Lai ar\u012b liel\u0101k\u0101 da\u013ca iepirkumu organiz\u0113ti atkl\u0101ta konkursa proced\u016br\u0101, kas paredz pla\u0161u pieg\u0101d\u0101t\u0101ju dal\u012bbu, 2025. gad\u0101 26% publisko iepirkumu sa\u0146emts tikai viens pied\u0101v\u0101jums. Savuk\u0101rt vid\u0113jais pretendentu skaits samazin\u0101jies no \u010detriem 2024. gad\u0101 l\u012bdz trim 2025. gad\u0101, kas nor\u0101da uz konkurences mazin\u0101\u0161anos iepirkumu tirg\u016b, apliecinot nepiecie\u0161am\u012bbu \u012bstenot publisko iepirkumu sist\u0113mas reformu, kas stiprin\u0101s konkurenci, p\u0101rredzam\u012bbu, datu pieejam\u012bbu un uzraudz\u012bbu visos iepirkumu posmos.<\/p>\n\n\n\n<p>2025. gad\u0101 Latvij\u0101 izsludin\u0101ti vair\u0101k nek\u0101 12 t\u016bksto\u0161i iepirkumu un nosl\u0113gti vair\u0101k nek\u0101 25 t\u016bksto\u0161i l\u012bgumu ar kop\u0113jo l\u012bgumsummu teju 8 miljardu eiro apm\u0113r\u0101. No visiem izsludin\u0101tajiem iepirkumiem 6806 organiz\u0113ti atkl\u0101ta konkursa proced\u016br\u0101, savuk\u0101rt 4660 k\u0101 \u201cmazie iepirkumi\u201d jeb iepirkumi robe\u017e\u0101s no 10&nbsp;000 l\u012bdz 42&nbsp;000 eiro prec\u0113s un pakalpojumos un no 20&nbsp;000 l\u012bdz 170&nbsp;000 eiro b\u016bvdarbos. Tas raksturo sist\u0113mu, kur\u0101 domin\u0113 atv\u0113rtas proced\u016bras, vienlaikus b\u016btiska da\u013ca no iepirkumiem ir par nosac\u012bti maz\u0101m v\u0113rt\u012bb\u0101m.<\/p>\n\n\n\n<p>T\u0101pat 2025. gada dati r\u0101da, ka zemsliek\u0161\u0146a iepirkumu segment\u0101 koncentr\u0113jas liel\u0101k\u0101 administrat\u012bv\u0101 slodze un zem\u0101ka konkurence, savuk\u0101rt virssliek\u0161\u0146a proced\u016br\u0101s \u2013 liel\u0101k\u0101 publisk\u0101 finans\u0113juma da\u013ca. Zemsliek\u0161\u0146a iepirkumi (zemsliek\u0161\u0146a proced\u016bras un Publisko iepirkumu likuma 9. panta iepirkumi) 2025. gad\u0101 veidoja 8098 jeb 66% no visiem iepirkumiem, bet aptv\u0113ra tikai 7% no kop\u0113j\u0101s iepirkumu l\u012bgumv\u0113rt\u012bbas jeb 598 miljonus eiro. T\u0101d\u0113j\u0101di tiktu nodro\u0161in\u0101ta publisko izdevumu datu pieejam\u012bba vienkopus par visiem dar\u012bjumiem no 1 eiro un attiec\u012bgi publisko l\u012bdzek\u013cu ieguld\u012bjumu izsekojam\u012bba neatkar\u012bgi no dar\u012bjuma apjoma vai formas.<\/p>\n\n\n\n<p>Pla\u0161\u0101ka datu pieejam\u012bba mazin\u0101s korupcijas riskus, k\u0101 ar\u012b \u013caus efekt\u012bv\u0101k identific\u0113t risku tendences, analiz\u0113t cenu atbilst\u012bbu un v\u0113rt\u0113t pas\u016bt\u012bt\u0101ju r\u012bc\u012bbu, balstoties objekt\u012bvos r\u0101d\u012bt\u0101jos visos iepirkumu l\u012bme\u0146os, tostarp iepirkumiem l\u012bdz 10 t\u016bksto\u0161iem eiro prec\u0113m un pakalpojumiem, k\u0101 ar\u012b 20 t\u016bksto\u0161iem eiro b\u016bvdarbiem, par kuriem l\u012bdz \u0161im inform\u0101cija netika publiskota visp\u0101r. Reforma paredz p\u0101reju uz ex-post uzraudz\u012bbu, sist\u0113mas izv\u0113rt\u0113\u0161an\u0101 izmantojot publisko iepirkumu veiktsp\u0113jas r\u0101d\u012bt\u0101jus (KPI), references cenas un datu anal\u012btikas risin\u0101jumus, lai stiprin\u0101tu uzraudz\u012bbu un savlaic\u012bgi konstat\u0113tu konkurences un cenu riskus.<\/p>\n\n\n\n<p>Vienlaikus individu\u0101lu korupt\u012bvu darb\u012bbu izv\u0113rt\u0113\u0161an\u0101 un izmekl\u0113\u0161an\u0101 ar\u012b turpm\u0101k b\u016btiska loma saglab\u0101sies\u00a0Korupcijas nov\u0113r\u0161anas un apkaro\u0161anas birojam. Vienlaikus reforma paredz vienk\u0101r\u0161ot proced\u016bras un mazin\u0101t administrat\u012bvo slogu, nodro\u0161inot elast\u012bg\u0101kus un \u0101tr\u0101kus iepirkumu procesus.<\/p>\n\n\n\n<p>Publisko iepirkumu sist\u0113ma saglab\u0101 b\u016btisku lomu viet\u0113j\u0101 ekonomik\u0101 \u2013 99% pretendentu un 97% iepirkumu uzvar\u0113t\u0101ju veido Latvijas uz\u0146\u0113mumi, bet 92% l\u012bgumu sl\u0113gti ar maziem un vid\u0113jiem uz\u0146\u0113mumiem.
