Projekta p\u0101rst\u0101ve Latvij\u0101, EM Uz\u0146\u0113m\u0113jdarb\u012bbas konkur\u0113tsp\u0113jas departamenta vec\u0101k\u0101 eksperte Veronika Kr\u016bmkoka, nor\u0101da, ka IPI var tikt \u012bstenots eso\u0161o publisko iepirkumu proced\u016bru ietvaros. Latvij\u0101 sp\u0113k\u0101 eso\u0161ais Publisko iepirkumu likums paredz t\u0101das proced\u016bras k\u0101 atkl\u0101ts konkurss, sl\u0113gts konkurss, konkursa proced\u016bra ar sarun\u0101m, konkursa dialogs, inov\u0101cijas partner\u012bbas proced\u016bra, kas izmantojama, \u012bstenojot IPI pieeju. Tom\u0113r vi\u0146a atz\u012bst, ka gan Latvij\u0101, gan cit\u0101s projekta dal\u012bbvalst\u012bs publisko iest\u0101\u017eu iepirc\u0113jiem tr\u016bkst zin\u0101\u0161anu un pieredzes inovat\u012bvu risin\u0101jumu pas\u016bt\u012b\u0161an\u0101 un iepirk\u0161an\u0101, IPI piem\u0113ro\u0161an\u0101 un rezult\u0101tu nov\u0113rt\u0113\u0161an\u0101. Vi\u0146a nor\u0101da, ka da\u017ek\u0101rt nav vienotas valsts politikas, izpratnes un defin\u012bcijas, kas \u012bsti IPI ir un kuri gad\u012bjumi ir identific\u0113jami k\u0101 IPI.<br \/>\n<!--more--><br \/>\nVi\u0146a skaidro, ka projekta m\u0113r\u0137is ir risin\u0101t \u0161os izaicin\u0101jumus, pal\u012bdzot projekt\u0101 iesaist\u012bto valstu organiz\u0101cij\u0101m izstr\u0101d\u0101t vienotu pieeju un strat\u0113\u0123iju IPI piem\u0113ro\u0161an\u0101 valst\u012b. \u0160\u012b m\u0113r\u0137a sasnieg\u0161anai projekta darba grupa iepl\u0101nojusi analiz\u0113t eso\u0161os politikas instrumentus, lai noteiktu, k\u0101da ir situ\u0101cija katr\u0101 no dal\u012bbvalst\u012bm un sal\u012bdzin\u0101tu ar p\u0101r\u0113j\u0101m, organiz\u0113t tik\u0161an\u0101s ar iesaist\u012btaj\u0101m pus\u0113m un organiz\u0101cij\u0101m, kas str\u0101d\u0101 ar publisk\u0101 iepirkuma regul\u0101ciju, k\u0101 ar\u012b organiz\u0113t vair\u0101kus semin\u0101rus, lai dal\u012btos labaj\u0101 praks\u0113 un mudin\u0101tu iesaist\u012bt\u0101s puses akt\u012bv\u0101k izmantot inovat\u012bvo publisko iepirkumu. T\u0101pat projekta ietvaros pl\u0101nots apmekl\u0113t visas dal\u012bbvalstis, lai iepaz\u012btos ar IPI situ\u0101ciju katr\u0101 no t\u0101m. Veronika Kr\u016bmkoka: \u201c Katras viz\u012btes laik\u0101 tiks r\u012bkotas pieredzes apmai\u0146as viz\u012btes, apmekl\u0113jot IPI jom\u0101 \u012bstenotos projektus. No projekt\u0101 iesaist\u012btaj\u0101m valst\u012bm l\u012bderi IPI ir Lietuva un Somija, kur Lietuva IPI konceptu piem\u0113ro jau no 2014. gada un Somija ir izstr\u0101d\u0101jusi vadl\u012bnijas IPI piem\u0113ro\u0161anai, k\u0101 ar\u012b ir \u012bstenoti vair\u0101ki IPI (kas tika \u012bstenoti ar projektu pal\u012bdz\u012bbu piesaistot ES fondu finans\u0113jumu)\u201d.<\/p>\n<p><strong><span style=\"color: #2d5986; font-size: medium;\">Veidos darba grupu un apkopos iesaist\u012bto viedok\u013cus<\/span><\/strong><\/p>\n<p>V. Kr\u016bmkoka ar\u012b skaidro, ka \u0161obr\u012bd projekts ir pa\u0161\u0101 s\u0101kumposm\u0101 un pl\u0101nots s\u0101kt ar \u012bsu un viegli uztveramu metodisko materi\u0101lu izstr\u0101di par inov\u0101cijas publisko iepirkumu: \u201cUzskat\u0101m, ka lietder\u012bgi b\u016btu paral\u0113li organiz\u0113t ar\u012b interakt\u012bvus pas\u0101kumus, aicinot pla\u0161\u0101ku sabiedr\u012bbu uz diskusiju un viedok\u013cu apmai\u0146u par iesp\u0113j\u0101m un vajadz\u012bb\u0101m \u012bstenojot IPI (komersantus, zin\u0101tniekus, valsts sektoru, k\u0101 ar\u012b iepirkumu kontrol\u0113jo\u0161\u0101s un uzraugo\u0161\u0101s iest\u0101des). Projekta ietvaros tika izveidota starpinstit\u016bciju darba grupa, kuras sast\u0101v\u0101 ir p\u0101rst\u0101vji no 11 da\u017e\u0101d\u0101m instit\u016bcij\u0101m: Finan\u0161u ministrija, Iepirkumu uzraudz\u012bbas birojs, Latvijas Pa\u0161vald\u012bbu savien\u012bba, Izgl\u012bt\u012bbas un zin\u0101tnes ministrija, Valsts izgl\u012bt\u012bbas un att\u012bst\u012bbas a\u0123ent\u016bra, P\u0101rresoru koordin\u0101cijas centrs, Vides aizsardz\u012bbas un re\u0123ion\u0101l\u0101s att\u012bst\u012bbas ministrija, Latvijas Invest\u012bciju un att\u012bst\u012bbas a\u0123ent\u016bra, Valsts re\u0123ion\u0101l\u0101s att\u012bst\u012bbas a\u0123ent\u016bra, Latvijas Lielo pils\u0113tu asoci\u0101cija, R\u012bgas Tehnisk\u0101 universit\u0101te. Darba grupas m\u0113r\u0137is ir savstarp\u0113jas komunik\u0101cijas un inform\u0101cijas apmai\u0146as veid\u0101 veicin\u0101t izpratni par IPI, sadarboties IPI \u012bsteno\u0161anai Latvij\u0101, defin\u0113jot katras instit\u016bcijas kapacit\u0101ti un kompetenci jaut\u0101jumos, kas b\u016bs nepiecie\u0161ami IPI ievie\u0161anas proces\u0101.\u201d<\/p>\n<p>Projekta ietvaros paredz\u0113tas ar\u012b apm\u0101c\u012bbas. V. Kr\u016bmkoka inform\u0113, ka jau patlaban, vienlaikus ar projekta aktivit\u0101t\u0113m, Latvij\u0101 ir s\u0101kts darbs pie liel\u0101ko valsts kapit\u0101la sabiedr\u012bbu uzrun\u0101\u0161anas un sadarb\u012bbas iesp\u0113ju defin\u0113\u0161anas. Paral\u0113li ir nepiecie\u0161ams inform\u0113t ar\u012b vald\u012bbu un sa\u0146emt atbalstu ar\u012b no augst\u0101k\u0101 l\u012bme\u0146a politikas veidot\u0101jiem. \u0160im nol\u016bkam ir svar\u012bgi vald\u012bb\u0101 iesniegt zi\u0146ojumu, kur\u0101 tiks izkl\u0101st\u012bti IPI pamatprincipi, noteiktas skaidras defin\u012bcijas un identific\u0113tas atbild\u012bg\u0101s un iesaist\u012bt\u0101s instit\u016bcij\u0101s, k\u0101 ar\u012b pied\u0101v\u0101ts skaidrs r\u012bc\u012bbas virzienu un veicamo pas\u0101kumu saraksts.<\/p>\n<p>Projekta ietvaros izmanto Eiropas Komisijas (EK) pied\u0101v\u0101to IPI defin\u0113jumu: Inov\u0101cijas publiskais iepirkums (<i>Public procurement of innovation, PPI<\/i>) ir iepirkums, kur\u0101 l\u012bgumsl\u0113dz\u0113jas iest\u0101des r\u012bkojas k\u0101 s\u0101kuma klients attiec\u012bb\u0101 uz inovat\u012bv\u0101m prec\u0113m vai pakalpojumiem, kas v\u0113l nav pieejami pla\u0161\u0101 komerci\u0101l\u0101 m\u0113rog\u0101, un var ietvert atbilst\u012bbas p\u0101rbaudi. Eiropas Savien\u012bb\u0101 pla\u0161i tiek izmantotas ar\u012b EK pied\u0101v\u0101t\u0101s \u012bsteno\u0161anas vadl\u012bnijas, ko attiec\u012bgi katra valsts piem\u0113ro sav\u0101m vajadz\u012bb\u0101m, iesp\u0113j\u0101m un nacion\u0101lajiem att\u012bst\u012bbas pl\u0101niem, skaidro V. Kr\u016bmkoka: \u201cVienlaikus pie IPI pieskait\u0101ms ar\u012b pirmskomercializ\u0101cijas posma iepirkums (<i>Pre-commercial procurement, PCP<\/i>) \u2013 inov\u0101cijas publisk\u0101 iepirkuma pieeja, kas \u012bpa\u0161i izstr\u0101d\u0101ta p\u0113tniec\u012bbas un att\u012bst\u012bbas (P&#038;A) pakalpojumu nevis faktisku pre\u010du un pakalpojumu iepirk\u0161anai. Ja P&#038;A f\u0101z\u0113 izstr\u0101d\u0101t\u0101s preces vai pakalpojumi b\u016btu j\u0101ieg\u0101d\u0101jas, tas b\u016btu j\u0101balsta uz atsevi\u0161\u0137u iepirkuma procesu.\u201d<\/p>\n<p><strong><span style=\"color: #2d5986; font-size: medium;\">Projekta rezult\u0101tos &#8211; r\u012bc\u012bbas pl\u0101ns IPI piem\u0113ro\u0161anai Latvij\u0101 <\/span><\/strong><\/p>\n<p>Vissvar\u012bg\u0101kie sagaid\u0101mie projekta rezult\u0101ti b\u016bs uzkr\u0101t\u0101 starptautisk\u0101 pieredze un lab\u0101s prakses piem\u0113ri, kurus p\u0101r\u0146emt, str\u0101d\u0101jot pie Latvijas IPI jomas att\u012bst\u012b\u0161anas un populariz\u0113\u0161anas. Vienlaikus projekts sniedz iesp\u0113jas papla\u0161in\u0101t profesion\u0101l\u0101s zin\u0101\u0161anas, k\u0101 ar\u012b t\u0101 ietvaros tiks izstr\u0101d\u0101ts r\u012bc\u012bbas pl\u0101ns IPI piem\u0113ro\u0161anai Latvij\u0101. Past\u0101v iesp\u0113ja projekta gait\u0101 identific\u0113t ar\u012b Latvijai piem\u0113rotus atbalsta instrumentus, kas, vismaz \u012bstermi\u0146\u0101, b\u016btu labs IPI veicino\u0161s instruments, lai iedro\u0161in\u0101tu publiskos iepirc\u0113jus \u012bstenot IPI vai PCP proced\u016bras, rezum\u0113 V.  Kr\u016bmkoka.<br \/>\nTauj\u0101ta, k\u0101dus inovat\u012bvus risin\u0101jumu perspekt\u012bv\u0101 savos iepirkumos var\u0113tu iek\u013caut Ekonomikas ministrija, vi\u0146a atbild, ka \u0161obr\u012bd gr\u016bti prognoz\u0113t, k\u0101dos iepirkumos un k\u0101d\u0101 apjom\u0101 IPI var\u0113tu piem\u0113rot pati EM: \u201cJ\u0101\u0146em v\u0113r\u0101, ka Ekonomikas ministrijas k\u0101 tie\u0161\u0101s valsts p\u0101rvaldes iest\u0101des iepirkumu portfelis pamat\u0101 nav saist\u012bts ar tehnolo\u0123iski sare\u017e\u0123\u012btu risin\u0101jumu izmanto\u0161anu ikdienas funkciju \u012bsteno\u0161anai. Taj\u0101 pa\u0161\u0101 laik\u0101 IPI var tikt piem\u0113rots, piem\u0113ram, jaunu inform\u0101cijas tehnolo\u0123iju risin\u0101jumu iepirkumos, lai nodro\u0161in\u0101tu lab\u0101ku pakalpojumu snieg\u0161anu ministrijas klientiem vai uzlabotu un optimiz\u0113tu ministrijas iek\u0161\u0113jos procesus.
