T\u0101 joslas kilometru garums b\u016bs ~100 km, tai skait\u0101:<br \/>\n-4 joslu ce\u013c\u0161 (pa div\u0101m josl\u0101m katr\u0101 brauk\u0161anas virzien\u0101): 12,22 km;<br \/>\n-2 joslu ce\u013c\u0161 ar vienu brauktuvi un 1 joslu katr\u0101 brauk\u0161anas virzien\u0101: 5,36 km;<br \/>\n-paral\u0113lie ce\u013ci un satiksmes p\u0101rvadi: 20,7 km;<br \/>\n-tune\u013ci: 2 gab.;<br \/>\n-tilti un p\u0101rvadi: 6 gab.;<br \/>\n-ap\u013cveida krustojumi: 10 gab.;<br \/>\n-g\u0101j\u0113ju tilti un tune\u013ci: 2 gab.;<br \/>\n-un citi in\u017eeniertehniskie risin\u0101jumi.<\/p>\n<p><b>B\u016bvdarbu izmaksas.<\/b><br \/>\n\u0136ekavas apvedce\u013ca 1 joslas kilometra b\u016bvdarbu izmaksas, ieskaitot in\u017eenierb\u016bves (tilti, p\u0101rvadi, tune\u013ci, prettrok\u0161\u0146u sienas, rampas u.c.), b\u016bs ~ 1,23 milj. EUR (bez PVN).<br \/>\nSal\u012bdzin\u0101jumam, Saulkrastu apvedce\u013ca (A1) 1 joslas kilometra, ieskaitot in\u017eenierb\u016bves, b\u016bvdarbu izmaksas 2007.gad\u0101 bija ~ 1,25 milj. EUR.<br \/>\nProjekta \u012bsteno\u0161anai uz Valsts v\u0101rda Satiksmes ministrijas person\u0101 ieg\u0101d\u0101tas 218 zemes vien\u012bbas 132 ha plat\u012bb\u0101. Kop\u0113j\u0101s faktisk\u0101s zemju atsavin\u0101\u0161anas izmaksas: 4,6 milj. EUR<\/p>\n<p><b>Valsts maks\u0101jumi priv\u0101tajam partnerim.<\/b><br \/>\nProjekt\u0113\u0161anas un b\u016bvniec\u012bbas laik\u0101 valsts nemaks\u0101s neko. Visus ieguld\u012bjumus veiks priv\u0101tais partneris no saviem vai aiz\u0146emtiem l\u012bdzek\u013ciem, uz\u0146emoties visus riskus, k\u0101di b\u016bvniec\u012bbas laik\u0101 var\u0113tu rasties. Kad b\u016bvniec\u012bba piln\u0101 apm\u0113r\u0101 tiks pabeigta, t\u0101s kvalit\u0101te b\u016bs atz\u012bta par atbilsto\u0161u normat\u012bvo aktu pras\u012bb\u0101m un infrastrukt\u016bra b\u016bs pieejama sabiedr\u012bbai lieto\u0161anai, valsts s\u0101ks maks\u0101t priv\u0101tajam partnerim pieejam\u012bbas maks\u0101jumus, pak\u0101peniski 20 gadu garum\u0101 piln\u012bb\u0101 nor\u0113\u0137inoties par paveikto.<br \/>\nPieejam\u012bbas maks\u0101jums ir PPP l\u012bguma summa, par kuru puses vienojas, nosl\u0113dzot l\u012bgumu. Pieejam\u012bbas maks\u0101jums priv\u0101tajam partnerim b\u016bs l\u012bdz 13,5 miljoniem eiro (bez PVN) gad\u0101.<br \/>\nPieejam\u012bbas maks\u0101jums sedz priv\u0101t\u0101 partnera izdevumus par projekt\u0113\u0161anu, b\u016bvniec\u012bbu, ikdienas uztur\u0113\u0161anu un periodisko uztur\u0113\u0161anu 20 gadu period\u0101 p\u0113c b\u016bvdarbu pabeig\u0161anas, k\u0101 ar\u012b izdevumus par aiz\u0146emtajiem finan\u0161u l\u012bdzek\u013ciem, apdro\u0161in\u0101\u0161anu, administr\u0113\u0161anu u.c. PPP l\u012bgum\u0101 noteikt\u0101 pieejam\u012bbas maks\u0101juma kopsumma ir maksim\u0101l\u0101 iesp\u0113jam\u0101 summa, kuru var sa\u0146emt priv\u0101tais partneris PPP l\u012bguma darb\u012bbas laik\u0101. Pieejam\u012bbas maks\u0101jums var tikt samazin\u0101ts gad\u012bjum\u0101, ja \u0136ekavas apvedce\u013c\u0161 vai t\u0101 da\u013ca nav piln\u012bb\u0101 vai da\u013c\u0113ji pieejama satiksmei, t.i., par katru stundu un katru joslas kilometru, kur\u0101 attiec\u012bgais b\u016bves posms nav piln\u012bb\u0101 pieejams, iz\u0146emot gad\u012bjumus, kad brauk\u0161anas apst\u0101k\u013ci ir ietekm\u0113ti no 3.personu puses (piem\u0113ram, autoav\u0101rija).<\/p>\n<p><b>Kas ir potenci\u0101lais priv\u0101tais partneris?<\/b><br \/>\nPA Kekava ABT 80% no kop\u0113j\u0101 ieguld\u012bjuma pieder Luksemburg\u0101 re\u0123istr\u0113tam invest\u012bciju fondam Transport Infrastructure Investment Company 2 S.C.A., SICAR (TIIC 2 S.C.A., SICAR), kas specializ\u0113jas transporta un sabiedrisk\u0101s infrastrukt\u016bras projektos un kuram ir fili\u0101les Luksemburg\u0101, Portug\u0101l\u0113 un Francij\u0101; 10% &#8211; ce\u013cu b\u016bves uz\u0146\u0113mumam a\/s A.C.B. un atliku\u0161ie 10% &#8211; ce\u013cu b\u016bves firmai SIA Binders (vair\u0101k inform\u0101cijas www.tiic.pt).<br \/>\nPartner\u012bbas l\u012bguma periods.<br \/>\nKop\u0113jais PPP l\u012bguma termi\u0146\u0161 ir l\u012bdz 23 gadiem. No tiem b\u016bvniec\u012bbas periods ir ne vair\u0101k k\u0101 3 gadi (projekt\u0113\u0161ana un b\u016bvniec\u012bba). Savuk\u0101rt pieejam\u012bbas periods, kura laik\u0101 priv\u0101tais partneris piln\u0101 apm\u0113r\u0101 nodro\u0161ina izb\u016bv\u0113t\u0101 ce\u013ca ikdienas uztur\u0113\u0161anu un ce\u013ca seguma atjauno\u0161anu, ir ne vair\u0101k k\u0101 20 gadi.<\/p>\n<p><b>K\u0101p\u0113c \u0136ekavas apvedce\u013c\u0161?<\/b><br \/>\nBauskas \u0161osejas (A7) posms R\u012bga-\u0136ekava ir viens no noslogot\u0101kajiem ce\u013ciem Latvij\u0101, satiksmes intensit\u0101tei sasniedzot vid\u0113ji ap 17 000 automa\u0161\u012bn\u0101m diennakt\u012b, atsevi\u0161\u0137os ce\u013ca posmos pat 25 278 vien\u012bbas, turkl\u0101t tas \u0161\u0137\u0113rso bl\u012bvi apdz\u012bvoto \u0136ekavas ciemu. L\u012bdz\u012bgi k\u0101 hipot\u0113kas gad\u012bjum\u0101, PPP modelis paredz, ka valsts &#8220;ieg\u0101d\u0101jas&#8221; ce\u013cu uz nomaksu, kur pirmos divus gadus, kam\u0113r ce\u013c\u0161 v\u0113l tikai tiek b\u016bv\u0113ts, valsts nemaks\u0101 neko, savuk\u0101rt s\u0101kot no tre\u0161\u0101 gada 20 gadu garum\u0101 nomaks\u0101 gan aiz\u0146\u0113muma pamata summu, gan procentus.<br \/>\n\u0160\u0101ds projekts \u013cauj uzb\u016bv\u0113t ce\u013cu tagad, bet maks\u0101t par to v\u0113l\u0101k, t\u0101d\u0101 veid\u0101 nenoslogojot valsts bud\u017eetu un neapgr\u016btinot fisk\u0101lo telpu. Priv\u0101tais partneris garant\u0113, ka v\u0113l 5 gadus p\u0113c PPP l\u012bguma darb\u012bbas beig\u0101m \u0136ekavas apvedce\u013c\u0161 saglab\u0101sies t\u0101d\u0101 kvalit\u0101t\u0113, lai tam b\u016btu nepiecie\u0161ami tikai ikdienas uztur\u0113\u0161anas darbi, bet ne kapit\u0101lieguld\u012bjumi.<\/p>\n<p><b>Partner\u012bbas iepirkums.<\/b><br \/>\nPublisk\u0101s-priv\u0101t\u0101s partner\u012bbas iepirkums tika uzs\u0101kts 2018.gada decembr\u012b, proced\u016bra ietv\u0113ra kvalifik\u0101cijas un atlases k\u0101rtu. Atlases k\u0101rta norit\u0113ja tr\u012bs da\u013c\u0101s: s\u0101kotn\u0113jo finan\u0161u un tehnisko pied\u0101v\u0101jumu iesnieg\u0161ana, sarunas un lab\u0101ko un gal\u012bgo pied\u0101v\u0101jumu sagatavo\u0161ana un iesnieg\u0161ana.
