Ta\u010du virz\u012bto groz\u012bjumu rezult\u0101t\u0101 liel\u0101 da\u013c\u0101 iepirkumu uzraudz\u012bba b\u016bs iesp\u0113jama faktiski p\u0113c l\u012bguma nosl\u0113g\u0161anas, nevis br\u012bd\u012b, kad iepirkums ir uzs\u0101kts un v\u0113l var nov\u0113rst iesp\u0113jamu ne\u0113tisku un prettiesisku darb\u012bbu.<\/p>\n\n\n\n<p><strong>Kas tie\u0161i k\u013c\u016bs maz\u0101k redzams sabiedr\u012bbai&nbsp;<\/strong><\/p>\n\n\n\n<p>\u0160obr\u012bd PIL paredz vair\u0101kus publisko iepirkumu l\u012bme\u0146us, kuros ir noteikta k\u0101rt\u012bba un publiski pieejama pamatinform\u0101cija par iepirkumu: iepirkuma izsludin\u0101\u0161anas fakts, nolikums, tehnisk\u0101 specifik\u0101cija, pretendentu pied\u0101v\u0101tas cenas u.c.. Finan\u0161u ministrijas virz\u012btie groz\u012bjumi paredz, izsl\u0113gt t\u0101 saucam\u0101 \u201cmaz\u0101 iepirkuma\u201d regul\u0113jumu (turpm\u0101k \u2013 zemsliek\u0161\u0146a iepirkumi), paredzot ka publiskie iepirkumi pas\u016bt\u012bt\u0101jiem b\u016bs j\u0101veic no Eiropas sliek\u0161\u0146a \u2013 EUR 5 538 000 publiskiem b\u016bvdarbu l\u012bgumiem un EUR 143 000 publiskiem pieg\u0101des un publiskiem pakalpojumu l\u012bgumiem. Za\u013cais publiskais iepirkums ir instruments, k\u0101 publisk\u0101 nauda str\u0101d\u0101 ilgtsp\u0113jai \u2013 energoefektivit\u0101tei, aprites ekonomikai, atkritumu mazin\u0101\u0161anai.<\/p>\n\n\n\n<p>Citiem v\u0101rdiem sakot, pas\u016bt\u012bt\u0101js var\u0113s nosl\u0113gt l\u012bgumu, piem\u0113ram, par EUR 4 miljonu v\u0113rtiem b\u016bvniec\u012bbas darbiem, nos\u016btot inform\u0101ciju par konkursu atlas\u012btiem pretendentiem un iepirkuma veik\u0161anas br\u012bd\u012b, nepubliskojot inform\u0101ciju par iepirkuma priek\u0161metu, nolikumu, tehnisko specifik\u0101ciju, iesp\u0113jamo l\u012bgumcenu. Biedr\u012bbas \u201cSabiedr\u012bba par atkl\u0101t\u012bbu \u2013 Delna\u201d (Delna) ieskat\u0101 \u0161ie groz\u012bjumi, kurus d\u0113v\u0113 par publisko iepirkumu sist\u0113mas reformu, paredz izmai\u0146as, kas mazina atkl\u0101t\u012bbu par l\u0113mumu pie\u0146em\u0161anas procesu par publisko l\u012bdzek\u013cu izlietojumu un reiz\u0113 ierobe\u017eo uz\u0146\u0113m\u0113ju iesp\u0113jas piedal\u012bties publiskajos iepirkumos.<\/p>\n\n\n\n<p><strong>KNAB br\u012bdin\u0101jums:&nbsp;riski ir j\u0101identific\u0113 un j\u0101nov\u0113r\u0161 pirms nevis p\u0113c&nbsp;<\/strong><\/p>\n\n\n\n<p>Korupcijas&nbsp;risku&nbsp;nov\u0113r\u0161anas skat\u012bjum\u0101 kritiski noz\u012bm\u012bgs ir ne tikai tas, cik bie\u017ei p\u0101rk\u0101pumi tiek izmekl\u0113ti, bet tas, kur\u0101&nbsp;iepirkuma&nbsp;procesa br\u012bd\u012b uzraudz\u012bba visp\u0101r ir iesp\u0113jama un&nbsp;var&nbsp;ietekm\u0113t&nbsp;turpm\u0101ko&nbsp;r\u012bc\u012bbu. KNAB, run\u0101jot par korupcijas risku vad\u012bbu iepirkumos, uzsver, ka b\u016btisk\u0101kie riski rodas tie\u0161i iepirkuma&nbsp;sagatavo\u0161anas un norises posmos&nbsp;\u2013&nbsp;pirms l\u012bguma nosl\u0113g\u0161anas&nbsp;\u2013, kad atkl\u0101t\u012bba kalpo k\u0101 prevent\u012bvs meh\u0101nisms.<\/p>\n\n\n\n<p>Atkl\u0101t\u012bba ir visiedarb\u012bg\u0101kais korupcijas mazin\u0101\u0161anas pas\u0101kums.&nbsp;Publiskums rada psiholo\u0123isku&nbsp;barjeru&nbsp;un reput\u0101cijas&nbsp;risku&nbsp;(\u201cvai esmu gatavs \u0161o l\u0113mumu skaidrot publiski\u201d), kas attur no&nbsp;ne\u0113tiskas vai prettiesiskas&nbsp;darb\u012bbas&nbsp;v\u0113l pirms t\u0101&nbsp;k\u013c\u016bst par&nbsp;korupcijas&nbsp;gad\u012bjumu un tiek izmekl\u0113ta.<\/p>\n\n\n\n<p>Vienlaikus pl\u0101not\u0101 pieeja b\u016btiski maina pieejamo datu strukt\u016bru: palielin\u0101s datu apjoms par iepirkumiem pl\u0101no\u0161anas stadij\u0101, k\u0101 ar\u012b dati k\u013c\u016bst piln\u012bg\u0101ki jau p\u0113c iepirkumu nosl\u0113g\u0161anas. No anal\u012btiska skatu punkta \u0161\u0101da p\u0101rorient\u0113\u0161an\u0101s uz pl\u0101no\u0161anas un p\u0113c faktu datiem maina risku mode\u013cu un tenden\u010du anal\u012bzi. \u0160obr\u012bd ir gr\u016bti nov\u0113rt\u0113t k\u0101du ietekmi tas atst\u0101s uz sp\u0113j\u0101m agr\u012bni identific\u0113t riskus zemsliek\u0161\u0146u iepirkumos. Jebkur\u0101 gad\u012bjum\u0101 tas neaizst\u0101j iepirkumu procesa caursp\u012bd\u012bgumu t\u0101 norises br\u012bd\u012b un nemaina prevent\u012bv\u0101s atkl\u0101t\u012bbas noz\u012bmi.<\/p>\n\n\n\n<p><strong>Cenu aptaujas:&nbsp;kas m\u016bs&nbsp;var\u0113tu sagaid\u012bt p\u0113c reformas&nbsp;<\/strong><\/p>\n\n\n\n<p>2025. gada decembr\u012b Delna p\u0113t\u012bja ar likumu neregul\u0113to zemsliek\u0161\u0146a iepirkumu (ar\u012b d\u0113v\u0113tas par cenu aptauj\u0101m) praksi valsts p\u0101rvald\u0113 2024. gad\u0101. Delna nos\u016bt\u012bja inform\u0101cijas piepras\u012bjumu 27 valsts p\u0101rvaldes iest\u0101d\u0113m \u2013 ministrij\u0101m, konstitucion\u0101laj\u0101m un uzraudz\u012bbas iest\u0101d\u0113m. Izp\u0113tes m\u0113r\u0137is bija noskaidrot \u2013 cik vienoti un caurskat\u0101mi iest\u0101des regul\u0113 \u0161\u0101da veida ieg\u0101des, vai iest\u0101des apkopo datus par \u0161\u0101d\u0101m ieg\u0101d\u0113m, vai tie ir publiski pieejami. Lai atvieglotu iest\u0101\u017eu darbu, Delna l\u016bdza sniegt vismaz \u0161\u0101du inform\u0101ciju:<\/p>\n\n\n\n<ul>\n<li>iepirkuma priek\u0161mets (preces\/pakalpojumi\/b\u016bvdarbi u. c.);<\/li>\n\n\n\n<li>kop\u0113j\u0101 l\u012bguma summa (\u0146emot v\u0113r\u0101 groz\u012bjumus, ja t\u0101di veikti);<\/li>\n\n\n\n<li>l\u012bguma termi\u0146\u0161 (ieskaitot groz\u012bjumus);<\/li>\n\n\n\n<li>l\u012bgumsl\u0113dz\u0113jas puses.<\/li>\n<\/ul>\n\n\n\n<p>Delna sa\u0146\u0113ma pilnas&nbsp;atbildes (cenu aptauju uzskait\u012bjumus ar iepirkuma priek\u0161metu, datumiem, summ\u0101m un uzvar\u0113t\u0101jiem) kop\u0101 ar iek\u0161\u0113jo k\u0101rt\u012bbu vai l\u012bguma paraugu\/veidlapu no 14&nbsp;iest\u0101d\u0113m.&nbsp;2024.&nbsp;gad\u0101 iest\u0101des kop\u0101&nbsp;veica 740 ieg\u0101des&nbsp;ar kop\u0113jo l\u012bgumu summu&nbsp;EUR&nbsp;2,65 miljoni.<\/p>\n\n\n\n<p>Da\u013ca iest\u0101\u017eu visp\u0101r neatbild\u0113ja (tostarp vair\u0101kas ministrijas), vair\u0101kas l\u016bdza pagarin\u0101jumu, lai apkopotu inform\u0101ciju, un sol\u012bja atbildi sniegt v\u0113l\u0101k. P\u0113c veikt\u0101s izp\u0113tes Delna secina, ka iest\u0101d\u0113m ir da\u017e\u0101da izpratne par cenu aptauj\u0101m un ar\u012b prakse cenu aptauju veik\u0161an\u0101, tas apgr\u016btina publisk\u0101s naudas izsekojam\u012bbu.<\/p>\n\n\n\n<p>Demokr\u0101tiskas valsts funkcion\u0113\u0161anas neat\u0146emama paz\u012bme ir t\u0101s p\u0101rskat\u0101m\u012bba.
