{"id":17444,"date":"2022-03-28T13:21:25","date_gmt":"2022-03-28T11:21:25","guid":{"rendered":"https:\/\/zurnalsiepirkumi.lv\/?p=17444"},"modified":"2022-03-28T13:21:26","modified_gmt":"2022-03-28T11:21:26","slug":"riski-es-fondu-projektu-ieviesana-ieteikumi-risinajumiem","status":"publish","type":"post","link":"https:\/\/zurnalsiepirkumi.lv\/?p=17444","title":{"rendered":"Riski ES fondu projektu ievie\u0161an\u0101: ieteikumi risin\u0101jumiem"},"content":{"rendered":"\n<p>\u0145emot v\u0113r\u0101 aktu\u0101lo situ\u0101ciju un inform\u0101ciju par iesp\u0113jamiem riskiem, kas saist\u012bti ar Putina kara pret Ukrainu, Covid 19 pand\u0113mijas sek\u0101m un citu \u0101r\u0113jo apst\u0101k\u013cu ietekmi uz Eiropas Savien\u012bbas (ES) fondu projektu ievie\u0161anu, Centr\u0101l\u0101 finan\u0161u un l\u012bgumu a\u0123ent\u016bra (CFLA) apkopojusi ieteikumus \u0161o risku mazin\u0101\u0161anai.<\/p>\n\n\n\n<p>CFLA sniedz inform\u0101ciju par da\u017eiem iesp\u0113jamiem risin\u0101jumiem, kuru piem\u0113ro\u0161anu aicina r\u016bp\u012bgi apsv\u0113rt:<\/p>\n\n\n\n<ol><li>Izv\u0113rt\u0113jot \u0123eopolitisk\u0101s situ\u0101cijas un citu risku ietekmi uz projektu ievie\u0161anu, finans\u0113juma sa\u0146\u0113m\u0113js, sniedzot pamatojumu par situ\u0101cijas ietekmi uz projekt\u0101 pl\u0101noto darb\u012bbu pabeig\u0161anu,\u00a0var ierosin\u0101t pagarin\u0101t ES l\u012bdzfinans\u0113t\u0101 projekta ievie\u0161anas termi\u0146u\u00a0\u0161obr\u012bd\u00a0specifisk\u0101 atbalsta m\u0113r\u0137a regul\u0113jo\u0161o Ministra kabineta (MK) noteikumu noteiktajos termi\u0146os;<\/li><li>Pamatojoties uz nep\u0101rvaramas varas apst\u0101k\u013ciem,\u00a0netiks piem\u0113roti<strong>\u00a0<a href=\"https:\/\/likumi.lv\/ta\/id\/271368-kartiba-kada-eiropas-savienibas-strukturfondu-un-kohezijas-fonda-vadiba-iesaistitas-institucijas-nodrosina-planosanas-dokumentu\">MK noteikumos Nr. 784<\/a>\u00a0<\/strong>noteiktie ierobe\u017eojumi\u00a0attiec\u012bb\u0101 uz projektu ievie\u0161anas termi\u0146a pagarin\u0101\u0161anu vai finan\u0161u discipl\u012bnas iev\u0113ro\u0161anu;<\/li><li>Finans\u0113juma sa\u0146\u0113m\u0113js var rosin\u0101t groz\u012bjumus ES fondu l\u012bdzfinans\u0113taj\u0101 projekt\u0101,\u00a0samazinot \u00a0projekt\u0101 ievie\u0161amo darb\u012bbu apjomu pret pieejamo finans\u0113jumu, \u00a0vienlaikus nodro\u0161inot projekta\u00a0m\u0113r\u0137a sasnieg\u0161anu piln\u0101 apm\u0113r\u0101. \u0160\u0101da risin\u0101juma iesp\u0113jam\u012bba tiks izskat\u012bta sadarb\u012bb\u0101 ar atbild\u012bgo iest\u0101di (nozares ministrija);<\/li><li>\u0160\u012b br\u012b\u017ea situ\u0101cija b\u016bvniec\u012bbas nozar\u0113 saist\u012bb\u0101 ar karadarb\u012bbu Ukrain\u0101 un pret Krieviju un Baltkrieviju ieviest\u0101m sankcij\u0101m, tai skait\u0101, met\u0101la un citu resursu nepieejam\u012bba vai to izmaksu pieaugums, viennoz\u012bm\u012bgi atbilst Publisko iepirkumu likuma 61.panta tre\u0161aj\u0101 da\u013c\u0101, Sabiedrisko pakalpojumu sniedz\u0113ju iepirkuma likuma 66.panta tre\u0161aj\u0101 da\u013c\u0101 un Publisk\u0101s un priv\u0101t\u0101s partner\u012bbas likuma 63.panta tre\u0161\u0101s da\u013cas 3.punkt\u0101 min\u0113tajiem apst\u0101k\u013ciem, kurus pas\u016bt\u012bt\u0101js, sabiedrisko pakalpojumu sniedz\u0113js vai publiskais partneris vai t\u0101 p\u0101rst\u0101vis iepriek\u0161 nevar\u0113ja paredz\u0113t. Attiec\u012bgi projekt\u0101 pl\u0101noto darb\u012bbu, kas saist\u012btas ar b\u016bvniec\u012bbu, pabeig\u0161anai\u00a0l\u012bgumsl\u0113dz\u0113jpus\u0113m ir ties\u012bbas veikt b\u016btiskus l\u012bguma groz\u012bjumus, nemainot l\u012bguma visp\u0101r\u0113jo raksturu.<strong>\u00a0<\/strong>Pus\u0113m ir ties\u012bbas vienoties par l\u012bguma izpildes termi\u0146a pagarin\u0101\u0161anu, l\u012bgumcenas p\u0101rskat\u012b\u0161anu (l\u012bdz\u00a050\u00a0% no s\u0101kotn\u0113j\u0101s l\u012bguma cenas), k\u0101 ar\u012b par citiem nepiecie\u0161amajiem groz\u012bjumiem. Papildus tam iepirkumu jomas regul\u0113jums paredz ar\u012b citus instrumentus l\u012bguma izmai\u0146u vad\u012bbai. Par iesp\u0113j\u0101m piem\u0113rot min\u0113tos iz\u0146\u0113mumus l\u016bdzam skat\u012bt Iepirkumu uzraudz\u012bbas biroja\u00a0<a href=\"https:\/\/www.cfla.gov.lv\/lv\/jaunums\/iub-skaidrojums-par-ligumu-vadibu-krizes-apstaklos\">skaidrojumu<\/a>; \u00a0\u00a0<\/li><li>Lemjot par publisk\u0101 b\u016bvdarbu l\u012bguma groz\u012bjumiem un paredzot l\u012bgumcenas vai termi\u0146a p\u0101rskat\u012b\u0161anu, aicin\u0101m\u00a0r\u016bp\u012bgi izv\u0113rt\u0113t\u00a0 b\u016bvdarbu veic\u0113ja pamatojumus, ka Krievijas milit\u0101r\u0101s agresijas Ukrain\u0101 izrais\u012bt\u0101s probl\u0113mas atst\u0101j tie\u0161u un likumsakar\u012bgu ietekmi uz konkr\u0113to b\u016bvniec\u012bbas ieceri. Atbilsto\u0161i \u0161\u012b br\u012b\u017ea ES fondu regul\u0113jumam l\u012bgumcenas pieaugums (sad\u0101rdzin\u0101jums)\u00a0 ir uzskat\u0101ms par projekta neattiecin\u0101m\u0101m izmaks\u0101m, ko nevar segt no ES fondu l\u012bdzek\u013ciem, vienlaikus ir paredz\u0113ta iesp\u0113ja pamatotos gad\u012bjumos lemt at\u0161\u0137ir\u012bgi, t.sk. jo \u012bpa\u0161i ar vald\u012bbas l\u0113mumu;<\/li><li>\u0160obr\u012bd, pl\u0101nojot un veicot publiskos\u00a0iepirkumus n\u0101kotn\u0113, aicin\u0101m iek\u013caut\u00a0l\u012bgumcenas indeks\u0101cijas noteikumus\u00a0publisko iepirkumu dokument\u0101cij\u0101 un attiec\u012bgi p\u0113c tam b\u016bvdarbu l\u012bgumos, lai mazin\u0101tu risku b\u016bvniec\u012bbas izmaksu strauju sv\u0101rst\u012bbu gad\u012bjum\u0101;<\/li><li>Gad\u012bjum\u0101, ja izv\u0113rt\u0113jot visus apst\u0101k\u013cus projekt\u0101 t\u0101 pabeig\u0161ana noteiktaj\u0101 izmaksu attiecin\u0101m\u012bbas termi\u0146\u0101 l\u012bdz \u00a0&#8211; 2023.gada 31.decembrim nav iesp\u0113jama, tad\u00a0Eiropas Komisija<strong>s\u00a0<a href=\"https:\/\/m.esfondi.lv\/upload\/Vadlinijas\/vadlinijas_slegsana_lv.pdf\">vadl\u012bnij\u0101s par darb\u012bbas programmu sl\u0113g\u0161anu<\/a><\/strong>\u00a0jau ir paredz\u0113tas vair\u0101kas iesp\u0113jas:<\/li><\/ol>\n\n\n\n<ul><li>iesp\u0113ja pabeigt projektu, kura kop\u0113j\u0101s izmaksas p\u0101rsniedz 2 miljonus EUR, vadl\u012bnij\u0101s noteikt\u0101 termi\u0146\u0101, l\u012bdz 2026.gadam, finans\u0113juma sa\u0146\u0113m\u0113jam pa\u0161am sedzot izmaksas, kas rodas p\u0113c 2023.gada 31.decembra;<\/li><li>projekta darb\u012bbu pak\u0101peniska \u012bsteno\u0161ana divos pl\u0101no\u0161anas periodos (posmo\u0161ana\/f\u0101z\u0113\u0161ana starp pl\u0101no\u0161anas periodiem 2014-2020 un 2021-2027), kas iesp\u0113jama tikai gad\u012bjumos, kad projekta abu posmu kop\u0113j\u0101s izmaksas p\u0101rsniedz 5 miljonus EUR un kad programm\u0101 ir paredz\u0113ts finans\u0113jums t\u0101da veida atbalst\u0101m\u0101m darb\u012bb\u0101m 2021-2027.gadu pl\u0101no\u0161anas period\u0101;<\/li><\/ul>\n\n\n\n<p>CFLA sadarb\u012bb\u0101 ar iest\u0101d\u0113m, kas administr\u0113 ES fondus,&nbsp;turpina apzin\u0101t kop\u0113jo situ\u0101ciju ES l\u012bdzfinans\u0113to projektu ievie\u0161an\u0101 un darbojas ar\u012b pie citu kop\u012bgu iesp\u0113jamo risin\u0101jumu ra\u0161anas.<\/p>\n\n\n\n<p>T\u0101 k\u0101 katrs projekts ir specifisks, situ\u0101cijas var b\u016bt da\u017e\u0101das, nepiecie\u0161ama individu\u0101la pieeja un kop\u012bgi mekl\u0113jams risin\u0101jums veiksm\u012bgai projektu pabeig\u0161anai.
