Otra t\u0101da veida instit\u016bcija ir Nodro\u0161in\u0101juma valsts a\u0123ent\u016bra (NVA), kas nodro\u0161ina Iek\u0161lietu ministrijas un t\u0101s padot\u012bbas iest\u0101\u017eu darb\u012bbu nekustamo \u012bpa\u0161umu, publisko iepirkumu un valsts materi\u0101lo rezervju jom\u0101.<\/p>\n<p>Pa\u0161vald\u012bb\u0101m \u0161\u0101da veida instit\u016bcijas l\u012bdz \u0161im nav izveidotas, t\u0101d\u0113\u013c t\u0101m ir iesp\u0113jams izmantot VRAA uztur\u0113t\u0101s Elektronisko iepirkumu sist\u0113mas (<a href=\"www.eis.gov.lv\" target=\"_blank\">www.eis.gov.lv<\/a>) katalogus vai j\u0101veido sava CII. Nenoliedzami \u2013 ar\u012b l\u012bdz 2014. gada 1. janv\u0101rim atsevi\u0161\u0137as pa\u0161vald\u012bbas veica iepirkumus centraliz\u0113ti, proti, organiz\u0113ja iepirkumus citu savu pa\u0161vald\u012bbas iest\u0101\u017eu viet\u0101, piem\u0113ram, veica b\u016bvdarbu iepirkumus vai iepirkumus, kas p\u0101rsniedza noteiktus paredzamo l\u012bgumcenu sliek\u0161\u0146us, piem\u0113ram, iepirkuma proced\u016bras (atkl\u0101tu\/sl\u0113gtu konkursu, sarunu proced\u016bru un metu konkursu).<\/p>\n<p>Kop\u0161 2014. gada 1. janv\u0101ra pa\u0161vald\u012bb\u0101m j\u0101veic centraliz\u0113ta ikdienas iest\u0101\u017eu funkciju nodro\u0161in\u0101\u0161anai nepiecie\u0161amo pre\u010du un pakalpojumu iepirkumu veik\u0161ana. Iepirkumu centraliz\u0113ta veik\u0161ana atbilsto\u0161i Publisko iepirkumu likumam paredz 2 veidus, k\u0101 to var likum\u012bgi realiz\u0113t pa\u0161vald\u012bb\u0101s.<\/p>\n<p>Viens no iepirkumu centraliz\u0113\u0161anas veidiem ir centraliz\u0113t\u0101s iepirkumu sist\u0113mas izveide, kuras ietvaros attiec\u012bgi pa\u0161vald\u012bbas veic savu iepirc\u0113ju (pas\u016bt\u012bt\u0101ju) vajadz\u012bbu apkopo\u0161anu un vienotu iepirkumu veik\u0161anu. Pa\u0161vald\u012bb\u0101m ieteicams izstr\u0101d\u0101t iepirkumu k\u0101rt\u012bbu, kur\u0101 aprakst\u012bts, k\u0101 darbojas \u0161\u012b centraliz\u0113t\u0101 iepirkumu sist\u0113ma, k\u0101 veidot centraliz\u0113to iepirkumu komisijas, kas apkopo citu pas\u016bt\u012bt\u0101ju (pa\u0161vald\u012bbas iest\u0101\u017eu) vajadz\u012bbas, un k\u0101 veic iepirkumus, un k\u0101da ir l\u012bgumu sl\u0113g\u0161anas k\u0101rt\u012bba. V\u0113los nor\u0101d\u012bt, ka pa\u0161vald\u012bb\u0101 var neb\u016bt viena visaptvero\u0161a iepirkumu komisija visu iepirkumu veik\u0161anai pa\u0161vald\u012bb\u0101, t.sk. centraliz\u0113tu iepirkumu veik\u0161anai. Attiec\u012bb\u0101 uz centraliz\u0113ti veiktajiem iepirkumiem var veidot atsevi\u0161\u0137u iepirkuma komisiju, kuras darb\u012bba nodro\u0161ina visas pa\u0161vald\u012bbas un t\u0101s iest\u0101\u017eu vajadz\u012bbas. Pre\u010du un pakalpojumu grupas, kuras noteiktas k\u0101 prim\u0101r\u0101s s\u0101kotn\u0113jai centraliz\u0101cijas principu ievie\u0161anai pa\u0161vald\u012bb\u0101s, ir: biroja tehnika, programmat\u016bra, biroja pap\u012brs, z\u0101les (2 medikamentu grupas, datortehnika, drukas iek\u0101rtu piederumi un standarta servertehnika, kas ir atbilsto\u0161i <strong>Ministru kabineta noteikumu Nr. 1517 (turpm\u0101k \u2013 MK not. 1517)<\/strong> <em>Centraliz\u0113to elektronisko iepirkumu noteikumi<\/em> (<a href=\"http:\/\/likumi.lv\/doc.php?id=263376\" target=\"_blank\">http:\/\/likumi.lv\/doc.php?id=263376<\/a>) 1. pielikum\u0101 min\u0113tajam, un tas vienlaikus neizsl\u0113dz varb\u016bt\u012bbu, ka k\u0101dreiz \u0161is pre\u010du un pakalpojumu kl\u0101sts var\u0113tu tikt papla\u0161in\u0101ts. Attiec\u012bb\u0101 uz prec\u0113m, pakalpojumiem, kas nav min\u0113ti MK not. 1517 1. pielikum\u0101, k\u0101 ar\u012b b\u016bvdarbiem pa\u0161vald\u012bbas var r\u012bkoties p\u0113c saviem ieskatiem \u2013 vai izmantojot Elektronisko iepirkumu sist\u0113m\u0101 eso\u0161os katalogus (piem\u0113ram, m\u0113be\u013cu, saimniec\u012bbas un kancelejas pre\u010du iepirkumiem), vai organiz\u0113jot iepirkumus katr\u0101 pa\u0161vald\u012bbas iest\u0101d\u0113 atbilsto\u0161i pl\u0101noto iepirkumu paredzamajai l\u012bgumcenai. IUB ir izstr\u0101d\u0101jis vadl\u012bnijas <em>Skaidrojums par pa\u0161vald\u012bbu un pa\u0161vald\u012bbas iest\u0101\u017eu pien\u0101kumu preces un pakalpojumus ieg\u0101d\u0101ties no centraliz\u0113to iepirkumu instit\u016bcijas vai ar t\u0101s starpniec\u012bbu<\/em> (<a href=\"http:\/\/www.iub.gov.lv\/files\/upload\/skaidrojums_pasv_centraliz_31102013_0.pdf\" target=\"_blank\">http:\/\/www.iub.gov.lv\/files\/upload\/skaidrojums_pasv_centraliz_31102013_0.pdf<\/a>). Pa\u0161vald\u012bbu pien\u0101kumu veikt centraliz\u0113tu iepirkumu veik\u0161anu nosaka PIL 16. panta sept\u012bt\u0101 un astot\u0101 da\u013ca.<\/p>\n<p>Otrs \u2013 ne maz\u0101k svar\u012bgs \u2013 veids iepirkumu centraliz\u0113\u0161anai pa\u0161vald\u012bb\u0101s ir iesp\u0113ja pa\u0161vald\u012bb\u0101m visu vai da\u013cu no nepiecie\u0161am\u0101 pre\u010du un pakalpojumu kl\u0101sta ieg\u0101d\u0101ties, izmantojot Elektronisko iepirkumu sist\u0113mu (EIS), kas kop\u0161 2005. gada nodro\u0161ina e-iepirkumu veik\u0161anu. EIS darbojas p\u0113c e-katalogu principa. Iepaz\u012bties ar \u0161obr\u012bd sp\u0113k\u0101 eso\u0161ajiem katalogiem var m\u0101jaslap\u0101 internet\u0101: <a href=\"https:\/\/www.eis.gov.lv\/Categories\/CategoryList.aspx?\" target=\"_blank\">https:\/\/www.eis.gov.lv\/Categories\/CategoryList.aspx?<\/a>. EIS iek\u013cauti katalogi, kas tiek veidoti no t\u0101 pre\u010du un pakalpojumu sortimenta, ko konkr\u0113taj\u0101 iepirkuma proced\u016br\u0101 pied\u0101v\u0101ju\u0161i komersanti, pamatojoties uz VRAA Elektronisko iepirkumu departamenta darbinieku izstr\u0101d\u0101taj\u0101m tehniskaj\u0101m specifik\u0101cij\u0101m, uzklausot ar\u012b pas\u016bt\u012bt\u0101ju v\u0113lmes. Komersanti piedal\u0101s klasisk\u0101 iepirkuma proced\u016br\u0101, bet iepirkuma proced\u016bras rezult\u0101t\u0101 nosl\u0113gt\u0101s <strong>visp\u0101r\u012bg\u0101s vieno\u0161an\u0101s izpildei tiek izmantoti elektronisk\u0101s sazi\u0146as l\u012bdzek\u013ci,<\/strong> un e-katalogu darb\u012bbu nodro\u0161ina speci\u0101li iepirkuma procesa atbalstam izstr\u0101d\u0101ta programmat\u016bra.<\/p>\n<p>Pa\u0161vald\u012bb\u0101m un pa\u0161vald\u012bbas iest\u0101d\u0113m atbilsto\u0161i PIL 16. panta sept\u012btajai da\u013cai ir pien\u0101kums preces un pakalpojumus ieg\u0101d\u0101ties no centraliz\u0113to iepirkumu instit\u016bcijas vai ar t\u0101s starpniec\u012bbu, ja attiec\u012bg\u0101s preces vai pakalpojumi ietilpst Ministru kabineta noteiktaj\u0101 pre\u010du vai pakalpojumu grup\u0101 un to l\u012bgumcena 12 m\u0113ne\u0161u laik\u0101 attiec\u012bgaj\u0101 pre\u010du vai pakalpojumu grup\u0101 ir EUR 4000 vai liel\u0101ka. <\/p>\n<p>Ja pa\u0161vald\u012bba izv\u0113las ikdienas pirkumu veik\u0161anai izmantot EIS, pa\u0161vald\u012bbai ieteicams noteikt k\u0101rt\u012bbu, k\u0101d\u0101 veiks pirkumus EIS eso\u0161ajos katalogos, proti, nosac\u012bt darbiniekus, kas ties\u012bgi veikt pas\u016bt\u012bjumus <a href=\"www.eis.gov.lv\" target=\"_blank\">www.eis.gov.lv<\/a>, k\u0101das ir vi\u0146u pilnvaras \u2013 pas\u016bt\u012bt un\/vai apstiprin\u0101t pirkumu un\/vai sa\u0146emt preces un pakalpojumus \u2013 un kas tos aizvieto iepirc\u0113ju promb\u016btnes laik\u0101, un vienlaikus nosac\u012bt, k\u0101 j\u0101r\u012bkojas gad\u012bjumos, kad nepiecie\u0161am\u0101s preces\/pakalpojumi nav atrodami vai nav pieejami elektroniskajos katalogos, k\u0101 pier\u0101d\u012bt, ka EIS pieejam\u0101s preces\/pakalpojumi ir d\u0101rg\u0101ki nek\u0101, piem\u0113ram, viet\u0113j\u0101 veikal\u0101.<\/p>\n<p>Piem\u0113rs (sk. 1. sh\u0113mu). <em>Apl\u016bkosim pa\u0161vald\u012bbu (visas pa\u0161vald\u012bb\u0101 eso\u0161\u0101s pagasta p\u0101rvaldes un novada dome), kura 12 m\u0113ne\u0161u period\u0101 kancelejas un biroja pap\u012bra ieg\u0101dei izlieto EUR 128 000, no tiem 48 000 izlieto biroja pap\u012bra (A3 un A4 form\u0101ta balta un kr\u0101saina biroja pap\u012bra) ieg\u0101dei. Iepirkuma centraliz\u0101cijai pak\u013caujas tikai biroja pap\u012bra apjoma pieg\u0101de.
