{"id":26666,"date":"2026-02-11T08:56:09","date_gmt":"2026-02-11T06:56:09","guid":{"rendered":"https:\/\/zurnalsiepirkumi.lv\/?p=26666"},"modified":"2026-02-11T08:56:38","modified_gmt":"2026-02-11T06:56:38","slug":"pasvaldibu-iepirkumi-par-eku-renovaciju-nonakusi-kp-redzesloka","status":"publish","type":"post","link":"https:\/\/zurnalsiepirkumi.lv\/?p=26666","title":{"rendered":"Pa\u0161vald\u012bbu iepirkumi par \u0113ku renov\u0101ciju non\u0101ku\u0161i KP redzeslok\u0101"},"content":{"rendered":"\n<p>Konkurences padome (KP) p\u0113d\u0113j\u0101 laik\u0101 ir sa\u0146\u0113musi vair\u0101kus sign\u0101lus par iesp\u0113jamiem konkurences p\u0101rk\u0101pumiem daudzdz\u012bvok\u013cu m\u0101ju renov\u0101cijas un energoefektivit\u0101tes paaugstin\u0101\u0161anas projektos un min\u0113to projektu p\u0101rm\u0113r\u012bgi augst\u0101m izmaks\u0101m.<\/p>\n\n\n\n<p>T\u0101d\u0113\u013c KP nos\u016bt\u012bjusi vis\u0101m Latvijas pa\u0161vald\u012bb\u0101m v\u0113stuli, sniedzot rekomend\u0101cijas un nor\u0101dot uz praksi, ko pa\u0161vald\u012bb\u0101m k\u0101 pas\u016bt\u012bt\u0101jiem iepirkumos par daudzdz\u012bvok\u013cu m\u0101ju renov\u0101ciju un energoefektivit\u0101tes paaugstin\u0101\u0161anu nevajadz\u0113tu pie\u013caut.<\/p>\n\n\n\n<p><strong>KP rekomend\u0101cijas pa\u0161vald\u012bb\u0101m iepirkumos:<\/strong><\/p>\n\n\n\n<ul>\n<li>veikt r\u016bp\u012bgu tirgus izp\u0113ti \u2013 identific\u0113t p\u0113c iesp\u0113jas vair\u0101k potenci\u0101los pretendentus, iepaz\u012bties ar to pied\u0101v\u0101tajiem pakalpojumiem, cen\u0101m un izmaks\u0101m. Tas \u013caus ne tikai izv\u0113rt\u0113t iesp\u0113jas ieg\u0101d\u0101ties \u0113ku renov\u0101cij\u0101m nepiecie\u0161amos pakalpojumus atbilsto\u0161i finansi\u0101laj\u0101m iesp\u0113j\u0101m, bet ar\u012b ieg\u016bt visaptvero\u0161u priek\u0161statu par tirgus situ\u0101ciju un savlaic\u012bgi rea\u0123\u0113t, ja pret\u0113ji tirgus izp\u0113t\u0113 ieg\u016btajai inform\u0101cijai iepirkum\u0101 pied\u0101v\u0101jumu iesniedzis maz\u0101ks pretendentu skaits vai tiek pied\u0101v\u0101ta nepamatoti augsta (vai ret\u0101k \u2013 zema) cena;<\/li>\n\n\n\n<li>sagatavot iepirkumu dokument\u0101ciju, jo \u012bpa\u0161i iepirkumu tehnisk\u0101s specifik\u0101cijas, patst\u0101v\u012bgi;<\/li>\n\n\n\n<li>gad\u012bjumos, kad tehnisko specifik\u0101ciju nav bijis iesp\u0113jams izstr\u0101d\u0101t saviem sp\u0113kiem, izv\u0113rt\u0113t nozares asoci\u0101ciju vai sabiedrisko organiz\u0101ciju ekspertu piesaisti, lai mazin\u0101tu iesp\u0113jamu intere\u0161u konflikta un konkurences ties\u012bbu p\u0101rk\u0101pumu risku;<\/li>\n\n\n\n<li>v\u0113l pirms iepirkuma izsludin\u0101\u0161anas apsv\u0113rt nepiecie\u0161am\u012bbu veikt neatkar\u012bgu b\u016bvniec\u012bbas izmaksu noteik\u0161anu;<\/li>\n\n\n\n<li>situ\u0101cij\u0101s, kad pretendentu pied\u0101v\u0101t\u0101s cenas b\u016btiski p\u0101rsniedz pas\u016bt\u012bt\u0101ja apl\u0113ses, apsv\u0113rt iepirkuma p\u0101rtrauk\u0161anu, jo \u012bpa\u0161i gad\u012bjumos, kad iepirkum\u0101 piedal\u012bjies neliels pretendentu skaits.<\/li>\n<\/ul>\n\n\n\n<p><strong>KP sniegt\u0101s nor\u0101des pa\u0161vald\u012bb\u0101m par to, kas iepirkumos neb\u016btu pie\u013caujams:<\/strong><\/p>\n\n\n\n<ul>\n<li>iesaist\u012bt konkr\u0113tus pretendentu p\u0101rst\u0101vjus tehnisk\u0101s specifik\u0101cijas izstr\u0101d\u0113, ja \u0161ie pretendenti piedal\u0101s taj\u0101 pa\u0161\u0101 iepirkum\u0101;<\/li>\n\n\n\n<li>nepie\u013caut situ\u0101cijas, kur\u0101s pretendents veic tehnisk\u0101s specifik\u0101cijas izstr\u0101di pas\u016bt\u012bt\u0101ja viet\u0101 un piedal\u0101s attiec\u012bgaj\u0101 iepirkum\u0101 (KP kategoriski neatbalsta \u0161\u0101du praksi);<\/li>\n\n\n\n<li>nepie\u013caut situ\u0101cijas, kur\u0101s tehnisk\u0101 specifik\u0101cija vai citas iepirkuma nolikuma pras\u012bbas tiek izmantotas, lai m\u0101ksl\u012bgi sa\u0161aurin\u0101tu konkurenci;<\/li>\n\n\n\n<li>nepie\u013caut gad\u012bjumus, kad pras\u012bbas netie\u0161i veicina konkr\u0113ta pretendenta uzvaru;<\/li>\n\n\n\n<li>neizmantot iepirkuma pras\u012bbas iepriek\u0161\u0113ju nesaska\u0146u risin\u0101\u0161anai, piem\u0113ram, ierobe\u017eojot iesp\u0113ju uzvar\u0113t pretendentam, kur\u0161 akt\u012bvi izmantojis ties\u012bbas iesniegt s\u016bdz\u012bbas par iepirkuma nosac\u012bjumiem.<\/li>\n<\/ul>\n\n\n\n<p>Vienlaikus KP v\u0113rsusi pa\u0161vald\u012bbu uzman\u012bbu uz apst\u0101kli, ka t\u0101 redzeslok\u0101 jau ir biju\u0161i gad\u012bjumi, kad daudzdz\u012bvok\u013cu m\u0101ju renov\u0101cijas un energoefektivit\u0101tes paaugstin\u0101\u0161anas projektos tika konstat\u0113ta aizliegta&nbsp;vieno\u0161an\u0101s, divu b\u016bvniec\u012bbas uz\u0146\u0113mumiem savstarp\u0113ji sadalot daudzdz\u012bvok\u013cu dz\u012bvojamo m\u0101ju siltin\u0101\u0161anas objektus<sup><a href=\"#fn1\" id=\"ref1\">[1]<\/a><\/sup>, un par \u0161o p\u0101rk\u0101pumu karte\u013ca dal\u012bbniekiem tika piem\u0113rots 108&nbsp;472,36&nbsp;eiro naudas sods.&nbsp;<\/p>\n\n\n\n<p>KP aicin\u0101jusi pa\u0161vald\u012bbas izmantot KP t\u012bmek\u013ca vietn\u0113 eso\u0161o pretendentu p\u0101rbaudes r\u012bku \u201cKarte\u013cu&nbsp;sign\u0101lsaraksts\u201d<sup><a href=\"#fn1\" id=\"ref1\">[2]<\/a><\/sup>un neskaidr\u012bbu vai \u0161aubu gad\u012bjum\u0101 izmantot iesp\u0113ju konsult\u0113ties ar KP amatperson\u0101m telefoniski vai kl\u0101tien\u0113. T\u0101pat, lai veicin\u0101tu pas\u016bt\u012bt\u0101ju izpratni par aizliegtas vieno\u0161an\u0101s paz\u012bm\u0113m, KP aicin\u0101jusi sekot l\u012bdzi t\u0101s organiz\u0113taj\u0101m bezmaksas apm\u0101c\u012bb\u0101m.<\/p>\n\n\n\n<p>Pas\u016bt\u012bt\u0101ju bezdarb\u012bba, nerea\u0123\u0113jot uz konkurences ties\u012bbu p\u0101rk\u0101puma paz\u012bm\u0113m, tai skait\u0101 sakrit\u012bb\u0101m pied\u0101v\u0101jumos vai veicinot ilgsto\u0161u, ac\u012bmredzamu konkurences tr\u016bkumu iepirkumos, var tikt v\u0113rt\u0113ta gan k\u0101 karte\u013ca veicin\u0101\u0161ana un atbalst\u012b\u0161ana, gan ar\u012b k\u0101 konkurences neitralit\u0101tes p\u0101rk\u0101pums.
