Taj\u0101 turpin\u0101j\u0101s diskusijas par Finan\u0161u ministrijas (FM) pied\u0101v\u0101tajiem diviem publisko iepirkumu jomas att\u012bst\u012bbas variantiem \u2013 radik\u0101lu izmai\u0146u ievie\u0161anu, kas nodro\u0161in\u0101tu maksim\u0101lu elast\u012bbu, fokus\u0113joties uz iepirkumu pamatm\u0113r\u0137iem, un nodro\u0161in\u0101tu uzraudz\u012bbu caur anal\u012btiku, KPI un references cen\u0101m, vai eso\u0161\u0101s sist\u0113mas saglab\u0101\u0161anu, veicot preciz\u0113jumus un vienk\u0101r\u0161ojumus. Darba grupa vienoj\u0101s virz\u012bties uz radik\u0101l\u0101m sist\u0113mas izmai\u0146\u0101m.<\/p>\n\n\n\n<p>\u201cPubliskie iepirkumi ir instruments, ar kuru valsts veido kvalitat\u012bvu un ilgtsp\u0113j\u012bgu publisko pakalpojumu vidi. Ir pien\u0101cis laiks atteikties no p\u0101rm\u0113r\u012bgas formalit\u0101\u0161u kontroles un virz\u012bties uz modernu, datu anal\u012bz\u0113 balst\u012btu p\u0101rvald\u012bbu, kas nodro\u0161ina re\u0101lu efektivit\u0101ti, caurskat\u0101m\u012bbu un sabiedr\u012bbas intere\u0161u iev\u0113ro\u0161anu. Divu m\u0113ne\u0161u laik\u0101 esam p\u0101rliecin\u0101ju\u0161ies \u2013 mums ir pietiekama kompetence un izpratne, lai \u0161o uztic\u012bbas l\u012bmeni celtu un pie\u0146emtu drosm\u012bgus l\u0113mumus. Darba grupa divos m\u0113ne\u0161os ir devusi skaidru mand\u0101tu virz\u012bties uz dzi\u013c\u0101m, sist\u0113misk\u0101m p\u0101rmai\u0146\u0101m, kas Latvijas publiskajam sektoram \u013caus str\u0101d\u0101t m\u0113r\u0137tiec\u012bg\u0101k un efekt\u012bv\u0101k,&#8221;\u00a0uzsv\u0113ra finan\u0161u ministrs Arvils A\u0161eradens.<\/p>\n\n\n\n<p>Radik\u0101l\u0101s sist\u0113mas izmai\u0146as ietver maksim\u0101lu elast\u012bbu, fokus\u0113joties uz iepirkuma pamatm\u0113r\u0137iem, uzraudz\u012bbu caur anal\u012btiku, KPI un references cen\u0101m. Attiec\u012bgi iepirkumu regul\u0113jums attiektos tikai uz iepirkumiem virs Eiropas Savien\u012bbas (ES) noteiktaj\u0101m l\u012bgumcenu robe\u017e\u0101m, savuk\u0101rt visu iepirkumu p\u0101rraudz\u012bba tiktu nodro\u0161in\u0101ta, veicot&nbsp;<em>ex post<\/em>&nbsp;iepirkumu kontroli. Lai to veiktu, nepiecie\u0161ams paredz\u0113t pien\u0101kumu zem ES noteiktaj\u0101m l\u012bgumcenu robe\u017ev\u0113rt\u012bb\u0101m public\u0113t noteikta satura inform\u0101ciju par iepirkumu pl\u0101niem un nosl\u0113gtajiem l\u012bgumiem \/ faktiskiem izdevumiem.<\/p>\n\n\n\n<p>T\u0101pat radik\u0101lo sist\u0113mas izmai\u0146u scen\u0101rij\u0101 p\u0101rmai\u0146as pl\u0101notas iepirkumu institucion\u0101laj\u0101 arhitekt\u016br\u0101, Iepirkumu uzraudz\u012bbas birojam k\u013c\u016bstot par centr\u0101lo vad\u012bbas iest\u0101di un infrastrukt\u016bras nodro\u0161in\u0101t\u0101ju, uzturot Elektronisko iepirkumu sist\u0113mu un Publik\u0101ciju vad\u012bbas sist\u0113mu. Savuk\u0101rt Valsts digit\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bra \u2013 kompetences centrs tikai IKT jomas iepirkumiem.<\/p>\n\n\n\n<p>Centraliz\u0101cija veidosies atbilsto\u0161i p\u0101rvald\u012bbas l\u012bmenim \u2013 piem\u0113ram, pa\u0161vald\u012bb\u0101m pien\u0101kums centraliz\u0113ti p\u0101rvald\u012bt iepirkumu sist\u0113mu, saglab\u0101jot br\u012bv\u012bbu izv\u0113l\u0113ties modeli. Papla\u0161in\u0101sies ar\u012b centraliz\u0113ti iep\u0113rkamo pre\u010du un pakalpojumu kl\u0101sts, piem\u0113ram, apdro\u0161in\u0101\u0161ana, transports un mobilie sakari. J\u0101izv\u0113rt\u0113 ar\u012b iesp\u0113ja noteikt samaksu par kapit\u0101lsabiedr\u012bbu sniegtajiem iepirkumu pakalpojumiem.<\/p>\n\n\n\n<p>Lai mazin\u0101tu birokr\u0101tiju, radik\u0101l\u0101s sist\u0113mas izmai\u0146as paredz fokus\u0113ties uz iepirkumu pamatm\u0113r\u0137iem \u2013 atkl\u0101t\u012bbu, p\u0101rredzam\u012bbu un br\u012bvu konkurenci \u2013 iev\u0113rojot tikai ES normat\u012bvajos aktos ietvert\u0101s oblig\u0101t\u0101s papildus pras\u012bbas, kas noz\u012bm\u0113tu atcelt MK noteikumos par za\u013co publisko iepirkumu noteikt\u0101s pras\u012bbas, nosakot t\u0101s k\u0101 vadl\u012bnijas. Savuk\u0101rt ES nozaru regul\u0113juma pras\u012bbas paliek nemain\u012bgas.<\/p>\n\n\n\n<p>San\u0101ksmes ietvaros par datu kvalit\u0101tes ierobe\u017eojumiem publiskajos iepirkumos ieskic\u0113ja Korupcijas nov\u0113r\u0161anas un apkaro\u0161anas birojs, savuk\u0101rt R\u012bgas Tehnisk\u0101 universit\u0101te demonstr\u0113ja izveidoto datu modeli iepirkumos figur\u0113jo\u0161o personu saist\u012bbu anal\u012bzei.&nbsp;Valsts kontrole sav\u0101 prezent\u0101cij\u0101 atz\u012bm\u0113ja b\u016btiskos aspektus publisko iepirkumu sist\u0113mas att\u012bst\u012bbai, lai p\u0101rvar\u0113tu eso\u0161o izaicin\u0101jumu \u2013 p\u0101rm\u0113r\u012bgu un neelast\u012bgu regul\u0113jumu, kas kav\u0113 iepirkumu m\u0113r\u0137u sasnieg\u0161anu un neuzlabo konkurenci.<\/p>\n\n\n\n<p>Kopum\u0101 publisko iepirkumu darba grupas darbs tika koncentr\u0113ts divos galvenajos virzienos. Pirmais uzdevums bija izv\u0113rt\u0113t publisk\u0101 iepirkuma rezult\u0101tu un finan\u0161u efektivit\u0101ti jeb ekonomisko lietder\u012bbu (\u201cvalue for money\u201d), lai nodro\u0161in\u0101tu valsts bud\u017eeta l\u012bdzek\u013cu lietder\u012bgu, caurskat\u0101mu un sabiedr\u012bbas interes\u0113m atbilsto\u0161u izlietojumu. Saska\u0146\u0101 ar OECD datiem, iepirkumu sist\u0113mas racionaliz\u0101cija var nodro\u0161in\u0101t izdevumu ietaup\u012bjumu no 7% l\u012bdz pat 35%, atkar\u012bb\u0101 no valsts specifikas.<\/p>\n\n\n\n<p>Savuk\u0101rt otrais uzdevums bija saist\u012bts ar publisk\u0101 iepirkuma procesa efektivit\u0101tes uzlabo\u0161anu, tostarp analiz\u0113jot publisko iepirkumu sliek\u0161\u0146u jaut\u0101jumu, kas ir vald\u012bbas noteikt\u0101 priorit\u0101te 2025. gadam.
