Vesel\u012bbas ministrijai individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101d\u0113m no l\u012bdzek\u013ciem neparedz\u0113tiem gad\u012bjumiem bija pieejami <b>11,7 milj. eiro<\/b>, no tiem vesel\u012bbas resora iest\u0101des Nacion\u0101lais vesel\u012bbas dienests (NVD) un Neatliekam\u0101s medic\u012bnisk\u0101s pal\u012bdz\u012bbas dienests (NMPD) aizsargmasku un respiratoru ieg\u0101d\u0113m izlietoja <b>5,7 milj. eiro<\/b>, ieg\u0101d\u0101joties aizsardz\u012bbas l\u012bdzek\u013cus no pieciem pieg\u0101d\u0101t\u0101jiem.<\/p>\n<p><i>Iepirkumu veik\u0161anas jaun\u0101 k\u0101rt\u012bba top nov\u0113loti, katrs r\u012bkojas, k\u0101 prot<\/i><\/p>\n<p>Jau febru\u0101ra vid\u016b aizsardz\u012bbas l\u012bdzek\u013cu pieg\u0101de bija apgr\u016btin\u0101ta vis\u0101 Eirop\u0101. Rea\u0123\u0113jot uz \u0161o, Latvijas vald\u012bba v\u0113l devi\u0146as dienas pirms \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas izsludin\u0101\u0161anas aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101d\u0113s at\u013c\u0101va nepiem\u0113rot Publisko iepirkumu likuma nosac\u012bjumus, bet vadl\u012bnijas par iepirkumu veik\u0161anu \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas laik\u0101 Finan\u0161u ministrija un Iepirkumu uzraudz\u012bbas birojs publiskoja gandr\u012bz divus m\u0113ne\u0161us v\u0113l\u0101k (29.04.). Saska\u0146\u0101 ar Eiropas Komisijas ieteikumiem (13.03.) tika pie\u013cautas ar\u012b atk\u0101pes no aizsardz\u012bbas l\u012bdzek\u013cu atbilst\u012bbas nov\u0113rt\u0113\u0161anas proced\u016br\u0101m. Ar\u012b \u0161aj\u0101 gad\u012bjum\u0101 Ministru kabinets (MK) tikai 9.apr\u012bl\u012b noteica jaunu k\u0101rt\u012bbu kvalit\u0101tes nov\u0113rt\u0113\u0161anas proced\u016bru veik\u0161anai. Revidenti t\u0101 ar\u012b nerada atbildi uz jaut\u0101jumu, k\u0101d\u0113\u013c \u0161o proced\u016bru izstr\u0101dei bija nepiecie\u0161ams tik ilgs laiks.<\/p>\n<p><i>&#8220;P\u0113c rev\u012bzijas n\u0101kas atz\u012bt, ka m\u016bsu valst\u012b netika savlaic\u012bgi veikti pas\u0101kumi, lai &#8220;atviegloto iepirkumu&#8221; proced\u016bras b\u016btu caurskat\u0101mas, k\u0101 ar\u012b valstisk\u0101 l\u012bmen\u012b netika izstr\u0101d\u0101tas vadl\u012bnijas ieg\u0101\u017eu veik\u0161anai situ\u0101cij\u0101, kad netiek piem\u0113rots Publisko iepirkumu likums. L\u012bdz ar to sabiedr\u012bb\u0101 pamatoti rais\u012bj\u0101s diskusijas par aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101\u017eu procesa atkl\u0101t\u012bbas tr\u016bkumu, un tas rad\u012bja augsni aizdom\u0101m par korupt\u012bviem dar\u012bjumiem. Lai gan \u0161is nebija vienk\u0101r\u0161s laiks nevienam no l\u0113mumu pie\u0146\u0113m\u0113jiem, j\u0101atz\u012bst, ka vair\u0101ki l\u0113mumi n\u0101ca stipri par v\u0113lu,&#8221;<\/i> uzsver valsts kontroliere <b>Elita Kr\u016bmi\u0146a<\/b>.<\/p>\n<p><i>Vesel\u012bbas resor\u0101 ieg\u0101\u017eu procesa organiz\u0101cij\u0101 un l\u0113mumu pamatot\u012bb\u0101 daudz nezin\u0101mo<\/i><\/p>\n<p>Pirmais Covid-19 saslim\u0161anas gad\u012bjums Latvij\u0101 tika konstat\u0113ts 2.mart\u0101, un jau 3.mart\u0101 MK pie\u0161\u0137\u012bra 1,2 milj. eiro, lai NMPD var\u0113tu ieg\u0101d\u0101ties medic\u012bnas apr\u012bkojumu, individu\u0101los aizsardz\u012bbas l\u012bdzek\u013cus, medikamentus epidemiolo\u0123isk\u0101s dro\u0161\u012bbas vajadz\u012bb\u0101m. Da\u013ca no \u0161\u012b finans\u0113juma bija paredz\u0113ta ar\u012b valsts materi\u0101lo rezervju papildin\u0101\u0161anai. Tom\u0113r, \u0146emot v\u0113r\u0101 kritisko situ\u0101ciju Eirop\u0101, NMPD izdev\u0101s ieg\u0101d\u0101ties tikai 48% no pl\u0101notaj\u0101m aizsargmask\u0101m un 12% no respiratoriem.<\/p>\n<p>NMPD un NVD, veicot individu\u0101lo aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101des, priorit\u0101ri balst\u012bj\u0101s uz vesel\u012bbas resora apr\u0113\u0137iniem un vajadz\u012bb\u0101m. Vienlaikus NVD aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101des veica ar rezervi, lai kr\u0101jumi b\u016btu p\u0113c iesp\u0113jas ilg\u0101kam laika posmam un da\u013cu no tiem var\u0113tu novirz\u012bt ar\u012b citu resoru vajadz\u012bb\u0101m. L\u012bdz pat 27.martam t\u0101 ar\u012b nebija zin\u0101ms, cik un k\u0101da veida individu\u0101lie aizsardz\u012bbas l\u012bdzek\u013ci visp\u0101r ir nepiecie\u0161ami valstisk\u0101 l\u012bmen\u012b.<\/p>\n<p>Vesel\u012bbas resors aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101des veica apst\u0101k\u013cos, kad bija j\u0101r\u012bkojas \u0101tri un izl\u0113m\u012bgi, ta\u010du ne valstisk\u0101 l\u012bmen\u012b, ne vesel\u012bbas resora ietvaros nebija defin\u0113tas pras\u012bbas ieg\u0101\u017eu veik\u0161anai. L\u012bdz ar to tas, k\u0101 veikt ieg\u0101des atvieglot\u0101 k\u0101rt\u012bb\u0101, bija tikai un vien\u012bgi konkr\u0113t\u0101s ieg\u0101des veic\u0113ja kompetenc\u0113 un atbild\u012bb\u0101.<\/p>\n<p>V\u0113rt\u0113jot ieg\u0101\u017eu procesu NVD, Valsts kontroles revidenti secin\u0101ja, ka vesel\u012bbas resor\u0101 tika pie\u013cauta vienpersonisku l\u0113mumu pie\u0146em\u0161ana, t\u0101d\u0113j\u0101di radot korupcijas risku. Lai gan NVD ar direktora mutisku r\u012bkojumu bija izveidota darba grupa, kas nodarboj\u0101s ar aizsardz\u012bbas l\u012bdzek\u013cu ieg\u0101di, tom\u0113r revidentiem neizdev\u0101s ieg\u016bt nek\u0101dus dokumentus par t\u0101s darb\u012bbu. Turkl\u0101t l\u0113mumus par l\u012bgumu sl\u0113g\u0161anu ar konkr\u0113tiem pieg\u0101d\u0101t\u0101jiem iest\u0101des direktors pie\u0146\u0113mis vienpersoniski, par saviem l\u0113mumiem inform\u0113jot kr\u012bzes vad\u012bb\u0101 iesaist\u012bt\u0101s instit\u016bcijas, t\u0101 sa\u0146emot netie\u0161u atbalstu.<\/p>\n<p>Ar\u012b attiec\u012bb\u0101 uz NVD izvirz\u012bto pieg\u0101d\u0101t\u0101ju atlases krit\u0113riju iev\u0113ro\u0161anu piecu konkr\u0113to pieg\u0101d\u0101t\u0101ju atlasei Valsts kontrolei neizdev\u0101s ieg\u016bt dokument\u0101rus pier\u0101d\u012bjumus, lai gan krit\u0113riji pieg\u0101d\u0101t\u0101jiem tika izvirz\u012bti. Valsts kontrole uzsver, ka visa procesa laik\u0101 l\u0113mumu pie\u0146\u0113m\u0113ju darb\u012bbas un l\u0113mumi netika dokument\u0113ti pat ne minim\u0101l\u0101 apjom\u0101 &#8211; vieno\u0161an\u0101s ar pieg\u0101d\u0101t\u0101jiem notika mutiski, telefoniski, izmantojot lietotni WhatsApp un taml\u012bdz\u012bgi. T\u0101d\u0113\u013c l\u0113mumu pie\u0146em\u0161ana nav izsekojama un ar audita metod\u0113m nav nov\u0113rt\u0113jama. Iesp\u0113jamas korupt\u012bvas darb\u012bbas b\u016btu identific\u0113jamas ar operat\u012bv\u0101m metod\u0113m. Visu rev\u012bzij\u0101 ieg\u016bto inform\u0101ciju Valsts kontrole ir nodevusi Valsts policijas Ekonomisko noziegumu apkaro\u0161anas p\u0101rvaldei, kura ir uzs\u0101kusi resorisko p\u0101rbaudi, tostarp lai mekl\u0113tu atbildes uz jaut\u0101jumu &#8211; vai nepast\u0101v slepenas vieno\u0161an\u0101s pieg\u0101d\u0101t\u0101ju izv\u0113l\u0113.<\/p>\n<p>Ieg\u0101\u017eu procesa laik\u0101 NVD t\u0101 ar\u012b nepubliskoja inform\u0101ciju par visiem sa\u0146emtajiem pied\u0101v\u0101jumiem, bet gan tikai par 65 pieg\u0101d\u0101t\u0101jiem ar nor\u0101di, ka saraksts tiks papildin\u0101ts. T\u0101d\u0113j\u0101di tika ierobe\u017eotas nozares iesp\u0113jas sekot l\u012bdzi un uzraudz\u012bt ieg\u0101\u017eu procesu, kas var\u0113tu mazin\u0101t korupcijas riskus un klied\u0113t sabiedr\u012bbas ba\u017eas.<\/p>\n<p>Vienlaikus Valsts kontrole pozit\u012bvi v\u0113rt\u0113 NMPD un NVD r\u012bc\u012bbu situ\u0101cij\u0101, kad individu\u0101lo aizsargl\u012bdzek\u013cu defic\u012bta apst\u0101k\u013cos, par\u0101doties inform\u0101cijai par viltojumiem, vesel\u012bbas resora dienesti p\u0113c savas iniciat\u012bvas organiz\u0113ja paraugu kvalit\u0101tes test\u0113\u0161anu, piesaistot gan augstskolas, gan slimn\u012bcu laboratorijas, gan Pat\u0113r\u0113t\u0101ju ties\u012bbu aizsardz\u012bbas centru un Vesel\u012bbas inspekciju. Tiesa gan, p\u0101rbaudes netika veiktas vis\u0101m pieg\u0101d\u0101to pre\u010du partij\u0101m.<\/p>\n<p><i>M\u0101c\u012bbas un konsekvences<\/i><\/p>\n<p>Viens no neatliekami risin\u0101miem jaut\u0101jumiem, kam p\u0113c \u0101rk\u0101rt\u0113j\u0101s situ\u0101cijas b\u016btu j\u0101b\u016bt vald\u012bbas dienas k\u0101rt\u012bb\u0101, ir Valsts civil\u0101s aizsardz\u012bbas pl\u0101ns, bez kura Latvija dz\u012bvojusi jau tr\u012bs gadus.
