Programma \u013caus nodro\u0161in\u0101t modernus, energoefekt\u012bvus un cenu zi\u0146\u0101 pieejamus dz\u012bvok\u013cus jaunajiem&nbsp;speci\u0101listiem un vi\u0146u \u0123imen\u0113m valstij un pa\u0161vald\u012bb\u0101m svar\u012bg\u0101s nozar\u0113s (skolot\u0101ji, medi\u0137i, ugunsdz\u0113s\u0113ji, policisti, milit\u0101rpersonas, valsts un pa\u0161vald\u012bbu darbinieki u.c.).<\/p>\n\n\n\n<p>\u201c\u0160\u0101da apjoma konsult\u0101ciju l\u012bgums ar Eiropas Invest\u012bciju banku Latvij\u0101 tiek sl\u0113gts pirmo reizi, lai nodro\u0161in\u0101tu, ka ar\u012b starptautiskie institucion\u0101lie investori var\u0113tu finans\u0113t pieejamu cenu \u012bres dz\u012bvok\u013cu b\u016bvniec\u012bbu. \u0160\u012b programma b\u016btiski uzlabos situ\u0101ciju re\u0123ionos, jo \u012bpa\u0161i valstpils\u0113t\u0101s, kur notiek liel\u0101k\u0101 ekonomisk\u0101 att\u012bst\u012bba, \u013coti nov\u0113rt\u0113ju pa\u0161vald\u012bbu interesi par to. Turkl\u0101t sadarb\u012bba ar augsti kvalific\u0113tiem un pieredz\u0113ju\u0161iem Eiropas Invest\u012bciju bankas ekspertiem, valsts p\u0101rvaldei sniegs jaunas prasmes l\u012bdz\u012bgu projektu sekm\u012bgai \u012bsteno\u0161anai n\u0101kotn\u0113,\u201d saka finan\u0161u ministrs Arvils A\u0161eradens.<\/p>\n\n\n\n<p>Sadarb\u012bb\u0101 ar EIB tiks apspriesti vair\u0101ki programmas ievie\u0161anas mode\u013ci, analiz\u0113ta institucion\u0101l\u0101 kapacit\u0101te gan valsts, gan pa\u0161vald\u012bbu l\u012bmen\u012b, izstr\u0101d\u0101ta projektu atlases strat\u0113\u0123ija, sagatavots pilotprojekts un sagatavots publisk\u0101s priv\u0101t\u0101s partner\u012bbas l\u012bguma projekts.<\/p>\n\n\n\n<p>\u201cEsam pagodin\u0101ti par VN\u012a izr\u0101d\u012bto uztic\u012bbu un iesp\u0113ju m\u016bsu organiz\u0101cijai b\u016bt par atsl\u0113gas partneri \u0161aj\u0101 noz\u012bm\u012bgaj\u0101 programm\u0101. Publisk\u0101 un priv\u0101t\u0101 sektora sadarb\u012bba ir b\u016btisks instruments, lai veiksm\u012bgi risin\u0101tu sabiedr\u012bbas probl\u0113mas un veicin\u0101tu ilgtsp\u0113j\u012bgu att\u012bst\u012bbu. M\u016bsu m\u0113r\u0137is ir veidot ilgtermi\u0146a un stabilu risin\u0101jumu pieejamu m\u0101jok\u013cu nodro\u0161in\u0101\u0161anai vis\u0101 Latvij\u0101, un tikai cie\u0161a sadarb\u012bba starp VN\u012a un pa\u0161vald\u012bb\u0101m \u013caus to \u012bstenot, t\u0101dej\u0101di nodro\u0161inot, ka sabiedr\u012bbas vajadz\u012bbas tiek apmierin\u0101tas augst\u0101kaj\u0101 l\u012bmen\u012b. M\u0113s jau tagad redzam lielu pa\u0161vald\u012bbu interesi par dal\u012bbu programm\u0101. Oktobra s\u0101kum\u0101 sl\u0113gsim nodomu protokolus, pamatojoties uz pa\u0161vald\u012bbu domju pie\u0146emtajiem l\u0113mumiem par konceptu\u0101lo dal\u012bbu projekt\u0101,\u201d nor\u0101da VN\u012a valdes priek\u0161s\u0113d\u0113t\u0101js Ren\u0101rs Gri\u0161kevi\u010ds.<\/p>\n\n\n\n<p>\u0160.g. 2. oktobr\u012b, R\u012bg\u0101 pl\u0101nots sl\u0113gt nodomu protokolu ar pa\u0161vald\u012bb\u0101m par l\u012bdzdal\u012bbu projekt\u0101. Saska\u0146\u0101 ar Ministru kabineta \u0161.g.11. j\u016bnija l\u0113mumu, VN\u012a ir uzdots izstr\u0101d\u0101t projekta finan\u0161u un ekonomiskos apr\u0113\u0137inus, k\u0101 ar\u012b ieg\u016bt nepiecie\u0161amos atzinumus no kompetentaj\u0101m instit\u016bcij\u0101m. VN\u012a b\u016bs galvenais publisk\u0101 partnera p\u0101rst\u0101vis un str\u0101d\u0101s kop\u0101 ar pa\u0161vald\u012bb\u0101m, kas piedal\u012bsies projekt\u0101. Pa\u0161vald\u012bb\u0101m b\u016bs j\u0101nodro\u0161ina zemes gabalu pie\u0161\u0137ir\u0161ana un \u012bres dz\u012bvok\u013cu l\u012bdzfinans\u0113\u0161ana, \u0146emot v\u0113r\u0101 iedz\u012bvot\u0101ju maks\u0101tsp\u0113ju un tirgus situ\u0101ciju.<\/p>\n\n\n\n<p>\u0160.g. pavasar\u012b veiktaj\u0101 p\u0113t\u012bjum\u0101 tika interv\u0113tas 17 pa\u0161vald\u012bbas, k\u0101 ar\u012b veikta statistikas datu anal\u012bze, k\u0101 rezult\u0101t\u0101 tika izveidota apl\u0113se n\u0101kotnes piepras\u012bjumam p\u0113c pieejamu cenu \u012bres dz\u012bvok\u013ciem katr\u0101 no 17 pa\u0161vald\u012bb\u0101m. P\u0113t\u012bjums apstiprina, ka Latvijas m\u0101jok\u013cu politikas izaicin\u0101jums ir slikta m\u0101jok\u013cu kvalit\u0101te, p\u0101rapdz\u012bvoti m\u0101jok\u013ci, zema tirgus aktivit\u0101te, k\u0101 ar\u012b papildus izaicin\u0101jums ir ar\u012b hipotek\u0101ro kred\u012btu nepieejam\u012bba da\u013cai sabiedr\u012bbas.<\/p>\n\n\n\n<p>Pieejamu cenu \u012bres dz\u012bvok\u013cu att\u012bst\u012bbas programma paredz nodro\u0161in\u0101t jaunu m\u0101jok\u013cu dz\u012bvojam\u0101 fonda izb\u016bvi pa\u0161vald\u012bb\u0101s p\u0113c iesp\u0113jas \u012bs\u0101k\u0101 laik\u0101 un augst\u0101k\u0101 kvalit\u0101t\u0113. Projekts tiek veidots p\u0113c \u201cpriv\u0101tais partneris projekt\u0113, b\u016bv\u0113, finans\u0113, uztur, apsaimnieko\u201d mode\u013ca, publisk\u0101 sektora pieejam\u012bbas maks\u0101jumu iek\u013caujot valsts un pa\u0161vald\u012bbu bud\u017eetu izdevumos no 2030. gada, vienlaikus ar m\u0101jas pieejam\u012bbu iedz\u012bvot\u0101jiem. Turkl\u0101t programma paredz, ka projekta beig\u0101s pa\u0161vald\u012bbas sa\u0146em \u012bpa\u0161um\u0101 zemi ar izb\u016bv\u0113tiem m\u0101jok\u013ciem.<\/p>\n\n\n\n<p>Pag\u0101ju\u0161\u0101 gada beig\u0101s ar finan\u0161u ministra r\u012bkojumu tika izveidota vad\u012bbas grupa \u0161\u0101da PPP risin\u0101jumu izveidei. T\u0101s uzdevums bija izstr\u0101d\u0101t zemu un pieejamu cenu \u012bres dz\u012bvok\u013cu PPP iesp\u0113jamo risin\u0101jumu ietvaru, pied\u0101v\u0101to PPP strukt\u016bru, ievie\u0161anas nosac\u012bjumus un grafiku.\u00a0Vad\u012bbas\u00a0grupa, izv\u0113rt\u0113jot eso\u0161o situ\u0101ciju, apzinot 17 pa\u0161vald\u012bbas, problem\u0101tiku\u00a0tirg\u016b, pieejamu cenu \u012bres dz\u012bvok\u013cu regul\u0113juma ietvaru un citu dal\u012bbvalstu pieredzi, k\u0101 ar\u012b nodro\u0161inot pieejamu cenu \u012bres dz\u012bvok\u013cu programmas atbilst\u012bbu krit\u0113rijiem, ir izstr\u0101d\u0101jusi pieejamu\u00a0cenu \u012bres dz\u012bvok\u013cu att\u012bst\u012bbas programmu.<\/p>\n\n\n\n<p>Vad\u012bbas grupas sast\u0101v\u0101 ir komisijas locek\u013ci, kas p\u0101rst\u0101v Finan\u0161u ministriju, Centr\u0101lo finan\u0161u un l\u012bgumu a\u0123ent\u016bru, Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministriju, Att\u012bst\u012bbas finan\u0161u instit\u016bciju \u201cALTUM\u201d, Nekustamo \u012bpa\u0161umu att\u012bst\u012bt\u0101ju aliansi, VAS \u201cValsts nekustamie \u012bpa\u0161umi\u201d,\u00a0 VSIA \u201cLatvijas Valsts ce\u013ci\u201d, Ekonomikas ministriju, k\u0101 ar\u012b grup\u0101 piedal\u0101s Ministru prezidentes \u0101r\u0161tata padomnieks re\u0123ion\u0101lajos jaut\u0101jumos.<\/p>\n\n\n\n<p>Par VN\u012a<br>VAS \u201cValsts nekustamie \u012bpa\u0161umi\u201d vad\u012bb\u0101 patlaban tiek \u012bstenoti 110 projekti ar kop\u0113j\u0101m invest\u012bcij\u0101m 410 miljoni eiro. VN\u012a nodro\u0161ina profesion\u0101lu nekustamo \u012bpa\u0161umu apsaimnieko\u0161anu un p\u0101rvald\u012bbu 427 \u0113ku un b\u016bvju \u012bpa\u0161umiem, kuros ietilpst 1089 \u0113kas 0,996 miljonu m2 plat\u012bb\u0101, k\u0101 ar\u012b zeme zem \u0113k\u0101m 591 ha plat\u012bb\u0101, un 3 261 zemes \u012bpa\u0161umiem ar kop\u0113jo plat\u012bbu 895 ha. VN\u012a ir viens no 17 Latvijas uz\u0146\u0113mumiem, kas 2023.gad\u0101 Korporat\u012bv\u0101s atbild\u012bbas un ilgtsp\u0113jas instit\u016bta \u201cIlgtsp\u0113jas indeksa\u201d v\u0113rt\u0113jum\u0101 sa\u0146\u0113ma augst\u0101ko plat\u012bna godalgu, apliecinot labu p\u0101rvald\u012bbu un savas darb\u012bbas ilgtsp\u0113ju.
