Pa 10% no ieguld\u012bjumiem <b>personu apvien\u012bb\u0101 ir &#8220;A.C.B.&#8221; un &#8220;Binders&#8221;<\/b>.<br \/>\n&#8220;Latvijas valsts ce\u013cu&#8221; pie\u0146emtais l\u0113mums \u013cauj izv\u0113l\u0113tajam pretendentam v\u0113rsties finan\u0161u instit\u016bcij\u0101s, lai p\u0113c padzi\u013cin\u0101tas finan\u0161u un tehnisko sp\u0113ju p\u0101rbaudes vienotos ar t\u0101m par gala nosac\u012bjumiem finans\u0113juma sa\u0146em\u0161anai. PPP l\u012bgums tiks sl\u0113gts tikai p\u0113c tam, kad b\u016bs sa\u0146emts finan\u0161u instit\u016bciju apstiprin\u0101jums finans\u0113t projektu sadarb\u012bb\u0101 ar konkr\u0113to partneri.<br \/>\nPieejam\u012bbas maks\u0101jums priv\u0101tajam partnerim b\u016bs l\u012bdz 13,5 miljoniem eiro bez pievienot\u0101s v\u0113rt\u012bbas nodok\u013ca (PVN) gad\u0101. <b>Kononova<\/b> skaidroja, ka atkar\u012bb\u0101 no da\u017e\u0101diem apst\u0101k\u013ciem, summa var b\u016bt ar\u012b maz\u0101ka, bet noteikti ne liel\u0101ka. P\u0113c a\u0123ent\u016bras LETA apr\u0113\u0137iniem, maksim\u0101l\u0101 summa 20 gadu laik\u0101 var sasniegt 270 miljonus eiro bez PVN.<br \/>\nOtrs pretendents, kas bija iesniedzis pied\u0101v\u0101jumu, ir <b>&#8220;Cointer Concesiones&#8221;<\/b>&#8211; Sp\u0101nij\u0101 re\u0123istr\u0113ts <b>&#8220;Azvi&#8221;<\/b> grupas uz\u0146\u0113mums ar pieredzi infrastrukt\u016bras un sabiedrisko pakalpojumu nodro\u0161in\u0101\u0161an\u0101 Eirop\u0101 un citviet pasaul\u0113. \u0160\u012b pretendenta pied\u0101v\u0101jums bija par 11% d\u0101rg\u0101ks.<br \/>\n<b>Kononova<\/b> nor\u0101d\u012bja, ka svar\u012bg\u0101kais krit\u0113rijs, p\u0113c kura tika v\u0113rt\u0113ti iesniegtie pied\u0101v\u0101jumi, bija cena, veidojot 80% no nov\u0113rt\u0113juma \u012bpatsvara. Savuk\u0101rt 20% veidoja atbilst\u012bba da\u017e\u0101diem papildu krit\u0113rijiem, piem\u0113ram, b\u016bvdarbu ilgums, satiksmes organiz\u0113\u0161ana b\u016bvdarbu laik\u0101, ikdienas uztur\u0113\u0161anas darbu organiz\u0113\u0161ana, kvalit\u0101tes un risku vad\u012bba un citi.<br \/>\nIepirkuma proced\u016bra tika \u012bstenota kvalifik\u0101cijas un atlases k\u0101rt\u0101s. Kvalifik\u0101cijas k\u0101rt\u0101 tika sa\u0146emti pieci pied\u0101v\u0101jumi, no kuriem pras\u012bb\u0101m atbilsto\u0161i bija \u010detri. Visi \u010detri atbilsto\u0161ie pretendenti tika uzaicin\u0101ti piedal\u012bties atlases k\u0101rt\u0101, tas ir, iesniegt s\u0101kotn\u0113jos tehniskos un finan\u0161u pied\u0101v\u0101jumus (tos iesniedza divi pretendenti), piedal\u012bties sarun\u0101s, kur\u0101s ar katru no pretendentiem tika diskut\u0113ts par pied\u0101v\u0101jumu preciz\u0113\u0161anu, uzlabo\u0161anu un iesp\u0113jamajiem cenu samazin\u0101jumiem, un sagatavot lab\u0101kos un gal\u012bgos pied\u0101v\u0101jumus.<br \/>\nPubliskais partneris \u0161aj\u0101 projekt\u0101 ir valsts Satiksmes ministrijas person\u0101, kuras v\u0101rd\u0101 projektu \u012bsteno &#8220;Latvijas valsts ce\u013ci&#8221;.<br \/>\n<b>Kononova<\/b> atg\u0101din\u0101ja, ka \u0161oned\u0113\u013c Ministru kabinets atbalst\u012bja \u0136ekavas apvedce\u013ca b\u016bvniec\u012bbu k\u0101 pirmo noz\u012bm\u012bgo industri\u0101lo PPP projektu Baltij\u0101, kas tiks \u012bstenots p\u0113c &#8220;projekt\u0113-b\u016bv\u0113-uzturi-finans\u0113&#8221; mode\u013ca.<br \/>\n\u0136ekavas apvedce\u013c\u0161 b\u016bs valsts galven\u0101 autoce\u013ca R\u012bga-Bauska-Lietuvas robe\u017ea (Grenct\u0101le) (A7) posms no 7,78. l\u012bdz 25.kilometram. T\u0101 joslas kilometru garums b\u016bs aptuveni 100 kilometru, tostarp \u010detru joslu ce\u013c\u0161 (pa div\u0101m josl\u0101m katr\u0101 brauk\u0161anas virzien\u0101) &#8211; 12,22 kilometri, divu joslu ce\u013c\u0161 ar vienu brauktuvi un vienu joslu katr\u0101 brauk\u0161anas virzien\u0101 &#8211; 5,36 kilometri, paral\u0113lie ce\u013ci un satiksmes p\u0101rvadi &#8211; 20,7 kilometri.<br \/>\nT\u0101pat projekt\u0101 paredz\u0113ti divi tune\u013ci, se\u0161i tilti un p\u0101rvadi, 10 ap\u013cveida krustojumi, divi g\u0101j\u0113ju tilti un tune\u013ci un 6,5 kilometri prettrok\u0161\u0146u risin\u0101jumu.<br \/>\n\u0136ekavas apvedce\u013ca vienas joslas kilometra b\u016bvdarbu izmaksas, ieskaitot in\u017eenierb\u016bves (tilti, p\u0101rvadi, tune\u013ci, prettrok\u0161\u0146u sienas, rampas un citas), b\u016bs aptuveni 1,23 miljoni eiro bez PVN, kam\u0113r, piem\u0113ram, Saulkrastu apvedce\u013ca (A1) viena joslas kilometra, ieskaitot in\u017eenierb\u016bves, b\u016bvdarbu izmaksas 2007.gad\u0101 bija aptuveni 1,25 miljoni eiro.<br \/>\n\u0136ekavas apvedce\u013c\u0161 b\u016bs pirmais projekts Baltij\u0101, kas tiks realiz\u0113ts p\u0113c principa &#8220;projekt\u0113-b\u016bv\u0113-uzturi-finans\u0113&#8221;. Priv\u0101tais partneris nodro\u0161in\u0101s gan projekt\u0113\u0161anu, gan b\u016bvniec\u012bbu, gan finan\u0161u piesaisti un ce\u013ca uztur\u0113\u0161anu 23 gadu laik\u0101. \u0136ekavas apvedce\u013ca gad\u012bjum\u0101 priv\u0101tais partneris visu PPP l\u012bguma darb\u012bbas laiku piln\u0101 apm\u0113r\u0101 atbild\u0113s par piln\u012bgi visiem uztur\u0113\u0161anas darbiem b\u016bv\u0113, tostarp brauktuvju kais\u012b\u0161anu, t\u012br\u012b\u0161anu, nodal\u012bjuma joslas (ce\u013cmalu) p\u013cau\u0161anu, latv\u0101\u0146u izn\u012bcin\u0101\u0161anu, apgaismojumu, elektroener\u0123iju apgaismojumam un cit\u0101m satiksmes organiz\u0101cijas iek\u0101rt\u0101m, sabiedrisk\u0101 transporta pieturvietu uztur\u0113\u0161anu, ce\u013ca horizont\u0101l\u0101 mar\u0137\u0113juma atjauno\u0161anu un citiem darbiem.<br \/>\nT\u0101pat priv\u0101tais partneris garant\u0113s, ka v\u0113l piecus gadus p\u0113c PPP l\u012bguma darb\u012bbas beig\u0101m \u0136ekavas apvedce\u013c\u0161 saglab\u0101sies t\u0101d\u0101 kvalit\u0101t\u0113, lai tam b\u016btu nepiecie\u0161ami tikai ikdienas uztur\u0113\u0161anas darbi, bet ne kapit\u0101lieguld\u012bjumi.<br \/>\nProjekta \u012bsteno\u0161anai uz valsts v\u0101rda Satiksmes ministrijas person\u0101 ieg\u0101d\u0101tas 218 zemes vien\u012bbas 132 hekt\u0101ru plat\u012bb\u0101, tostarp, me\u017eu zemes &#8211; 56 vien\u012bbas (26%), lauksaimniec\u012bbas zemes &#8211; 56 vien\u012bbas (26%), apb\u016bves zemes &#8211; 48 vien\u012bbas (22%), ra\u017eo\u0161anas teritorijas &#8211; 19 vien\u012bbas (9%), bet zeme zem ce\u013ciem &#8211; 39 vien\u012bbas (18%). Kop\u0113j\u0101s faktisk\u0101s zemju atsavin\u0101\u0161anas izmaksas ir 4,6 miljoni eiro.<br \/>\nProjekt\u0113\u0161anas un b\u016bvniec\u012bbas laik\u0101 valsts nemaks\u0101s neko, inform\u0113ja &#8220;Latvijas valsts ce\u013cu&#8221; p\u0101rst\u0101vji, skaidrojot, ka visus ieguld\u012bjumus veiks priv\u0101tais partneris. Br\u012bd\u012b, kad b\u016bvniec\u012bba tiks piln\u012bb\u0101 pabeigta, kad darbu kvalit\u0101te b\u016bs atz\u012bta par atbilsto\u0161u normat\u012bvu pras\u012bb\u0101m un infrastrukt\u016bra b\u016bs pieejama sabiedr\u012bbai lieto\u0161anai, valsts s\u0101ks maks\u0101t priv\u0101tajam partnerim pieejam\u012bbas maks\u0101jumus, pak\u0101peniski 20 gadu garum\u0101 piln\u012bb\u0101 nor\u0113\u0137inoties par paveikto.<br \/>\nPieejam\u012bbas maks\u0101jums sedz priv\u0101t\u0101 partnera izdevumus par projekt\u0113\u0161anu, b\u016bvniec\u012bbu, ikdienas uztur\u0113\u0161anu un periodisko uztur\u0113\u0161anu 20 gadu period\u0101 p\u0113c b\u016bvdarbu pabeig\u0161anas, k\u0101 ar\u012b izdevumus par aiz\u0146emtajiem finan\u0161u l\u012bdzek\u013ciem, apdro\u0161in\u0101\u0161anu, administr\u0113\u0161anu un citus izdevumus.<br \/>\nPPP l\u012bgum\u0101 noteikt\u0101 pieejam\u012bbas maks\u0101juma kopsumma ir maksim\u0101l\u0101 iesp\u0113jam\u0101 summa, kuru var sa\u0146emt priv\u0101tais partneris PPP l\u012bguma darb\u012bbas laik\u0101. Pieejam\u012bbas maks\u0101jums var tikt samazin\u0101ts gad\u012bjum\u0101, ja \u0136ekavas apvedce\u013c\u0161 vai t\u0101 da\u013ca nav piln\u012bb\u0101 vai da\u013c\u0113ji pieejama satiksmei, tas ir, par katru stundu un katru joslas kilometru, kur\u0101 attiec\u012bgais b\u016bves posms nav piln\u012bb\u0101 pieejams, iz\u0146emot gad\u012bjumus, kad brauk\u0161anas apst\u0101k\u013ci ir ietekm\u0113ti no tre\u0161o personu puses, piem\u0113ram, autoav\u0101rija.<br \/>\nKop\u0113jais partner\u012bbas l\u012bguma termi\u0146\u0161 ir l\u012bdz 23 gadiem. No tiem projekt\u0113\u0161anas un b\u016bvniec\u012bbas periods b\u016bs ne ilg\u0101ks k\u0101 tr\u012bs gadi.<br \/>\n&#8220;Latvijas valsts ce\u013cu&#8221; p\u0101rst\u0101vji skaidroja, ka Bauskas \u0161osejas (A7) posms R\u012bga-\u0136ekava ir viens no noslogot\u0101kajiem ce\u013ciem Latvij\u0101, satiksmes intensit\u0101tei sasniedzot vid\u0113ji ap 17 000 automa\u0161\u012bn\u0101m diennakt\u012b, atsevi\u0161\u0137os ce\u013ca posmos pat 25 278 vien\u012bbas, turkl\u0101t tas \u0161\u0137\u0113rso bl\u012bvi apdz\u012bvoto \u0136ekavas ciemu. Kravas transporta satiksmes intensit\u0101te \u0161aj\u0101 posm\u0101 jau tr\u012bs reizes p\u0101rsniedz limitu.
