Savuk\u0101rt rev\u012bzij\u0101 uzsv\u0113rtais pien\u0101kums ar\u012b \u0101rk\u0101rt\u0113j\u0101s situ\u0101cij\u0101s iev\u0113rot publisko iepirkumu normat\u012bvos ietvertos vienl\u012bdz\u012bbas, god\u012bgas konkurences un ekonomiskuma principus, bija aizsardz\u012bbas nozares ekspertu sagatavot\u0101s centraliz\u0113t\u0101 \u0101rk\u0101rtas iepirkuma proced\u016bras pamat\u0101, nor\u0101d\u012bja ministrij\u0101.<\/p>\n<p>Vienlaic\u012bgi AM nor\u0101da, ka centraliz\u0113t\u0101 \u0101rk\u0101rtas iepirkuma laik\u0101, diem\u017e\u0113l, nav konstat\u0113jams faktos balst\u012bts pamatojums rev\u012bzijas zi\u0146ojuma p\u0101rlieku optimistiskajam v\u0113rt\u0113jumam par situ\u0101cijas stabiliz\u0113\u0161anos k\u0101d\u0101 no iepirkuma posmiem, kas AM \u013cautu kori\u0123\u0113t <b>Ministru kabineta<\/b> pilnvaroto iepirkuma proced\u016bru, vienlaikus neradot b\u016btiskus riskus nodro\u0161in\u0101juma iesp\u0113jami \u0101tr\u0101k\u0101 sag\u0101d\u0113.<\/p>\n<p>AM nor\u0101da, ka pasaul\u0113 saslimst\u012bbas l\u012bmenis ar <i>Covid-19<\/i> kopum\u0101 joproj\u0101m saglab\u0101jas augsts. L\u012bdz ar to piepras\u012bjums da\u017e\u0101d\u0101s pasaules un Eiropas valst\u012bs p\u0113c individu\u0101lajiem aizsardz\u012bbas l\u012bdzek\u013ciem joproj\u0101m saglab\u0101jas augsts un to iepirkums t\u0101pat ir veicams sare\u017e\u0123\u012btos apst\u0101k\u013cos, lai nodro\u0161in\u0101tu par atbilsto\u0161u cenu un kvalitat\u012bvu preci \u012bs\u0101 laika termi\u0146\u0101.<\/p>\n<p>AM ieskat\u0101 iepriek\u0161min\u0113tos riskus medi\u0137u laic\u012bgam nodro\u0161in\u0101jumam nek\u0101d\u0101 veid\u0101 nemazina no komersantiem sa\u0146emto sadarb\u012bbas pied\u0101v\u0101jumu skaits, kas pats par sevi nav objekt\u012bvs r\u0101d\u012bt\u0101js tirgus situ\u0101cijas iesp\u0113jamai stabiliz\u0101cijai.<\/p>\n<p>AM skaidro, ka centraliz\u0113t\u0101 \u0101rk\u0101rtas iepirkuma gait\u0101 da\u017eu m\u0113ne\u0161u laik\u0101 kopum\u0101 tika sa\u0146emti un apstr\u0101d\u0101ti vair\u0101k nek\u0101 700 atsevi\u0161\u0137i s\u0101kotn\u0113j\u0101s sadarb\u012bbas pied\u0101v\u0101jumi vis\u0101s nepiecie\u0161amo dezinfekcijas un individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu kategorij\u0101s.<\/p>\n<p>Faktiski nevien\u0101 no tiem komersanti nesp\u0113ja garant\u0113t nemain\u012bgus kvalit\u0101tes, izmaksu vai pieg\u0101des nosac\u012bjumus t\u0101dam laika posmam, kas b\u016btu pietiekams, lai medi\u0137iem kritiski nepiecie\u0161am\u0101s preces pie\u0146emamos termi\u0146os sag\u0101d\u0101tu, piem\u0113rojot sp\u0113k\u0101 eso\u0161o publisko iepirkumu normat\u012bvo b\u0101zi.<\/p>\n<p>AM ar\u012b konstat\u0113jusi, ka iev\u0113rojams skaits s\u0101kotn\u0113jo sadarb\u012bbas pied\u0101v\u0101jumu apzin\u0101ti vai neapzin\u0101ti iesniegti ar eso\u0161ai tirgus situ\u0101cijai neatbilsto\u0161iem sadarb\u012bbas nosac\u012bjumiem pied\u0101v\u0101t\u0101s cenas, pieg\u0101des nosac\u012bjumu, kvalit\u0101tes dokument\u0101cijas un citos r\u0101d\u012bt\u0101jos. \u0160ie r\u0101d\u012bt\u0101ji strauji main\u012bj\u0101s, tikl\u012bdz s\u0101kotn\u0113j\u0101 pied\u0101v\u0101juma iesniedz\u0113js atk\u0101rtoti sazin\u0101j\u0101s ar savas produkcijas faktiskajiem ra\u017eot\u0101jiem.<br \/>\nIz\u0146\u0113mumi \u0161\u0101diem gad\u012bjumiem konstat\u0113ti tikai taj\u0101s produktu kategorijas, kuru ra\u017eo\u0161ana nodro\u0161in\u0101ta Latvij\u0101 &#8211; piem\u0113ram, dezinfekcijas l\u012bdzek\u013ci rok\u0101m, virsm\u0101m un sejas ekr\u0101ni. Veicot <i>Covid-19<\/i> iepirkumus, ministrija atk\u0101rtoti secin\u0101ja, ka atbilsto\u0161\u0101kais veids, k\u0101d\u0101 atbild\u012bg\u0101s nozaru ministrijas var efekt\u012bvi g\u0101d\u0101t par sabiedr\u012bbas interes\u0113m, ir veicinot \u0161\u0101du pre\u010du ra\u017eo\u0161anas vai rezervju kapacit\u0101\u0161u izveidi Latvij\u0101.<\/p>\n<p>Rea\u0123\u0113jot uz jaut\u0101jumu par to, vai atbilsto\u0161i centraliz\u0113t\u0101 \u0101rk\u0101rtas iepirkumam visas ieg\u0101des ir veiktas par konkr\u0113taj\u0101 br\u012bdi izdev\u012bg\u0101ko cenu, AM nor\u0101da, ka visi s\u0101kotn\u0113j\u0101 atlas\u0113 atlas\u012btie komersanti tikai aicin\u0101ti iesniegt pied\u0101v\u0101jumu un turpin\u0101t l\u012bguma sarunas vismaz div\u0101s vai vair\u0101k\u0101s nepiecie\u0161amo pre\u010du kategorij\u0101s, nodro\u0161inot vienl\u012bdz\u012bgas atlases un god\u012bgas konkurences principu iev\u0113ro\u0161anu.<\/p>\n<p>T\u0101pat ministrija nor\u0101da, ka zem\u0101k\u0101s cenas princips aizsardz\u012bbas nozares iepirkumu ekspertiem vienlaic\u012bgi bija j\u0101sam\u0113ro ar t\u0101diem krit\u0113rijiem k\u0101 pieg\u0101des dro\u0161\u012bba, pieg\u0101des laiks un kvalit\u0101te.<\/p>\n<p>Ministrija ar\u012b nor\u0101da, ka pie\u0146\u0113mums par potenci\u0101li izdev\u012bg\u0101ku pied\u0101v\u0101jumu esam\u012bbu balst\u0101s uz savstarp\u0113ji nesal\u012bdzin\u0101mu lietu pretnostat\u012b\u0161anu, proti, savstarp\u0113ji tiek sal\u012bdzin\u0101tas AM nosl\u0113gto l\u012bgumu izmaksas ar s\u0101kotn\u0113j\u0101 sadarb\u012bbas pied\u0101v\u0101jum\u0101 ietvertu cenu pied\u0101v\u0101jumu.<br \/>\n\u0160\u0101diem saimnieciskuma vai ekonomiskuma apr\u0113\u0137iniem pamatot\u0101k b\u016btu sal\u012bdzin\u0101t attiec\u012bgaj\u0101 laika period\u0101 nosl\u0113gto aizsardz\u012bbas nozares l\u012bgumu izmaksas ar citu valsts iest\u0101\u017eu faktiski nosl\u0113gto l\u012bgumu izmaks\u0101m, skaidri par\u0101dot, vai tie\u0161\u0101m \u0161\u0101da veida produkciju attiec\u012bgaj\u0101 br\u012bd\u012b un noteikt\u0101 kvalit\u0101t\u0113 bija iesp\u0113jams ieg\u0101d\u0101ties par iev\u0113rojami izdev\u012bg\u0101ku cenu.<\/p>\n<p>Koment\u0113jot aizsardz\u012bbas nozares iepirkumu speci\u0101listu izraudz\u012bt\u0101s iepirkumu proced\u016bras iesp\u0113jamo sare\u017e\u0123\u012bt\u012bbu, AM nor\u0101da, ka \u0101rk\u0101rtas situ\u0101cij\u0101s nav iesp\u0113jams vienlaic\u012bgi piln\u0101 apm\u0113r\u0101 iev\u0113rot faktiski savstarp\u0113ji pretrun\u012bgas pras\u012bbas &#8211;
