R\u012bkojums paredz ar\u012b s\u0101kt zemju atpirk\u0161anu Bauskas un ar\u012b Iecavas apvedce\u013cu b\u016bvniec\u012bbas vajadz\u012bb\u0101m, k\u0101 ar\u012b nosaka nacion\u0101lo intere\u0161u objekta statusu abu apvedce\u013cu infrastrukt\u016brai.<\/p>\n\n\n\n<p>Atbilsto\u0161i MK r\u012bkojumam, Iecavas un Bauskas apvedce\u013cu projekts tiek sadal\u012bts div\u0101s k\u0101rt\u0101s, pirmaj\u0101 k\u0101rt\u0101 izb\u016bv\u0113jot Bauskas apvedce\u013cu, bet otraj\u0101 \u2013 Iecavas apvedce\u013cu un posmu, kas to savieno ar \u0136ekavas apvedce\u013cu (sk. pievienoto sh\u0113mu).<\/p>\n\n\n\n<p>Lai pak\u0101peniski pilnveidotu satiksmi pa starptautisko autotrasi&nbsp;<em>Via Baltica<\/em>, ko Latvijas teritorij\u0101 veido Tallinas \u0161oseja (A1) un Bauskas \u0161oseja (A7), 2023. gad\u0101 tika atv\u0113rta satiksme pa \u0136ekavas apvedce\u013ca jaunb\u016bvi, kas tapis k\u0101 PPP projekts. Turpinot uzlabojumus&nbsp;<em>Via Baltica<\/em>&nbsp;Latvijas da\u013c\u0101, nepiecie\u0161ams veikt R\u012bgas apvedce\u013ca p\u0101rb\u016bvi, izb\u016bv\u0113t Iecavas un Bauskas apvedce\u013cus un posmus, kas apvieno visus tr\u012bs apvedce\u013cus, k\u0101 ar\u012b R\u012bgas apvedce\u013ca un Bauskas \u0161osejas savienojumu p\u0113c jauna du\u0101l\u0101 tilta p\u0101r Daugavu izb\u016bves.<\/p>\n\n\n\n<p>Ar MK r\u012bkojumu Satiksmes ministrijai (SM) uzdots uzs\u0101kt PPP proced\u016bru, atbilsto\u0161i dele\u0123\u0113\u0161anas l\u012bgumam starp SM un VSIA\u00a0<em>Latvijas Valsts ce\u013ci<\/em>\u00a0(LVC) PPP proced\u016bru\u00a0 veiks LVC. Bauskas apvedce\u013ca PPP projekta pl\u0101notais laika grafiks paredz, ka uzreiz p\u0113c MK r\u012bkojuma izdo\u0161anas tiek uzs\u0101kta zemju atsavin\u0101\u0161ana apvedce\u013ca izb\u016bvei, 2025. gada laik\u0101 tiks izstr\u0101d\u0101ta Bauskas apvedce\u013ca PPP iepirkuma dokument\u0101cija, PPP iepirkumu pl\u0101nots izsludin\u0101t 2026.\u00a0gada s\u0101kum\u0101, bet 2027. gada beig\u0101s pl\u0101nots nosl\u0113gt PPP l\u012bgumu. Projekt\u0113\u0161anai un b\u016bvniec\u012bbai j\u0101notiek no 2028. l\u012bdz 2030. gadam.<\/p>\n\n\n\n<p><strong>Bauskas apvedce\u013ca infrastrukt\u016bra<\/strong><\/p>\n\n\n\n<p>Bauskas apvedce\u013ca pamata trase b\u016bs jaunb\u016bves ce\u013c\u0161 14,2 km garum\u0101, pl\u0101nota, ka tam b\u016bs divas joslas katr\u0101 virzien\u0101. Apvedce\u013ca tras\u0113 tiks izb\u016bv\u0113ts ar\u012b jauns tilts p\u0101r M\u0113meli, divl\u012bme\u0146u mezgli un caurbrauktuves, to skaits tiks preciz\u0113ts projekt\u0113\u0161anai gait\u0101, viet\u0113jie ce\u013ci apm\u0113ram 3,5 km garum\u0101, atsevi\u0161\u0137i jau eso\u0161ie viet\u0113jie autoce\u013ci tiks p\u0101rb\u016bv\u0113ti. Tiks ar\u012b izb\u016bv\u0113ts savienojums ar Bauskas \u0161osejas (A7) pamata trasi apm\u0113ram divu kilometru garum\u0101.&nbsp;<\/p>\n\n\n\n<p><strong>Bauskas apvedce\u013ca izmaksas<\/strong><\/p>\n\n\n\n<p>T\u0101pat k\u0101 \u0136ekavas apvedce\u013ca gad\u012bjum\u0101, ar\u012b Bauskas apvedce\u013ca projekta priv\u0101tajam partnerim b\u016bs j\u0101piesaista finans\u0113jums projekta realiz\u0101cijai, j\u0101nodro\u0161ina projekt\u0113\u0161ana, b\u016bvniec\u012bba un 20 gadus p\u0113c izb\u016bves b\u016bs ce\u013c\u0161 ar\u012b j\u0101uztur. B\u016bvdarbu b\u016bvuzraudz\u012bbu nodro\u0161in\u0101s LVC nol\u012bgtais b\u016bvuzraugs.<\/p>\n\n\n\n<p>Pl\u0101not\u0101s Bauskas apvedce\u013ca projekta izmaksas 23 gados, ieskaitot ce\u013ca uztur\u0113\u0161anu un periodisko seguma atjauno\u0161anu, pl\u0101notas l\u012bdz 300 miljoniem eiro. Prec\u012bza l\u012bguma summa b\u016bs zin\u0101ma p\u0113c PPP iepirkuma nosl\u0113guma, PPP l\u012bguma sl\u0113g\u0161anas br\u012bd\u012b, veicot p\u0101rr\u0113\u0137inu atbilsto\u0161i iepirkuma nolikum\u0101 noteiktajai proced\u016brai, tostarp atbilsto\u0161i PPP l\u012bguma sl\u0113g\u0161anas br\u012bd\u012b sp\u0113k\u0101 eso\u0161ajai starpbanku aiz\u0146em\u0161an\u0101s likmei (<em>Euribor<\/em>) un procentu mijmai\u0146as dar\u012bjumu likmei (ang\u013cu val. \u2013&nbsp;<em>interest rate swap<\/em>).&nbsp;<\/p>\n\n\n\n<p>Projekt\u0113\u0161anas un b\u016bvniec\u012bbas laik\u0101 valsts nemaks\u0101s neko. Visus ieguld\u012bjumus veiks priv\u0101tais partneris. Posmos Iecava\u2013Bauska un Bauska\u2013Lietuvas robe\u017ea noslogojums ir tuvs 100 %, un to p\u0101rsniegs tuv\u0101kajos gados. Liela da\u013ca no transporta pl\u016bsmas ir kravas transports \u2013&nbsp;<em>Via Baltica<\/em>&nbsp;ir noslogot\u0101kais tranz\u012bta autoce\u013c\u0161 Latvij\u0101. Patlaban Bauskas \u0161osejas mar\u0161rut\u0101 ir tikai viens posms ar atdal\u012btaj\u0101m brauktuv\u0113m un div\u0101m josl\u0101m katr\u0101 virzien\u0101 \u2013 tas ir \u0136ekavas apvedce\u013c\u0161. Visa p\u0101r\u0113j\u0101 \u0161osejas trase neatbilst dro\u0161as un \u0113rtas satiksmes pras\u012bb\u0101m, k\u0101 ar\u012b TEN-T regulas pras\u012bb\u0101m.<\/p>\n\n\n\n<p>\u0145emot v\u0113r\u0101 negat\u012bvo ietekmi, ko intens\u012bva tranz\u012bta satiksme atst\u0101j uz Bauskas pils\u0113tvidi un iedz\u012bvot\u0101jiem, sadalot Bauskas un Iecavas apvedce\u013cu projektu k\u0101rt\u0101s, k\u0101 pirmo k\u0101rtu paredz Bauskas apvedce\u013cu.<\/p>\n\n\n\n<p><strong>K\u0101p\u0113c PPP?<\/strong><\/p>\n\n\n\n<p>PPP projekts ir sal\u012bdzin\u0101ms ar \u0123imenes l\u0113mumu ieg\u0101d\u0101ties dz\u012bvokli un \u0146emt tam kred\u012btu. L\u012bdz\u012bgi k\u0101 hipot\u0113kas gad\u012bjum\u0101, PPP modelis paredz, ka valsts \u201cieg\u0101d\u0101jas\u201d ce\u013cu uz nomaksu, kur pirmos gadus, kam\u0113r notiek b\u016bvdarbi, valsts nemaks\u0101 neko, savuk\u0101rt p\u0113c b\u016bvdarbu pabeig\u0161anas 20 gadu garum\u0101 nomaks\u0101 gan aiz\u0146\u0113muma pamata summu, gan procentus. \u0160\u0101ds projekts \u013cauj uzb\u016bv\u0113t ce\u013cu tagad, bet maks\u0101t par to v\u0113l\u0101k, t\u0101d\u0101 veid\u0101 nenoslogojot valsts bud\u017eetu un neapgr\u016btinot fisk\u0101lo telpu.
