T\u0101 s\u0101kotn\u0113ji tika izstr\u0101d\u0101ta 2003. gad\u0101 k\u0101 Pasaules Bankas un OECD Att\u012bst\u012bbas komitejas&nbsp; kop\u012bga iniciat\u012bva. Metodolo\u0123ija regul\u0101ri tiek atjaunin\u0101ta, lai atspogu\u013cotu jaun\u0101k\u0101s tendences publisko iepirkumu jom\u0101. Delna, veicot Publisko iepirkumu reformas anal\u012bzi, izmantoja jaun\u0101ko 2025. gad\u0101 public\u0113to MAPS metodolo\u0123ijas versiju (skat\u012bt&nbsp;<a href=\"https:\/\/www.mapsinitiative.org\/content\/dam\/maps-initiative\/en\/maps-methodology\/main-methodology-documents\/maps-main-methodology-2025.pdf\">\u0161eit<\/a>). Metodolo\u0123ija ir&nbsp;univers\u0101la un piem\u0113rojama jebkur\u0101 valst\u012b neatkar\u012bgi no ien\u0101kumu l\u012bme\u0146a vai att\u012bst\u012bbas pak\u0101pes.<\/p>\n\n\n\n<p>MAPS\u00a0daudzviet pasaul\u0113 tiek izmantota, lai izstr\u0101d\u0101tu un \u012bstenotu publisko iepirkumu reformas atbilsto\u0161i labas p\u0101rvald\u012bbas principiem.\u00a0T\u0101\u00a0nov\u0113rt\u0113 publisko iepirkumu sist\u0113mu, identific\u0113jot sist\u0113mas v\u0101j\u0101s vietas\u00a0\u010detros p\u012bl\u0101ros:\u00a0normat\u012bvais ietvars,\u00a0institucion\u0101l\u0101 p\u0101rvald\u012bba,\u00a0iepirkumu process un tirgus prakse, k\u0101 ar\u012b\u00a0atbild\u012bba, godpr\u0101t\u012bba\u00a0un atkl\u0101t\u012bba.\u00a0Lai gan\u00a0par\u00a0atkl\u0101t\u012bbu\u00a0un godpr\u0101t\u012bbu ir izveidots viens atsevi\u0161\u0137s p\u012bl\u0101rs, \u0161\u012bs iez\u012bmes\u00a0ir integr\u0113tas\u00a0visos p\u012bl\u0101ros, jo to nodro\u0161in\u0101\u0161ana ir b\u016btiska publisko iepirkumu sist\u0113mas uzticam\u012bbas stiprin\u0101\u0161anai.\u00a0<\/p>\n\n\n\n<p>Kopum\u0101 MAPS ietver 14 indikatorus visos \u010detros p\u012bl\u0101ros. Katram indikatoram ir&nbsp;apak\u0161r\u0101d\u012bt\u0101ji&nbsp;jeb&nbsp;sub-indikatori (kop\u0101 55)&nbsp;un zem tiem&nbsp;ir&nbsp;210 nov\u0113rt\u0113\u0161anas krit\u0113riji. T\u0101d\u0113j\u0101di MAPS ir visaptvero\u0161s nov\u0113rt\u0113jums, kas pal\u012bdz identific\u0113t sist\u0113mas&nbsp;v\u0101j\u0101s vietas.&nbsp;Delnas anal\u012bz\u0113 tika \u0146emti v\u0113r\u0101 visi indikatori,&nbsp;apak\u0161r\u0101d\u012bt\u0101ji&nbsp;un nov\u0113rt\u0113\u0161anas krit\u0113riji. Anal\u012bz\u0113 katrs no 55&nbsp;apak\u0161r\u0101d\u012bt\u0101jiem&nbsp;nov\u0113rt\u0113ts ar v\u0113rt\u0113jumu&nbsp;\u201cIzpild\u012bts piln\u012bb\u0101\u201d, \u201cIzpild\u012bts da\u013c\u0113ji\u201d vai \u201cNeizpild\u012bts\u201d, \u0146emot v\u0113r\u0101 katra apak\u0161r\u0101d\u012bt\u0101ja nov\u0113rt\u0113\u0161anas krit\u0113riju pras\u012bbas.<\/p>\n\n\n\n<p>REFORMAS RAD\u012aTIE RISKI<\/p>\n\n\n\n<p><strong>1.Juridiskais, normat\u012bvais un politikas ietvars.&nbsp;<\/strong><\/p>\n\n\n\n<p>Pa\u0161reiz\u0113jais&nbsp;Latvijas publisko iepirkumu sist\u0113mas normat\u012bvais ietvars form\u0101li ir sp\u0113c\u012bgs&nbsp;\u2013&nbsp;liel\u0101k\u0101 da\u013ca no&nbsp;apak\u0161r\u0101d\u012bt\u0101jiem&nbsp;\u0161aj\u0101 p\u012bl\u0101r\u0101 ir nov\u0113rt\u0113ti&nbsp;ar \u201cIzpild\u012bts&nbsp;piln\u012bb\u0101\u201d.&nbsp;Vien\u012bgi&nbsp;apak\u0161r\u0101d\u012bt\u0101js, kas attiecas uz publisko iepirkumu ilgtsp\u0113j\u012bbu, ir&nbsp;nov\u0113rt\u0113ts ar \u201cIzpild\u012bts da\u013c\u0113ji\u201d.&nbsp;Ja reforma tiks pie\u0146emta, tad&nbsp;pas\u016bt\u012bt\u0101jiem vair\u0101k neb\u016bs&nbsp;pien\u0101kums iepirkumos piem\u0113rot vides vai citus ilgtsp\u0113jas krit\u0113rijus, l\u012bdz ar to \u0161o aspektu izmanto\u0161ana k\u013c\u016bst faktiski fakultat\u012bva. Tas rada risku, ka ilgtsp\u0113jas apsv\u0113rumi turpm\u0101k&nbsp;tiks ignor\u0113ti.<\/p>\n\n\n\n<p><strong>2.Institucion\u0101lais ietvars un vad\u012bbas kapacit\u0101te.&nbsp;<\/strong><\/p>\n\n\n\n<p>\u0160aj\u0101 p\u012bl\u0101r\u0101 no 14&nbsp;apak\u0161r\u0101d\u012bt\u0101jiem&nbsp;ar \u201cIzpild\u012bts&nbsp;piln\u012bb\u0101\u201d ir nov\u0113rt\u0113ti tikai 5&nbsp;apak\u0161r\u0101d\u012bt\u0101ji. Otrk\u0101rt, groz\u012bjumi kopum\u0101 v\u0101jina publisko iepirkumu atkl\u0101t\u012bbu un atbild\u012bbu, pie\u0146emot \u0161os groz\u012bjumus, tiesiskuma un lietder\u012bbas p\u0101rbaudes var\u0113s veikt tikai p\u0113c publisk\u0101 iepirkuma l\u012bguma nosl\u0113g\u0161anas \u2013&nbsp;<em>post factum<\/em>&nbsp;(skat\u012bt apak\u0161r\u0101d\u012bt\u0101ju \u201cIepirkuma iest\u0101\u017eu defin\u012bcija, atbild\u012bba un form\u0101l\u0101s pilnvaras\u201d). Tre\u0161k\u0101rt, groz\u012bjumi paredz izveidot Kompetences centru un centraliz\u0113t publiskos iepirkumus, ta\u010du Kompetences centram nav skaidri noteikti uzdevumi un atbild\u012bbas, tai skait\u0101 minim\u0101l\u0101s pras\u012bbas atkl\u0101t\u012bbas nodro\u0161in\u0101\u0161an\u0101 par centra darbu, kas rada neskaidr\u012bbu par t\u0101 darb\u012bbu un m\u0113r\u0137iem (skat\u012bt apak\u0161r\u0101d\u012bt\u0101ju \u201cCentraliz\u0113t\u0101 iepirkuma iest\u0101de\u201d). Papildus, neskatoties uz Publik\u0101ciju vad\u012bbas sist\u0113mas esam\u012bbu, groz\u012bjumi b\u016btiski mazin\u0101s atkl\u0101t\u012bbu, jo tiks samazin\u0101ta publiski pieejam\u0101 inform\u0101cija par zemsliek\u0161\u0146a iepirkumiem ar paaugstin\u0101t\u0101m zemsliek\u0161\u0146a robe\u017ev\u0113rt\u012bb\u0101m (robe\u017ev\u0113rt\u012bbas tie paaugstin\u0101tas l\u012bdz 5\u202f538\u202f000 euro publiskiem b\u016bvdarbu l\u012bgumiem un 143 000 euro publiskiem pieg\u0101des un publiskiem pakalpojumu l\u012bgumiem), l\u012bgumu izmai\u0146\u0101m un apak\u0161uz\u0146\u0113m\u0113jiem, t\u0101d\u0113j\u0101di ierobe\u017eojot sabiedr\u012bbas iesp\u0113jas uzraudz\u012bt publisko l\u012bdzek\u013cu izlietojumu (skat\u012bt apak\u0161r\u0101d\u012bt\u0101ju \u201cIepirkumu inform\u0101cijas public\u0113\u0161ana, ko nodro\u0161ina inform\u0101cijas tehnolo\u0123ijas\u201d).<\/p>\n\n\n\n<p><strong>3.Iepirkumu darb\u012bba un tirgus prakse.&nbsp;<\/strong><\/p>\n\n\n\n<p>\u0160aj\u0101 p\u012bl\u0101r\u0101 visus 6&nbsp;apak\u0161r\u0101d\u012bt\u0101jus&nbsp;Latvija izpilda&nbsp;da\u013c\u0113ji.&nbsp;Tr\u012bs&nbsp;apak\u0161r\u0101d\u012bt\u0101ji&nbsp;ir&nbsp;nov\u0113rt\u0113ti ar \u201cIzpild\u012bts da\u013c\u0113ji\u201d eso\u0161\u0101s sist\u0113mas tr\u016bkumu d\u0113\u013c, bet&nbsp;atliku\u0161ie 3&nbsp;apak\u0161r\u0101d\u012bt\u0101ji&nbsp;ir&nbsp;nov\u0113rt\u0113ti ar \u201cIzpild\u012bts da\u013c\u0113ji\u201d gan eso\u0161\u0101s sist\u0113mas tr\u016bkumu d\u0113\u013c, gan reformas rad\u012bto potenci\u0101lo&nbsp;tie\u0161o&nbsp;risku d\u0113\u013c.<\/p>\n\n\n\n<p>Pirmk\u0101rt, groz\u012bjumi Publisko iepirkumu likum\u0101, paredzot sv\u012btrot 41. panta 3. un 11. da\u013cu samazina atkl\u0101t\u012bbu un v\u0101jina finan\u0161u discipl\u012bnu. Ar\u012b za\u013c\u0101 publisk\u0101 iepirkuma normu izsl\u0113g\u0161ana no iepirkuma procesa b\u016btiski v\u0101jina vides un ilgtsp\u0113jas pras\u012bbu integr\u0101ciju iepirkumu pl\u0101no\u0161an\u0101. Otrk\u0101rt, pa\u0161reiz\u0113jais normat\u012bvais regul\u0113jums kopum\u0101 nodro\u0161ina skaidru un caursp\u012bd\u012bgu publisko iepirkumu veik\u0161anu, l\u012bguma pie\u0161\u0137ir\u0161anas un sl\u0113g\u0161anas procesu, ta\u010du praks\u0113 to ierobe\u017eo pas\u016bt\u012bt\u0101ja kapacit\u0101tes tr\u016bkums, nevienm\u0113r\u012bgas zin\u0101\u0161anas par normat\u012bvo regul\u0113jumu un ekspertu tr\u016bkums. Ar \u0161iem groz\u012bjumiem inform\u0101cija par publisko iepirkumu procesu vair\u0101k neb\u016bs pieejam\u0101 t\u0101d\u0101 apjom\u0101, k\u0101d\u0101 ir tagad, tai skait\u0101 par izmai\u0146\u0101m l\u012bgumos un to izpildi, atbild\u012bba par publisko iepirkumu paliks tikai pa\u0161as iest\u0101des rok\u0101s (skat\u012bt apak\u0161r\u0101d\u012bt\u0101ju \u201cL\u012bgumu vad\u012bba praks\u0113\u201d).<\/p>\n\n\n\n<p><strong>4.Atbild\u012bba, integrit\u0101te un caurskat\u0101m\u012bba.<\/strong><\/p>\n\n\n\n<p>\u0160aj\u0101 p\u012bl\u0101r\u0101 kopum\u0101 ir 17 apak\u0161r\u0101d\u012bt\u0101ji.
