Finan\u0161u ministrija ir uzs\u0101kusi apjom\u012bgu darbu, lai pan\u0101ktu konkr\u0113tus rezult\u0101tus: l\u012bdz 2025.&nbsp;gada vidum izv\u0113rt\u0113t publisko iepirkumu rezult\u0101ta un finan\u0161u efektivit\u0101ti, izveidojot lab\u0101s prakses piem\u0113rus un ieteikumus sist\u0113miskiem uzlabojumiem.<\/p>\n\n\n\n<p>Latvij\u0101 2024. gad\u0101 tika izsludin\u0101ts 11 421 iepirkums un nosl\u0113gti 21 558 l\u012bgumi par vair\u0101k nek\u0101 5,45&nbsp;miljardiem eiro, neskaitot \u201cRail Baltica\u201d pamattrases l\u012bgumu. Publisko iepirkumu l\u012bgumu izpilde koncentr\u0113jas sal\u012bdzino\u0161i \u0161aur\u0101 uz\u0146\u0113mumu lok\u0101 \u2013 2024. gad\u0101 iepirkumos uzvar\u0113ju\u0161i 4321 pieg\u0101d\u0101t\u0101ji, kas ir tikai nedaudz vair\u0101k par 2% no apm\u0113ram 180 000 Latvijas akt\u012bvajiem uz\u0146\u0113mumiem. Vienlaikus 90% no kop\u0113j\u0101s publisko iepirkumu l\u012bgumsummas nodro\u0161ina 80 pas\u016bt\u012bt\u0101ji. Ar\u012b Eiropas Savien\u012bbas (ES) dati nor\u0101da uz konkurences tr\u016bkumu Latvij\u0101 \u2013 ja ES vid\u0113ji 20% publisko iepirkumu ir tikai viens pretendents, tad Latvij\u0101 \u2013 28%.<\/p>\n\n\n\n<p>\u201cLai publiskie iepirkumi sniegtu maksim\u0101lu ieguvumu sabiedr\u012bbai, ir nepiecie\u0161ama pieeja, kas fokus\u0113jas uz efekt\u012bvu rezult\u0101tu, nevis procesu. Efektiviz\u0113jot iepirkumu sist\u0113mu, ir b\u016btiski samazin\u0101t gan nevajadz\u012bgu administrat\u012bvo slogu, gan pas\u016bt\u012bt\u0101ju un pretendentu ieguld\u012bto laiku, nodro\u0161in\u0101t pas\u016bt\u012bjumu izpildi paredz\u0113tajos termi\u0146os un par cenu, kas atbilst tirgus l\u012bmenim, veicin\u0101t konkurenci un uzlabot inform\u0101cijas pieejam\u012bbu,\u201d&nbsp;uzsver finan\u0161u ministrs Arvils A\u0161eradens.<\/p>\n\n\n\n<p>Pa\u0161laik publisk\u0101 iepirkuma sist\u0113ma ir uzsl\u0101\u0146ojusies ar da\u017e\u0101diem papildu nosac\u012bjumiem, kas laika gait\u0101 uzkr\u0101ti da\u017e\u0101du sektor\u0101lo politiku ietekm\u0113. Lai ar\u012b \u0161o nosac\u012bjumu m\u0113r\u0137is ir sabiedriski noz\u012bm\u012bgs \u2013 vide, inov\u0101cijas, \u0113nu ekonomikas mazin\u0101\u0161ana u.c. \u2013, to \u012bsteno\u0161ana praks\u0113 rada papildu slogu un birokr\u0101tiju. T\u0101 rezult\u0101t\u0101 tiek zaud\u0113ts laiks, samazin\u0101s konkurence, un iepirkuma rezult\u0101ts var neatbilst s\u0101kotn\u0113jam m\u0113r\u0137im \u2013 efekt\u012bvai publisko l\u012bdzek\u013cu izmanto\u0161anai. Ekonomisk\u0101s sadarb\u012bbas un att\u012bst\u012bbas organiz\u0101cijas (OECD) apl\u0113ses<a href=\"https:\/\/www.fm.gov.lv\/lv\/jaunums\/izstradas-risinajumus-publisko-iepirkumu-efektivitates-uzlabosanai#_ftn1\"><sup><a href=\"#fn1\" id=\"ref1\">1<\/a><\/sup><\/a>&nbsp;liecina, ka publisko iepirkumu sist\u0113mas uzlabo\u0161ana var dot izdevumu ietaup\u012bjumu no 7% l\u012bdz pat 35%, \u0146emot v\u0113r\u0101 piem\u0113rotos risin\u0101jumus.<\/p>\n\n\n\n<p>Piektdien, 4. apr\u012bl\u012b, Finan\u0161u ministrij\u0101 notika darba grupas san\u0101ksme, s\u0101kot v\u0113rt\u0113t publisko iepirkumu procesa efektivit\u0101ti. Darba grupa, kuru vada finan\u0161u ministrs Arvils A\u0161eradens, divu m\u0113ne\u0161u laik\u0101 izv\u0113rt\u0113s iesp\u0113jas uzlabot publisko iepirkumu procesu, lai nodro\u0161in\u0101tu valsts bud\u017eeta l\u012bdzek\u013cu efekt\u012bv\u0101ku izlietojumu. Darba grup\u0101 iesaist\u012btas visas publisko iepirkumu proces\u0101 iesaist\u012bt\u0101s puses \u2013 iepirkumu veic\u0113ji, politikas veidot\u0101ji, uzraugo\u0161\u0101s instit\u016bcijas un pieg\u0101d\u0101t\u0101jus p\u0101rst\u0101vo\u0161\u0101s organiz\u0101cijas. T\u0101s&nbsp; m\u0113r\u0137is ir pan\u0101kt, lai publisko iepirkumu sist\u0113ma atbilstu saviem pamatm\u0113r\u0137iem \u2013 nodro\u0161in\u0101tu caurskat\u0101m\u012bbu, br\u012bvu konkurenci un efekt\u012bvu publisko l\u012bdzek\u013cu izmanto\u0161anu.<\/p>\n\n\n\n<p>Pirmaj\u0101 tik\u0161an\u0101s reiz\u0113 Finan\u0161u ministrija un Iepirkumu uzraudz\u012bbas birojs sniedza iepirkumu jomas p\u0101rskatu, Valsts kontrole iepaz\u012bstin\u0101ja ar savu redz\u0113jumu, savuk\u0101rt dal\u012bbnieki tika aicin\u0101ti defin\u0113t savas b\u016btisk\u0101k\u0101s priorit\u0101tes un izteikt ieteikumus iepirkumu sist\u0113mas uzlabojumiem.
