Jau kop\u0161 neatkar\u012bbas atg\u016b\u0161anas pag\u0101ju\u0161\u0101 gadsimta s\u0101kum\u0101 Norv\u0113\u0123ijas valsts un pa\u0161vald\u012bbu iest\u0101des ir piev\u0113rsu\u0161as uzman\u012bbu publisko iepirkumu organiz\u0113\u0161anai, nov\u0113rt\u0113jot to noz\u012bm\u012bgumu un ietekmi uz tautsaimniec\u012bbas att\u012bst\u012bbu: publiskais iepirkums aiz\u0146em aptuveni 15 % no nacion\u0101l\u0101 kopprodukta. DIFI uzdevums ir \u012bstenot Norv\u0113\u0123ijas vald\u012bbas Vides un soci\u0101li atbild\u012bg\u0101 iepirkuma r\u012bc\u012bbas pl\u0101nu, kas tika pie\u0146emts 2007. gad\u0101.<br \/>\n<!--more--><br \/>\n<strong>Pa\u0161vald\u012bbu sadarb\u012bba publisk\u0101 iepirkuma organiz\u0113\u0161an\u0101<\/strong> <\/p>\n<p><em>BTV Innkj\u00f8p<\/em> ir br\u012bvpr\u0101t\u012bga pa\u0161vald\u012bbu apvien\u012bba un organiz\u0113 iepirkumus, kas p\u0101rsniedz 100 000 norv\u0113\u0123u kronu (9\u00a0000 latu), apkalpojot vair\u0101k nek\u0101 tr\u012bsdesmit pa\u0161vald\u012bbu trij\u0101s gr\u0101fist\u0113s \u2013 Buskerud\u0101, Telemark\u0101 un Vestfold\u0113. \u0160obr\u012bd <em>BTV Innkj\u00f8p<\/em> p\u0101rvalda 117 visp\u0101r\u012bg\u0101s vieno\u0161an\u0101s jeb jumta l\u012bgumus kopum\u0101 par 660 miljoniem kronu (60 miljoniem latu). <em>BTV Innkj\u00f8p<\/em> p\u0101rst\u0101vis Espens Hansens Aspass uzsv\u0113ra, ka vi\u0146u \u2013 iepirkumu apvien\u012bbas \u2013 uzdevums ir p\u0113c iesp\u0113jas efekt\u012bv\u0101k izmantot nodok\u013cu maks\u0101t\u0101ju l\u012bdzek\u013cus un izpild\u012bt iepirkumu likumu pras\u012bbas. Apvien\u012bbas darbu nodro\u0161ina 11 cilv\u0113ku komanda, kas apvieno iepirkuma speci\u0101listus un juristus. Izstr\u0101d\u0101jot jauna iepirkuma dokument\u0101ciju, <em>BTV Innkj\u00f8p<\/em> vienm\u0113r izveido konsultat\u012bvo grupu, pieaicinot tr\u012bs l\u012bdz piecpadsmit iepirkumam paredz\u0113to pre\u010du vai pakalpojumu sa\u0146\u0113m\u0113jus, ra\u017eot\u0101jus un pieg\u0101d\u0101t\u0101jus, lai iepirkuma tehnisk\u0101 specifik\u0101cija un p\u0101r\u0113j\u0101 dokument\u0101cija atbilstu lietot\u0101ju vajadz\u012bb\u0101m, \u0146emot v\u0113r\u0101 jaun\u0101k\u0101s ra\u017eot\u0101ju un pieg\u0101d\u0101t\u0101ju tehnisk\u0101s iesp\u0113jas, un protams, par vislab\u0101ko cenu. Dokument\u0101ciju izstr\u0101d\u0101 pa\u0161i <em>BTV Innkj\u00f8p,<\/em> to apsprie\u017eot ar konsultat\u012bvo grupu, kas tiekas tr\u012bs l\u012bdz piecas reizes. Ikviena iepirkuma izstr\u0101dei nepiecie\u0161ama tirgus situ\u0101cijas izp\u0113te. T\u0101p\u0113c kop\u0161 2010. gada pirms iepirkuma dokument\u0101cijas izstr\u0101des <em>BTV Innkj\u00f8p<\/em> r\u012bko <em>tirgus konferenci<\/em> starp potenci\u0101lajiem pieg\u0101d\u0101t\u0101jiem, lai apzin\u0101tu jaun\u0101k\u0101s tendences un inov\u0101cijas paredz\u0113taj\u0101 iepirkuma jom\u0101, tostarp vides inov\u0101cijas. Pieg\u0101d\u0101t\u0101ji labpr\u0101t piedal\u0101s \u0161aj\u0101s konferenc\u0113s, jo tas pal\u012bdz ar\u012b vi\u0146iem pa\u0161iem lab\u0101k sagatavot pied\u0101v\u0101jumu. Virs noteiktas summas pl\u0101not\u0101 iepirkuma nodoma elektronisko izsludin\u0101\u0161anu prasa ar\u012b likums, lai nodro\u0161in\u0101tu p\u0113c iesp\u0113jas liel\u0101ku caursp\u012bd\u012bgumu un ikvienas iesaist\u012bt\u0101s personas l\u012bdzdal\u012bbas iesp\u0113jas. T\u0101p\u0113c l\u012bguma sagatavo\u0161ana parasti prasa pusgadu. <\/p>\n<p>Katra pa\u0161vald\u012bba veic ar\u012b maz\u0101kus iepirkumus. Pa\u0161vald\u012bbu speci\u0101listi var griezties p\u0113c konsult\u0101cij\u0101m gan <em>BTV Innkj\u00f8p,<\/em> gan DIFI. <\/p>\n<p><em>BTV Innkj\u00f8p<\/em> ne vien organiz\u0113 iepirkumus, bet ar\u012b seko faktisko pieg\u0101\u017eu atbilst\u012bbai l\u012bgumu pras\u012bb\u0101m. Pieg\u0101des kvalit\u0101tes p\u0101rbaude ir \u013coti svar\u012bga pa\u0161vald\u012bbas t\u0113la uztur\u0113\u0161anai, jo mazina pieg\u0101d\u0101t\u0101ju m\u0113\u0123in\u0101jumus izsprukt ar viegl\u0101kiem nosac\u012bjumiem nek\u0101 l\u012bgum\u0101 sol\u012bts. Visiem pakalpojumu vai pre\u010du tie\u0161ajiem sa\u0146\u0113m\u0113jiem elektroniski ir pieejami l\u012bgumu nosac\u012bjumi, un <em>BTV Innkj\u00f8p<\/em> mudina vienm\u0113r p\u0101rbaud\u012bt faktisk\u0101s pieg\u0101des atbilst\u012bbu tiem. Jebkuras neatbilst\u012bbas vai neskaidr\u012bbu gad\u012bjum\u0101 sa\u0146\u0113m\u0113js caur l\u012bgumu elektronisko sist\u0113mu inform\u0113 <em>BTV Innkj\u00f8p,<\/em> kas izv\u0113rt\u0113 zi\u0146ojumu un nosaka t\u0101l\u0101ko darb\u012bbu, piem\u0113ram, tik\u0161anos ar pieg\u0101d\u0101t\u0101ju neatbilst\u012bbu nov\u0113r\u0161anai vai ar\u012b soda naudu, kas tiek paredz\u0113ta ikvien\u0101 l\u012bgum\u0101. Darbinieki, kas seko l\u012bgumu izpildei, tiek iesaist\u012bti ar\u012b jaun\u0101 iepirkuma dokument\u0101cijas sagatavo\u0161an\u0101, lai \u0146emtu v\u0113r\u0101 uzkr\u0101to pieredzi un nov\u0113rstu nov\u0113rot\u0101s probl\u0113mas. S\u016bdz\u012bbas un neatbilst\u012bbas tiek dokument\u0113tas, lai pieredzi izmantotu n\u0101kamajos iepirkumos. T\u0101pat ar\u012b pre\u010du un pakalpojumu sa\u0146\u0113m\u0113ji, kas iepriek\u0161\u0113j\u0101 l\u012bguma izpildes laik\u0101 bie\u017ei <em>s\u016bdz\u0113ju\u0161ies,<\/em> tiek iel\u016bgti konsultat\u012bvaj\u0101 grup\u0101 n\u0101kam\u0101 iepirkuma pras\u012bbu pilnveidei.<\/p>\n<p>Iepirkumu apvien\u012bbu <em>BTV Innkj\u00f8p<\/em> uztur apkalpoto pa\u0161vald\u012bbu iemaksas, k\u0101 ar\u012b l\u012bdzdal\u012bba atsevi\u0161\u0137os projektos. Gada izmaksas apvien\u012bbas darb\u012bbas nodro\u0161in\u0101\u0161anai ir aptuveni 4,4 miljoni kronu (0,4 miljoni latu), kas ir maz\u0101k nek\u0101 procents no \u0161obr\u012bd nosl\u0113gto l\u012bgumu apjoma.<\/p>\n<p><strong>Vides pras\u012bbu iek\u013cau\u0161ana publiskaj\u0101 iepirkum\u0101<\/strong><\/p>\n<p>Za\u013cais publiskais iepirkums \u0146em v\u0113r\u0101 vides pras\u012bbas visos iepirkuma etapos, t\u0101d\u0113j\u0101di veicinot vides tehnolo\u0123iju un vidi saudz\u0113jo\u0161u produktu att\u012bst\u012bbu. Za\u013c\u0101 publisk\u0101 iepirkuma pieeja noz\u012bm\u0113 ar\u012b to, ka pirc\u0113js \u0146em v\u0113r\u0101 preces vai pakalpojuma ietekmi uz vidi vis\u0101 dz\u012bves cikl\u0101, s\u0101kot ar izejvielu ieguvi, ra\u017eo\u0161anu, lieto\u0161anu un izlietoto pre\u010du nog\u0101d\u0101\u0161anu atkritumos. <\/p>\n<p>Kop\u0161 2001. gada Norv\u0113\u0123ijas Publisk\u0101 iepirkuma likums prasa, lai valsts, k\u0101 ar\u012b ikvienas gr\u0101fistes un pa\u0161vald\u012bbas iest\u0101des, pl\u0101nojot katru iepirkumu, apsv\u0113rtu t\u0101 ietekmi uz vidi un resursiem. T\u0101pat iepirkumu proces\u0101 j\u0101\u0146em v\u0113r\u0101 dz\u012bves cikla izmaksas (LCC \u2013 <em>life cycle costs<\/em>) un univers\u0101lais dizains. Kop\u0161 2010. gada Publisk\u0101s p\u0101rvaldes un e-p\u0101rvaldes a\u0123ent\u016bra DIFI ir uzs\u0101kusi vides <em>mezglu<\/em> projektu, kas apvieno vair\u0101kas pa\u0161vald\u012bbas vis\u0101s Norv\u0113\u0123ijas gr\u0101fist\u0113s, nodro\u0161inot ar nepiecie\u0161amo inform\u0101ciju un zin\u0101\u0161an\u0101m vides pras\u012bbu iek\u013cau\u0161anai iepirkumos. <\/p>\n<p>Likums prasa, ka ikvien\u0101 iepirkum\u0101 j\u0101\u0146em v\u0113r\u0101 ietekme uz vidi, bet ne visos konkursu nosac\u012bjumos iek\u013cauti vides krit\u0113riji, jo pras\u012bbas samazin\u0101t ietekmi uz vidi iek\u013cauj citos iepirkuma posmos. Ir \u010detras iesp\u0113jas, ko <em>BTV Innkj\u00f8p<\/em> izmanto vides pras\u012bbu iek\u013cau\u0161anai iepirkumos \u2013 gan konkursa laik\u0101, gan ar\u012b v\u0113l\u0101k, l\u012bguma nosac\u012bjumos un izpildes laik\u0101: <\/p>\n<ul>\n1. nosakot pieg\u0101d\u0101t\u0101ja kvalifik\u0101ciju (piem\u0113ram, atbilst\u012bbu vides p\u0101rvald\u012bbas sist\u0113mu standartiem);<br \/>\n2. iek\u013caujot vides pras\u012bbas izv\u0113les krit\u0113rijos (nereti tie tiek formul\u0113ti jaut\u0101juma veid\u0101 \u2013 piem\u0113ram: \u201cK\u0101 j\u016bs nodro\u0161in\u0101sit, ka p\u0101rtikas pieg\u0101d\u0113 vismaz 10 % ir biolo\u0123isk\u0101s lauksaimniec\u012bbas produkti?\u201d);<br \/>\n3. iek\u013caujot vides pras\u012bbas l\u012bguma nosac\u012bjumos, piem\u0113ram, pieg\u0101d\u0101t\u0101jam j\u0101nosl\u0113dz l\u012bgums ar izlietot\u0101 iepakojuma apsaimniekot\u0101jiem;<br \/>\n4. visp\u0101r\u012bg\u0101s vieno\u0161an\u0101s l\u012bguma darb\u012bbas laik\u0101 veicinot videi saudz\u012bgu izv\u0113li, piem\u0113ram, pieg\u0101des katalogos za\u013cie produkti tiek \u012bpa\u0161i mar\u0137\u0113ti. Nereti pieg\u0101d\u0101t\u0101jam prasa, lai pieg\u0101des katalog\u0101 atsevi\u0161\u0137\u0101s pre\u010du grup\u0101s atst\u0101tu tikai produktus ar ekomar\u0137\u0113jumu. T\u0101pat ar\u012b <em>BTV Innkj\u00f8p<\/em> seko faktiskaj\u0101m pieg\u0101d\u0113m, regul\u0101ri publiski atz\u012bm\u0113jot visza\u013c\u0101kos sa\u0146\u0113m\u0113jus.<\/ul>\n<p><strong>Kornelis Brokhuss<\/strong> l\u0113sa, ka liel\u0101kaj\u0101 da\u013c\u0101 (80 %) iepirkumu pied\u0101v\u0101jumu izv\u0113rt\u0113\u0161an\u0101 40 % tiek doti cenai, bet 60 % \u2013 kvalit\u0101tes pras\u012bb\u0101m.<br \/>\nVides krit\u0113riju noteik\u0161anai <em>BTV Innkj\u00f8p<\/em> vad\u0101s p\u0113c EK za\u013c\u0101 iepirkuma krit\u0113rijiem (<em><a href=\"http:\/\/ec.europa.eu\/environment\/gpp\/gpp_criteria_en.htm\">http:\/\/ec.europa.eu\/environment\/gpp\/gpp_criteria_en.htm<\/a><\/em>), k\u0101 ar\u012b p\u0113c Publisk\u0101s p\u0101rvaldes un e-p\u0101rvaldes a\u0123ent\u016bras (DIFI) metodiskajiem materi\u0101liem, gan citiem avotiem. Pre\u010du jom\u0101, uzst\u0101dot za\u013c\u0101 iepirkuma pras\u012bbas, <em>BTV Innkj\u00f8p<\/em> izmanto paz\u012bstamus ekomar\u0137\u0113jumus, piem\u0113ram, Zieme\u013cu gulbi, Eiropas pu\u0137\u012bti, <em>Debio<\/em> \u2013 norv\u0113\u0123u nacion\u0101lo sh\u0113mu, God\u012bgas tirdzniec\u012bbas z\u012bmi un citus. Diskutabls ir jaut\u0101jums par ra\u017eot\u0101ju pa\u0161deklar\u0101ciju izmanto\u0161anu atbilst\u012bbas nov\u0113rt\u0113\u0161an\u0101, jo pa\u0161vald\u012bbu speci\u0101listiem pietr\u016bkst zin\u0101\u0161anu, lai nov\u0113rt\u0113tu krit\u0113riju noz\u012bm\u012bgumu un izv\u0113l\u0113t\u0101s verifik\u0101cijas metodes. <\/p>\n<p><strong>Konr\u0101ds Lutrops,<\/strong> Zviedrijas Karalisk\u0101 tehnolo\u0123iju instit\u016bta profesors, nor\u0101d\u012bja, ka nereti \u013coti inovat\u012bviem produktiem ekomar\u0137\u0113juma z\u012bmes un atbilsto\u0161ie krit\u0113riji v\u0113l nav izstr\u0101d\u0101ti, lai gan \u0161ie produkti var b\u016bt videi iev\u0113rojami saudz\u012bg\u0101ki. T\u0101p\u0113c, lai gan ekomar\u0137\u0113juma z\u012bmes var dro\u0161i izmantot, tom\u0113r neb\u016btu pareizi visu za\u013co iepirkumu reduc\u0113t tikai uz t\u0101m, t\u0101d\u0113j\u0101di izsl\u0113dzot inovat\u012bvus risin\u0101jumus. <\/p>\n<p>Pakalpojumu iepirkumam ir gr\u016bt\u0101k noteikt konkr\u0113tus vides krit\u0113rijus, lai gan atsevi\u0161\u0137iem pakalpojumu veidiem ir pieejams ar\u012b vides mar\u0137\u0113jums. Nereti nov\u0113rt\u0113 pretendentu kompetenci un kvalifik\u0101ciju. <\/p>\n<p>Lai gan <em>BTV Innkj\u00f8p<\/em> atbild tikai par lielajiem visp\u0101r\u012bg\u0101s vieno\u0161an\u0101s l\u012bgumiem, bet maz\u0101kus iepirkumus pa\u0161vald\u012bbas gatavo pa\u0161as, \u0161\u012b iepirkumu apvien\u012bba uzskata par savu uzdevumu izgl\u012btot gan pa\u0161vald\u012bbu, gan autonomu iest\u0101\u017eu iepirkumu speci\u0101listus par videi saudz\u012bgu izv\u0113li. Espens Hansens Aspass uzsver, ka \u201c\u013coti svar\u012bgi ir veidot <em>za\u013ci dom\u0101jo\u0161u<\/em> profesion\u0101\u013cu t\u012bklu, kas var\u0113tu cits citu atbalst\u012bt, pasarg\u0101jot no izdeg\u0161anas.\u201d P\u0113d\u0113jo 10\u201320 gadu laik\u0101 vides apzi\u0146as l\u012bmenis Norv\u0113\u0123ij\u0101 ir iev\u0113rojami pieaudzis. Pirmaj\u0101 br\u012bd\u012b, p\u0101rejot uz elektronisko sist\u0113mu, pieg\u0101d\u0101t\u0101ji esot kurn\u0113ju\u0161i, bet v\u0113l\u0101k, pierodot pie t\u0101s, pukst\u0113ju\u0161i, k\u0101p\u0113c t\u0101 ieviesta tikai tagad. Elektronisk\u0101 sist\u0113ma ir ac\u012bmredzami \u0113rt\u0101ka un ietaupa l\u012bdzek\u013cus, piem\u0113ram, pap\u012bru, pasta izdevumus, k\u0101 ar\u012b nodro\u0161ina prec\u012bz\u0101ku termi\u0146u iev\u0113ro\u0161anu (ar atg\u0101dn\u0113m) un samazina k\u013c\u016bdu iesp\u0113jam\u012bbu, pied\u0101v\u0101jot piem\u0113rotas dokumentu sagataves.
