T\u0101d\u0113\u013c KP aicina \u0101rstniec\u012bbas iest\u0101des piev\u0113rst uzman\u012bbu un r\u016bp\u012bgi izv\u0113rt\u0113t iepirkumu pras\u012bbas un tehnisk\u0101s specifik\u0101cijas, lai t\u0101s p\u0113c iesp\u0113jas lab\u0101k atbilstu tirg\u016b pieejamo risin\u0101jumu daudzveid\u012bbai.<\/p>\n\n\n\n<p>Iepaz\u012bstoties ar Iepirkuma dokument\u0101ciju, k\u0101 ar\u012b ar Iepirkuma laik\u0101 notiku\u0161o komunik\u0101ciju ar pieg\u0101d\u0101t\u0101jiem, KP konstat\u0113ja, ka tirgus dal\u012bbnieki jau Iepirkuma gait\u0101 bija uzdevu\u0161i jaut\u0101jumus un aicin\u0101ju\u0161i pas\u016bt\u012bt\u0101ju p\u0101rskat\u012bt tehnisk\u0101s pras\u012bbas, tostarp attiec\u012bb\u0101 uz medic\u012bnas iek\u0101rtu savietojam\u012bbu un tehniskajiem parametriem, t\u0101d\u0113j\u0101di sniedzot iesp\u0113ju papla\u0161in\u0101t pretendentu loku.<\/p>\n\n\n\n<p>Vienlaikus KP konstat\u0113ja, ka, neskatoties uz veiktajiem preciz\u0113jumiem, b\u016btisk\u0101k\u0101s pras\u012bbas saglab\u0101j\u0101s nemain\u012bgas, k\u0101 rezult\u0101t\u0101 Iepirkuma strukt\u016bra faktiski ierobe\u017eoja pla\u0161\u0101ku pretendentu dal\u012bbu Iepirkum\u0101, jo pretendenti bija ties\u012bgi piedal\u012bties tikai gad\u012bjum\u0101, ja sp\u0113ja nodro\u0161in\u0101t pilnu Iepirkuma priek\u0161meta apjomu.<\/p>\n\n\n\n<p>KP secin\u0101ja, ka Latvij\u0101 darbojas vair\u0101ki uz\u0146\u0113mumi, kas sp\u0113j nodro\u0161in\u0101t medic\u012bnas pre\u010du un implantu sist\u0113mu komponentes, tom\u0113r pras\u012bba pied\u0101v\u0101t visu poz\u012bciju kopumu vien\u0101 iepirkuma da\u013c\u0101 izsl\u0113dza iesp\u0113ju tirgus dal\u012bbniekiem sniegt pied\u0101v\u0101jumu par atsevi\u0161\u0137\u0101m medic\u012bniskaj\u0101m prec\u0113m vai to grup\u0101m. \u0160\u0101da pieeja var novest pie situ\u0101cijas, kur\u0101 pretendentu pied\u0101v\u0101jumi ar zem\u0101ku cenu tiek noraid\u012bti form\u0101lu atbilst\u012bbas iemeslu d\u0113\u013c vai ar\u012b iepirkuma da\u013ca tiek izbeigta bez rezult\u0101ta, jo nav iesniegts piln\u012bgs pied\u0101v\u0101jums.<\/p>\n\n\n\n<p>KP aicina \u0101rstniec\u012bbas iest\u0101des izv\u0113rt\u0113t iepirkuma dokument\u0101cij\u0101 iek\u013caut\u0101s pras\u012bbas un tehnisko specifik\u0101ciju, lai t\u0101s p\u0113c iesp\u0113jas lab\u0101k atbilstu tirg\u016b pieejamajiem risin\u0101jumiem un to daudzveid\u012bbai, \u012bpa\u0161i gad\u012bjumos, kad tirgus pied\u0101v\u0101jumu raksturo da\u017e\u0101du pieg\u0101d\u0101t\u0101ju specializ\u0101cija un faktiski vienu un to pa\u0161u preci pied\u0101v\u0101 vair\u0101ki ra\u017eot\u0101ji.<\/p>\n\n\n\n<p>Papildus KP aicina \u0101rstniec\u012bbas iest\u0101des izv\u0113rt\u0113t ar\u012b citu \u0101rstniec\u012bbas iest\u0101\u017eu praksi medic\u012bnisk\u0101 apr\u012bkojuma un materi\u0101lu iepirkumu organiz\u0113\u0161an\u0101, kur pretendenti var iesniegt pied\u0101v\u0101jumus par atsevi\u0161\u0137\u0101m poz\u012bcij\u0101m vai to da\u013c\u0101m. \u0160\u0101da pieeja veicina pla\u0161\u0101ku konkurenci, jo \u013cauj tirgus dal\u012bbniekiem piedal\u012bties iepirkum\u0101 atbilsto\u0161i to kompetencei un specializ\u0101cijai, vienlaikus mazinot risku, ka pied\u0101v\u0101jumi tiek iesniegti tikai no pilna sortimenta starpniekiem vai ar\u012b pretendenti tiek izsl\u0113gti, nesp\u0113jot nodro\u0161in\u0101t visu piepras\u012bto pre\u010du kopumu.<\/p>\n\n\n\n<p>KP &nbsp;uzsver, ka pas\u016bt\u012bt\u0101jiem ir j\u0101atturas no konkr\u0113tu ra\u017eot\u0101ju nosaukumu iek\u013cau\u0161anas tehniskaj\u0101s specifik\u0101cij\u0101s.
