Jauni r\u012bc\u012bbas virzieni  AER ra\u017eo\u0161anas att\u012bst\u012b\u0161anai ilgtermi\u0146a perspekt\u012bv\u0101 ietverti Nacion\u0101laj\u0101 ener\u0123\u0113tikas un klimata pl\u0101n\u0101 2021.-2030. gadam.<\/p>\n<p><b>L\u012bdz ar to ir pamats apgalvojumam, ka 2020. gad\u0101 v\u0113rojamie uzlabojumi OI uzraudz\u012bb\u0101 ir iepriek\u0161\u0113jo vair\u0101ku gadu laik\u0101 sistem\u0101tiski \u012bstenot\u0101 darba rezult\u0101ts, kura noz\u012bm\u012bga da\u013ca ir bijusi atbalstu sa\u0146emo\u0161o elektrostaciju uzraudz\u012bbas un kontroles stiprin\u0101\u0161ana<\/b>. \u012astenotie pas\u0101kumi ietver gan normat\u012bv\u0101s b\u0101zes pilnveido\u0161anu, piem\u0113ram, nosakot pien\u0101kumu AER ra\u017eot\u0101jiem iesniegt elektrostaciju principi\u0101l\u0101 piesl\u0113guma sh\u0113mas, gan politikas izstr\u0101des un uzraudz\u012bbas funkciju nodal\u012b\u0161anu, kas ir nosl\u0113gusies ar OI uzraudz\u012bbas funkciju nodo\u0161anu B\u016bvniec\u012bbas valsts kontroles birojam no 2020. gada 1. janv\u0101ra. Savuk\u0101rt, atbilsto\u0161i 2020. gad\u0101 veiktajiem groz\u012bjumiem Elektroener\u0123ijas tirgus likum\u0101 normat\u012bvais regul\u0113jums ir papildin\u0101ts ar siltumener\u0123ijas lietder\u012bgas izmanto\u0161anas pras\u012bb\u0101m vis\u0101m ko\u0123ener\u0101cijas stacij\u0101m, kurin\u0101m\u0101 izejvielu pras\u012bb\u0101m biog\u0101zes stacij\u0101m u.c. nosac\u012bjumiem ar OI izmaksas samazino\u0161u ietekmi.<\/p>\n<p><b>Ekonomikas ministrija pateicas par Valsts kontroles ieguld\u012bjumu, veikto rev\u012bziju un sniegtajiem ieteikumiem<\/b>. M\u0113s turpin\u0101m darbu pie visaptvero\u0161as OI sist\u0113mas darb\u012bbas pilnveides, \u012bpa\u0161u uzman\u012bbu piev\u0113r\u0161ot finans\u0113juma izlietojuma efektivit\u0101tei un sam\u0113r\u012bgumam, k\u0101 ar\u012b atbalsta sa\u0146\u0113m\u0113ju uzraudz\u012bbai. \u0160aj\u0101 proces\u0101 noz\u012bm\u012bga loma ir visu iesaist\u012bto pu\u0161u cie\u0161ai sadarb\u012bbai un gatav\u012bbai pied\u0101v\u0101t ilgtermi\u0146a risin\u0101jumus gan eso\u0161o atbalsta sist\u0113mas tr\u016bkumu nov\u0113r\u0161anai, gan atjaunojam\u0101s ener\u0123ijas ra\u017eo\u0161anas turpm\u0101kai izaugsmei.<\/p>\n<p><b>Valsts kontroles Rev\u012bzijas zi\u0146ojums b\u016bs b\u016btisks papildin\u0101jums valsts atbalsta politikas izv\u0113rt\u0113\u0161anas instrumentu kl\u0101st\u0101 un \u013caus sekm\u012bg\u0101k nov\u0113rst l\u012bdz\u0161in\u0113j\u0101s sist\u0113mas nepiln\u012bbas, t\u0101d\u0113j\u0101di nodro\u0161inot, ka AER atbalsta politika Latvij\u0101 tiek \u012bstenota efekt\u012bvi, ilgtsp\u0113j\u012bgi un l\u012bdzsvarojot da\u017e\u0101dos tautsaimniec\u012bbas m\u0113r\u0137us ener\u0123\u0113tikas jom\u0101<\/b>. Da\u013cu no rekomend\u0101cij\u0101m Ekonomikas ministrija ir uzs\u0101kusi ieviest jau rev\u012bzijas laik\u0101; turpin\u0101sim darbu pie p\u0101r\u0113jo ieteikumu savlaic\u012bgas \u012bsteno\u0161anas. \u012apa\u0161u uzman\u012bbu piev\u0113rs\u012bsim atjaunojam\u0101s ener\u0123ijas ra\u017eo\u0161anas ilgtsp\u0113jai un t\u0101das atjaunojam\u0101s ener\u0123ijas politikas \u012bsteno\u0161anai, kas veicin\u0101tu \u0161\u012b ener\u0123ijas veida att\u012bst\u012bbu \u0101rpus valsts atbalsta sist\u0113mas, k\u0101 ar\u012b ties\u012bbu aktu izstr\u0101des proces\u0101 v\u0113rt\u0113jot tehnolo\u0123iju neitralit\u0101tes aspektus. T\u0101pat str\u0101d\u0101sim pie starpnozaru politiku saska\u0146ot\u012bbas nacion\u0101laj\u0101 l\u012bmen\u012b un ES fondu finans\u0113juma izlietojuma cie\u0161as sasaistes ar Nacion\u0101laj\u0101 ener\u0123\u0113tikas un klimata pl\u0101n\u0101 2021.-2030. gadam apstiprin\u0101tajiem sasniedzamajiem m\u0113r\u0137iem. Past\u0101v\u012bgi v\u0113rt\u0113sim atjaunojam\u0101s ener\u0123ijas politikas iniciat\u012bvu ietekmi uz Latvijas uz\u0146\u0113mumu konkur\u0113tsp\u0113ju, \u012bpa\u0161i energoietilp\u012bgo apstr\u0101des uz\u0146\u0113mumu starptautisko konkur\u0113tsp\u0113ju, nepiecie\u0161am\u012bbas gad\u012bjum\u0101 piel\u0101gojot atbalsta sa\u0146em\u0161anas krit\u0113rijus. Turpin\u0101sim ar\u012b ies\u0101kto darbu pie OI uzraudz\u012bbas jaut\u0101jumiem, tostarp nepamatoti izmaks\u0101t\u0101 valsts atbalsta atg\u016b\u0161anas.<\/p>\n<p>K\u0101 zin\u0101ms, atbalsta sist\u0113ma ener\u0123ijas ra\u017eo\u0161anai no atjaunojamajiem energoresursiem Latvij\u0101 tika aizs\u0101kta pirms aptuveni 25 gadiem &#8211; 1990. gadu vid\u016b. Pa \u0161o laiku ir iev\u0113rojami att\u012bst\u012bju\u0161\u0101s AER ra\u017eo\u0161anas tehnolo\u0123ijas, main\u012bju\u0161\u0101s to izmaksas, energoresursu cenas u.c. faktori, l\u012bdz ar to vis\u0101 \u0161aj\u0101 laik\u0101 atbilsto\u0161i ar\u012b piel\u0101gots valsts atbalsta politikas normat\u012bvais ietvars.<\/p>\n<p>Oblig\u0101t\u0101 iepirkuma komponente veido ne tikai da\u013cu no iedz\u012bvot\u0101ju maks\u0101jumiem par elektroener\u0123iju, bet ar\u012b augst\u0101kas elektroener\u0123ijas cenas b\u016btiski mazina Latvijas komersantu starptautisko konkur\u0113tsp\u0113ju un invest\u012bciju piesaistes iesp\u0113jas. Tom\u0113r j\u0101uzsver, ka Latvij\u0101 \u012bstenot\u0101 atbalsta sist\u0113ma ietver ne tikai atbalstu AER ra\u017eo\u0161anai, bet ar\u012b atbalstu augstas efektivit\u0101tes ko\u0123ener\u0101cijai, kam ir savi, at\u0161\u0137ir\u012bgi, tom\u0113r tautsaimniec\u012bbai tikpat noz\u012bm\u012bgi ener\u0123\u0113tikas politikas uzdevumi.<\/p>\n<p>L\u012bdz 2012.\u202fgadam, \u012bstenojot OI meh\u0101nismu, vald\u012bba galveno uzman\u012bbu piev\u0113rsa OI sist\u0113mas izveidei un atjaunojam\u0101s ener\u0123ijas ra\u017eo\u0161anas veicin\u0101\u0161anai. Tom\u0113r, l\u012bdz ar valsts atbalstu sa\u0146emo\u0161o elektroener\u0123ijas ra\u017eot\u0101ju skaita pieaugumu, palielin\u0101j\u0101s ar OI finans\u0113\u0161anu saist\u012btais izmaksu slogs uz elektroener\u0123ijas gala lietot\u0101jiem, l\u012bdz ar to s\u0101k\u0101s past\u0101v\u012bgs darbs pie OI valsts atbalsta nosac\u012bjumus p\u0101rskat\u012b\u0161anas.<\/p>\n<p>Papildus izmaksu slogam, turpm\u0101kajos gados OI atbalsta sist\u0113m\u0101 iez\u012bm\u0113j\u0101s vair\u0101ki citi tr\u016bkumi, kas rad\u012bja riskus sist\u0113mas ilgtsp\u0113jai, piem\u0113ram, nepiln\u012bbas normat\u012bvajos aktos, kas nenodro\u0161ina elektrostaciju efekt\u012bvu uzraudz\u012bbu, un uzraudz\u012bbas un kontroles meh\u0101nisma nepiln\u012bbas, tostarp institucion\u0101li nenodal\u012btas politikas veido\u0161anas un uzraudz\u012bbas funkcijas. Lai to nov\u0113rstu, tika p\u0101rskat\u012bta l\u012bdz tam sp\u0113k\u0101 eso\u0161\u0101 OI valsts atbalsta politika, pilnveidojot normat\u012bvo regul\u0113jumu un novirzot liel\u0101ku valsts administrat\u012bvo resursu da\u013cu OI elektrostaciju uzraudz\u012bbai.
