M\u016bsu pils\u0113t\u0101 tiek akt\u012bvi realiz\u0113ti Eiropas strukt\u016brfondu l\u012bdzfinans\u0113tie projekti, k\u0101 ar\u012b projekti Latvijas, Lietuvas un Baltkrievijas sadarb\u012bbas programmas ietvaros.<\/strong><\/p>\n<p>Viens no liel\u0101kajiem un v\u0113rien\u012bg\u0101kiem p\u0113d\u0113jo gadu projektiem, kas tiek l\u012bdzfinans\u0113ts no Eiropas re\u0123ion\u0101l\u0101s att\u012bst\u012bbas fonda (turpm\u0101k \u2013 ERAF) l\u012bdzek\u013ciem, ir Austrumlatvijas re\u0123ion\u0101l\u0101 daudzfunkcion\u0101l\u0101 centra (Latgales v\u0113stniec\u012bbas GORS) b\u016bvniec\u012bba, kura atkl\u0101\u0161ana notika maij\u0101. J\u0101teic, ka R\u0113zekne ir vien\u012bg\u0101 pils\u0113ta Latvij\u0101, kur\u0101 \u0161obr\u012bd no pa\u0161iem pamatiem tiek celta jauna koncertz\u0101le. Taj\u0101 paredz\u0113tas telpas akustisk\u0101s koncertz\u0101les muzik\u0101li dramatur\u0123isku uzvedumu, simfoniskas m\u016bzikas, kamerm\u016bzikas un popul\u0101ras m\u016bzikas pas\u0101kumu, k\u0101 ar\u012b semin\u0101ru un konferen\u010du r\u012bko\u0161anai,tur b\u016bs ar\u012b kino, kafejn\u012bca u. c. Projekta realiz\u0113\u0161anai tiek ieguld\u012bti vair\u0101k nek\u0101 11 miljoni latu, un finans\u0113jums galvenok\u0101rt n\u0101k no ERAF. <\/p>\n<p>2012.gada ruden\u012b durvis v\u0113ra Austrumlatvijas rado\u0161o pakalpojumu centrs <em>Zeimu\u013cs\/Carand\u2019Ache<\/em>, kur\u0101 paredz\u0113tas telpas skol\u0113nu intere\u0161u izgl\u012bt\u012bbas centram, kokapstr\u0101des, keramikas, restaur\u0101cijas, rado\u0161o industriju un vides dizaina darbn\u012bc\u0101m. \u0160aj\u0101 \u0113k\u0101 atrodas ar\u012b T\u016brisma inform\u0101cijas centrs. Projekta izmaksas bija 6,6 miljoni latu, un t\u0101 realiz\u0113\u0161anai tika piesaist\u012bti 85 procenti ERAF l\u012bdzek\u013cu.<\/p>\n<p>2012.gada 18.novembr\u012b R\u0113zekn\u0113 tika atkl\u0101ta g\u0101j\u0113ju iela, kura gar upes krastu savieno jaunos pils\u0113tas objektus \u2013 iepriek\u0161 min\u0113to Austrumlatvijas rado\u0161o pakalpojumu centru un koncertz\u0101li.<\/p>\n<p>Joproj\u0101m tiek turpin\u0101ta Atbr\u012bvo\u0161anas alejas (pils\u0113tas galven\u0101s ielas) rekonstrukcija, kuras pabeig\u0161ana pl\u0101nota tuv\u0101kaj\u0101 laik\u0101. \u0160\u012b projekta ietvaros tika atjaunoti divi pils\u0113tas tilti: dzelzce\u013ca viadukts un R\u0113zeknes upes kust\u012bbas p\u0101rvads, pati iela tika papla\u0161in\u0101ta no div\u0101m brauk\u0161anas josl\u0101m uz \u010detr\u0101m, b\u016btiski moderniz\u0113ta apgaismojuma sist\u0113ma un labiek\u0101rtota apk\u0101rt\u0113j\u0101 teritorija. Ar\u012b \u0161im projektam no kop\u0113j\u0101m realiz\u0101cijas izmaks\u0101m 85 procentus sedza ERAF.<\/p>\n<p>P\u0113d\u0113jo gadu laik\u0101 \u012bpa\u0161a uzman\u012bba tiek piev\u0113rsta \u016bdenssaimniec\u012bbas un siltumapg\u0101des att\u012bst\u012bbai, proti, tiek rekonstru\u0113ti ma\u0123istr\u0101lie \u016bdensvadi un kanaliz\u0101cijas t\u012bkli, veidoti jauni t\u012bkli, dz\u012bvojamo m\u0101ju pievadi, veikta piecu jauno s\u016bk\u0146u staciju b\u016bvniec\u012bba. \u0160ie darbi dos iesp\u0113ju izvair\u012bties no cauru\u013cvadu p\u0101rr\u0101vumiem, vairs nesag\u0101d\u0101s pils\u0113tas iedz\u012bvot\u0101jiem probl\u0113mas ar p\u0113k\u0161\u0146u \u016bdenspadeves zudumu. Projektu realiz\u0113\u0161anu l\u012bdzfinans\u0113 Koh\u0113zijas fonds.<\/p>\n<p>2012.gada august\u0101 R\u0113zeknes b\u0113rnu patversmes b\u0113rniem Eiropas Soci\u0101l\u0101 fonda (turpm\u0101k \u2013 ESF) finans\u0113jums deva iesp\u0113ju nodro\u0161in\u0101t divas vasaras darba un atp\u016btas nometnes, bet person\u0101m ar funkcion\u0101liem trauc\u0113jumiem \u2013 reitterapijas (terapijas metode, kur\u0101 izmanto speci\u0101li tren\u0113tus zirgus) pakalpojumus.Izveidota un apr\u012bkota m\u0101c\u012bbu virtuve, kur b\u0113rni var m\u0101c\u012bties pagatavot \u0113dienu un apg\u016bt pa\u0161apr\u016bpes iema\u0146as, atjaunots patversmes sporta un rota\u013cu laukums, kur\u0161 piel\u0101gots ar\u012b b\u0113rniem ar \u012bpa\u0161\u0101m vajadz\u012bb\u0101m. Visas min\u0113t\u0101s aktivit\u0101tes piln\u012bb\u0101 finans\u0113ja ESF.<br \/>\n<!--more--><br \/>\nViens no gaid\u012bt\u0101kajiem un interesant\u0101kiem kult\u016bras pas\u0101kumiem pavasara un vasaras sezon\u0101 ir rekonstru\u0113t\u0101 pils\u0113tas Festiv\u0101la parka atkl\u0101\u0161ana, kur tiks uzst\u0101d\u012btas skat\u012bt\u0101ju s\u0113dvietas, iekl\u0101ts kaltais akmens uz celi\u0146iem, pabeigta d\u012b\u0137a labiek\u0101rto\u0161ana un teritorijas apza\u013cumo\u0161ana. Projekts tiek realiz\u0113ts ar Latvijas, Lietuvas un Baltkrievijas p\u0101rrobe\u017eu sadarb\u012bbas programmas atbalstu.Pils\u0113t\u0101 pl\u0101nots turpin\u0101t ar\u012b \u0113ku renov\u0101cijas un siltin\u0101\u0161anas darbus.<\/p>\n<p><strong>Iepirkumu aktualit\u0101tes<\/strong><br \/>\nVisu iepriek\u0161 min\u0113to ir izdevies pan\u0101kt ne tikai ar vad\u012bbas iniciat\u012bvu, attiec\u012bgo speci\u0101listu pa\u0161atdevi, veiksm\u012bgu savstarp\u0113jo sadarb\u012bbu, bet ar\u012b ar efekt\u012bv\u0101m iepirkumu proced\u016br\u0101m, kuru kvalitat\u012bva pl\u0101no\u0161ana, organiz\u0113\u0161ana un nosl\u0113g\u0161ana deva iesp\u0113ju s\u0101kt \u0161o v\u0113rien\u012bgo projektu realiz\u0101ciju.<\/p>\n<p>Ta\u010du j\u0101teic, ka iepirkumu proced\u016bru veik\u0161anas proces\u0101 un ar\u012b p\u0113c tam domei n\u0101cies saskarties ar vair\u0101k\u0101m probl\u0113m\u0101m, kas var ietekm\u0113t veiksm\u012bgu projektu realiz\u0113\u0161anas l\u012bdzfinans\u0113juma apguvi. Liel\u0101koties \u0161\u012bs probl\u0113mas saist\u012btas ar iepirkumus uzraugo\u0161\u0101s iest\u0101des, atbild\u012bgo un sadarb\u012bbas iest\u0101\u017eu (Finan\u0161u ministrija, Valsts re\u0123ion\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bra, Centr\u0101l\u0101 finan\u0161u l\u012bgumu a\u0123ent\u016bra, Nodarbin\u0101t\u012bbas valsts a\u0123ent\u016bra u. c.) attieksmi un darb\u012bb\u0101m atzinumu snieg\u0161anas un dokument\u0101cijas p\u0101rbaudes procesos, kas izpau\u017eas sekojo\u0161i.<\/p>\n<p>Pirmk\u0101rt, 2007.gada 26.j\u016bnija Ministru kabineta noteikumi nr. 419 <em>K\u0101rt\u012bba, k\u0101d\u0101 Eiropas Savien\u012bbas strukt\u016brfondu un Koh\u0113zijas fonda vad\u012bb\u0101 iesaist\u012bt\u0101s instit\u016bcijas nodro\u0161ina pl\u0101no\u0161anas dokumentu sagatavo\u0161anu un \u0161o fondu ievie\u0161anu<\/em> nosaka par horizont\u0101lo politiku koordin\u0101ciju atbild\u012bg\u0101s instit\u016bcijas un k\u0101rt\u012bbu, k\u0101d\u0101 Eiropas Savien\u012bbas strukt\u016brfondu un Koh\u0113zijas fonda vad\u012bb\u0101 iesaist\u012bt\u0101s instit\u016bcijas nodro\u0161ina pl\u0101no\u0161anas dokumentu sagatavo\u0161anu un Eiropas Savien\u012bbas fondu ievie\u0161anu, tai skait\u0101 iepirkuma dokument\u0101cijas un iepirkuma proced\u016bras norises izlases pirmsp\u0101rbaudi. Bie\u017ei vien atzinumi tiek sniegti pat vair\u0101k nek\u0101 m\u0113nesi p\u0113c dokument\u0101cijas nos\u016bt\u012b\u0161anas attiec\u012bgajai iest\u0101dei. <\/p>\n<p>Protams, \u0161aj\u0101 gad\u012bjum\u0101 j\u0101teic, ka tas, kas pie\u0161\u0137ir naudu, ar\u012b ir ties\u012bgs izv\u0113rt\u0113t t\u0101s izlieto\u0161anas pareiz\u012bbu un spriest par attiec\u012bg\u0101m soda sankcij\u0101m (piem\u0113ram, finan\u0161u korekcij\u0101m), un \u0161o iest\u0101\u017eu l\u0113mums nav ap\u0161aub\u0101ms. T\u0101d\u0113j\u0101di, manupr\u0101t, lai \u0161\u0101das probl\u0113mas tiktu nov\u0113rstas, ir iesp\u0113jami \u0101tr\u0101k j\u0101samazina atbild\u012bgo un sadarb\u012bbas iest\u0101\u017eu skaits, kas veic attiec\u012bgas p\u0101rbaudes. <\/p>\n<p><strong>Tre\u0161k\u0101rt, past\u0101v ar\u012b probl\u0113mas, ka atbild\u012bgo vai sadarb\u012bbas iest\u0101\u017eu speci\u0101listi piln\u0101 apm\u0113r\u0101 neizprot iepirkuma b\u016bt\u012bbu un specifiku (piem\u0113ram, b\u016bvdarbu iepirkumi, projekt\u0113\u0161anas iepirkumi u.tml.)un rodas absurdas situ\u0101cijas p\u0101rbau\u017eu proces\u0101, kas rada neattiecin\u0101mo izmaksu risku finans\u0113juma sa\u0146\u0113m\u0113jam.<\/strong> Piem\u0113ram, iepirkuma l\u012bguma ietvaros tiek paredz\u0113ta finan\u0161u rezerve (b\u016bvdarbiem) un t\u0101s izmanto\u0161anas k\u0101rt\u012bba, ta\u010du, kad projekts jau realiz\u0113ts, s\u0101k\u0101s debates par to, vai pas\u016bt\u012bt\u0101js, st\u0101joties sp\u0113k\u0101 priek\u0161nosac\u012bjumam par finan\u0161u rezerves izmanto\u0161anu, maz bija ties\u012bgs to izmantot.
