Transporta sektors ir otrs liel\u0101kais emisiju avots Latvij\u0101, kas veido 37% no kop\u0113j\u0101 emisiju apjoma tautsaimniec\u012bbas sektoros. Regul\u0113juma m\u0113r\u0137is ir veicin\u0101t transporta nozares \u201cza\u013cin\u0101\u0161anu\u201d. Likumprojekts tiek virz\u012bts t\u0101l\u0101kai apstiprin\u0101\u0161anai Saeim\u0101.<\/p>\n\n\n\n<p>\u201c\u0160is regul\u0113jums dod sp\u0113c\u012bgu sign\u0101lu viet\u0113j\u0101s biodegvielas ra\u017eo\u0161anas att\u012bst\u012bbai Latvij\u0101, kas attiec\u012bgi atst\u0101s pozit\u012bvu iespaidu uz jaunu darba vietu veido\u0161anu, \u012bpa\u0161i Latvijas re\u0123ionos. M\u016bsu m\u0113r\u0137is ir veicin\u0101t transporta nozares \u201cza\u013cin\u0101\u0161anu\u201d \u2013 ne tikai dom\u0101jot, k\u0101 veicin\u0101t auto nomai\u0146u, izmantojot za\u013c\u0101s tehnolo\u0123iju priek\u0161roc\u012bbas, bet ar\u012b, k\u0101 nodro\u0161in\u0101t, lai m\u016bsu eso\u0161ais autoparks izmanto videi un cilv\u0113kam dro\u0161u ener\u0123iju transport\u0101, veicinot ar\u012b uzl\u0101des iesp\u0113ju papla\u0161in\u0101\u0161anu. Att\u012bstot viet\u0113jo degvielas ra\u017eo\u0161anu, ne vien sp\u0113jam sp\u0113cin\u0101t m\u016bsu ener\u0123\u0113tisko pa\u0161pietiekam\u012bbu, bet ar\u012b sekm\u0113t degvielas tirg\u016b \u013coti nepiecie\u0161amo konkurenci. Papildus \u2013 videi draudz\u012bg\u0101kas degvielas \u013cauj uzlabot gaisa kvalit\u0101ti un samazin\u0101t transporta emisijas. J\u0101atceras, ka par sp\u012bti gaisa kvalit\u0101tes uzlabojumiem p\u0113d\u0113jos desmit gados, ar\u012b Latvij\u0101 gaisa pies\u0101r\u0146ojums joproj\u0101m ir galvenais vides faktors, kas atst\u0101j negat\u012bvu ietekmi uz m\u016bsu vesel\u012bbu,\u201d\u00a0skaidro klimata un ener\u0123\u0113tikas ministrs Kaspars Melnis.<\/p>\n\n\n\n<p><strong>Za\u013c\u0101ka ener\u0123ijas izmanto\u0161ana priv\u0101tpersonu transportl\u012bdzek\u013cos<\/strong><\/p>\n\n\n\n<p>Likumprojekts paredz degvielas pieg\u0101d\u0101t\u0101jiem pien\u0101kumu palielin\u0101t atjaun\u012bg\u0101s ener\u0123ijas \u012bpatsvaru sav\u0101 ener\u0123ijas portfel\u012b. Katrs degvielas pieg\u0101d\u0101t\u0101js var\u0113s izv\u0113l\u0113ties, k\u0101 sasniegt m\u0113r\u0137i, \u012bstenojot savu uz\u0146\u0113m\u0113jdarb\u012bbas strat\u0113\u0123iju un mekl\u0113jot saviem klientiem izmaks\u0101s efekt\u012bv\u0101kos risin\u0101jumus. Piem\u0113ram, eso\u0161aj\u0101 degvielas uzpildes staciju pied\u0101v\u0101t biomet\u0101na uzpildes punktus, uzst\u0101d\u012bt elektroener\u0123ijas uzl\u0101des punktus vai pied\u0101v\u0101t fosilo degvielu ar liel\u0101ku biodegvielu piejaukumu vai pied\u0101v\u0101t t\u012bru biodegvielu, kas ra\u017eota no atkritumiem\/atlikumiem.<\/p>\n\n\n\n<p>Degvielas pieg\u0101d\u0101t\u0101ji savu transporta ener\u0123ijas portfeli var\u0113s za\u013cin\u0101t pak\u0101peniski, lai to transportam realiz\u0113t\u0101s ener\u0123ijas emisiju intensit\u0101te 2030. gad\u0101 samazin\u0101tos par 16%. Sava portfe\u013ca za\u013cin\u0101\u0161anu degvielas pieg\u0101d\u0101t\u0101ji uzs\u0101k 2026. gad\u0101 \u2013 samazinot sava portfe\u013ca emisiju intensit\u0101ti par 6%.<\/p>\n\n\n\n<p>Ja degvielas pieg\u0101d\u0101t\u0101js, \u012bstenojot savu strat\u0113\u0123iju, b\u016bs p\u0101rsniedzis noteikto m\u0113r\u0137i, samazinot emisiju intensit\u0101ti strauj\u0101k nek\u0101 noteikts likumprojekt\u0101, k\u0101ds cits degvielas pieg\u0101d\u0101t\u0101js var\u0113s ieg\u0101d\u0101ties \u0161\u012b m\u0113r\u0137a p\u0101rsniegumu, t\u0101d\u0113j\u0101di izpildot emisiju apjomu sav\u0101 ener\u0123ijas portfel\u012b. T\u0101pat degvielas pieg\u0101d\u0101t\u0101jam b\u016bs iesp\u0113ja pirkt biomet\u0101na, \u016bde\u0146ra\u017ea vai elektroener\u0123ijas statistiku no komersantiem, kas nav degvielas pieg\u0101d\u0101t\u0101ji, bet kas \u0161o transporta ener\u0123iju izmanto pa\u0161pat\u0113ri\u0146am vai realiz\u0113 transportam.<\/p>\n\n\n\n<p><strong>T\u012br\u0101kas ener\u0123ijas izmanto\u0161ana sabiedrisk\u0101 transporta sektor\u0101<\/strong><\/p>\n\n\n\n<p>Pl\u0101nots \u012bstenot ar\u012b sabiedrisk\u0101 transporta sektora za\u013cin\u0101\u0161anu, \u012bpa\u0161i bl\u012bvi apdz\u012bvot\u0101s viet\u0101s \u2013 liel\u0101kaj\u0101s pils\u0113t\u0101s (Daugavpils, Jelgava, J\u016brmala, Liep\u0101ja, R\u0113zekne, R\u012bga, Ventspils, J\u0113kabpils, Ogre un Valmiera). Lai veicin\u0101tu t\u012br\u0101ku ener\u0123ijas izmanto\u0161anu sabiedriskaj\u0101 transport\u0101, liel\u0101kaj\u0101s pils\u0113tas var\u0113s turpin\u0101t izmantot tos pa\u0161us transportl\u012bdzek\u013cus, ko l\u012bdz \u0161im, piem\u0113ram, izmantojot tajos biodegvielu liel\u0101k\u0101 apjom\u0101 vai biomet\u0101nu, vai tos p\u0101rb\u016bv\u0113jot biomet\u0101na vai elektroener\u0123ijas izmanto\u0161anai, vai ar\u012b aizst\u0101jot nokalpoju\u0161os transportl\u012bdzek\u013cus ar jauniem videi draudz\u012bgiem transportl\u012bdzek\u013ciem.<\/p>\n\n\n\n<p>Pateicoties Eiropas Savien\u012bbas fonda l\u012bdzek\u013ciem, jau \u0161obr\u012bd vair\u0101ku pils\u0113tu iedz\u012bvot\u0101jiem ir iesp\u0113ja p\u0101rvietoties ar videi draudz\u012bgiem sabiedriskajiem autobusiem. Piem\u0113ram, R\u012bg\u0101 papildus tramvajiem un trolejbusiem 2023.g. decembr\u012b kurs\u0113ja jau 35 elektroautobusi. Ar\u012b Daugavpil\u012b, Jelgav\u0101, J\u0113kabpil\u012b, J\u016brmal\u0101, R\u0113zekn\u0113, Valmier\u0101 un Ventspil\u012b ir uzs\u0101kta elektroautobusu izmanto\u0161ana. J\u0113kabpil\u012b tiek izmantoti ar\u012b saspiest\u0101s dabasg\u0101zes autobusi, kuros k\u0101 degvielu var izmantot saspiesto biomet\u0101nu<\/p>\n\n\n\n<p><strong>Infrastrukt\u016bras att\u012bst\u012bba alternat\u012bv\u0101s degvielas izmanto\u0161anai<\/strong><\/p>\n\n\n\n<p>Likumprojekts paredz, ka Eiropas transporta t\u012bkla valsts autoce\u013cos vai to tie\u0161\u0101 tuvum\u0101 ir pl\u0101nots uzst\u0101d\u012bt jaunus lieljaudas uzl\u0101des punktus, k\u0101 ari nebiolo\u0123iskas izcelsmes atjaun\u012bg\u0101s degvielas un sa\u0161\u0137idrin\u0101ta biomet\u0101na uzpildes punktus lielas noslodzes transportl\u012bdzek\u013cu \u2013 kravas ma\u0161\u012bnu uzpildei. Eiropas transporta t\u012bkls Latvijas teritorij\u0101 ir, piem\u0113ram, autoce\u013ci R\u012bga-Liep\u0101ja, R\u012bga \u2013 Daugavpils u.c.<\/p>\n\n\n\n<p>Savuk\u0101rt, b\u016bv\u0113jot jaunu degvielas uzpildes staciju un p\u0101rb\u016bv\u0113jot vai renov\u0113jot eso\u0161o staciju, komersants nodro\u0161in\u0101s taj\u0101 vismaz vienu elektrouzl\u0101des punktu vai alternat\u012bv\u0101s degvielas uzpildes punktu.<\/p>\n\n\n\n<p><strong>Atbalsta programmas transporta sektora za\u013cin\u0101\u0161anai<\/strong><\/p>\n\n\n\n<p>Uzklausot sabiedr\u012bbas un nozares viedokli, m\u0113s dodam iesp\u0113ju izmantot tirg\u016b pla\u0161i pieejam\u0101s za\u013c\u0101s tehnolo\u0123ijas, kuras turpina att\u012bst\u012bties. Jau \u0161obr\u012bd ir pieejamas vair\u0101kas atbalsta programmas, ko izstr\u0101d\u0101ju\u0161as tr\u012bs ministrijas \u2013 KEM, Satiksmes ministrija un Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministrija (VARAM). Piem\u0113ram, \u0161obr\u012bd pa\u0161vald\u012bbas var izmantot VARAM atbalsta programmu \u2013 proti, ieg\u0101d\u0101ties jaunus elektrotransporta l\u012bdzek\u013cus (M2, M3 kategorija \u2013 vair\u0101k nek\u0101 asto\u0146as vietas) skol\u0113nu p\u0101rvad\u0101jumiem un \u012bstenot uzl\u0101des punktu infrastrukt\u016bras izveidei, k\u0101 ar\u012b ieg\u0101d\u0101ties bezemisiju transportl\u012bdzek\u013cus pa\u0161vald\u012bbu vajadz\u012bb\u0101m.<\/p>\n\n\n\n<p>Straujiem so\u013ciem virzoties uz transporta sektora za\u013cin\u0101\u0161anu, ministrijas str\u0101d\u0101 ar\u012b pie cit\u0101m jaun\u0101m atbalsta programm\u0101m. Piem\u0113ram, KEM str\u0101d\u0101 pie Moderniz\u0101cijas fonda programmas, kas sniegs iesp\u0113ju pa\u0161vald\u012bb\u0101m, pa\u0161vald\u012bbu uz\u0146\u0113mumiem un priv\u0101tajiem uz\u0146\u0113mumiem sa\u0146emt l\u012bdzfinans\u0113jumu elektroauto ieg\u0101dei un to uzl\u0101des infrastrukt\u016bras att\u012bst\u012bbai. Programmu pl\u0101nots apstiprin\u0101t \u0161ogad.<\/p>\n\n\n\n<p>T\u0101pat KEM str\u0101d\u0101 pie fondu programmas biomet\u0101na att\u012bst\u012bbai, kas veicin\u0101s biomet\u0101na pieejam\u012bbu Latvij\u0101.
