Pirmk\u0101rt,\u00a0 ir dota za\u013c\u0101 gaisma Satiksmes ministrijai uzs\u0101kt PPP proced\u016bru projekta 1. k\u0101rtas &#8220;Bauskas apvedce\u013c\u0161&#8221; \u012bsteno\u0161anai un, otrk\u0101rt, ir akcept\u0113ta pieejamu cenu \u012bres dz\u012bvok\u013cu att\u012bst\u012bbas programma.<\/p>\n\n\n\n<p>Pavasar\u012b Centr\u0101l\u0101 finan\u0161u un l\u012bgumu a\u0123ent\u016bra (CFLA) sadarb\u012bb\u0101 ar Finan\u0161u ministriju un VAS \u201cValsts nekustamie \u012bpa\u0161umi\u201d (VN\u012a) organiz\u0113ja tik\u0161anos 17 pa\u0161vald\u012bb\u0101s, p\u0101rrun\u0101jot PPP projekta \u012bsteno\u0161anas iesp\u0113jas. CFLA direktora vietnieks\u00a0<strong>M\u0101rti\u0146\u0161 Brencis\u00a0<\/strong>viz\u012bt\u0113s g\u016bto pieredzi v\u0113rt\u0113 atzin\u012bgi: \u201cIerodoties viz\u012bt\u0113s Latvijas pa\u0161vald\u012bb\u0101s, biju pat\u012bkami p\u0101rsteigts par pa\u0161vald\u012bbu lielo interesi \u012bstenot \u0161\u0101du PPP projektu un v\u0113rt\u012bgajiem priek\u0161likumiem. T\u0101p\u0113c sagaid\u0101m ar\u012b turpm\u0101ku pa\u0161vald\u012bbu aktivit\u0101ti gan pieejamu m\u0101jok\u013cu projekt\u0101, gan ar\u012b citu PPP projektu \u012bsteno\u0161an\u0101, jo vajadz\u012bba p\u0113c infrastrukt\u016bras projektiem pa\u0161vald\u012bb\u0101s ir nemain\u012bgi augsta, un zin\u0101\u0161anas par PPP pa\u0161vald\u012bb\u0101s arvien pieaug. T\u0101pat nov\u0113lu izdo\u0161anos ar\u012b VN\u012a apr\u0113\u0137inu projekta sagatavo\u0161an\u0101 un sadarb\u012bb\u0101 ar Eiropas Invest\u012bciju banku, jo \u0161\u0101da v\u0113riena projekts mums Latvij\u0101 ir pirmais\u201c.<\/p>\n\n\n\n<p>Zemu un pieejamu cenu \u012bres dz\u012bvok\u013cu tr\u016bkums Pier\u012bg\u0101 un re\u0123ionos ir aktu\u0101ls jaut\u0101jums vair\u0101kus gadu desmitus. M\u0101jok\u013cu fonds noveco, \u0113kas nolietojas, to tehniskais st\u0101voklis netiek v\u0113rt\u0113ts k\u0101 kvalitat\u012bvs, risin\u0101jumi nav energoefekt\u012bvi un neatbilst m\u016bsdienu tirgus un kvalitat\u012bvu sadz\u012bves apst\u0101k\u013cu pras\u012bb\u0101m. P\u0113c neatkar\u012bbas atg\u016b\u0161anas jauni daudzdz\u012bvok\u013cu \u012bres m\u0101jok\u013ci Pier\u012bg\u0101 un \u0101rpus R\u012bgas praktiski netika b\u016bv\u0113ti. T\u0101p\u0113c ar finan\u0161u ministra r\u012bkojumu tika izveidota vad\u012bbas grupa \u201c<em>Par vad\u012bbas grupas izveidi zemu un pieejamu cenu \u012bres dz\u012bvok\u013cu priv\u0101t\u0101s un publisk\u0101s partner\u012bbas risin\u0101jumu izstr\u0101dei<\/em>\u201d, kura izstr\u0101d\u0101ja zemu un pieejamu cenu \u012bres dz\u012bvok\u013cu PPP iesp\u0113jamo risin\u0101jumu ietvaru<a>, pied\u0101v\u0101to PPP strukt\u016bru<\/a>, ievie\u0161anas nosac\u012bjumus un grafiku.<\/p>\n\n\n\n<p>Lai apzin\u0101tu vajadz\u012bbas pa\u0161vald\u012bb\u0101s, projekta publiskais p\u0101rst\u0101vis VN\u012a sadarb\u012bb\u0101 ar Ernst&amp;Young veica&nbsp;p\u0113t\u012bjumu par iedz\u012bvot\u0101ju maks\u0101tsp\u0113ju un piepras\u012bjumu p\u0113c jauniem \u012bres dz\u012bvok\u013ciem. \u0145emot v\u0113r\u0101 eso\u0161o tirgus nepiln\u012bbu valsts pils\u0113t\u0101s, Pier\u012bgas un re\u0123ionu pa\u0161vald\u012bb\u0101s, k\u0101 ar\u012b p\u0113t\u012bjum\u0101 konstat\u0113to nepiecie\u0161am\u012bbu p\u0113c pieejam\u0101s \u012bres dz\u012bvok\u013ciem R\u012bg\u0101,&nbsp; programma ir v\u0113rsta uz pieejamu cenu \u012bres dz\u012bvok\u013cu b\u016bvniec\u012bbu un apsaimnieko\u0161anu. Projekta pirmaj\u0101 k\u0101rt\u0101 VN\u012a izv\u0113rt\u0113s iesp\u0113ju \u012bstenot aktivit\u0101tes Daugavpil\u012b, Jelgav\u0101, J\u0113kabpil\u012b, J\u016brmal\u0101, Liep\u0101j\u0101, Ogr\u0113, R\u0113zekn\u0113, R\u012bg\u0101, Valmier\u0101, Ventspil\u012b, k\u0101 ar\u012b \u0100da\u017eos, C\u0113s\u012bs, \u0136ekav\u0101, M\u0101rup\u0113, Olain\u0113, Salaspil\u012b, Siguld\u0101. Prec\u012bz\u0101kas projekta aprises tiks iez\u012bm\u0113tas finan\u0161u un ekonomiskajos apr\u0113\u0137inos.<\/p>\n\n\n\n<p>Projekta sagatavo\u0161anas un \u012bsteno\u0161anas laik\u0101 nav paredz\u0113ts veikt nek\u0101dus maks\u0101jumus no valsts vai pa\u0161vald\u012bbas bud\u017eeta &#8211; projekt\u0101 b\u016bvniec\u012bbas un pieejam\u012bbas riskus ir pl\u0101nots nodot priv\u0101tajam partnerim. Tas noz\u012bm\u0113, ka pirmais pieejam\u012bbas maks\u0101jums priv\u0101tajam partnerim b\u016bs j\u0101nodro\u0161ina aptuveni 2030.&nbsp;gada mart\u0101. Min\u0113tais noz\u012bm\u0113, ka priv\u0101tais partneris ar sav\u0101m zin\u0101\u0161an\u0101m un kompetenci izstr\u0101d\u0101s visizdev\u012bg\u0101ko risin\u0101jumu pa\u0161vald\u012bbu un valsts vajadz\u012bb\u0101m nepiecie\u0161amo pieejam\u0101s cenas \u012bres m\u0101ju izb\u016bvei, finans\u0113s projektu, k\u0101 ar\u012b PPP l\u012bgum\u0101 noteiktaj\u0101 termi\u0146\u0101 nodro\u0161in\u0101s objektu pieejam\u012bbu. \u0160obr\u012bd pl\u0101not\u0101s kop\u0113j\u0101s projekta invest\u012bcijas ir 100 \u2013 125 milj. eiro, un k\u0101 potenci\u0101lais strat\u0113\u0123iskais finans\u0113t\u0101js tiek piesaist\u012bta Eiropas invest\u012bciju banka (EIB)&nbsp;un, iesp\u0113jams, Eiropas Padomes Att\u012bst\u012bbas banka. EIB ir paredz\u0113jusi segt ar\u012b izmaksas finan\u0161u un ekonomisko apr\u0113\u0137inu veik\u0161anai un juridisko dokumentu izstr\u0101dei, veidojot kompetenci VN\u012a un publiskaj\u0101 sektor\u0101 kopum\u0101.<\/p>\n\n\n\n<p>Ministru kabineta l\u0113mums paredz uzdevumu VN\u012a uzs\u0101kt finan\u0161u un ekonomisko apr\u0113\u0137inu izstr\u0101di pieejamu m\u0101jok\u013cu projektam.&nbsp;\u2060VN\u012a sadarb\u012bbas partneri b\u016bs pa\u0161vald\u012bbas ar att\u012bst\u012bbas potenci\u0101lu pieejamu m\u0101jok\u013cu b\u016bvniec\u012bbai. Projekts tiek veidots t\u0101, lai nerad\u012btu negat\u012bvu ietekmi uz visp\u0101r\u0113j\u0101s vald\u012bbas bud\u017eeta bilanci un par\u0101du, tiek piesaist\u012bts priv\u0101t\u0101 partnera finans\u0113jums. Dz\u012bvok\u013ci ir paredz\u0113ti noteikt\u0101m profesiju un m\u0101jsaimniec\u012bbu grup\u0101m, ko noteiks katra pa\u0161vald\u012bba ar saviem saisto\u0161ajiem noteikumiem sav\u0101 administrat\u012bvaj\u0101 teritorij\u0101.
