Groz\u012bjumi izstr\u0101d\u0101ti FM \u012bstenot\u0101 r\u012bc\u012bbas pl\u0101na administrat\u012bv\u0101 sloga mazin\u0101\u0161anai ES fondu projektos ietvaros un v\u0113rsti uz efekt\u012bv\u0101ku projektu ievie\u0161anu, samazinot administrat\u012bvo slogu gan finans\u0113juma sa\u0146\u0113m\u0113jiem, gan iesaist\u012btaj\u0101m instit\u016bcij\u0101m.<\/p>\n\n\n\n<p>Vald\u012bba apstiprin\u0101ja groz\u012bjumus noteikumos par k\u0101rt\u012bbu, k\u0101d\u0101 instit\u016bcijas nodro\u0161ina ES fondu ievie\u0161anu 2021.\u20132027. gada pl\u0101no\u0161anas period\u0101. Paredz\u0113ts samazin\u0101t v\u0113rt\u0113\u0161anas krit\u0113riju apjomu ES fondu projektu ierobe\u017eotaj\u0101s atlas\u0113s \u2013 turpm\u0101k atbild\u012bg\u0101 ministrija var\u0113s noteikt, ka projektus v\u0113rt\u0113 tikai p\u0113c vienotajiem atbilst\u012bbas un izv\u0113les krit\u0113rijiem, neparedzot papildu specifiskos un kvalit\u0101tes krit\u0113rijus. Tas noz\u012bm\u0113, ka ministrijai vairs neb\u016bs j\u0101virza \u0161ie krit\u0113riji apstiprin\u0101\u0161anai Uzraudz\u012bbas komitejas apak\u0161komitej\u0101 un Uzraudz\u012bbas komitej\u0101. Savuk\u0101rt Centr\u0101l\u0101 finan\u0161u un l\u012bgumu a\u0123ent\u016bra (CFLA) var\u0113s \u0101tr\u0101k uzs\u0101kt atlases dokument\u0101cijas sagatavo\u0161anu, t\u0101d\u0113j\u0101di pa\u0101trinot atlases izsludin\u0101\u0161anu, projektu v\u0113rt\u0113\u0161anu, l\u012bgumu sl\u0113g\u0161anu un invest\u012bciju uzs\u0101k\u0161anu.<\/p>\n\n\n\n<p>T\u0101pat ar groz\u012bjumiem paredz\u0113ta elast\u012bg\u0101ka pieeja projektu izmaksu un ieguvumu anal\u012bzes veik\u0161an\u0101. Turpm\u0101k projekta iesniedz\u0113jiem b\u016bs j\u0101veic tikai t\u0101 anal\u012bzes da\u013ca, kas&nbsp;projekt\u0101 ir nepiecie\u0161ama&nbsp;\u2013&nbsp;finan\u0161u anal\u012bze, ekonomisk\u0101 anal\u012bze vai jut\u012bguma anal\u012bze.&nbsp;To noteiks MK noteikumi par attiec\u012bgo specifisko atbalsta m\u0113r\u0137i. Vienlaikus no pras\u012bb\u0101m tiek sv\u012btrota riska nov\u0113rt\u0113juma anal\u012bze, jo t\u0101 jau tiek veikta projekta iesnieguma veidlap\u0101. \u0160\u012bs izmai\u0146as \u013caus ietaup\u012bt laiku un resursus, saglab\u0101jot ES fondu noteikumu pras\u012bbu iev\u0113ro\u0161anu. Finans\u0113juma sa\u0146\u0113m\u0113ji ieg\u016bs iesp\u0113ju \u0101tr\u0101k uzs\u0101kt projektu \u012bsteno\u0161anu, bet valsts \u2013 savlaic\u012bg\u0101k deklar\u0113t attiecin\u0101mos izdevumus Eiropas Komisijai.<\/p>\n\n\n\n<p>Groz\u012bjumi apstiprin\u0101ti ar\u012b noteikumos par ES strukt\u016brfondu un Koh\u0113zijas fonda projektu p\u0101rbau\u017eu veik\u0161anas k\u0101rt\u012bbu 2014.\u20132020.&nbsp;gada pl\u0101no\u0161anas period\u0101. T\u0101 k\u0101 \u0161\u012b perioda izmaksu attiecin\u0101m\u012bbas termi\u0146\u0161 nosl\u0113dz\u0101s 2023.&nbsp;gada beig\u0101s un liel\u0101k\u0101 da\u013ca projektu ir pabeigti, ir uzs\u0101kts p\u0113cuzraudz\u012bbas periods. Vienlaikus da\u013ca finans\u0113juma sa\u0146\u0113m\u0113ju projektus turpina \u012bstenot par saviem l\u012bdzek\u013ciem.<\/p>\n\n\n\n<p>Pa\u0161laik CFLA veic p\u0101rbaudes projekta rezult\u0101tu saglab\u0101\u0161anas termi\u0146\u0101 \u2013 augsta riska projektiem vismaz vienu reizi projekta \u012bsteno\u0161anas viet\u0101, bet zema un vid\u0113ja riska projektiem \u2013 saska\u0146\u0101 ar nejau\u0161\u0101s izlases principu. T\u0101pat tiks samazin\u0101ts p\u0101rbau\u017eu apjoms gad\u012bjumos, kad projekts ir pabeigts, bet gala maks\u0101jums v\u0113l nav veikts piln\u0101 apm\u0113r\u0101.
