Kopum\u0101 apkopoti 83 iesniegtie priek\u0161likumi.<\/p>\n\n\n\n<p>Likumprojekts izstr\u0101d\u0101ts&nbsp;balstoties uz finan\u0161u ministra vad\u012bt\u0101s darba grupas publisk\u0101 iepirkuma efektivit\u0101tes palielin\u0101\u0161anai rezult\u0101tu un pied\u0101v\u0101to publisko iepirkumu sist\u0113mas att\u012bst\u012bbas scen\u0101riju.&nbsp;Reformas m\u0113r\u0137is ir samazin\u0101t birokr\u0101tiju, maksim\u0101li paaugstin\u0101t v\u0113rt\u012bbu par katru ieguld\u012bto eiro, vienlaikus veicinot konkurenci, caursp\u012bd\u012bgumu, centraliz\u0101ciju un modernu digit\u0101lo risin\u0101jumu ievie\u0161anu publiskajos iepirkumos.<\/p>\n\n\n\n<p>Saeimas Bud\u017eeta un finan\u0161u (nodok\u013cu) komisijas s\u0113des s\u0101kum\u0101 Finan\u0161u ministrija (FM) detaliz\u0113ti argument\u0113ja un uzsv\u0113ra ar likumprojektu paredz\u0113t\u0101s reformas konceptu\u0101lo ietvaru. Ar\u012b Saeimas Bud\u017eeta un finan\u0161u (nodok\u013cu) komisijas darba grupu diskusijas apliecina, ka reformas b\u016bt\u012bba ir l\u012bdzsvara un kompromisa mekl\u0113jumi starp administrat\u012bv\u0101 sloga mazin\u0101\u0161anu un liel\u0101ku elast\u012bbu iepirkuma noris\u0113, vienlaikus stiprinot kontroli, uzraudz\u012bbu un nodro\u0161inot atkl\u0101t\u012bbu un izsekojam\u012bbu publiskajos iepirkumos.<\/p>\n\n\n\n<p>FM uzsv\u0113ra nepiecie\u0161am\u012bbu saglab\u0101t reformas pamatvirzienu \u2013 virz\u012bties prom no p\u0101rm\u0113r\u012bgi detaliz\u0113ta proced\u016bru regul\u0113juma zem ES sliek\u0161\u0146iem, mazin\u0101t nacion\u0101l\u0101 regul\u0113juma uzsl\u0101\u0146ojumus Publisko iepirkumu likum\u0101 un fokus\u0113ties uz iepirkuma rezult\u0101ta efektivit\u0101ti un datos balst\u012btu uzraudz\u012bbu. Vienlaikus tika atz\u012bts, ka da\u013ca priek\u0161likumu skar pla\u0161\u0101kus ar Eiropas Savien\u012bbas (ES) tiesisko regul\u0113jumu saist\u012btus jaut\u0101jumus, kuru risin\u0101\u0161an\u0101 j\u0101izv\u0113rt\u0113 atbilsto\u0161\u0101kais normat\u012bvais instruments.<\/p>\n\n\n\n<p>Publisko iepirkumu reforma paredz mazin\u0101t administrat\u012bvo slogu, vienk\u0101r\u0161ot proced\u016bras un sa\u012bsin\u0101t iepirkumu norises laiku par aptuveni 25%, k\u0101 ar\u012b b\u016btiski samazin\u0101t likum\u0101 detaliz\u0113ti regul\u0113to proced\u016bru apjomu. Vienlaikus, balstoties starptautiskaj\u0101s apl\u0113s\u0113s, publisko iepirkumu sist\u0113mas racionaliz\u0101cija var dot iev\u0113rojamu ietaup\u012bjumu \u2013 nacion\u0101l\u0101 l\u012bmen\u012b potenci\u0101li 2\u20134% apm\u0113r\u0101 no kop\u0113jiem publisko iepirkumu izdevumiem.<\/p>\n\n\n\n<p>Reforma paredz ar\u012b noteikt iepirkumu proced\u016bru piem\u0113ro\u0161anu no ES &nbsp;robe\u017ev\u0113rt\u012bb\u0101m. Attiec\u012bgi pre\u010du un pakalpojumu iepirkumos \u2013 no 140 000 eiro (\u0161obr\u012bd no 10 000 eiro), bet b\u016bvdarbu iepirkumos \u2013 no 5,4 miljoniem eiro (\u0161obr\u012bd no 20 000 eiro). Vienlaikus tiek saglab\u0101ts pien\u0101kums public\u0113t inform\u0101ciju par iepirkumu pl\u0101niem, nosl\u0113gtajiem l\u012bgumiem un faktisko izlietojumu, t\u0101d\u0113j\u0101di nodro\u0161inot atkl\u0101t\u012bbu ar\u012b zemsliek\u0161\u0146u iepirkumos. T\u0101pat pl\u0101nots p\u0101riet uz ex-post uzraudz\u012bbu, sist\u0113mas izv\u0113rt\u0113\u0161an\u0101 izmantojot publisko iepirkumu veiktsp\u0113jas r\u0101d\u012bt\u0101jus (KPI), references cenas un datu anal\u012btikas risin\u0101jumus, lai stiprin\u0101tu uzraudz\u012bbu un v\u0113rt\u0113tu gan konkurences l\u012bmeni iepirkumos, gan l\u0113mumu pie\u0146em\u0161anas \u0101trumu un procesu efektivit\u0101ti.<\/p>\n\n\n\n<p>Institucion\u0101l\u0101s p\u0101rvald\u012bbas ietvaros Iepirkumu uzraudz\u012bbas birojs k\u013c\u016bst par centr\u0101lo vad\u012bbas iest\u0101di, kas uztur Elektronisko iepirkumu sist\u0113mu un Publik\u0101ciju vad\u012bbas sist\u0113mu. Savuk\u0101rt pa\u0161vald\u012bb\u0101m paredz\u0113ta centraliz\u0113ta iepirkumu p\u0101rvald\u012bba ar iesp\u0113ju izv\u0113l\u0113ties piem\u0113rot\u0101ko modeli, k\u0101 ar\u012b tiek papla\u0161in\u0101ts centraliz\u0113ti iep\u0113rkamo pre\u010du un pakalpojumu kl\u0101sts.
