M\u0113s bij\u0101m pazaud\u0113ju\u0161i fokusu, koncentr\u0113joties uz dokumentu t\u012br\u012bbu, t\u0101 viet\u0101, lai pan\u0101ktu maksim\u0101lu atdevi no bud\u017eeta l\u012bdzek\u013ciem, &nbsp;un bija pien\u0101cis laiks veikt p\u0101rmai\u0146as. T\u0101d\u0113\u013c kop\u0101 ar vis\u0101m publisko iepirkumu proces\u0101 iesaist\u012btaj\u0101m pus\u0113m esam izstr\u0101d\u0101ju\u0161i publisko iepirkumu struktur\u0101lu reformu. T\u0101 atbr\u012bvos publisko iepirkumu sist\u0113mu no liekiem administrat\u012bviem procesiem, procesu padar\u012bs \u0101tr\u0101ku, nodro\u0161in\u0101s liel\u0101ku konkurenci un veicin\u0101s to, ka katrs nodok\u013cu maks\u0101t\u0101ja eiro dod maksim\u0101lu labumu sabiedr\u012bbai. Finan\u0161u ministrijas apr\u0113\u0137ini liecina, ka, sekm\u012bgi \u012bstenojot reformu, par ceturto da\u013cu sa\u012bsin\u0101sim iepirkuma proced\u016bru ilgumu un b\u016btiski samazin\u0101sim likum\u0101 regul\u0113t\u0101s proced\u016bras. Ja OECD apr\u0113\u0137ini nor\u0101da uz potenci\u0101lu ietaup\u012bjumu s\u0101kot no 7%, redzam, ka, ievie\u0161ot \u0161o reformu, Latvij\u0101 publisk\u0101 sektora izdevumos ir potenci\u0101ls ietaup\u012bt k\u0101 minimums no 2% l\u012bdz 4%,\u201d&nbsp;pau\u017e finan\u0161u ministrs Arvils A\u0161eradens.<\/p>\n\n\n\n<p>Publiskais iepirkums ir b\u016btisks vienot\u0101 tirgus elements, ar kuru valsts un pa\u0161vald\u012bbas nodro\u0161ina sabiedr\u012bbai svar\u012bgus pakalpojumus un att\u012bsta infrastrukt\u016bru. Latvij\u0101 2024. gad\u0101 tika izsludin\u0101ti vair\u0101k nek\u0101 11 t\u016bksto\u0161i iepirkumu, kuru rezult\u0101t\u0101 nosl\u0113gti vair\u0101k nek\u0101 21 t\u016bkstotis l\u012bgumu par kop\u0113jo summu 5,45 miljardi eiro<a href=\"https:\/\/www.fm.gov.lv\/lv\/jaunums\/ieviesis-strukturalu-reformu-publisko-iepirkumu-sistemas-efektivizesanai#_ftn1\"><sup><\/sup><\/a><a href=\"#fn1\" id=\"ref1\">[1]<\/a>, kas veido apm\u0113ram 13% no Latvijas iek\u0161zemes kopprodukta. Savuk\u0101rt 2024.\u202fgad\u0101, kad Latvij\u0101 darboj\u0101s vair\u0101k nek\u0101 182\u202ft\u016bksto\u0161i uz\u0146\u0113mumu, iepirkumos uzvar\u0113ju\u0161o unik\u0101lo dal\u012bbnieku skaits bija 4321, kas veido apm\u0113ram 2,4\u202f% no kop\u0113j\u0101 uz\u0146\u0113mumu skaita.<\/p>\n\n\n\n<p>\u201cP\u0113d\u0113j\u0101 desmitgad\u0113 ar publisko iepirkumu pal\u012bdz\u012bbu ir m\u0113\u0123in\u0101ts sasniegt daudz da\u017e\u0101dus Eiropas Savien\u012bbas (ES) un Latvijas nacion\u0101los m\u0113r\u0137us, taj\u0101 skait\u0101 c\u012bn\u012bties ar \u0113nu ekonomiku. \u0160ie m\u0113r\u0137i ir labi un vajadz\u012bgi. Meda\u013cas otra puse ir t\u0101da, ka visi \u0161ie pas\u0101kumi publisko iepirkumu ir padar\u012bju\u0161i b\u016btiski sare\u017e\u0123\u012bt\u0101ku, radot papildu administrat\u012bvo slogu visiem iesaist\u012btajiem. \u0160obr\u012bd ir svar\u012bgi atrast lab\u0101ko veidu, k\u0101 mazin\u0101t administrat\u012bvo slogu un pa\u0101trin\u0101t iepirkumu norisi, atsakoties no liek\u0101, saglab\u0101jot iepirkumu pamatm\u0113r\u0137us un nodro\u0161inot iepirkumu ilgtsp\u0113ju,\u201d&nbsp;nor\u0101da IUB vad\u012bt\u0101js Artis Lapi\u0146\u0161.<\/p>\n\n\n\n<p>Atbalst\u012btais&nbsp;publisko iepirkumu sist\u0113mas att\u012bst\u012bbas scen\u0101rijs&nbsp;koncentr\u0113jas pas\u016bt\u012bt\u0101jiem nodro\u0161in\u0101t maksim\u0101lu elast\u012bbu publisko iepirkumu veik\u0161an\u0101, fokus\u0113joties uz iepirkuma pamatm\u0113r\u0137iem, uzsverot ilgtsp\u0113jas principu piem\u0113ro\u0161anu un paredzot iev\u0113rot tikai ES normat\u012bvajos aktos ietvert\u0101s oblig\u0101t\u0101s papildu pras\u012bbas. Laika gait\u0101 \u0161is fokuss ir zudis, t\u0101p\u0113c Latvij\u0101 iepirkumu proced\u016bru sare\u017e\u0123\u012bt\u012bba un nozaru politiku \u012bsteno\u0161anai paredz\u0113to papildu pras\u012bbu daudzums b\u016btiski ierobe\u017eo publisko iepirkumu galveno m\u0113r\u0137u sasnieg\u0161anu. Ar\u012b iesaist\u012bto pu\u0161u praktisk\u0101 pieredze atkl\u0101j, ka iepirkumu procesus nereti raksturo p\u0101rm\u0113r\u012bga birokr\u0101tija, ilgsto\u0161a norise un nepietiekama konkurence. Bie\u017ei iepirkumos piedal\u0101s tikai viens pretendents vai tiek sa\u0146emts ierobe\u017eots pied\u0101v\u0101jumu skaits.<\/p>\n\n\n\n<p>\u201cPublisko iepirkumu sist\u0113mas rev\u012bzija uzskat\u0101mi par\u0101d\u012bja tr\u016bkumus, kuru nov\u0113r\u0161anai nepiecie\u0161amas b\u016btiskas izmai\u0146as normat\u012bvaj\u0101 regul\u0113jum\u0101, iepirkumu p\u0101rvald\u012bb\u0101 un visas sist\u0113mas pl\u0101no\u0161an\u0101, tostarp ievie\u0161ot uz skaidriem rezult\u0101tiem orient\u0113tu politiku. Finan\u0161u ministrijas pied\u0101v\u0101jums ir pozit\u012bv\u0101 noz\u012bm\u0113 drosm\u012bgs un ambiciozs, paredzot risin\u0101t ar\u012b vair\u0101kas rev\u012bzij\u0101 konstat\u0113t\u0101s probl\u0113mas. \u0160\u012bs izmai\u0146as j\u0101\u012bsteno k\u0101 vienots, savstarp\u0113ji saist\u012bts pas\u0101kumu kopums, jo katra izmai\u0146a prasa atbilsto\u0161us riskus mazino\u0161us pas\u0101kumus,\u201d&nbsp;uzsver VK padomes loceklis Gatis Litvins.<\/p>\n\n\n\n<p>\u0160\u012b gada mart\u0101 finan\u0161u ministrs Arvils A\u0161eradens izveidoja pla\u0161as p\u0101rst\u0101vniec\u012bbas darba grupu, kur\u0101 p\u0101rst\u0101v\u0113tas gan valsts un pa\u0161vald\u012bbu iest\u0101des, gan kontrol\u0113jo\u0161\u0101s instit\u016bcijas, gan nozaru profesion\u0101\u013ci un uz\u0146\u0113m\u0113ju organiz\u0101cijas. Darba grupa koncentr\u0113j\u0101s uz diviem virzieniem, tostarp publisko iepirkumu ekonomisk\u0101s lietder\u012bbas jeb \u201cmaksim\u0101la v\u0113rt\u012bba par ieguld\u012btajiem l\u012bdzek\u013ciem\u201d (<em>value for money<\/em>) palielin\u0101\u0161anu. Attiec\u012bgi tika analiz\u0113ta eso\u0161\u0101 prakse un &nbsp;lab\u0101s prakses piem\u0113ri, apzinot iesp\u0113jas nodro\u0161in\u0101t b\u016btisku ietaup\u012bjumu, vienlaikus saglab\u0101jot iepirkumu kvalit\u0101ti un nodro\u0161inot, ka iepirkumi pilnv\u0113rt\u012bgi atbilst faktiskaj\u0101m vajadz\u012bb\u0101m un pras\u012bb\u0101m. Savuk\u0101rt otrs virziens bija publisk\u0101 iepirkuma efektivit\u0101tes izv\u0113rt\u0113jums, kas ietv\u0113ra publiskajos iepirkumos piem\u0113rojamo l\u012bgumcenu robe\u017ev\u0113rt\u012bbu jaut\u0101jumu, kandid\u0101tu un pretendentu izsl\u0113g\u0161anas noteikumus, iepirkumu centraliz\u0101cijas iesp\u0113jas un citus procesu\u0101lus jaut\u0101jumus.<\/p>\n\n\n\n<p>P\u0113c vair\u0101ku diskusiju cikla un detaliz\u0113tas anal\u012bzes darba grupa pied\u0101v\u0101ja divus iesp\u0113jamos att\u012bst\u012bbas scen\u0101rijus \u2013 eso\u0161\u0101s sist\u0113mas pilnveidi vai struktur\u0101las reformas publisko iepirkumu jom\u0101, kas guva vienbals\u012bgu darba grupas dal\u012bbnieku atbalstu. Struktur\u0101l\u0101s reformas paredz b\u016btiski paaugstin\u0101t publisko iepirkumu sliek\u0161\u0146us l\u012bdz ES noteiktaj\u0101m l\u012bgumcenu robe\u017ev\u0113rt\u012bb\u0101m. Attiec\u012bgi pre\u010du un pakalpojumu iepirkumos no pa\u0161reiz\u0113jiem 10 000 eiro l\u012bdz 143 000 eiro, bet b\u016bvdarbu iepirkumos \u2013 no 20 000 eiro l\u012bdz 5 538 000 eiro.&nbsp;B\u016btiskas izmai\u0146as skartu ar\u012b sist\u0113mas darb\u012bbas principus, fokus\u0113joties uz maksim\u0101lu elast\u012bbu, iepirkumu pamatm\u0113r\u0137iem un uz datiem balst\u012btu vad\u012bbu. T\u0101d\u0113j\u0101di iepirkumi var k\u013c\u016bt par strat\u0113\u0123isku instrumentu valsts att\u012bst\u012bb\u0101, nevis birokr\u0101tisku \u0161\u0137\u0113rsli.<\/p>\n\n\n\n<p>Reforma paredz iepirkumu regul\u0113jumu attiecin\u0101t tikai uz dar\u012bjumiem virs ES noteiktaj\u0101m l\u012bgumcenu robe\u017e\u0101m, nacion\u0101li regul\u0113tajos iepirkumos p\u0101rejot uz&nbsp;<em>ex-post<\/em>&nbsp;uzraudz\u012bbu un ievie\u0161ot pien\u0101kumu ar\u012b zem robe\u017ev\u0113rt\u012bb\u0101m public\u0113t inform\u0101ciju par iepirkumu pl\u0101niem, nosl\u0113gtajiem l\u012bgumiem un faktisko izlietojumu. Savuk\u0101rt uzraudz\u012bbu pl\u0101nots stiprin\u0101t ar efektivit\u0101tes r\u0101d\u012bt\u0101jiem (KPI), references cen\u0101m un anal\u012btikas risin\u0101jumiem. Piem\u0113ram, konkurences l\u012bmeni iepirkumos, l\u0113mumu pie\u0146em\u0161anas \u0101trumu un iepirkumu efektivit\u0101ti, kas ir iepirkumu sist\u0113mas indikatori, ko izmanto kopum\u0101 ES.<\/p>\n\n\n\n<p>Reforma ietver izmai\u0146as ar\u012b institucion\u0101laj\u0101 p\u0101rvald\u012bb\u0101, k\u0101 rezult\u0101t\u0101 IUB k\u013c\u016bs par centr\u0101lo vad\u012bbas iest\u0101di un uztur\u0113s Elektronisko iepirkumu sist\u0113mu un Publik\u0101ciju vad\u012bbas sist\u0113mu, bet Valsts digit\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bras darbs tiks fokus\u0113ts uz IKT iepirkumiem. Pa\u0161vald\u012bbas centraliz\u0113ti p\u0101rvald\u012bs iepirkumu&nbsp;sist\u0113mu, vienlaikus saglab\u0101jot izv\u0113les br\u012bv\u012bbu piem\u0113rot\u0101k\u0101 p\u0101rvaldes mode\u013ca noteik\u0161an\u0101.&nbsp;T\u0101pat tiks papla\u0161in\u0101ts centraliz\u0113ti iep\u0113rkamo pre\u010du un pakalpojumu kl\u0101sts, taj\u0101 iek\u013caujot apdro\u0161in\u0101\u0161anu, transportu un mobilos sakarus.<\/p>\n\n\n\n<p>Lai mazin\u0101tu birokr\u0101tisko slogu, reform\u0101 paredz\u0113ts koncentr\u0113ties uz iepirkumu pamatm\u0113r\u0137iem \u2013 atkl\u0101t\u012bbu, p\u0101rredzam\u012bbu un br\u012bvu konkurenci, iev\u0113rojot tikai ES normat\u012bvajos aktos noteikt\u0101s oblig\u0101t\u0101s pras\u012bbas. Vienlaikus fokuss b\u016bs ar\u012b uz ilgtsp\u0113j\u012bgu iepirkumu \u012bsteno\u0161anu, nostiprinot regul\u0113juma principu l\u012bmen\u012b un paredzot iesp\u0113ju veidot kompetences centrus noteikt\u0101s jom\u0101s, lai \u012bstenotu ilgtsp\u0113jas principus, k\u0101 ar\u012b att\u012bst\u012btu iepirkumu standartiz\u0101ciju un centraliz\u0101ciju.<\/p>\n\n\n\n<p>Reformu \u012bstenojot, ieguvumi prognoz\u0113ti visos l\u012bme\u0146os \u2013 sniegta r\u012bc\u012bbsp\u0113ja pas\u016bt\u012bt\u0101jiem, iesp\u0113jas uz\u0146\u0113m\u0113jiem un p\u0101rskat\u0101m\u012bba sabiedr\u012bbai. Savuk\u0101rt Latvij\u0101 struktur\u0101l\u0101s reformas rezult\u0101t\u0101 publisk\u0101 sektora izdevumu nacion\u0101lais ietaup\u012bjums potenci\u0101li b\u016bs no 2% l\u012bdz 4%.<\/p>\n\n\n\n<p>Publisko iepirkumu darba grupas ietvaros tika apkopoti ar\u012b lab\u0101s prakses ieteikumi, kas ietver tirgus izp\u0113tes veik\u0161anu un savlaic\u012bgu iepirkumu pl\u0101no\u0161anu. T\u0101pat b\u016btiska ir pieg\u0101d\u0101t\u0101ju inform\u0113\u0161ana par pl\u0101notajiem un izsludin\u0101tajiem iepirkumiem. Uzsv\u0113rta nepiecie\u0161am\u012bba izvirz\u012bt sam\u0113r\u012bgas pras\u012bbas iepirkumos un l\u012bgumos. Efektivit\u0101tes uzlabo\u0161anai ieteikti ar\u012b kop\u012bgi un centraliz\u0113ti iepirkumi, kvalitat\u012bva iepirkumu komandu vad\u012bba un past\u0101v\u012bga iepirkumu speci\u0101listu profesion\u0101l\u0101s kapacit\u0101tes cel\u0161ana.&nbsp;Noz\u012bm\u012bgi priek\u0161noteikumi efekt\u012bvam procesam ir ar\u012b konkurenci veicino\u0161u proced\u016bru un l\u012bgumu veidu izv\u0113le. T\u0101pat nepiecie\u0161ams r\u016bp\u012bgi analiz\u0113t iepirkuma l\u012bgumu nosac\u012bjumus gad\u012bjumos, kuros konkurence bijusi nepietiekama.<\/p>\n\n\n\n<p>Reformas pl\u0101not\u0101s izmai\u0146as publisko iepirkumu sist\u0113m\u0101 pak\u0101peniski st\u0101tos sp\u0113k\u0101 no 2026. gada.
