Sav\u0101 iepirkumu praks\u0113 dal\u012bj\u0101s Aizsardz\u012bbas ministrijas resora un Valsts ie\u0146\u0113mumu dienesta p\u0101rst\u0101vji. T\u0101pat atsevi\u0161\u0137i savus priek\u0161likumus iepirkumu jomas uzlabojumiem prezent\u0113ja valsts kapit\u0101lsabiedr\u012bbu inov\u0101cijas darba grupas p\u0101rst\u0101vji.<\/p>\n\n\n\n<p>Apkopojot darba grupas ietvaros sniegtos prakses zi\u0146ojumus, k\u0101 ar\u012b izv\u0113rt\u0113jot sa\u0146emtos priek\u0161likumus iepirkumu jomas uzlabojumiem Finan\u0161u ministrija (FM) turpm\u0101kai diskusijai pied\u0101v\u0101ja divus publisko iepirkumu jomas att\u012bst\u012bbas variantus: 1) ieviest radik\u0101las izmai\u0146as, kas nodro\u0161in\u0101tu maksim\u0101lu elast\u012bbu, fokus\u0113joties uz iepirkumu pamatm\u0113r\u0137iem, un nodro\u0161in\u0101tu uzraudz\u012bbu caur anal\u012btiku, KPI un references cen\u0101m, vai 2) saglab\u0101t eso\u0161o situ\u0101ciju, veicot priorit\u0101rus preciz\u0113jumus un vienk\u0101r\u0161ojumus.<\/p>\n\n\n\n<p><strong>Ar pirmo scen\u0101riju<\/strong>&nbsp;iepirkumu regul\u0113jums attiektos tikai uz iepirkumiem virs Eiropas Savien\u012bbas (ES) noteiktaj\u0101m l\u012bgumcenu robe\u017e\u0101m, savuk\u0101rt visu iepirkumu p\u0101rraudz\u012bba tiktu nodro\u0161in\u0101ta, veicot&nbsp;<em>ex post<\/em>&nbsp;iepirkumu kontroli. Lai to veiktu, nepiecie\u0161ams paredz\u0113t pien\u0101kums zem ES noteiktaj\u0101m l\u012bgumcenu robe\u017ev\u0113rt\u012bb\u0101m public\u0113t noteikta satura inform\u0101ciju par iepirkumu pl\u0101niem un nosl\u0113gtajiem l\u012bgumiem\/ faktiskiem izdevumiem.<\/p>\n\n\n\n<p>T\u0101pat ierosin\u0101tas izmai\u0146as iepirkumu institucion\u0101laj\u0101 arhitekt\u016br\u0101, kur Iepirkumu uzraudz\u012bbas birojs (IUB) k\u013c\u016btu par centr\u0101lo vad\u012bbas iest\u0101di un infrastrukt\u016bras nodro\u0161in\u0101t\u0101ju, uzturot Elektronisko iepirkumu sist\u0113mu un Publik\u0101ciju vad\u012bbas sist\u0113mu. Valsts digit\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bra (VDAA) tiktu defin\u0113ta k\u0101 kompetences centrs tikai IKT jomas iepirkumiem.<\/p>\n\n\n\n<p>Centraliz\u0101cija tiktu veidota atbilsto\u0161i p\u0101rvald\u012bbas l\u012bmenim \u2013 piem\u0113ram, pa\u0161vald\u012bb\u0101m noteiktu pien\u0101kumu centraliz\u0113ti p\u0101rvald\u012bt iepirkumu sist\u0113mu, saglab\u0101jot br\u012bv\u012bbu izv\u0113l\u0113ties modeli. Papla\u0161in\u0101ms ar\u012b centraliz\u0113ti iep\u0113rkamo pre\u010du un pakalpojumu kl\u0101sts (piem\u0113ram, apdro\u0161in\u0101\u0161ana, transports, mobilie sakari), un iesp\u0113jams noteikt samaksu par kapit\u0101lsabiedr\u012bbu sniegtajiem iepirkumu pakalpojumiem.<\/p>\n\n\n\n<p>Lai mazin\u0101tu birokr\u0101tiju, ierosin\u0101ts atcelt nacion\u0101lajos normat\u012bvajos aktos ietvert\u0101s papildpras\u012bbas (piem\u0113ram, Ministru kabineta noteikumus par za\u013co iepirkumu), tos aizst\u0101jot ar vadl\u012bnij\u0101m, vienlaikus saglab\u0101jot ES regul\u0113jumu nemain\u012bgu.<\/p>\n\n\n\n<p>Savuk\u0101rt&nbsp;<strong>eso\u0161\u0101s sist\u0113mas saglab\u0101\u0161anas scen\u0101rij\u0101<\/strong>&nbsp;paredz\u0113ti pak\u0101peniski uzlabojumi bez b\u016btisk\u0101m struktur\u0101l\u0101m izmai\u0146\u0101m. Tiktu paaugstin\u0101ti minim\u0101lie l\u012bgumcenu sliek\u0161\u0146i, vienlaikus paredzot pien\u0101kumu zemsliek\u0161\u0146os public\u0113t noteikta satura inform\u0101ciju, nodro\u0161inot iepirkumu datus, saglab\u0101t eso\u0161o institucion\u0101lo arhitekt\u016bru ar dal\u012btu atbild\u012bbu starp IUB un VDAA, turpinot divu iepirkumu IT sist\u0113mu att\u012bst\u012bbu.
