T\u0101pat j\u0101izveido Eiropas slie\u017eu platuma savienojums ar vismaz vienu no R\u012bgas div\u0101m starptautiskaj\u0101m Rail Baltica stacij\u0101m. \u0145emot v\u0113r\u0101 R\u012bgas aglomer\u0101cijas iedz\u012bvot\u0101ju skaitu un bl\u012bvumu, tas nodro\u0161in\u0101tu b\u016btiski liel\u0101ku pasa\u017eieru apjomu un pievienoto v\u0113rt\u012bbu jau s\u0101kotn\u0113j\u0101 ekspluat\u0101cijas f\u0101z\u0113.<strong>&nbsp;<\/strong>Latvijai un projektam iz\u0161\u0137iro\u0161i svar\u012bgas b\u016bs gaid\u0101m\u0101s Eiropas Savien\u012bbas (ES) daudzgadu bud\u017eeta sarunas, kas noteiks, cik liels ES finans\u0113juma apjoms b\u016bs pieejams Rail Baltica projektam. \u0160\u012b finans\u0113juma pieejam\u012bba ar\u012b noteiks to, cik \u0101tr\u0101 termi\u0146\u0101 sp\u0113sim realiz\u0113t projekta pirmo k\u0101rtu,\u201d uzsver satiksmes ministrs<strong>&nbsp;Kaspars Bri\u0161kens.<\/strong><\/p>\n\n\n\n<p>SM pied\u0101v\u0101 projekta&nbsp;<strong>pirmaj\u0101 k\u0101rt\u0101:<\/strong><\/p>\n\n\n\n<ol>\n<li>Izb\u016bv\u0113t vienu slie\u017eu ce\u013cu no Lietuvas robe\u017eas l\u012bdz Igaunijai, s\u0101kot b\u016bvdarbus posm\u0101 Lietuvas robe\u017ea-Misa un atbilsto\u0161i pieejamajam finans\u0113jumam.<\/li>\n\n\n\n<li>P\u0101rdalot satiksmes nozarei pieejamos Atjauno\u0161anas un notur\u012bbas meh\u0101nisma un Koh\u0113zijas fonda l\u012bdzek\u013cus, pabeigt uzs\u0101ktos b\u016bvdarbus ab\u0101s R\u012bgas starptautiskaj\u0101s stacij\u0101s \u2013 R\u012bgas lidost\u0101 un R\u012bgas Centr\u0101l\u0101s dzelzce\u013ca stacijas dienvidu da\u013c\u0101, lai pie\u0161\u0137irtu \u0161iem objektiem funkcionalit\u0101ti.<\/li>\n\n\n\n<li>Izb\u016bv\u0113t jaunu dzelzce\u013ca l\u012bniju no Imantas stacijas uz R\u012bgas lidostu, t\u0101d\u0113j\u0101di v\u0113l pirms Eiropas platuma slie\u017eu l\u012bnijas izb\u016bves savienojot abas pasa\u017eieru stacijas ar platslie\u017eu dzelzce\u013cu un integr\u0113jot R\u012bgas lidostu eso\u0161aj\u0101 dzelzce\u013ca t\u012bkl\u0101.<\/li>\n\n\n\n<li>Izb\u016bv\u0113t vismaz 4 re\u0123ion\u0101l\u0101s stacijas (Salacgr\u012bva, Skultes mui\u017ea, Salaspils\/Daugavkrasti , Bauska, tostarp \u0146emot v\u0113r\u0101, ka \u0161aj\u0101s viet\u0101s ir pl\u0101noti ar\u012b apdz\u012b\u0161anas ce\u013ci), infrastrukt\u016bras apkopes punktus Iecav\u0101 un Skult\u0113, kust\u012bbas vad\u012bbas centru un s\u0101nce\u013cu n\u0101kotnes Salaspils kravu termin\u0101lim.<\/li>\n\n\n\n<li>Paral\u0113li p\u0101rrobe\u017eu savienojuma izveidei, kam noteikta augst\u0101k\u0101 priorit\u0101te un steidzam\u012bba \u2013 izveidot Eiropas platuma slie\u017eu savienojumu ar vienu no ab\u0101m R\u012bgas starptautiskaj\u0101m stacij\u0101m, izv\u0113li balstot atsevi\u0161\u0137\u0101 tehniski-ekonomiskaj\u0101 pamatojum\u0101, kas noteiks, kur\u0161 no diviem savienojumiem (Upeslejas-RCS vai Misa-RIX) ir izdev\u012bg\u0101ks no ekonomisk\u0101s, tehnisk\u0101s un finansi\u0101l\u0101s perspekt\u012bvas. Lai \u0161o realiz\u0113tu, piesaist\u012bt alternat\u012bvus finan\u0161u risin\u0101jumus, piem\u0113ram, PPP. Savuk\u0101rt, ES fondu finans\u0113jumu prim\u0101ri virz\u012bt iepriek\u0161\u0113jos punktos min\u0113to aktivit\u0101\u0161u finans\u0113\u0161anai.<\/li>\n<\/ol>\n\n\n\n<p>SM redz\u0113jum\u0101 pirm\u0101s k\u0101rtas risin\u0101jums nodro\u0161in\u0101s ar\u012b Latvijas starptautisko saist\u012bbu izpildi un \u013caus tuvoties projekta realiz\u0101cijai nepiecie\u0161amajam minim\u0101lajam apjomam Eiropas transporta t\u012bkla (TEN-T) regulas noteiktaj\u0101 termi\u0146\u0101. T\u0101pat tas sniegs visliel\u0101ko pievienoto v\u0113rt\u012bbu Latvijas iedz\u012bvot\u0101jiem un ekonomikai, \u013caujot uzs\u0101kt pak\u0101penisku izb\u016bv\u0113t\u0101s Rail Baltica infrastrukt\u016bras ekspluat\u0101ciju.<\/p>\n\n\n\n<p>Saska\u0146\u0101 ar projekta ievies\u0113ju apl\u0113s\u0113m pirm\u0101s k\u0101rtas p\u0101rrobe\u017eu savienojuma ievie\u0161anas kop\u0113j\u0101s izmaksas no Igaunijas robe\u017eas l\u012bdz Lietuvas robe\u017eai (izmantojot tikai kravu apvedce\u013cu caur Salaspili) ir 4,5 miljardi eiro. Savuk\u0101rt abu starptautisko pasa\u017eieru staciju un ar t\u0101 saist\u012bto slie\u017eu ce\u013cu infrastrukt\u016bras kop\u0113j\u0101s izmaksas sast\u0101da 875 miljonus eiro, bet punktveida objektu t.sk. infrastrukt\u016bras apkopes punktu Iecav\u0101 un Skult\u0113, kust\u012bbas vad\u012bbas centra un s\u0101nce\u013ca Salaspils kravu termin\u0101lim, k\u0101 ar\u012b \u010detru re\u0123ion\u0101lo staciju izb\u016bvei nepiecie\u0161ami 133 miljoni eiro. Kopuz\u0146\u0113muma RB Rail AS apl\u0113ses liecina, ka R\u012bgas posma Upeslejas-RCS \u012bsteno\u0161anai b\u016btu nepiecie\u0161ami 629 miljoni eiro, savuk\u0101rt Misa-RIX posmam 924 miljoni eiro. \u0160\u012bs apl\u0113ses ir balst\u012btas uz s\u0101kotn\u0113jo tehnisko izp\u0113ti un taj\u0101 pied\u0101v\u0101tajiem tehniskajiem risin\u0101jumiem. Akt\u012bvi sadarbojoties vis\u0101m iesaist\u012btaj\u0101m pus\u0113m, tostarp b\u016bvprojekta sagatavo\u0161anas laik\u0101, b\u016bs iesp\u0113jams main\u012bt un vienk\u0101r\u0161ot tehniskos risin\u0101jumus, kas var\u0113tu b\u016btiski samazin\u0101t \u0161ajos posmos nepiecie\u0161amo invest\u012bciju apjomu.<\/p>\n\n\n\n<p>T\u0101pat SM vad\u012bb\u0101 norit darbs ar\u012b pie projekta kop\u0113jo b\u016bvniec\u012bbas izmaksu optimiz\u0101cijas, lai samazin\u0101tu apl\u0113st\u0101 finans\u0113juma apjomu pirm\u0101s k\u0101rtas \u012bsteno\u0161anai. Projekta ievies\u0113ji p\u0101rskata tehniskos risin\u0101jumus, kurus var\u0113tu izb\u016bv\u0113t n\u0101kamaj\u0101s k\u0101rt\u0101s un identific\u0113 izmaksu poz\u012bcijas, kur\u0101s b\u016btu iesp\u0113jams vienk\u0101r\u0161ot tehnisko risin\u0101jumu, piem\u0113ram, autoce\u013cu \u0161\u0137\u0113rsojumiem, pievedce\u013ciem, trok\u0161\u0146u sien\u0101m u.tml.<\/p>\n\n\n\n<p>No 2015. l\u012bdz 2024. gadam, piedaloties Eiropas Komisijas izsludin\u0101tajos projektu iesniegumu konkursos par finan\u0161u pal\u012bdz\u012bbas pie\u0161\u0137ir\u0161anu no Eiropas infrastrukt\u016bras savieno\u0161anas instrumenta (EISI), t.sk. no Milit\u0101r\u0101s mobilit\u0101tes aploksnes, Latvij\u0101 kopum\u0101 piesaist\u012bts 1,426 miljardu eiro finans\u0113jums, ieskaitot valsts bud\u017eeta l\u012bdzfinans\u0113jumu. P\u0113d\u0113j\u0101 EISI uzsaukum\u0101 ES daudzgadu bud\u017eeta pl\u0101no\u0161anas period\u0101 (2021. \u2013 2027.), kas izsludin\u0101ts \u0161\u012b gada &nbsp;2024. gada septembr\u012b, Latvija indikat\u012bvi var\u0113tu piesaist\u012bt papildu 160 miljonus eiro, kas \u013cautu turpin\u0101t b\u016bvdarbus dienvidu da\u013c\u0101 virzien\u0101 no Lietuvas uz Salaspili.<\/p>\n\n\n\n<p>R\u012bgas starptautisko staciju pabeig\u0161anai Rail Baltica projekta pirmaj\u0101 k\u0101rt\u0101 SM pied\u0101v\u0101 izmantot dzelzce\u013ca nozarei iez\u012bm\u0113tos ES Atvese\u013co\u0161anas un notur\u012bbas meh\u0101nisma (AF) un Koh\u0113zijas fonda (KF) l\u012bdzek\u013cus. Priek\u0161likumi AF un KF l\u012bdzek\u013cu p\u0101rdalei ir ietverti informat\u012bvaj\u0101 zi\u0146ojum\u0101&nbsp; nr. 24-TA-2110 \u201cPar Latvijas dzelzce\u013ca t\u012bkla att\u012bst\u012bbu 2021. \u2013 2027. gada Eiropas Savien\u012bbas daudzgadu bud\u017eeta period\u0101, kas pa\u0161laik nodots saska\u0146o\u0161anai atbild\u012bgaj\u0101m ministrij\u0101m\u201d.<\/p>\n\n\n\n<p>Saska\u0146\u0101 ar starpinstit\u016bciju finan\u0161u darba grupas secin\u0101jumiem, tr\u016bksto\u0161o finans\u0113jumu p\u0101r\u0113j\u0101m pirm\u0101s k\u0101rtas aktivit\u0101t\u0113m pl\u0101nots piesaist\u012bt no EISI un cit\u0101m ES grantu programm\u0101m,<strong>&nbsp;<\/strong>valsts bud\u017eeta l\u012bdzfinans\u0113juma un citiem finan\u0161u avotiem.&nbsp;Finans\u0113juma pl\u0101no\u0161an\u0101, nodro\u0161in\u0101\u0161an\u0101 un projekta finan\u0161u pl\u016bsmu sal\u0101go\u0161an\u0101 ar valsts bud\u017eeta procesiem kritiski svar\u012bga loma ir Finan\u0161u ministrijai; sarun\u0101s ar iesp\u0113jamajiem priv\u0101tajiem investoriem \u2013 Ekonomikas ministrijai; sarun\u0101s par n\u0101kamo ES daudzgadu bud\u017eetu \u2013 \u0100rlietu ministrijai.<strong>&nbsp;<\/strong>Jau \u0161obr\u012bd&nbsp;\u0100rlietu ministrijas vad\u012bb\u0101 uzs\u0101kts darbs pie Latvijas nacion\u0101l\u0101s poz\u012bcijas&nbsp;n\u0101kamajam ES daudzgadu finan\u0161u periodam (2028. \u2013 2034.).<\/p>\n\n\n\n<p>N\u0101kamo Rail Baltica k\u0101rtu b\u016bvniec\u012bba, kas \u013caus \u012bstenot pilnu projekta tv\u0113rumu, ir atkar\u012bga no finans\u0113juma pieejam\u012bbas. SM ieskat\u0101, lai g\u016btu maksim\u0101lus soci\u0101lekonomiskos ieguvumus Latvijai un Baltijas re\u0123ionam, ir b\u016btiski izb\u016bv\u0113t visus Rail Baltica projekt\u0101 paredz\u0113tos infrastrukt\u016bras elementus. K\u0101 priorit\u0101ru projekta<strong>&nbsp;otraj\u0101 k\u0101rt\u0101<\/strong>&nbsp;SM redz pilnv\u0113rt\u012bga \u2013 caurbrauco\u0161a \u2013 Rail Baltica pamatl\u012bnijas koridora izveidi cauri R\u012bgas pils\u0113tai, t.i. izveidojot pasa\u017eieru pamatl\u012bniju atbilsto\u0161i MK 2016. gad\u0101 noteiktajam Rail Baltica tras\u0113jumam, k\u0101 ar\u012b TEN-T regul\u0101 noteiktaj\u0101m tehniskaj\u0101m un funkcion\u0101laj\u0101m pras\u012bb\u0101m.<\/p>\n\n\n\n<p>SM paral\u0113li str\u0101d\u0101 pie informat\u012bv\u0101 zi\u0146ojuma par Rail Baltica projekta \u012bsteno\u0161anai nepiecie\u0161amo nacion\u0101lo finans\u0113jumu 2024. \u2013 2025. gad\u0101, kur\u0101 inform\u0113s par l\u012bdzek\u013cu apm\u0113ru, kas nepiecie\u0161ami uzs\u0101kto darbu pabeig\u0161anai un nosl\u0113gto finans\u0113\u0161anas l\u012bgumu (EISI\/CEF1-6) m\u0113r\u0137u sasnieg\u0161anai<strong>.<\/strong><\/p>\n\n\n\n<p>2024. gad\u0101 nepiecie\u0161amo apm\u0113ru SM ir samazin\u0101jusi par vair\u0101k nek\u0101 20 miljoniem eiro l\u012bdz apm\u0113ram 15 miljoniem eiro, bet 2025. gad\u0101 \u2013 50 milj.
