Anal\u012bze apliecina, ka turpm\u0101k\u0101s izmai\u0146as un uzlabojumi koncentr\u0113jami tr\u012bs galvenajos virzienos \u2013 konkurences stiprin\u0101\u0161an\u0101, kop\u012bgo un centraliz\u0113to iepirkumu pla\u0161\u0101k\u0101 ievie\u0161an\u0101, k\u0101 ar\u012b proced\u016bru pa\u0101trin\u0101\u0161an\u0101 un elast\u012bb\u0101.<\/p>\n\n\n\n<p>\u0160\u012b gada 26. august\u0101 vald\u012bba atbalst\u012bja publisko iepirkumu darba grupas izstr\u0101d\u0101to struktur\u0101lo reformu publisko iepirkumu sist\u0113mas efektiviz\u0113\u0161anai.&nbsp;Reforma pak\u0101peniski st\u0101sies sp\u0113k\u0101 no 2026. gada, p\u0113c tam, kad Saeima pie\u0146ems nepiecie\u0161amos groz\u012bjumus Publisko iepirkumu likum\u0101 un saist\u012btajos normat\u012bvajos aktos.<\/p>\n\n\n\n<p><strong>Konkurences stiprin\u0101\u0161ana \u2013 galvenais priek\u0161noteikums kvalit\u0101tei un izmaksu samazin\u0101\u0161anai<\/strong><\/p>\n\n\n\n<p>Viens no b\u016btisk\u0101kajiem izaicin\u0101jumiem Latvijas publisko iepirkumu sist\u0113m\u0101 ir nepietiekama konkurence. Joproj\u0101m liels \u012bpatsvars iepirkumu norit ar vienu pretendentu, kas palielina izmaksas, samazina kvalit\u0101ti, k\u0101 ar\u012b apgr\u016btina iesp\u0113ju izv\u0113rt\u0113t tirgus nosac\u012bjumus.&nbsp;Darba grupa izvirz\u012bja m\u0113r\u0137i \u2013 pan\u0101kt, lai \u0161o iepirkumu \u012bpatsvars samazin\u0101s un ir zem 10%.<\/p>\n\n\n\n<p>Publisko iepirkumu efektivit\u0101tes pamat\u0101 ir p\u0101rdom\u0101ta komunik\u0101cija ar pieg\u0101d\u0101t\u0101jiem, strat\u0113\u0123iska iepirkumu pieeja un iek\u0161\u0113j\u0101s p\u0101rvald\u012bbas stiprin\u0101\u0161ana. Pas\u016bt\u012bt\u0101jiem svar\u012bgi r\u016bp\u012bgi izzin\u0101t tirgu, veikt regul\u0101ru izp\u0113ti un nodro\u0161in\u0101t atkl\u0101tu inform\u0101cijas apmai\u0146u ar potenci\u0101lajiem un eso\u0161ajiem pieg\u0101d\u0101t\u0101jiem. B\u016btiska ir ar\u012b atgriezenisk\u0101s saites ieg\u016b\u0161ana \u2013 aptaujas par iepirkuma dokument\u0101ciju, l\u012bgumu izpildi un sadarb\u012bbas pieredzi, k\u0101 ar\u012b pieg\u0101d\u0101t\u0101ju sagatavo\u0161ana un apm\u0101c\u012bba saist\u012bb\u0101 ar iepirkumu procesu un l\u012bgumu izpildi.<\/p>\n\n\n\n<p>Iepirkumu strat\u0113\u0123ijas izv\u0113l\u0113 iz\u0161\u0137iro\u0161a noz\u012bme ir konkurenci veicino\u0161u proced\u016bru piem\u0113ro\u0161anai \u2013 visp\u0101r\u012bgo vieno\u0161anos, dinamisk\u0101s iepirkumu sist\u0113mas un kvalifik\u0101cijas sist\u0113mu izmanto\u0161anai. \u0160\u012bs pieejas nodro\u0161ina pla\u0161\u0101ku pieg\u0101d\u0101t\u0101ju iesaisti, elast\u012bbu un samazina administrat\u012bvo slogu. Par labu praksi tiek uzskat\u012bta cenu indeks\u0101cijas piem\u0113ro\u0161ana ilgtermi\u0146a l\u012bgumos, standartiz\u0113tu paraugnolikumu un vienotu kvalifik\u0101cijas pras\u012bbu ievie\u0161ana, kas veicina tirgus stabilit\u0101ti un p\u0101rskat\u0101m\u012bbu. Vienlaikus liela noz\u012bme ir pas\u016bt\u012bt\u0101ja iek\u0161\u0113jai kapacit\u0101tei, kas ietver savlaic\u012bgu iepirkumu pl\u0101no\u0161anu, iesp\u0113ju iepirkumus sadal\u012bt da\u013c\u0101s un profesion\u0101las iepirkumu komandas stiprin\u0101\u0161anu.<\/p>\n\n\n\n<p><strong>Kop\u012bgie un centraliz\u0113tie iepirkumi \u2013 iesp\u0113ja taup\u012bt resursus un ieg\u016bt lab\u0101kus nosac\u012bjumus<\/strong><\/p>\n\n\n\n<p>Otrs b\u016btisks priek\u0161noteikums publisko iepirkumu norises uzlabo\u0161anai ir kop\u012bgo un centraliz\u0113to iepirkumu ievie\u0161ana, kas sniedz b\u016btiskus administrat\u012bvos un procesu\u0101los ieguvumus, \u013caujot ietaup\u012bt resursus un pa\u0101trin\u0101t proced\u016bru norisi. Darba grupas dal\u012bbnieku ar augst\u0101kajiem snieguma r\u0101d\u012bt\u0101jiem pa\u0161v\u0113rt\u0113juma un lab\u0101s prakses ieteikumu m\u0113r\u0137is ir sniegt praktiskus risin\u0101jumus ikvienam pas\u016bt\u012bt\u0101jam iepirkumu organiz\u0113\u0161an\u0101, izmantojot p\u0101rbaud\u012btas un efekt\u012bvas metodes, t\u0101d\u0113j\u0101di veicinot caurskat\u0101m\u012bbu, kvalit\u0101ti un konkurenci.
