Neraugoties uz iev\u0113rojamiem administrat\u012bvajiem ieguld\u012bjumiem un augstaj\u0101m ieg\u0101des izmaks\u0101m, 14 pa\u0161vald\u012bbas par 8,4 milj. eiro ieg\u0101d\u0101j\u0101s 19\u00a0elektroautobusus ar b\u016btiskiem izmanto\u0161anas ierobe\u017eojumiem, da\u013cu neatbilsto\u0161as kvalit\u0101tes, turkl\u0101t tie nav piln\u012bb\u0101 bezemisiju, t\u0101 ar\u012b pilnv\u0113rt\u012bgi nesasniedzot pas\u0101kumam izvirz\u012btos m\u0113r\u0137us.<\/p>\n\n\n\n<p><strong>\u012aSUM\u0100&nbsp;<\/strong><\/p>\n\n\n\n<ul>\n<li>Elektroautobusu ieg\u0101des pas\u0101kums \u012bstenots nelietder\u012bgi \u2013 14\u00a0pa\u0161vald\u012bbas par 8,4\u00a0milj.\u00a0eiro ieg\u0101d\u0101j\u0101s 19\u00a0elektroautobusus ar b\u016btiskiem izmanto\u0161anas ierobe\u017eojumiem, da\u013cu neatbilsto\u0161as kvalit\u0101tes, turkl\u0101t tie nav piln\u012bb\u0101 bezemisiju, t\u0101 ar\u012b pilnv\u0113rt\u012bgi nesasniedzot pas\u0101kumam izvirz\u012btos m\u0113r\u0137us. Ierobe\u017eojumu d\u0113\u013c, elektroautobusi vid\u0113ji 53 % gada atrodas d\u012bkst\u0101v\u0113.<\/li>\n\n\n\n<li>Iepirkumi r\u012bkoti decentraliz\u0113ti, tajos nav nodro\u0161in\u0101ta pietiekama konkurence un publiskie l\u012bdzek\u013ci nav izlietoti ekonomiski. Pa\u0161vald\u012bbas veica ap 33\u00a0atsevi\u0161\u0137us iepirkumus, kas palielin\u0101ja administrat\u012bvo slogu, sa\u0161aurin\u0101ja konkurenci, rad\u012bja b\u016btiskas cenu at\u0161\u0137ir\u012bbas un augst\u0101kas izmaksas. Ja visas pa\u0161vald\u012bbas b\u016btu ieg\u0101d\u0101ju\u0161\u0101s mikroautobusus saska\u0146\u0101 ar zem\u0101ko cenu, ietaup\u012bjums var\u0113tu b\u016bt 677\u00a0t\u016bkst.\u00a0eiro.<\/li>\n\n\n\n<li>Da\u013cai no \u201cjaunajiem\u201d elektroautobusiem b\u016btiski kvalit\u0101tes tr\u016bkumi jau to pieg\u0101des br\u012bd\u012b \u2013 r\u016bsa, plaisas griestu ap\u0161uvum\u0101, k\u0101 ar\u012b nesp\u0113ja nodro\u0161in\u0101t atbilsto\u0161u siltumu autobusa salon\u0101. Devi\u0146i no 12\u00a0pieg\u0101d\u0101tajiem mikroautobusiem ir \u201cjaunb\u016bv\u0113ti\u201d, apvienojot divas kravas mikroautobusu b\u0101zes.<\/li>\n<\/ul>\n\n\n\n<p>\u201cPas\u0101kums \u012bstenots ar m\u0113r\u0137i apg\u016bt pieejamo finans\u0113jumu, nevis pan\u0101kt iesp\u0113jami lab\u0101ko rezult\u0101tu. Lai gan izvirz\u012btie m\u0113r\u0137i bija pamatoti, sasniegtais rezult\u0101ts \u2013 d\u0101rgs un ar ierobe\u017eotu praktisko izmantojam\u012bbu, un ieguld\u012btais publiskais finans\u0113jums nav devis sam\u0113r\u012bgu ieguvumu. Rev\u012bzij\u0101 vair\u0101kk\u0101rt saskar\u0101mies ar viedokli, ka bez Eiropas Savien\u012bbas (ES) finans\u0113juma pa\u0161vald\u012bbas \u0161\u0101dus transportl\u012bdzek\u013cus neieg\u0101d\u0101tos. Valsts kontroles ieskat\u0101, \u0161\u0101da pieeja ir nepareiza un ir pien\u0101cis laiks main\u012bt attieksmi \u2013 ES fondi ir publiskie l\u012bdzek\u013ci un pret tiem j\u0101izturas t\u0101pat k\u0101 pret savu naudu,\u201d&nbsp;<strong>uzsver Valsts kontroles padomes loceklis M\u0101rti\u0146\u0161 \u0100boli\u0146\u0161.<\/strong><\/p>\n\n\n\n<p><strong>Pas\u0101kuma nosac\u012bjumi ierobe\u017eoja elektroautobusu praktisko izmanto\u0161anu<\/strong><\/p>\n\n\n\n<p>Pas\u0101kuma m\u0113r\u0137is bija uzlabot pa\u0161vald\u012bbu funkcijas, galveno uzman\u012bbu piev\u0113r\u0161ot izgl\u012btojamo mobilit\u0101tei, vienlaikus veicinot publisk\u0101 sektora transporta za\u013cin\u0101\u0161anu. Lai \u0161o m\u0113r\u0137i sasniegtu, pa\u0161vald\u012bb\u0101m sniegts atbalsts M2 vai M3 klases bezemisiju jeb elektroautobusu un tiem nepiecie\u0161am\u0101s uzl\u0101des infrastrukt\u016bras ieg\u0101dei, izmantojot Atvese\u013co\u0161anas un notur\u012bbas meh\u0101nisma (ANM) finans\u0113jumu 8,8 milj. eiro. Par pas\u0101kuma \u012bsteno\u0161anu bija atbild\u012bga VARAM, savuk\u0101rt finans\u0113juma sa\u0146\u0113m\u0113jas bija pa\u0161vald\u012bbas.<\/p>\n\n\n\n<p>Pas\u0101kuma \u012bsteno\u0161anas nosac\u012bjumi jau s\u0101kotn\u0113ji b\u016btiski ierobe\u017eoja ieg\u0101d\u0101to autobusu izmanto\u0161anu. Elektroautobusi paredz\u0113ti tikai izgl\u012btojamo nog\u0101d\u0101\u0161anai m\u0101c\u012bbu \u012bsteno\u0161anas viet\u0101 un atpaka\u013c dz\u012bvesviet\u0101. Tas b\u016btiski samazina ieguld\u012bjuma atdevi un ierobe\u017eo iesp\u0113jas elast\u012bgi izmantot autobusus pa\u0161vald\u012bbu re\u0101laj\u0101m vajadz\u012bb\u0101m, kas pas\u0101kuma pl\u0101no\u0161anas laik\u0101 netika pietiekami apzin\u0101tas.<\/p>\n\n\n\n<p>Revidenti apl\u0113su\u0161i, ka izmanto\u0161anas ierobe\u017eojumu d\u0113\u013c elektroautobusi vid\u0113ji 53&nbsp;% gada (194 dienas) atrodas d\u012bkst\u0101v\u0113, \u012bpa\u0161i vasar\u0101 un skol\u0113nu br\u012bvlaikos. Autobusu nobraukums gad\u0101 ir vid\u0113ji par 43&nbsp;% (13,4&nbsp;t\u016bkst.&nbsp;km) maz\u0101ks nek\u0101 pl\u0101nots. Atsevi\u0161\u0137os gad\u012bjumos autobusus ilgsto\u0161i neizmantoja citu iemeslu d\u0113\u013c. T\u0101 viet\u0101 katra pa\u0161vald\u012bba, lai ieg\u0101d\u0101tos vienu vai divus elektroautobusus, patst\u0101v\u012bgi organiz\u0113ja elektroautobusu, uzl\u0101des iek\u0101rtu un infrastrukt\u016bras ieg\u0101di, lai gan t\u0101m nebija pieredzes \u0161\u0101dos iepirkumos.<\/p>\n\n\n\n<p>Rezult\u0101t\u0101 14&nbsp;pa\u0161vald\u012bbas \u012bstenoja aptuveni 33&nbsp;atsevi\u0161\u0137us iepirkumus, pat\u0113r\u0113jot ap 4,2 t\u016bkst. darba stundu, kas pa\u0161vald\u012bb\u0101m izmaks\u0101ja aptuveni 57,1&nbsp;t\u016bkst.&nbsp;eiro. Vienlaikus daudzas pa\u0161vald\u012bbas ieg\u0101d\u0101j\u0101s vien\u0101dus transportl\u012bdzek\u013cus no tiem pa\u0161iem pieg\u0101d\u0101t\u0101jiem. Centraliz\u0113ta pieeja b\u016btu bijusi efekt\u012bv\u0101ka.<\/p>\n\n\n\n<p>\u201cValsts kontrole jau iepriek\u0161 rev\u012bzij\u0101&nbsp;<a href=\"https:\/\/lrvk.gov.lv\/lv\/revizijas\/revizijas\/noslegtas-revizijas\/problemas-un-iespejas-publisko-iepirkumu-attistibai\">par publiskajiem iepirkumiem<\/a>&nbsp;ir nor\u0101d\u012bjusi, ka centraliz\u0113ta pieeja publiskajos iepirkumos \u013cauj pan\u0101kt liel\u0101ku konkurenci, zem\u0101kas izmaksas un maz\u0101ku administrat\u012bvo slogu. \u0160aj\u0101 gad\u012bjum\u0101 nebija vienota iepirkuma, t\u0101p\u0113c rad\u012bti nevajadz\u012bgi riski un publiskie l\u012bdzek\u013ci nav izlietoti efekt\u012bvi. L\u012bdz\u012bgus pas\u0101kumus n\u0101kotn\u0113 vajadz\u0113tu \u012bstenot centraliz\u0113ti,\u201d&nbsp;<strong>nor\u0101da M. \u0100boli\u0146\u0161.<\/strong><\/p>\n\n\n\n<p>Pa\u0161vald\u012bbu iepirkumi ne vienm\u0113r nodro\u0161in\u0101ja god\u012bgu konkurenci un l\u012bdzek\u013cu ekonomisku izlietojumu. Tirgus izp\u0113tes veiktas form\u0101li, uzrun\u0101jot vienus un tos pa\u0161us pieg\u0101d\u0101t\u0101jus, tostarp t\u0101dus, kuri elektroautobusus nepied\u0101v\u0101.
