B\u016btiskas izmai\u0146as tirg\u016b iez\u012bm\u0113ja LIDL z\u012bmola ien\u0101k\u0161ana Latvijas tirg\u016b 2021. gad\u0101, veidojot konkurenci t\u0101diem tirgus sp\u0113l\u0113t\u0101jiem k\u0101 RIMI un MAXIMA.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Tirgus strukt\u016bra<\/strong><\/h3>\n\n\n\n<p>P\u0113c 2017. gada savas tirgus poz\u012bcijas Latvijas tirg\u016b nostiprin\u0101ja RIMI un MAXIMA, ko ietekm\u0113ja ar\u012b \u201cPrisma Latvija\u201d l\u0113mums pamest Latvijas tirgu, t\u0101d\u0113j\u0101di atst\u0101jot br\u012bvu vietu vair\u0101kos multifunkcion\u0101lajos iepirk\u0161an\u0101s centros. RIMI un MAXIMA 2018. gad\u0101 s\u0101ka papla\u0161in\u0101t savu darb\u012bbu ar\u012b mazo veikalu (Express veikalu) sektor\u0101, t\u0101d\u0113j\u0101di saasinot konkurenci tie\u0161i lok\u0101l\u0101 teritorij\u0101. Savuk\u0101rt COVID-19 kr\u012bzes laik\u0101 pat\u0113r\u0113t\u0101ji akt\u012bvi s\u0101ka izmantot e-veikalu priek\u0161roc\u012bbas. Abu divu liel\u0101ko mazumtirdzniec\u012bbas \u0137\u0113\u017eu kop\u0113j\u0101 tirgus da\u013ca 2022. gad\u0101 b\u016btiski samazin\u0101j\u0101s tirgus strukt\u016bras izmai\u0146u d\u0113\u013c, kop\u0101 veidojot ap 50 %.<\/p>\n\n\n\n<p>Tirgus koncentr\u0101cijas r\u0101d\u012bt\u0101js (HHI indekss) no 2018. l\u012bdz 2021. gadam ikdienas pat\u0113ri\u0146a pre\u010du mazumtirdzniec\u012bbas tirg\u016b p\u0101rsniedza 1800 robe\u017ev\u0113rt\u012bbu gad\u0101, kas nor\u0101d\u012bja, ka tirgus strukt\u016bra bija augsti koncentr\u0113ta, ta\u010du no 2022. gada, kad Latvijas tirg\u016b darb\u012bbu papla\u0161in\u0101ja jaunien\u0101ku\u0161ais tirgus dal\u012bbnieks LIDL, tirgus koncentr\u0101cija b\u016btiski samazin\u0101j\u0101s l\u012bdz vid\u0113jas koncentr\u0101cijas tirgum.<\/p>\n\n\n\n<p>2022. gad\u0101 LIDL tirgus da\u013cas bija robe\u017e\u0101s no 10-15%. Jaun\u0101 tirgus dal\u012bbnieka ietekm\u0113 p\u0101r\u0113j\u0101s mazumtirdzniec\u012bbas \u0137\u0113des bija spiestas pastiprin\u0101ti dom\u0101t par savu past\u0101v\u012bgo pat\u0113r\u0113t\u0101ju notur\u0113\u0161anu, veicot da\u017e\u0101dus pre\u010du veicin\u0101\u0161anas pas\u0101kumus, atbalsta pas\u0101kumus un palielinot bud\u017eetu rekl\u0101m\u0101m un m\u0101rketinga pas\u0101kumiem. MAXIMA un RIMI veikaliem kop\u0101 priek\u0161roku dod vair\u0101k nek\u0101 70 % pat\u0113r\u0113t\u0101ju. Pozit\u012bva ietekme p\u0101rtikas un pirm\u0101s nepiecie\u0161am\u012bbas pre\u010du tirg\u016b ir ar\u012b jaunien\u0101ku\u0161ajiem t\u0101 dal\u012bbniekiem, galvenok\u0101rt LIDL mazumtirdzniec\u012bbas veikaliem, kuros pl\u0101notus pirkumus veic gandr\u012bz puse aptaujas dal\u012bbnieku.<\/p>\n\n\n\n<p>Liel\u0101kaj\u0101 da\u013c\u0101 R\u012bgas apkaimes ikdienas pat\u0113ri\u0146a pre\u010du mazumtirdzniec\u012bbas tirg\u016b v\u0113rojams sal\u012bdzino\u0161i augsts konkurences l\u012bmenis, kur darbojas vismaz se\u0161u da\u017e\u0101du z\u012bmolu veikali. Vienlaikus Centra, Gr\u012bzi\u0146kalna, I\u013c\u0123uciema, Juglas, P\u013cavnieku apkaim\u0113s viena mazumtirdzniec\u012bbas \u0137\u0113de \u2013 RIMI vai MAXIMA \u2013 p\u0113c apgroz\u012bjuma aiz\u0146em vair\u0101k nek\u0101 40 % konkr\u0113t\u0101s apkaimes tirgus. KP secin\u0101ja, ka \u0161aj\u0101s R\u012bgas apkaim\u0113s b\u016btu nepiecie\u0161ams veicin\u0101t konkurenci un turpm\u0101k \u012bpa\u0161a uzman\u012bba b\u016btu j\u0101piev\u0113r\u0161 apvieno\u0161an\u0101s dar\u012bjumiem, kas ietekm\u0113 konkurences situ\u0101ciju min\u0113taj\u0101s apkaim\u0113s.<\/p>\n\n\n\n<p>KP\u00a0tirgus uzraudz\u012bb\u0101 secin\u0101ja, ka\u00a0Latvij\u0101 nepast\u0101v b\u016btiski administrat\u012bvie \u0161\u0137\u0113r\u0161\u013ci jaunu tirgus dal\u012bbnieku ien\u0101k\u0161anai tirg\u016b. To pamato ar\u012b Latvijas atra\u0161an\u0101s otraj\u0101 viet\u0101 p\u0113c mazumtirdzniec\u012bbas ierobe\u017eot\u012bbas indeksa starp vis\u0101m Eiropas Savien\u012bbas dal\u012bbvalst\u012bm, kas noz\u012bm\u0113, ka normat\u012bvajos aktos noteiktie ierobe\u017eojumi mazumtirdzniec\u012bbas vietas izveidei un darb\u012bbas \u012bsteno\u0161anai ir minim\u0101li. Jaunu tirgus dal\u012bbnieku ien\u0101k\u0161anu Latvijas tirg\u016b laika posm\u0101 no 2018. l\u012bdz 2022. gadam ietekm\u0113ja glob\u0101li notikumi, piem\u0113ram, COVID-19 laiks, savuk\u0101rt tirgus dal\u012bbnieku ilgtsp\u0113j\u012bgu past\u0101v\u0113\u0161anu Latvij\u0101 noteica uz\u0146\u0113muma iek\u0161\u0113jie faktori, piem\u0113ram, finansi\u0101lie apsv\u0113rumi.<\/p>\n\n\n\n<p>Vienlaikus, KP ieskat\u0101, jaunb\u016bv\u0113tu veikalu atv\u0113r\u0161ana Latvijas tirg\u016b, it \u012bpa\u0161i R\u012bg\u0101, ir problem\u0101tiska. Tas skaidrojams ar tirdzniec\u012bbai pateic\u012bgu vietu defic\u012btu teritori\u0101los pl\u0101nojumos, kas var kav\u0113t jaunu tirgus dal\u012bbnieku ien\u0101k\u0161anu. T\u0101d\u0113j\u0101di, KP ieskat\u0101, Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministrijai b\u016btu nepiecie\u0161ams p\u0101rskat\u012bt ikdienas pat\u0113ri\u0146a pre\u010du veikalu vietu pieejam\u012bbu pils\u0113tas teritori\u0101los pl\u0101nojumos, lai veicin\u0101tu ekonomisko izaugsmi un nodro\u0161in\u0101tu efekt\u012bvu konkurenci.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Ietekmi tirg\u016b stiprina ar priv\u0101to pre\u010du z\u012bmju produktiem<\/strong><\/h3>\n\n\n\n<p>Papildus tirgus uzraudz\u012bb\u0101 tika apskat\u012bta priv\u0101to pre\u010du z\u012bmju ietekme tirgus dal\u012bbnieku konkur\u0113tsp\u0113jas veicin\u0101\u0161an\u0101. Vid\u0113jais priv\u0101to z\u012bmju apgroz\u012bjuma \u012bpatsvars kop\u0113j\u0101 mazumtirdzniec\u012bbas apgroz\u012bjum\u0101 2022.&nbsp;gad\u0101 Latvij\u0101 veidoja 20 %, kas ir nedaudz virs vid\u0113j\u0101 glob\u0101l\u0101 rad\u012bt\u0101ja (19.4 %), savuk\u0101rt zem\u0101ks nek\u0101 Rietumeiropas vid\u0113jais r\u0101d\u012bt\u0101js (36%). Analiz\u0113jot Latvijas mazumtirgot\u0101ju tirgus da\u013cas kopsakar\u0101 ar priv\u0101to pre\u010du z\u012bmju pre\u010du apgroz\u012bjuma \u012bpatsvaru, KP secin\u0101ja, ka priv\u0101t\u0101s pre\u010du z\u012bmes vair\u0101k att\u012bsta liel\u0101kie tirgus dal\u012bbnieki, vienlaic\u012bgi ar\u012b atsevi\u0161\u0137as iepirkumu grupas ir papla\u0161in\u0101ju\u0161as priv\u0101to pre\u010du z\u012bmju sortimentu, kas liecina par priv\u0101to pre\u010du noz\u012bmi efekt\u012bv\u0101kas konkurences kontekst\u0101.<\/p>\n\n\n\n<p>Savuk\u0101rt nacion\u0101lo produktu \u012bpatsvars kop\u0113j\u0101 (gan p\u0101rtikas, gan nep\u0101rtikas) apgroz\u012bjum\u0101 ikdienas pat\u0113ri\u0146a pre\u010du mazumtirdzniec\u012bbas \u0137\u0113d\u0113s laika period\u0101 no 2018. l\u012bdz 2022. gadam katr\u0101 no \u0137\u0113d\u0113m bija at\u0161\u0137ir\u012bgs un sv\u0101rst\u012bj\u0101s no 0-5 % l\u012bdz 40-50 %. Vienlaikus netika nov\u0113rota kop\u0113ja pieaugo\u0161a tendence nacion\u0101lo produktu \u012bpatsvar\u0101.
