Str\u0101d\u0101jot ar \u0161o lietu, ir izveidojies noteikts viedoklis par c\u0113lo\u0146iem, kas izrais\u012bju\u0161i \u0161\u012b s\u0101kotn\u0113ji daudzsolo\u0161\u0101 un uz ce\u013cu satiksmes dro\u0161\u012bbas uzlabo\u0161anu v\u0113rst\u0101 projekta nesekm\u012bgo izn\u0101kumu.<!--more--><br \/>\nKopum\u0101 v\u0113rt\u0113jot projektu, j\u0101atz\u012bst, ka tas nebija veidots atbilsto\u0161i noteiktiem industrijas standartiem. Dar\u012bjums tika balst\u012bts uz divu b\u016btiski at\u0161\u0137ir\u012bgu intere\u0161u pamata: publisk\u0101 sektora (valsts) puses m\u0113r\u0137is bija pan\u0101kt satiksmes (sabiedr\u012bbas) dro\u0161\u012bbas uzlabojumus, savuk\u0101rt priv\u0101t\u0101 sektora (komersanta) m\u0113r\u0137is bija g\u016bt pe\u013c\u0146u. Veiksm\u012bgs ilgtermi\u0146a dar\u012bjums starp pus\u0113m ar at\u0161\u0137ir\u012bg\u0101m interes\u0113m var \u012bstenoties tikai tad, ja tas paredz sabalans\u0113tus ieguvumus abiem. Diem\u017e\u0113l, k\u0101 par\u0101da projekta izn\u0101kums, nepiecie\u0161amo intere\u0161u l\u012bdzsvaru pan\u0101kt neizdev\u0101s, puses non\u0101ca savstarp\u0113j\u0101 konflikt\u0101 un dar\u012bjums tika izbeigts.<\/p>\n<p>Projektu v\u0113rt\u0113jot, bez iev\u0113r\u012bbas nevar atst\u0101t faktu, ka tas mald\u012bgi tika asoci\u0113ts ar publisk\u0101s un priv\u0101t\u0101s partner\u012bbas projektu (turpm\u0101k ar\u012b \u2013 PPP). Nedz p\u0113c b\u016bt\u012bbas, nedz juridisk\u0101 noform\u0113juma tas nebija PPP, lai gan var\u0113ja t\u0101ds b\u016bt. Balstoties uz Publisk\u0101s un priv\u0101t\u0101s partner\u012bbas likum\u0101 noteikto, Finan\u0161u ministrija ir skaidrojusi, ka PPP ir publisk\u0101 un priv\u0101t\u0101 sektora sadarb\u012bbas forma, kas veidota uz noteiktu laiku un nosac\u012bjumiem. At\u0161\u0137ir\u012bb\u0101 no publisk\u0101 iepirkuma, kur\u0101 pakalpojumus nodro\u0161ina un finans\u0113 pas\u016bt\u012bt\u0101js, PPP tradicion\u0101li raksturo iez\u012bme, ka pakalpojumu nodro\u0161in\u0101\u0161anai tiek piesaist\u012bts priv\u0101tais kapit\u0101ls, vienlaikus starp publisko un priv\u0101to partneri sadalot ar PPP \u012bsteno\u0161anu saist\u012btos riskus, ieguld\u012bjumus un ieguvumus. No min\u0113t\u0101 secin\u0101ms, ka PPP un publisk\u0101 iepirkuma no\u0161\u0137ir\u0161an\u0101 b\u016btiska ir projekta finans\u0113\u0161anas k\u0101rt\u012bba, k\u0101 ar\u012b atbild\u012bbas un risku sadal\u012bjums. <\/p>\n<p>Jebkura dar\u012bjuma sekm\u012bgas izpildes b\u016btisks faktors ir t\u0101 finans\u0113jums, turkl\u0101t \u2013 re\u0101ls, pieejams un prognoz\u0113jams finans\u0113jums. Fotoradaru pakalpojumu iepirkuma l\u012bguma izpildes izmaksas bija m\u0113r\u0101mas vair\u0101ku miljonu latu apm\u0113r\u0101. \u0160\u0101da apm\u0113ra projekti pa\u0161i par sevi liek piev\u0113rst \u012bpa\u0161u uzman\u012bbu tam, vai projekta izpildes nosac\u012bjumi ir skaidri un izpild\u0101mi. Tom\u0113r ac\u012bmredzami, ka tie\u0161i fotoradaru pakalpojumu iepirkuma finans\u0113\u0161anas k\u0101rt\u012bbu izpild\u012bt\u0101js nebija pien\u0101c\u012bgi izv\u0113rt\u0113jis. Pas\u016bt\u012bt\u0101ja un izpild\u012bt\u0101ja finansi\u0101l\u0101s attiec\u012bbas tika balst\u012btas uz pamatnosac\u012bjumu \u2013 izpild\u012bt\u0101js l\u012bguma izpildes laik\u0101 par saviem l\u012bdzek\u013ciem nodro\u0161ina noteikta skaita p\u0101rvietojamo un stacion\u0101ro fotoradaru ieg\u0101di, uzst\u0101d\u012b\u0161anu (izvieto\u0161anu) un darb\u012bbu pas\u016bt\u012bt\u0101ja nor\u0101d\u012bt\u0101s viet\u0101s, bet pas\u016bt\u012bt\u0101js par to maks\u0101 izpild\u012bt\u0101jam da\u013cu no naudas sodiem, kas tiek ieg\u016bti no p\u0101rk\u0101pumiem, kuri fiks\u0113ti ar izpild\u012bt\u0101ja fotoradariem. Konkr\u0113ti pas\u016bt\u012bt\u0101js ap\u0146\u0113m\u0101s ik m\u0113nesi izpild\u012bt\u0101jam maks\u0101t 35% no faktiskajiem ie\u0146\u0113mumiem no naudas sodiem, kas piem\u0113roti par administrat\u012bvajiem p\u0101rk\u0101pumiem (MK 2011.gada 26.apr\u012b\u013ca noteikumi Nr.329). T\u0101d\u0113j\u0101di iepirkuma l\u012bgums rad\u012bja izpild\u012bt\u0101jam past\u0101v\u012bgas pakalpojuma snieg\u0161anas izmaksas, savuk\u0101rt ie\u0146\u0113mumu apm\u0113rs nebija prognoz\u0113jams, jo piln\u0101 m\u0113r\u0101 atkar\u012bgs no p\u0101rk\u0101p\u0113ju veiktajiem naudas sodu maks\u0101jumiem.<\/p>\n<p>Noprotams, ka, piedaloties konkurs\u0101 un sl\u0113dzot l\u012bgumu ar \u0161\u0101diem nosac\u012bjumiem, izpild\u012bt\u0101js cer\u0113ja, ka l\u012bgumsaist\u012bbu izpildi liel\u0101 da\u013c\u0101 izdosies nodro\u0161in\u0101t ar to finans\u0113jumu, ko tas sa\u0146ems atbilsto\u0161i l\u012bgumam, neieguldot pietiekamus pa\u0161a l\u012bdzek\u013cus. Lai gan t\u0101 ir pa\u0161saprotama komersanta v\u0113lme, \u0161oreiz izpild\u012bt\u0101ja apr\u0113\u0137ini izr\u0101d\u012bj\u0101s k\u013c\u016bdaini un tas nevar\u0113ja vai nev\u0113l\u0113j\u0101s veikt citas papildu darb\u012bbas, lai uz\u0146emt\u0101s l\u012bgumsaist\u012bbas izpild\u012btu. Rezult\u0101t\u0101, izpild\u012bt\u0101jam uz\u0146emoties saist\u012bbas, kuru izpildi tas cer\u0113ja finans\u0113t no ien\u0101kumiem, kuru apm\u0113rs atkar\u012bgs no tre\u0161o personu darb\u012bbas vai bezdarb\u012bbas (nezin\u0101ma daudzuma un veida p\u0101rk\u0101pumu skaita, k\u0101 ar\u012b naudas sodu samaksas discipl\u012bnas un dinamikas), projekta izdo\u0161an\u0101s tika apdraud\u0113ta.<br \/>\nPie \u0161\u0101da finans\u0113juma mode\u013ca, \u0146emot v\u0113r\u0101 projekta apjomu, izpild\u012bt\u0101jam jau s\u0101kotn\u0113ji b\u016btu vajadz\u0113jis r\u0113\u0137in\u0101ties ar to, ka sagaid\u0101mie (prognoz\u0113tie) p\u0101rk\u0101pumu rezult\u0101t\u0101 sa\u0146emtie finan\u0161u l\u012bdzek\u013ci vien var neb\u016bt pietiekami sekm\u012bgai projekta \u012bsteno\u0161anai, t\u0101p\u0113c izpild\u012bt\u0101jam b\u016btu j\u0101b\u016bt sp\u0113j\u012bgam ieguld\u012bt papildu l\u012bdzek\u013cus, kaut ar\u012b tas samazin\u0101tu projekta rentabilit\u0101ti.<\/p>\n<p>Otrs, ne maz\u0101k svar\u012bgs apst\u0101klis, kas ietekm\u0113ja projekta finans\u0113jumu un ar ko izpild\u012bt\u0101jam bija j\u0101r\u0113\u0137in\u0101s, sagatavojot savu finan\u0161u pied\u0101v\u0101jumu min\u0113t\u0101 projekta ietvaros, bija iesp\u0113jam\u0101s un pas\u016bt\u012bt\u0101ja nosak\u0101m\u0101s izmai\u0146as pie\u013caujam\u0101s \u0101truma p\u0101rsnieg\u0161anas robe\u017e\u0101s, k\u0101 ar\u012b p\u0101rvietojamo radaru atra\u0161an\u0101s viet\u0101s.
