Rev\u012bzijas zi\u0146ojum\u0101 revidenti atkl\u0101j gad\u012bjumus, kuros, Valsts kontroles ieskat\u0101, ir sl\u0113gti l\u012bgumi ar pieg\u0101d\u0101t\u0101jiem br\u012bd\u012b, kad tirg\u016b identiskas preces bija pieejamas par b\u016btiski zem\u0101ku cenu. Iepirkumu process ne visos gad\u012bjumos ir bijis \u0101trs. T\u0101pat konstat\u0113ti b\u016btiski tr\u016bkumi vajadz\u012bbu p\u0113c aizsargl\u012bdzek\u013ciem apzin\u0101\u0161an\u0101 &#8211; joma par kuru atbild\u012bgs ir Valsts ugunsdz\u0113s\u012bbas un gl\u0101b\u0161anas dienests (VUGD).<\/p>\n<p>Turpinot p\u0101rbaudes resoros, Valsts kontrole v\u0113rt\u0113ja individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu un dezinfekcijas l\u012bdzek\u013cu ieg\u0101des procesu aizsardz\u012bbas resor\u0101 laika posm\u0101 no 2.apr\u012b\u013ca l\u012bdz 9.j\u016bnijam, kad Aizsardz\u012bbas ministrija un VAMOIC p\u0101r\u0146\u0113ma ar kr\u012bzi saist\u012bto rezervju p\u0101rvald\u012b\u0161anu. \u0160im m\u0113r\u0137im VAMOIC no vald\u012bbas tika pie\u0161\u0137irti <b>45 miljoni eiro<\/b>, bet ar uz\u0146\u0113m\u0113jiem VAMOIC nosl\u0113dza 29 l\u012bgumus par kop\u0113jo summu <b>38,9 miljoni eiro<\/b>. L\u012bdz 30.j\u016bnijam par pieg\u0101d\u0101taj\u0101m prec\u0113m bija samaks\u0101ti <b>15,1 miljoni eiro<\/b> jeb aptuveni tre\u0161\u0101 da\u013ca no pieejam\u0101 finans\u0113juma.<\/p>\n<p>Publisko iepirkumu likuma nepiem\u0113ro\u0161ana neatbr\u012bvo no pien\u0101kuma valsts bud\u017eeta l\u012bdzek\u013cus t\u0113r\u0113t ekonomiski<\/p>\n<p>At\u0161\u0137ir\u012bb\u0101 no citiem resoriem, Aizsardz\u012bbas ministrij\u0101 tika noteikta k\u0101rt\u012bba iepirkumu veik\u0161anai, kas visos b\u016btiskajos aspektos atbilst Ministru kabineta 2.apr\u012b\u013ca r\u012bkojum\u0101 noteiktajam iest\u0101\u017eu sadarb\u012bbas algoritmam, k\u0101 ar\u012b Eiropas Savien\u012bbas un nacion\u0101l\u0101 l\u012bme\u0146a kompetento iest\u0101\u017eu rekomend\u0101cij\u0101m par r\u012bc\u012bbu \u0101rk\u0101rt\u0113jas steidzam\u012bbas un neatliekam\u012bbas apst\u0101k\u013cos. Aizsardz\u012bbas resor\u0101, veicot centraliz\u0113tos individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu un dezinfekcijas l\u012bdzek\u013cu iepirkumus, noteikt\u0101 k\u0101rt\u012bba ir iev\u0113rota.<\/p>\n<p>No 17.apr\u012b\u013ca l\u012bdz \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas beig\u0101m (9.j\u016bnijam) iepirkumu process aizsardz\u012bbas resor\u0101 notika div\u0101s k\u0101rt\u0101s. S\u0101kotn\u0113ji tika v\u0113rt\u0113ts, vai pieg\u0101d\u0101t\u0101js sp\u0113s izpild\u012bt pieg\u0101des laika, pieg\u0101\u017eu dro\u0161\u012bbas, produkcijas apjoma un pras\u012bto dokumentu iesnieg\u0161anas krit\u0113rijus. Pretendenta pied\u0101v\u0101t\u0101 cena tika v\u0113rt\u0113ta otraj\u0101 k\u0101rt\u0101. P\u0101rbau\u017eu gait\u0101 revidenti neguva pietiekamu p\u0101rliec\u012bbu, ka s\u0101kotn\u0113ji noteikt\u0101 iepirkumu k\u0101rt\u012bba bez jebk\u0101d\u0101m izmai\u0146\u0101m bija piem\u0113rojama vis\u0101 \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas laik\u0101 &#8211; v\u0113l ar\u012b maij\u0101 un j\u016bnij\u0101, kad Latvij\u0101 situ\u0101cija stabiliz\u0113j\u0101s un tirg\u016b vismaz da\u013cai no nepiecie\u0161amaj\u0101m prec\u0113m palielin\u0101j\u0101s pied\u0101v\u0101jums.<\/p>\n<p><i>&#8220;Valsts kontrole p\u0101rbau\u017eu gait\u0101, diem\u017e\u0113l, neguva p\u0101rliec\u012bbu, ka visi l\u012bgumi nosl\u0113gti ar pretendentiem, kas konkr\u0113taj\u0101 br\u012bd\u012b pied\u0101v\u0101ja zem\u0101ko cenu starp l\u012bdz\u012bgiem. Vienlaikus izgaismoj\u0101s viet\u0113j\u0101 m\u0113roga probl\u0113mas &#8211; vis\u0101 \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas laik\u0101 joproj\u0101m past\u0101vo\u0161\u0101 neskaidr\u012bba par individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101\u017eu apjomiem, kas apgr\u016btin\u0101ja iepirkumu norisi. Aizsardz\u012bbas ministrijas noteikt\u0101s k\u0101rt\u012bbas piem\u0113ro\u0161ana situ\u0101cij\u0101, kad netika piem\u0113rots Publisko iepirkumu likuma regul\u0113jums, tom\u0113r izv\u0113rt\u0101s sare\u017e\u0123\u012bti administr\u0113jama un sal\u012bdzino\u0161i laikietilp\u012bga, t\u0101 radot pied\u0101v\u0101jumus iesniegu\u0161o komersantu neizpratni un neskaidr\u012bbas.<\/p>\n<p>Saska\u0146\u0101 ar Ministru kabineta l\u0113mumu 2.apr\u012bl\u012b Aizsardz\u012bbas ministrija VAMOIC p\u0101r\u0146\u0113ma ar kr\u012bzi saist\u012bto valsts materi\u0101lo rezervju p\u0101rvald\u012b\u0161anu un turpm\u0101k centraliz\u0113ti veica iepirkumus atbilsto\u0161i priorit\u0101ro vajadz\u012bbu sarakst\u0101 noteiktajam pre\u010du apjomam. Aizsardz\u012bbas ministrija VAMOIC nev\u0113rt\u0113ja un nenoteica citu instit\u016bciju vajadz\u012bbas, bet r\u012bkojas saska\u0146\u0101 ar VUGD apkopoto un sniegto inform\u0101ciju. Aizsardz\u012bbas ministrijai iesniegt\u0101 inform\u0101cija par instit\u016bciju priorit\u0101raj\u0101m vajadz\u012bb\u0101m nep\u0101rtraukti main\u012bj\u0101s l\u012bdz pat \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas beig\u0101m. Ne visos gad\u012bjumos revidenti var\u0113ja izsekot ieg\u0101d\u0101jamo pre\u010du apjoma izmai\u0146u pamatot\u012bbai, t\u0101p\u0113c Valsts kontrole v\u0113l turpina v\u0113rt\u0113t jaut\u0101jumu par materi\u0101lo rezervju pl\u0101no\u0161anu un tr\u012bs m\u0113ne\u0161u rezerves izveidi, par ko tiks sagatavots atsevi\u0161\u0137s zi\u0146ojums.<\/p>\n<p>Revidentu v\u0113rt\u0113jum\u0101 ar 2020.gada 17.apr\u012bl\u012b Aizsardz\u012bbas ministrij\u0101 apstiprin\u0101to k\u0101rt\u012bbu ieviestais iepirkuma process p\u0113c b\u016bt\u012bbas l\u012bdzin\u0101s Publisko iepirkumu likum\u0101 paredz\u0113tajai sarunu proced\u016brai, kur\u0101 pas\u016bt\u012bt\u0101js apsprie\u017eas ar pa\u0161a izraudz\u012btiem pieg\u0101d\u0101t\u0101jiem un ar vienu vai vair\u0101kiem no vi\u0146iem r\u012bko sarunas par iepirkuma l\u012bguma noteikumiem un pas\u016bt\u012bt\u0101js pats nosaka minim\u0101l\u0101s pras\u012bbas pied\u0101v\u0101jumu iesnieg\u0161anai (t\u0101s likum\u0101 nav reglament\u0113tas) un kuras norise parasti ietver vair\u0101kas k\u0101rtas &#8211; s\u0101kotn\u0113ji notiek pretendentu kvalifik\u0101cijas atlase un tai seko pied\u0101v\u0101jumu atlase atbilsto\u0161i pas\u016bt\u012bt\u0101ja noteiktaj\u0101m pras\u012bb\u0101m.
