{"id":11324,"date":"2019-06-05T11:59:55","date_gmt":"2019-06-05T09:59:55","guid":{"rendered":"https:\/\/zurnalsiepirkumi.lv\/?p=11324"},"modified":"2019-06-05T12:42:16","modified_gmt":"2019-06-05T10:42:16","slug":"zinas-17","status":"publish","type":"post","link":"https:\/\/zurnalsiepirkumi.lv\/?p=11324","title":{"rendered":"Zi\u0146as"},"content":{"rendered":"<p><b><span style=\"color: #2d5986; font-size: medium;\">Ministre: EIS ir nep\u0101rvald\u0101ms r\u012bks<\/span><\/b><\/p>\n<p><b>Vesel\u012bbas ministrijas (VM) pas\u016bt\u012btajos izv\u0113rt\u0113juma zi\u0146ojumos par agr\u0101k veiktajiem inform\u0101cijas un komunik\u0101cijas tehnolo\u0123iju (IKT) iepirkumiem paustas aizdomas par kr\u0101p\u0161anu un neefekt\u012bvu l\u012bdzek\u013cu izmanto\u0161anu, preses konferenc\u0113 zi\u0146oja vesel\u012bbas ministre Ilze Vi\u0146\u0137ele.<\/b><\/p>\n<p>Ministre inform\u0113ja, ka Vesel\u012bbas ministrija pas\u016bt\u012bjusi p\u0101rbaudes divos IKT projektos: Nacion\u0101l\u0101 vesel\u012bbas dienesta (NVD) organiz\u0113to Vesel\u012bbas apr\u016bpes finans\u0113\u0161anas likuma (VAFL) r\u012bka ievie\u0161anu un Vesel\u012bbas ministrijas IKT centraliz\u0101cijas projektu, lai p\u0101rliecin\u0101tos par projekta t\u0101l\u0101ku virz\u012bbu un atbilsto\u0161u l\u012bdzek\u013cu izmanto\u0161anu.<\/p>\n<p>Attiec\u012bb\u0101 uz VAFL likum\u0101 min\u0113ta r\u012bka ievie\u0161anu, eksperti konstat\u0113ju\u0161i ap\u0161aub\u0101mu nepiecie\u0161am\u012bbu 315 000 eiro izlietojumam iek\u0101rt\u0101m, kuras aizvien neizmanto. Savuk\u0101rt,  IKT centraliz\u0101cijas projektam p\u0101rbaud\u0113s konstat\u0113ti ap\u0161aub\u0101mi dar\u012bjumi par 597 124, 78 eiro.<br \/>\n<!--more--><br \/>\n\u201cMums ir pamats dom\u0101t par kr\u0101pniec\u012bbu. Abos projektos eksperti konstat\u0113ju\u0161i, ka par programmat\u016br\u0101m pirktas piln\u012bgi citas un stipri d\u0101rg\u0101kas licences,\u201d nor\u0101d\u012bja Vi\u0146\u0137ele, piebilstot, ka abos projektos eksperti pirkt\u0101s programmat\u016bras licences fiziski nav identific\u0113ju\u0161i.<br \/>\nAnaliz\u0113jot iepirkumus abos projektos, radu\u0161\u0101s aizdomas, ka l\u012bdz ar konkr\u0113tu programmat\u016bru licen\u010du ieg\u0101di tiek ierobe\u017eota konkurence citiem pretendentiem piedal\u012bties iepirkum\u0101.<\/p>\n<p>Iepriek\u0161 nosauktie iepirkumi veikti elektroniskaj\u0101 iepirkumu sist\u0113m\u0101 (EIS). VM tuv\u0101kaj\u0101 laik\u0101 p\u0101rrun\u0101s konstat\u0113tos faktus ar Vides aizsardz\u012bbas un re\u0123ion\u0101las att\u012bst\u012bbas ministrijas, Valsts re\u0123ion\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bras, un Konkurences padomes p\u0101rst\u0101vjiem t\u0101p\u0113c, ka past\u0101v aizdomas, ka \u0161\u0101da veida p\u0101rk\u0101pumi var\u0113tu b\u016bt \u012bstenoti ar\u012b cit\u0101s nozar\u0113s.<\/p>\n<p>\u201cEIS tika rad\u012bts k\u0101 labs un paroc\u012bgs r\u012bks, diem\u017e\u0113l tas sevi pierad\u012bjis ar\u012b k\u0101 nep\u0101rvald\u0101mu r\u012bku. Min\u0113t\u0101 sist\u0113ma var tikt izmantota, lai ierobe\u017eotu konkurenci,\u201d sac\u012bja ministre.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">Uzvar\u0113t\u0101js zin\u0101ms, gaida rev\u012bzijas atzinumu<\/span><\/b><\/p>\n<p><b>AS \u201cPasa\u017eieru vilciens\u201d (\u201cPV\u201d) jauno elektrovilcienu iepirkum\u0101 par uzvar\u0113t\u0101ju atz\u012bta \u201c\u0160koda Vagonka\u201d, tom\u0113r l\u012bgumu ar ra\u017eot\u0101ju sl\u0113gs vien p\u0113c pozit\u012bva Eiropas rev\u012bzijas iest\u0101\u017eu atzinuma. <\/b><\/p>\n<p>Iepirkuma uzvar\u0113t\u0101ja \u201c\u0160koda Vagonka\u201d kop\u0113j\u0101 pied\u0101v\u0101t\u0101 l\u012bgumcena 32 jaunu elektrovilcienu ra\u017eo\u0161anai un to uztur\u0113\u0161anai nepiecie\u0161am\u0101 apr\u012bkojuma pieg\u0101dei ir 241 888 753 eiro. L\u012bgumcen\u0101 ietilpst vilcienu, to uztur\u0113\u0161anai nepiecie\u0161am\u0101 apr\u012bkojuma pieg\u0101de, rezerves da\u013cu fonda pieg\u0101de pirmajiem 5 gadiem, k\u0101 ar\u012b person\u0101la apm\u0101c\u012bba.  Iepriek\u0161 par konkursa uzvar\u0113t\u0101ju pasludin\u0101ja Sp\u0101nijas uz\u0146\u0113mumu \u201cPatentes Talgo S.L.\u201d (\u201cTalgo\u201d), t\u0101 pied\u0101v\u0101t\u0101 cena bija 225 303 000 eiro, tom\u0113r p\u0113c Iepirkumu uzraudz\u012bbas biroja l\u0113muma \u201cPV\u201d noteica citu uzvar\u0113t\u0101ju.<\/p>\n<p>Iepirkuma procesa ietvaros ir paredz\u0113ts, ka AS \u201cPasa\u017eieru vilciens\u201d 32 jaunie elektrovilcieni tiks pieg\u0101d\u0101ti pak\u0101peniski l\u012bdz 2023. gadam.<br \/>\nSatiksmes ministrs T\u0101lis Linkaits, atsaucoties uz finan\u0161u ministra J\u0101na Reira pausto par \u201c\u0160koda Vagonka\u201d reput\u0101cijas probl\u0113m\u0101m, teic, ka j\u0101gaida ES rev\u012bzijas iest\u0101\u017eu atzinums. Ja iest\u0101des ne\u013caus sl\u0113gt l\u012bgumu, tad j\u0101sludina jauns konkurss uz pasa\u017eieru vilcienu operatoru un \u201cPV\u201d j\u0101likvid\u0113. Ja l\u0113mums b\u016bs konkursa uzvar\u0113t\u0101jam labv\u0113l\u012bgs, l\u012bgumu sl\u0113gs j\u016blij\u0101.  Maija p\u0113d\u0113j\u0101 ned\u0113\u013c\u0101 beidz\u0101s s\u016bdz\u012bbu par \u0161\u0101 iepirkuma rezult\u0101tiem iesnieg\u0161anas termi\u0146\u0161. L\u012bdz \u017eurn\u0101la s\u016bt\u012b\u0161anai uz tipogr\u0101fiju IUB nevienu s\u016bdz\u012bbu nebija sa\u0146\u0113mis. Nebija zin\u0101ms ar\u012b ES rev\u012bzijas iest\u0101\u017eu l\u0113mums.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">Ba\u017eas par atkritumu saimniec\u012bbas monopolu<\/span><\/b><\/p>\n<p><b>Konkurences padome (KP) paudusi ba\u017eas par publisk\u0101s priv\u0101t\u0101s partner\u012bbas (PPP) atkritumu saimniec\u012bbas konkursa rezult\u0101tiem R\u012bg\u0101, kurus pazi\u0146oja maij\u0101.<\/b><\/p>\n<p>Latvij\u0101 visliel\u0101kais cieto sadz\u012bves atkritumu apsaimniekot\u0101js SIA \u201cGetli\u0146i EKO\u201d konkurs\u0101 par 20 gadu ilgu sadz\u012bves atkritumu apsaimnieko\u0161anu R\u012bg\u0101 par uzvar\u0113t\u0101ju atzina p\u0113rn izveidoto SIA \u201cCREB R\u012bga\u201d. \u0160im uz\u0146\u0113mumam par 686,3 miljoniem eiro 20 gadu laik\u0101 ir j\u0101izveido dal\u012bt\u0101s atkritumu v\u0101k\u0161anas infrastrukt\u016bra. \u201cCREB R\u012bga\u201d dal\u012bbnieki ir divi lielie atkritumu saimniec\u012bbas uz\u0146\u0113mumi SIA \u201cClean R\u201d un \u201cEco Baltia vide\u201d. KP neiebilst pret PPP, tom\u0113r t\u0101 par ap\u0161aub\u0101mu uzskata ilgo termi\u0146u, uz k\u0101du iecer\u0113ts sl\u0113gt l\u012bgumu, kas, savuk\u0101rt, izspied\u012bs no tirgus citus nozares dal\u012bbniekus. Eksperti ar\u012b izvirza jaut\u0101jumu par reput\u0101ciju \u2013 \u201cGetili\u0146i EKO\u201d 97,7% kapit\u0101la da\u013cu pieder korupcijas skand\u0101los iesaist\u012btajai R\u012bgas domei, \u201cCREB R\u012bga\u201d padoms loceklis ir ar Andri \u0160\u0137\u0113li saist\u012btais un digit\u0101l\u0101s telev\u012bzijas krimin\u0101lliet\u0101 noties\u0101tais Harijs Krongorns, bet \u201cEco Baltia vide\u201d l\u012bdz\u012bpa\u0161nieka un vad\u012bt\u0101ja M\u0101ra Simanovi\u010da sh\u0113mas nodok\u013cu nemaks\u0101\u0161an\u0101 ir apl\u016bkotas port\u0101l\u0101 \u201cpietiek. com.\u201d.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">\u201cRail Baltica\u201d uz\u0146em \u0101trumu<\/span><\/b><br \/>\n<b>Dzelzce\u013ca projekta \u201cRail Baltica\u201d dzelzce\u013ca tiltu, uzb\u0113rumu un Centr\u0101l\u0101s stacijas kompleksu R\u012bg\u0101 par 430,5 miljoniem eiro b\u016bv\u0113s personu apvien\u012bba \u201cBesix ReRe Group\u201d, kuru veido Be\u013c\u0123ijas \u201cBesix\u201d un Latvijas SIA \u201cReRe b\u016bve\u201d, zi\u0146o SIA \u201cEiropas dzelzce\u013ca l\u012bnijas\u201d p\u0101rst\u0101vji.<\/b><\/p>\n<p>Ar \u201cBesix ReRe Group\u201d nosl\u0113gtaj\u0101 l\u012bgum\u0101 ir apvienotas pras\u012bbas objekta projekt\u0113\u0161anai un b\u016bvniec\u012bbai, un to parakstot, konkursa uzvar\u0113t\u0101js ap\u0146\u0113m\u0101s veikt piln\u012bgu b\u016bvprojekta izstr\u0101di un saska\u0146o\u0161anu, k\u0101 ar\u012b b\u016bvdarbus, uz\u0146emoties pilnu atbild\u012bbu par projekta \u012bsteno\u0161anu. \u0160\u0101 projekta finans\u0113jumu 81% &#8211; 85% apm\u0113r\u0101 nodro\u0161ina ES infrastrukt\u016bras savieno\u0161anas instruments, bet atliku\u0161o da\u013cu &#8211; Latvijas valsts bud\u017eeta l\u012bdzek\u013ci.<\/p>\n<p>\u201cBesix ReRe Group\u201d projekt\u0113\u0161anu un b\u016bvdarbus veiks p\u0113c arhitektu biroja \u201cPLH Arkitekter\u201d sadarb\u012bb\u0101 ar \u201cCowi\u201d (D\u0101nija) gatavoto stacijas un t\u0101 apk\u0101rtnes att\u012bst\u012bbas projekta metu. Tas ietver 2,6 kilometrus garu Eiropas slie\u017eu platuma dzelzce\u013ca posmu R\u012bg\u0101 no L\u0101\u010dpl\u0113\u0161a ielas l\u012bdz Jelgavas ielai, se\u0161us jaunus dzelzce\u013ca p\u0101rvadus p\u0101r L\u0101\u010dpl\u0113\u0161a, Dzirnavu, Pr\u0101gas, Maskavas, M\u016bkusalas un Jelgavas ielu, k\u0101 ar\u012b jaunu vienu kilometru garu tiltu p\u0101r Daugavu un mazo Daugavu. Projekt\u0101 ar\u012b iecer\u0113ts eso\u0161\u0101 uzb\u0113ruma viet\u0101 (posm\u0101 no autoostas l\u012bdz \u201cStockmann\u201d univers\u0101lveikalam un no R\u012bgas Centr\u0101l\u0101s dzelzce\u013ca stacijas l\u012bdz Elizabetes ielai) izveidot estak\u0101di, pa kuru turpm\u0101k organiz\u0113t dzelzce\u013ca satiksmi. G\u0101j\u0113ju \u0113rt\u012bb\u0101m tiks izb\u016bv\u0113ti g\u0101j\u0113ju ce\u013ci zem platform\u0101m. R\u012bga tiks ar\u012b pie jaunas ielas: tiks savienota Elizabetes iela ar Timoteja ielu.<\/p>\n<p><b><span style=\"color: #2d5986; font-size: medium;\">CFLA lau\u017e l\u012bgumu ar &#8220;R\u012bgas Satiksmi&#8221; par Skanstes tramvaja projektu<\/span><\/b><\/p>\n<p>Centr\u0101l\u0101 finan\u0161u un l\u012bgumu a\u0123ent\u016bra (CFLA) ir pie\u0146\u0113musi l\u0113mumu izbeigt l\u012bgumu ar uz\u0146\u0113mumu&nbsp;R\u012bgas Satiksme&nbsp;(RS) par Eiropas Savien\u012bbas (ES) fondu l\u012bdzfinans\u0113t\u0101 Skanstes tramvaja projekta \u012bsteno\u0161anu.<\/p>\n<p>CFLA ir izv\u0113rt\u0113jusi RS iesniegto inform\u0101ciju un skaidrojumus,&nbsp;projekta aktualiz\u0113to r\u012bc\u012bbas pl\u0101nu par projekta ievie\u0161anas riskiem, CFLA r\u012bc\u012bb\u0101 eso\u0161os auditorfirmas SIA \u201cErnst &amp; Young Baltic\u201d zi\u0146ojumus, k\u0101 ar\u012b citu pieejamo inform\u0101ciju par RS darb\u012bbu. Balstoties uz \u0161o anal\u012bzi, CFLA pie\u0146\u0113musi l\u0113mumu vienpus\u0113ji izbeigt l\u012bgumu.<\/p>\n<p>\u201cPamatojum\u0101 savam l\u0113mumam nor\u0101d\u0101m uz nepie\u013caujami augstajiem riskiem, kas faktiski izsl\u0113dz iesp\u0113ju realiz\u0113t projektu atbilsto\u0161i pl\u0101nam un projekta izdevumus deklar\u0113t Eiropas Komisijai (EK). Pa\u0161reiz jau vairs nav iesp\u0113jams nodro\u0161in\u0101t visu projekt\u0101 paredz\u0113to darb\u012bbu veik\u0161anu \u2013 saska\u0146ojumus, iepirkumus, b\u016bvdarbus, tramvaju ieg\u0101di utt., lai iek\u013cautos paredz\u0113taj\u0101 termi\u0146\u0101 un sasniegtu pl\u0101notos rezult\u0101tus. Turkl\u0101t uz\u0146\u0113mums joproj\u0101m c\u012bn\u0101s ar probl\u0113m\u0101m darb\u012bbas organiz\u0113\u0161an\u0101 un projekta p\u0101rvald\u012bb\u0101, k\u0101 ar\u012b joproj\u0101m past\u0101v aizdomas par iesp\u0113jamu kr\u0101pniec\u012bbu iepirkumos. Atg\u0101dinu, ka pret kr\u0101p\u0161anu un korupciju fondu projektos ir \u201cnulles tolerance\u201d. Rezum\u0113jot &#8211; viss apst\u0101k\u013cu kopums pa\u0161reiz skaidri r\u0101da, ka ES fondu r\u0101mjos projekts nevar tikt \u012bstenots,\u201d skaidro CFLA direktors M\u0101rti\u0146\u0161 Brencis.<\/p>\n<p>Atbilsto\u0161i normat\u012bvo aktu regul\u0113jumam CFLA k\u0101 sadarb\u012bbas iest\u0101dei ir ties\u012bbas vienpus\u0113ji izbeigt ES fondu l\u012bgumu gad\u012bjum\u0101, ja l\u012bgums par projekta \u012bsteno\u0161anu netiek pild\u012bts, netiek&nbsp;iev\u0113roti projekt\u0101 noteiktie termi\u0146i vai iest\u0101jas citi apst\u0101k\u013ci, kas negat\u012bvi ietekm\u0113 vai var ietekm\u0113t specifisk\u0101 atbalsta m\u0113r\u0137a izn\u0101kuma un uzraudz\u012bbas r\u0101d\u012bt\u0101ju sasnieg\u0161anu. CFLA konstat\u0113jusi nesam\u0113r\u012bgus riskus, kas ir b\u016btiski projekta m\u0113r\u0137u sasnieg\u0161an\u0101: ievie\u0161anas termi\u0146a iev\u0113ro\u0161ana un paredz\u0113to r\u0101d\u012bt\u0101ju sasnieg\u0161ana, uz\u0146\u0113muma finan\u0161u kapacit\u0101te, lai nodro\u0161in\u0101tu pietiekamu un nep\u0101rtrauktu finans\u0113jumu projekt\u0101 pl\u0101noto darb\u012bbu ievie\u0161anai, uz\u0146\u0113muma reput\u0101cija un dro\u0161a, efekt\u012bva un labas p\u0101rvald\u012bbas principiem atbilsto\u0161a r\u012bc\u012bba.<\/p>\n<p>Projekta beigu termi\u0146\u0161 bija pl\u0101nots 2023. gada 31. august\u0101, l\u012bdz kuram uz\u0146\u0113mumam b\u016btu&nbsp; j\u0101nodro\u0161ina jaunuzb\u016bv\u0113tu vai uzlabotu tramvaja l\u012bniju kop\u0113jais garums 6,6 km, k\u0101 ar\u012b j\u0101ieg\u0101d\u0101jas 12 jauni zem\u0101s gr\u012bdas tramvaji. L\u012bdz \u0161im projekta ietvaros par veiktaj\u0101m darb\u012bb\u0101m CFLA ir uz\u0146\u0113mumam izmaks\u0101jusi 451&nbsp;304 eiro un \u0161\u012b summa RS ir j\u0101atmaks\u0101.
