R\u012bkojot konkursu par JRT rekonstrukciju, Pas\u016bt\u012bt\u0101js izl\u0113ma projekta da\u013cas sadal\u012bt \u2013 projekt\u0113\u0161anai bija atsevi\u0161\u0137s konkurss un b\u016bvniec\u012bbai atsevi\u0161\u0137s. Nov\u0113rt\u0113jot BIM priek\u0161roc\u012bbas un sava in\u017eenierresursa iesaisti, lai maksim\u0101li efekt\u012bvi, sadarb\u012bb\u0101 ar projekt\u0113t\u0101ju var\u0113tu risin\u0101t nepiln\u012bbas, b\u016bvnieks pied\u0101v\u0101ja pilna BIM mode\u013ca izstr\u0101di un ieg\u0101di. Tika pana\u0304kta vienos\u030cana\u0304s par vaira\u0304kiem jauta\u0304jumiem un termin\u0327iem, tostarp puses vienoja\u0304s, ka 2019. gada 30. j\u016blij\u0101 bu\u0304vnieks iesniegs jaun\u0101 risin\u0101juma detalize\u0304tu darbu izpildes grafiku.<\/p>\n<p>Tom\u0113r, neskatoties uz problem\u0101tisk\u0101 jaut\u0101juma ievirzi pozit\u012bv\u0101 risin\u0101jum\u0101, 2019. gada 23. j\u016blij\u0101 B\u016bvuz\u0146\u0113m\u0113js sa\u0146\u0113ma Pas\u016bt\u012bt\u0101ja pazi\u0146ojumu par l\u012bguma vienpersonisku izbeig\u0161anu JRT rekonstrukcijas projekt\u0101.<\/p>\n<p>B\u016bvnieka ieskat\u0101 \u0161is Pas\u016bt\u012bt\u0101ja valdes l\u0113mums ir nepamatots, jo izteiktie p\u0101rmetumi par darbu kvalit\u0101ti un dro\u0161\u012bbas p\u0101rk\u0101pumiem netika balst\u012bti uz faktiem vai dokument\u0101liem pier\u0101d\u012bjumiem. Redzot, ka \u0161\u0101da l\u012bguma izbeig\u0161ana ne tikai apdraud visa projekta realiz\u0101ciju, bet ar\u012b B\u016bvuz\u0146\u0113m\u0113ja likumisk\u0101s ties\u012bbas, B\u016bvuz\u0146\u0113m\u0113js v\u0113rs\u0101s ties\u0101 ar pras\u012bbu l\u012bguma uzteik\u0161anu atz\u012bt par sp\u0113k\u0101 neeso\u0161u.<\/p>\n<p>2019. gada 14. august\u0101 R\u012bgas pils\u0113tas Vidzemes priek\u0161pils\u0113tas tiesa pie\u0146\u0113ma l\u0113mumu par pras\u012bbas nodro\u0161in\u0101jumu, rezult\u0101t\u0101 aizliedzot VAS \u201cValsts nekustamie \u012bpa\u0161umi\u201d (VN\u012a, Pas\u016bt\u012bt\u0101js) k\u0101 Pas\u016bt\u012bt\u0101jam Jaun\u0101 R\u012bgas te\u0101tra rekonstrukcijas projekt\u0101 sl\u0113gt jebk\u0101dus dar\u012bjumus, tai skait\u0101 b\u016bvniec\u012bbas l\u012bgumus ar citiem b\u016bvniekiem&nbsp; un cit\u0101m tre\u0161aj\u0101m pus\u0113m b\u016bvdarbu turpin\u0101\u0161anai; aizliegt VN\u012a piepras\u012bt jebk\u0101du naudas summu izmaksu, pamatojoties uz bankas izsniegto avansa maks\u0101jumu garantiju; aizliegt VN\u012a piepras\u012bt jebk\u0101du naudas summu, pamatojoties uz apdro\u0161in\u0101t\u0101ja izsniegto galvojumu apdro\u0161in\u0101\u0161anas polisi.<\/p>\n<p>Vienlaikus izprotot, cik noz\u012bm\u012bga ir projekta izpilde termi\u0146\u0101, lai nezaud\u0113tu ES l\u012bdzfinans\u0113jumu, k\u0101 ar\u012b, lai kav\u0113\u0161an\u0101s neliktu \u0161\u0137\u0113r\u0161\u013cus citu kult\u016bras projektu att\u012bst\u012bbai Miera iel\u0101, b\u016bvnieks turpina mekl\u0113t tik nepiecie\u0161amos kompromisus, lai turpin\u0101tu realiz\u0113t projektu eso\u0161\u0101 l\u012bguma ietvar\u0101. Jauna iepirkuma rezult\u0101t\u0101 b\u016bvdarbu izpildes termi\u0146i negl\u0101bjami pagarin\u0101sies, turkl\u0101t finansi\u0101la ieguvuma no \u0161\u0101das r\u012bc\u012bbas neb\u016bs.<\/p>\n<p>T\u0101p\u0113c, neskatoties uz to, ka ir uzs\u0101kta tiesved\u012bba par l\u012bguma lau\u0161anas tiesiskumu un ka darbi b\u016bvobjekt\u0101 ir aptur\u0113ti, b\u016bvnieks turpina str\u0101d\u0101t pie projekta att\u012bst\u012bbas un ir sagatavojis skaidrus un \u012bstenojamus priek\u0161likumus.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">Mierizl\u012bguma pied\u0101v\u0101jums<\/span><\/b><\/p>\n<p>2019. gada 22. august\u0101, atsaucoties ekonomikas un kult\u016bras ministru aicin\u0101jumam s\u0113sties v\u0113lreiz vis\u0101m pus\u0113m pie sarunu galda, Pas\u016bt\u012bt\u0101js organiz\u0113ja tik\u0161anos. T\u0101s laik\u0101 B\u016bvuz\u0146\u0113m\u0113js no savas puses iesniedza Pas\u016bt\u012bt\u0101jam mierizl\u012bguma pied\u0101v\u0101jumu. \u0145emot v\u0113r\u0101 izveidoju\u0161os apst\u0101k\u013cus, kad nepiecie\u0161ams cits tehnolo\u0123isks risin\u0101jums \u0113kas pamatu izb\u016bvei, k\u0101 ar\u012b segt boj\u0101jumu nov\u0113r\u0161anas un projekta d\u012bkst\u0101ves izmaksas, kop\u0113jais sad\u0101rdzin\u0101jums veido 2,6 miljonus eiro, bet \u0146emot v\u0113r\u0101, ka da\u013cu no papildu izmaks\u0101m segt uz\u0146emas B\u016bvuz\u0146\u0113m\u0113js, tad pied\u0101v\u0101jums ietver priek\u0161likumu Pas\u016bt\u012bt\u0101jam segt 1,6 miljonus eiro. Papildus pied\u0101v\u0101jum\u0101 ietverts ar\u012b priek\u0161likums, ka b\u016bvnieks izstr\u0101d\u0101 tr\u016bksto\u0161os vai neprec\u012bzos projekta risin\u0101jumus sadarb\u012bb\u0101 ar Projekt\u0113t\u0101ju, kur\u0161 tos v\u0113rt\u0113 un apstiprina. \u0160\u0101ds kompromiss liel\u0101 m\u0113r\u0101 atvieglotu koordin\u0113jo\u0161o un p\u0101rraugo\u0161o darbu Pas\u016bt\u012bt\u0101jam un \u013cautu rait\u0101k virz\u012bties ar darbu izpildi.<\/p>\n<p>2019. gada 28. august\u0101 b\u016bvniec\u012bb\u0101 iesaist\u012bt\u0101s puses tik\u0101s ar ekonomikas ministru Ralfu Nemiro, kur\u0161 aicin\u0101ja rast str\u012bda risin\u0101jumu medi\u0101cijas ce\u013c\u0101. \u0160aj\u0101 dien\u0101, papildinot 2019. gada 22. august\u0101 izteikto mierizl\u012bguma pied\u0101v\u0101jumu un sa\u0146emot papildus inform\u0101cijas piepras\u012bjumu no Pas\u016bt\u012bt\u0101ja, B\u016bvuz\u0146\u0113m\u0113js iesniedza detaliz\u0113t\u0101ku b\u016bvdarbu izpildes kalend\u0101ro grafiku un izv\u0113rst\u0101kas apr\u0113\u0137inu t\u0101mes. Vienlaikus b\u016bvnieks jau gatavo un iesniegs papildu inform\u0101ciju ar\u012b par mierizl\u012bgum\u0101 pied\u0101v\u0101tajiem tehniskiem risin\u0101jumiem un pl\u0101noto darba organiz\u0101ciju.<\/p>\n<p>T\u0101 k\u0101 \u201cRERE B\u016bve 1\u201d ir ieinteres\u0113ta mierizl\u012bgum\u0101 un abpus\u0113ji konstrukt\u012bva dialoga ce\u013c\u0101 non\u0101kt pie rezult\u0101ta \u2013 ats\u0101kt b\u016bv\u0113t JRT, lai b\u016bvi nodotu l\u012bdz 2022. gada 31. martam, b\u016bvuz\u0146\u0113m\u0113js ir gatavs sniegt konkr\u0113tas atbildes un skaidrojumus ne tikai iesniedzot tos v\u0113stu\u013cu sarakstes form\u0101t\u0101, bet ar\u012b faktiski, atgrie\u017eoties pie b\u016bvsapul\u010du form\u0101ta, kur\u0101 speci\u0101listi sav\u0101 starp\u0101 apsprie\u017e konkr\u0113tus priek\u0161likumus.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">Ja mierizl\u012bguma priek\u0161likumi netiek atbalst\u012bti<\/span><\/b><\/p>\n<p>Turpinoties uzs\u0101ktajai tiesved\u012bbai, paredzams, ka JRT rekonstrukcija ieilgs vai piln\u012bb\u0101 apst\u0101sies. \u201cB\u016bvnieks RERE B\u016bve 1\u201d uzskata, ka l\u012bgums ir sp\u0113k\u0101, kam\u0113r tiesa nav pie\u0146\u0113musi gala l\u0113mumu \u0161aj\u0101 liet\u0101, nor\u0101da Valdis Koks: \u201cTiesved\u012bba noz\u012bm\u0113 zaud\u0113tu naudu piln\u012bgi vis\u0101m pus\u0113m, projekta sad\u0101rdzin\u0101jumu, ES l\u012bdzek\u013cu zaud\u0113\u0161anu, risku to nerealiz\u0113t visp\u0101r, att\u0101linot jebkurus jaunus pl\u0101nus citiem kult\u016bras projektiem saist\u012bb\u0101 ar Miera ielas projektu.<\/p>\n<p>Vienlaikus j\u0101\u0146em v\u0113r\u0101, ka, pat izsludinot jaunu konkursu, pabeigt JRT projektu termi\u0146\u0101, kvalit\u0101t\u0113 un eso\u0161aj\u0101 bud\u017eet\u0101 objekt\u012bvi neb\u016bs iesp\u0113jams, jo neturpinot b\u016bvniec\u012bbas darbus tagad, p\u0113c jaun\u0101 konkursa pats \u0101tr\u0101kais, kad iesp\u0113jams ats\u0101kt b\u016bvniec\u012bbu, ir 2020. gada apr\u012blis.\u201d<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">Komunik\u0101cija un sadarb\u012bba<\/span><\/b><\/p>\n<p>Ikviens izteikums un apgalvojums b\u016btu j\u0101balsta faktos. B\u016bvniec\u012bbas likums un Visp\u0101r\u012bgie b\u016bvnoteikumi nosaka, ka b\u016bvniekam nav ties\u012bbu str\u0101d\u0101t cit\u0101di k\u0101 vien p\u0113c tehnisk\u0101 projekta, un nepiln\u012bbu nov\u0113r\u0161ana bez nepiecie\u0161amajiem saska\u0146ojumiem ir uzskat\u0101ma par patva\u013c\u012bgu b\u016bvniec\u012bbu.<\/p>\n<p>Kaut ar\u012b visiem ir viens m\u0113r\u0137is \u2013 realiz\u0113t projektu, b\u016bvniec\u012bba nav vienk\u0101r\u0161s process, jo ir daudzi iesaist\u012btie, daudz neparedz\u0113tu probl\u0113msitu\u0101ciju, daudz viedok\u013cu.
