Zem\u0101k\u0101s cenas krit\u0113rijs attiecas ne tikai uz b\u016bvniekiem, bet ar\u012bdzan uz projekt\u0113\u0161anu, proti, pamata inform\u0101cijas izstr\u0101di. B\u016bvniec\u012bbas process nes\u0101kas ar b\u016bvnieku iera\u0161anos b\u016bvlaukum\u0101, kuru kompetence ir pas\u016bt\u012bt\u0101ja apstiprin\u0101ta projekta realiz\u0101cija b\u016bvuzraudz\u012bbas kl\u0101tb\u016btn\u0113. T\u0101 visa rezult\u0101t\u0101 iepirkumos uzvar uz\u0146\u0113mumi, kas vair\u0101k uzman\u012bbas ir velt\u012bju\u0161i, lai \u0161o iepirkumu sa\u0146emtu nevis, lai to v\u0113l\u0101k realiz\u0113tu. Darbi tiek veikti tie\u0161i t\u0101d\u0101 apjom\u0101, cik to pie\u013cauj izstr\u0101dei paredz\u0113tie l\u012bdzek\u013ci. Ir k\u0101ds sapr\u0101t\u012bgs l\u012bmenis, ko konkr\u0113taj\u0101s cenas robe\u017e\u0101s var izdar\u012bt. Zem\u0101k\u0101s cenas princips, veicot iepirkumus projekt\u0113\u0161anai, gan krop\u013co nozares tirgu, gan negat\u012bvi atsauc\u0101s uz veicam\u0101 darba kvalit\u0101ti.\u201d <\/p>\n<p><strong>Kvalific\u0113ts speci\u0101lists ar minim\u0101lo algu?!<\/strong><\/p>\n<p>Veidojot cenu pied\u0101v\u0101jumu b\u016bvniec\u012bbas pakalpojumiem, t\u0101 liel\u0101k\u0101 da\u013ca ir speci\u0101listu algas. P\u0113d\u0113j\u0101 laik\u0101 pas\u016bt\u012bt\u0101ji arvien bie\u017e\u0101k k\u0101 vienu no iepirkumu atlases krit\u0113rijiem nor\u0101da speci\u0101listu vid\u0113jo algu nozar\u0113, lai gan t\u0101 nav oblig\u0101ta pras\u012bba, bet vi\u0146u pa\u0161u pieredzes dikt\u0113ts lab\u0101s prakses piem\u0113rs. Iepirkumu nolikumos bie\u017ei vien papildpunktus sa\u0146em tas pretendents, kas nor\u0101da \u012bs\u0101kos izpildes termi\u0146us. Nereti ir gad\u012bjumi, kad pretendents, nor\u0101dot nepamatoti \u012bsu izpildes termi\u0146u savos izdevumos, jau ir ier\u0113\u0137in\u0101jis soda naudas par termi\u0146a neiev\u0113ro\u0161anu, kopum\u0101 tik un t\u0101 paliekot vinn\u0113t\u0101jos.
