem. Mobilie sakari tiek apmaks\u0101ti darbiniekiem, kuriem tas nepiecie\u0161ams darba pien\u0101kumu veik\u0161anai, un \u0161\u012b apmaksa tiek veikta no valsts bud\u017eeta. Liela da\u013ca ministriju un citu iest\u0101\u017eu nor\u0101da, ka l\u012bgums par mobilo sakaru pakalpojumiem sl\u0113gts pirms vair\u0101kiem gadiem un nav paredz\u0113ts to main\u012bt. Tom\u0113r daudzas iest\u0101des apliecina, ka ir veikts vai tuv\u0101kaj\u0101 laik\u0101 tiks veikts iepirkums un pakalpojums p\u0101rskat\u012bts atbilsto\u0161i \u0161odienas tirgus situ\u0101cijai.<\/p>\n<p>Kult\u016bras ministrija publisku iepirkumu organiz\u0113ja 2013. gad\u0101 un nosl\u0113dza l\u012bgumu uz laiku l\u012bdz 60 m\u0113ne\u0161iem par l\u012bgumsummu 19 999 lati. \u201cSagatavojot iepirkuma nolikuma noteikumus, ministrija noteica izv\u0113les krit\u0113riju \u2013 saimnieciski visizdev\u012bg\u0101kais pied\u0101v\u0101jums,\u201d atbild ministrijas speci\u0101liste Iveta B\u0113rzi\u0146a-Bebri\u0161a. Vesel\u012bbas ministrija jau tre\u0161o gadu veic centraliz\u0113tu publisku iepirkumu ministrijas un padot\u012bb\u0101 eso\u0161o iest\u0101\u017eu mobilo sakaru pakalpojuma ieg\u0101dei. \u201cCentraliz\u0113ts iepirkums ir laikietilp\u012bg\u0101ks un administrat\u012bvi sare\u017e\u0123\u012bt\u0101ks, toties rezult\u0101t\u0101 tiek sa\u0146emts saimnieciski labs pied\u0101v\u0101jums,\u201d st\u0101sta Oskars \u0160neiders no Vesel\u012bbas ministrijas. Galvenie nosac\u012bjumi bija pakalpojuma pieejam\u012bba (t\u012bkla p\u0101rkl\u0101jums), sakaru kvalit\u0101te, izmaksas. Par uzvar\u0113t\u0101ju tika noteikts tas pretendents, kur\u0161 iesniedza pied\u0101v\u0101jumu ar kop\u0113jo zem\u0101ko cenu (saska\u0146\u0101 ar tehnisk\u0101s specifik\u0101cijas pras\u012bb\u0101m un finan\u0161u pied\u0101v\u0101juma formu uzvar\u0113t\u0101ju noteica p\u0113c nolikum\u0101 noteikt\u0101 algoritma).<\/p>\n<p>Ar\u012b Iek\u0161lietu ministrija izv\u0113l\u0113jusies operatoru publisko iepirkumu proced\u016br\u0101 \u2013 atkl\u0101t\u0101 konkurs\u0101. \u201cGalvenais nosac\u012bjums mums bija nepiecie\u0161am\u0101 kvalit\u0101te par zem\u0101ko cenu,\u201d st\u0101sta Nodro\u0161in\u0101juma valsts a\u0123ent\u016bras speci\u0101lists Raimonds Kokarevi\u010ds, tom\u0113r vi\u0146\u0161 uzskata: izv\u0113li \u0161\u0101d\u0101 iepirkum\u0101 apgr\u016btina tas, ka Latvij\u0101 ir p\u0101r\u0101k mazs tirgus \u2013 nav konkurences mobilo operatoru vid\u016b, ir dempinga cenas, ko nevar pier\u0101d\u012bt, l\u012bdz ar to praktiski neiesp\u0113jami sa\u0146emt nepiecie\u0161am\u0101s kvalit\u0101tes produktu.<\/p>\n<p>Zemkop\u012bbas ministrija izv\u0113l\u0113jusies mobilo pakalpojumu sniedz\u0113ju, veicot iepirkumu atbilsto\u0161i Publisko iepirkumu likumam un pl\u0101notajai l\u012bgumcenai. K\u0101 svar\u012bg\u0101kie nosac\u012bjumi ministrijai bija sakaru kvalit\u0101te, t\u012bkla p\u0101rkl\u0101jums ne tikai Latvijas teritorij\u0101, bet ar\u012b ministrijas administrat\u012bvaj\u0101 \u0113k\u0101 (bija j\u0101\u0146em v\u0113r\u0101 dzelzsbetona konstrukcijas ietekme uz sakaru kvalit\u0101ti), t\u0101pat svar\u012bga bija datu p\u0101rraides maksa, starptautisk\u0101 piesl\u0113guma abon\u0113\u0161anas maksa un citi nosac\u012bjumi. P\u0113d\u0113jais l\u012bgums nosl\u0113gts uz trim gadiem.<\/p>\n<p>Ekonomikas ministrija iepirkumu par mobilo sakaru pakalpojuma ieg\u0101di r\u012bkoja pag\u0101ju\u0161\u0101 gada beig\u0101s. \u201cMums ir nepiecie\u0161ams kvalitat\u012bvs mobilo sakaru pakalpojums, t\u0101p\u0113c par izv\u0113les krit\u0113riju tika noteikts saimnieciski izdev\u012bg\u0101kais pied\u0101v\u0101jums. Iepirkum\u0101 sare\u017e\u0123\u012bti bija noteikt mobilo sakaru pakalpojumu kvalit\u0101tes krit\u0113rijus, k\u0101 ar\u012b katra krit\u0113rija noz\u012bm\u012bbu pied\u0101v\u0101jumu v\u0113rt\u0113\u0161anai,\u201d atz\u012bst Evita Urpena no Ekonomikas ministrijas. Savuk\u0101rt Labkl\u0101j\u012bbas ministrija l\u012bgumu k\u0101 korporat\u012bvais klients nosl\u0113dza 2003. gad\u0101, un pagaid\u0101m nav zin\u0101ms, vai un kad tas var\u0113tu tikt main\u012bts.<\/p>\n<p>Mobilo sakaru pakalpojums Valsts kancelejai un Ministru prezidentam nodro\u0161in\u0101ts atbilsto\u0161i Publisko iepirkumu likumam, uzsver Valsts kancelej\u0101.
