Deput\u0101ti Saeim\u0101 cer konkurenci tirg\u016b tom\u0113r ieviest, \u013caujot akredit\u0113ties ar\u012b autoservisiem, tom\u0113r \u0161\u0101da iesp\u0113ja var\u0113tu par\u0101d\u012bties tikai p\u0113c 10 gadiem.<\/p>\n\n\n\n<p>\u012aSUM\u0100:<\/p>\n\n\n\n<p>&#8211; Iesp\u0113ja peln\u012bt tikai izredz\u0113tajiem.<br>&#8211; Publiskais iepirkums konkurenci nedod .<br>&#8211; Gaid\u0101ms cenu pieaugums.<br>&#8211; Konkurences padome aicina tirgu atv\u0113rt autoservisiem.<br>&#8211; Saeim\u0101 atbalsts pla\u0161\u0101kai tirgus atv\u0113r\u0161anai, ta\u010du p\u0113c 10 gadiem.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Iesp\u0113ja peln\u012bt tikai izredz\u0113tajiem<\/strong><\/h3>\n\n\n\n<p>Kaut gan \u0161oferi par tehnisko apskati maks\u0101 pa taisno CSDD, pa\u0161u ma\u0161\u012bnu p\u0101rbaudi jeb tehnisko kontroli veic \u010detras priv\u0101tas, CSDD akredit\u0113tas firmas, ar kur\u0101m direkcija v\u0113l\u0101k nor\u0113\u0137in\u0101s \u2013 SIA &#8220;Scantest&#8221;, SIA &#8220;Autests&#8221;, SIA &#8220;Ventests&#8221; un SIA &#8220;Auteko &amp; TUV Latvija &#8211; TUV Rheinland grupa&#8221;. Katrai firmai iedal\u012bta sava teritorija, kur\u0101 iedz\u012bvot\u0101jus apkalpot. Pag\u0101ju\u0161aj\u0101 gad\u0101 par tehnisko kontroli CSDD uz\u0146\u0113mumiem samaks\u0101ja 16,3 miljonus eiro. Ilgus gadus CSDD bija firmu l\u012bdz\u012bpa\u0161niece.<\/p>\n\n\n\n<p>Konkurences padome sist\u0113mu kritiz\u0113ja, jo valsts atsevi\u0161\u0137iem komersantiem \u2013 akredit\u0113to firmu l\u012bdz\u012bpa\u0161niekiem \u2013 faktiski garant\u0113jusi dro\u0161u biznesu, kam\u0113r citiem nek\u0101d\u0101 veid\u0101 iesaist\u012bties tirg\u016b nav iesp\u0113jams.<\/p>\n\n\n\n<p>&#8220;Faktiski katrs atrodas monopola st\u0101vokl\u012b. Tas ir viens aspekts. Otrs \u2013 ka nepast\u0101v\u0113ja nek\u0101di atlases krit\u0113riji vai ierobe\u017eojumi, vai laika periods, k\u0101d\u0101 veid\u0101 tiek atlas\u012bti \u0161ie tirgus dal\u012bbnieki, kas sniedz pakalpojumu,&#8221; nor\u0101da Konkurences padomes priek\u0161s\u0113d\u0113t\u0101ja vietnieks J\u0101nis Ra\u010dko.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Publiskais iepirkums konkurenci nedod<\/strong><\/h3>\n\n\n\n<p>Pirms trim gadiem, sekojot ar\u012b Eiropas Savien\u012bbas praksei, vald\u012bba piekrita tirgu da\u013c\u0113ji atv\u0113rt. CSDD savas kapit\u0101lda\u013cas uz\u0146\u0113mumos par aptuveni pieciem miljoniem eiro izsol\u0113s p\u0101rdeva priv\u0101tajiem l\u012bdz\u012bpa\u0161niekiem, un pag\u0101ju\u0161\u0101 gada ruden\u012b izsludin\u0101ja publisku iepirkumu, kur\u0101 teor\u0113tiski jebkur\u0161 var\u0113ja pieteikties tehnisk\u0101s kontroles ma\u0161\u012bn\u0101m veikt konkr\u0113t\u0101 re\u0123ion\u0101.<\/p>\n\n\n\n<p>2020. gada august\u0101 vald\u012bbas s\u0113d\u0113 izskat\u012btaj\u0101 informat\u012bvaj\u0101 zi\u0146ojum\u0101 Satiksmes ministrija par jauno k\u0101rt\u012bbu rakst\u012bja, ka &#8220;publisko iepirkumu principu piem\u0113ro\u0161ana padar\u012bs iesp\u0113jamu jaunu tirgus dal\u012bbnieku ien\u0101k\u0161anu Tehnisk\u0101s kontroles pakalpojumu tirg\u016b un veicin\u0101s priv\u0101to komersantu iesaisti saimnieciskaj\u0101 darb\u012bb\u0101, k\u0101 ar\u012b nov\u0113rs\u012bs ba\u017eas par nepamatot\u0101m barjer\u0101m iek\u013c\u016b\u0161anai tirg\u016b, kas paustas Konkurences padomes 2018. gada 16. j\u016blija Tirgus uzraudz\u012bbas nosl\u0113guma zi\u0146ojum\u0101&#8221;.<\/p>\n\n\n\n<p>Tom\u0113r nek\u0101da konkurence neizveidoj\u0101s. Latvijas karte iepirkum\u0101 bija sadal\u012bta 33 da\u013c\u0101s, un 32 no t\u0101m tehnisko kontroli pieteic\u0101s veikt tikai viens pretendents \u2013 l\u012bdz\u0161in\u0113jais pakalpojuma sniedz\u0113js.<\/p>\n\n\n\n<p>Rezult\u0101t\u0101 10 gadu l\u012bgumus par kop\u0113jo provizorisko summu 236 miljoniem eiro CSDD \u0161obr\u012bd sl\u0113dz ar t\u0101m pa\u0161\u0101m \u010detr\u0101m firm\u0101m, kas tehnisko kontroli veic jau kop\u0161 devi\u0146desmitajiem gadiem.<\/p>\n\n\n\n<p>Kop\u0113j\u0101s ieg\u016bto l\u012bgumu summas:<\/p>\n\n\n\n<p>&#8220;Auteko &amp; TUV&#8221; 82 597 678 eiro<br>&#8220;Autests&#8221; 78 882&nbsp;834 eiro<br>&#8220;Scantest&#8221; 70 127 488 eiro<br>&#8220;Venttests&#8221; 4 889 968 eiro<\/p>\n\n\n\n<p>P\u0113tot \u012bpa\u0161nieku strukt\u016bru, redzams, ka divas no t\u0101m (SIA &#8220;Autests&#8221; un SIA &#8220;Auteko &amp; TUV Latvija &#8211; TUV Rheinland grupa&#8221;) piln\u012bb\u0101 pieder v\u0101cu komp\u0101nijai &#8220;TUV International GmbH-Unternehmensgruppe TUV Rheinland&#8221;, otr\u0101s div\u0101s vair\u0101kums da\u013cu pieder zviedru komp\u0101nijai &#8220;Carspect Group AB&#8221;, maz\u0101kums \u2013 viet\u0113jai firmai SIA &#8220;CA 88&#8221;. L\u012bdz ar to faktiski Latvijas tehnisk\u0101s kontroles tirgu sav\u0101 starp\u0101 sadal\u012bju\u0161i divi \u0101rzemju komersanti un maz\u0101k\u0101 m\u0113r\u0101 ar\u012b viena viet\u0113j\u0101 firma, sav\u0101 starp\u0101 \u012bsti nekonkur\u0113jot.<\/p>\n\n\n\n<p>CSDD valdes priek\u0161s\u0113d\u0113t\u0101js Aivars Aksenoks nenoliedz, ka iecer\u0113to konkurenci p\u0101reja uz publisk\u0101 iepirkuma sist\u0113mu nav izveidojusi: &#8220;J\u0101atz\u012bst god\u012bgi, ka rezult\u0101ts ir \u0161\u0101ds, ka m\u0113s nevaram atz\u012bt, ka ir notiku\u0161as b\u016btiskas izmai\u0146as. (..) Liekot roku uz sirds varu apgalvot, ka patie\u0161\u0101m bija nodro\u0161in\u0101ti vienl\u012bdz\u012bgi apst\u0101k\u013ci, lai jebkur\u0161, kur\u0161 tie\u0161\u0101m v\u0113las str\u0101d\u0101t \u0161aj\u0101 biznes\u0101, to var\u0113tu izdar\u012bt. Vi\u0146\u0161 nor\u0101da, ka CSDD par iepirkumu inform\u0113ja da\u017e\u0101das organiz\u0101cijas cer\u012bb\u0101 vairot interesi tom\u0113r pieteikties.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Gaid\u0101ms cenu pieaugums<\/strong><\/h3>\n\n\n\n<p>Run\u0101jot par cenu, Aksenoks nor\u0101da, ka vieglo automa\u0161\u012bnu apskate p\u0113c jauno l\u012bgumu sp\u0113k\u0101 st\u0101\u0161an\u0101s CSDD izmaks\u0101s par aptuveni 12% d\u0101rg\u0101k, kravas auto \u2013 par 40% l\u012bdz 50% d\u0101rg\u0101k. CSDD p\u0101rst\u0101vji uzsver, ka cenas sal\u012bdzinot j\u0101\u0146em v\u0113r\u0101, ka uzvar\u0113t\u0101jiem uzdots b\u016bv\u0113t ar\u012b jaunas stacijas Smilten\u0113, L\u012bv\u0101nos un divas R\u012bg\u0101, un it \u012bpa\u0161i kravas auto gad\u012bjum\u0101 b\u016bs j\u0101lieto jaunas papildu metodes, kas pakalpojumu sad\u0101rdzina. T\u0101pat j\u0101\u0146em v\u0113r\u0101 ar\u012b infl\u0101cija<\/p>\n\n\n\n<p>Savuk\u0101rt iedz\u012bvot\u0101jiem cenr\u0101dis var\u0113tu pieaugt p\u0113c gada, nor\u0101da Aksenoks: &#8220;Tad, kad tas b\u016bs apr\u0113\u0137in\u0101ts, kad liel\u0101k\u0101 da\u013ca no \u0161\u012bm stacij\u0101m uzs\u0101ks darbu, m\u0113s iesim uz vald\u012bbu ar cenu apstiprin\u0101\u0161anas priek\u0161likumu.&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Konkurences padome aicina tirgu atv\u0113rt autoservisiem<\/strong><\/h3>\n\n\n\n<p>Tikm\u0113r Konkurences padome par iepirkuma rezult\u0101tu saka \u2013 cit\u0101di nemaz nevar\u0113ja b\u016bt. Vien\u012bgie re\u0101listiskie konkurenti uzvar\u0113t\u0101jiem esot autoservisi, ta\u010du tie iepirkum\u0101 piedal\u012bties nevar\u0113ja, jo likums aizliedz servisiem akredit\u0113ties k\u0101 tehnisk\u0101s kontroles veic\u0113jiem.<\/p>\n\n\n\n<p>&#8220;Potenci\u0101li tie vien\u012bgie [tirgus jaunpien\u0101c\u0113ji] princip\u0101 ir remont\u0113t\u0101ji. Protams, var uzrasties k\u0101ds biznesmenis, kas v\u0113las uzcelt tehnisk\u0101s apskates staciju, bet tur j\u0101b\u016bt zin\u0101\u0161an\u0101m tom\u0113r, un person\u0101l\u0101 parasti t\u0101s ir tom\u0113r tiem, kas jau veic \u0161o remontu, ma\u0161\u012bnu apkopi un t\u0101 t\u0101l\u0101k,&#8221; uzsver Konkurences padomes p\u0101rst\u0101vis Ra\u010dko.<\/p>\n\n\n\n<p>L\u012bdz\u012bgi saka ar\u012b Saeimas deput\u0101te Skaidr\u012bte \u0100brama, kura Konkurences padomi vad\u012bja CSDD izp\u0113tes laik\u0101: &#8220;K\u0101p\u0113c it k\u0101 atverot tirgu, r\u012bkojot iepirkumu, nepieteic\u0101s? Jo tas noz\u012bm\u0113, ka uz\u0146\u0113mums, kas uz to pretend\u0113, vi\u0146\u0161 nedr\u012bkst ne ar ko citu nodarboties. Vi\u0146\u0161 nedr\u012bkst veikt v\u0113l k\u0101das papildu darb\u012bbas. Vi\u0146i saprata, ka neuzvar\u0113s \u0161aj\u0101 c\u012b\u0146\u0101 par iesp\u0113ju sniegt pakalpojumu.&#8221;<\/p>\n\n\n\n<p>Tikai Ventspil\u012b savu pied\u0101v\u0101jumu par tehnisko kontroli bija iesniedzis jauns pretendents \u2013 viet\u0113j\u0101 firma &#8220;Venta 1&#8221;, kas nodarbojas ar b\u016bvniec\u012bbu un kam ir ar\u012b savs auto serviss. Firmas vad\u012bt\u0101js Aldis Paulovskis nor\u0101d\u012bja, ka uzvaras gad\u012bjum\u0101 tehnisk\u0101s kontroles bizness no p\u0101r\u0113j\u0101s darb\u012bbas b\u016btu j\u0101nodala, lai atbilstu pras\u012bb\u0101m. Tom\u0113r p\u0113c pied\u0101v\u0101jumu atv\u0113r\u0161anas, redzot konkurenta cenu, &#8220;Venta 1&#8221; neredz\u0113ja j\u0113gu turpin\u0101t iepirkum\u0101 piedal\u012bties un uz CSDD papildu jaut\u0101jumiem neatbild\u0113ja.<\/p>\n\n\n\n<p>&#8220;Mums tur b\u016btu j\u0101invest\u0113 ar\u012b v\u0113l vair\u0101ki simti t\u016bksto\u0161i, protams, lai m\u0113s to visu nodro\u0161in\u0101tu piln\u012bb\u0101. To uz otro las\u012bjumu iesniedza &#8220;Apvienot\u0101 saraksta&#8221; deput\u0101ts Andris Kulbergs, kur\u0161 vada &#8220;Auto asoci\u0101ciju&#8221;. Vi\u0146\u0161 gan uzsver, ka tagad tas neko nemain\u012bs, un servisi lab\u0101kaj\u0101 gad\u012bjum\u0101 apskates var\u0113s veikt p\u0113c 10 gadiem, kad beigsies jaunie l\u012bgumi ar iepirkuma uzvar\u0113t\u0101jiem.<\/p>\n\n\n\n<p>&#8220;To nevar izmain\u012bt, tas ir 2033. gads.
